경제 위기와 이로 인한 긴축재정 속에서도 대학교육 개혁을 촉진하고, 대학교육의 질적 발전을 도모하며, 국가 경쟁력을 확보하기 위해서는 한정된 자원을 효율적으로 활용할 수 있는 대학재정 지원정책의 수립이 절실하다. 특히 대학에 대한 재정 지원방식을 개혁할 필요가 있다. 시장모형과 수식에 대한 지원방식을 적절하게 활용할 경우, 대학재정 지원의 효과성을 극대화할 수 있다.

The government has supported the innovation of private firms by intervening the market for various purposes, such as preventing market failure, alleviating information asymmetry, and allocating resources efficiently. Although the government's R&D budget increased rapidly in the 2000s, it is not clear whether the government intervention has made desirable impact on the market. To address this, the current study attempts to explore this issue by doing a systematic literature review on foreign and domestic papers in an integrated way. In total, 168 studies are analyzed using contents analysis approach and various lens, such as policy additionality, policy tools, firm size, unit of analysis, data and method, are adopted for analysis. Overlapping policy target, time lag between government intervention and policy effects, non-linearity of financial supports, interference between different polices, and out-dated R&D tax incentive system are reported as factors hampering the effect of the government intervention. Many policy prescriptions, such as program evaluation indices reflecting behavioral additionality, an introduction of policy mix and evidence-based policy using machine learning, are suggested to improve these hurdles.

This article attempts to restructurize the current arguments on how to change the method of financing child care programme, which is currently under discussion in Korea. There has been a series of changes in Korean child care policy, such as the amendment of Child Care Act, the transition of its responsible administrations, adoption the child care policy as a national agenda. In these changes, new needs for child care financing method comes out with a new direction of child care policy and a plan of expansion of finances. That's the transition from 'facility-centered subsidy' to 'child-centered subsidy'. This article redefine it as the arguments about 'supply-side subsidy' vs. 'demand-side subsidy'. To analyse the different traits of two branches of arguments, this article reviews the social welfare models, and has come to the conclusion that the Burchardt's model is appropriate to explain the financing debates. Thus, the analysis the traits of the two perspectives is based on three dimensions i. e. service provision, financing and decision making according to the Burchardt's model. This also examines how the two sides is connected to the discussion of publicity and quality improvement of child care service. Through this approaches and analysis, this helps us restructurize the debates on the method of financing from the present superficial arguments.

본고(本稿)는 우리 경제의 개방화(開放化) 자율화(自律化) 추세 속에서 거시경제정책수단(巨視經濟政策手段)으로서의 재정정책(財政政策)의 기능과 역할에 대해 다음의 두가지 방안을 제시하고 있다. 첫째로, 분기별(分期別) 통합재정통계(統合財政統計)를 이용한 실증분석 결과에 기초해서 안정적 경제운영(經濟運營)에 있어서 통합예산관리(統合豫算管理)의 중요성을 강조하였다. 분석결과, 기존의 연간자료를 이용한 분석에서 밝혀진 바와 같이 물가 상승률과 재정적자 변수간에 정(正)의 상관관계가 존재하는 것으로 나타났으며, 총통화 변수와 재정수지(財政收支)를 포함하는 물가상승률의 추정식 결과를 이용해서 단기적인 통화(通貨) 재정변수(財政變數)의 적정조합을 모색해 볼 수 있다. 다른 조건이 일정하다면 연간 총통화 증가율 1%포인트와 재정적자(財政赤字)의 대(對)GNP 비율 1%포인트 증가가 평균적으로 비슷한 정도의 물가압력을 낳는 것으로 나타난다. 둘째로, 효율적인 거시경제운영(巨視經濟運營)을 위해 요구되는 재정의 보다 근본적인 역할재정립 방향에 대해서 논의하였다. 해외자본유입(海外資本流入) 등에 대비하기 위해서는 신축적인 통화관리여건이 조성되어야 하고, 이를 위해서는 한은대출에 의한 정책금융 지원분의 재정이관 문제가 보다 적극적 전향적으로 검토되어야 한다. 총액한도대출대상 정책금융 중 지방중소기업자금의 이관문제가 검토되어야 하며, 상업어음할인, 무역금융, 소재 부품생산자금의 경우 기존의 중소기업지원관련 기금에 대한 출연을 확대해서 단기운전자금의 대출 등을 담당하게 하는 방안을 검토할 필요가 있다. 또한 총액한도대출대상 정책금융이 중소기업에 대한 지원인 점을 감안할 때, 중소기업부문(中小企業部門)에 대한 재정지원체계(財政支援體系)를 금리자유화 일정 등을 감안하여 종합적으로 정비함으로써 총액대출한도의 축소를 유도하는 역할을 재정이 담당해야 할 것이다.

본 연구는 무용공연예술의 지원 정책의 문제점을 알아보기 위해 무용 예술 공연의 사업 지원 실태에 초점을 맞추어 재정 지원현황을 알았다. 지원정책의 현황조사는 문화체육관광부, 서울문화재단, 한국문화예술위원회, 한국메세나협회를 대상으로 한정하였다. 연구 결과 기관들의 지원이 지속적으로 증가하고 있음에도 홍보부족, 전문인력부족, 수혜에 대한 무용예술단체의 수동적 태도의 문제로 실질적인 지원을 받는데 어려움이 있는 것으로 나타났다. 이에 본 연구는 토대로 국가의 재정지원 정책을 토대로 문제점과 사례의 개선방안을 도출해 볼 수 있는 기반이 될 것이다.

With regard to industrial accidents, large corporations and public institutions are continuously reducing disasters through systematic management. However, industrial accidents continue to increase in small-scale workplaces. In order to ensure the safety of workers, the government supports the purchasing of industrial accident prevention equitments through financial support projects for small business. However, despite the financial support, the effectiveness of the project is hardly verified. In this study, we analyze the policy effectiveness of the financial support program for industrial accident prevention in a small-scale workplace using the difference-in-difference method. To achieve research purposes, we used the data on the occurrence of industrial accidents, the status of workplaces by year and the data on the status of workplace benefiting from financial support program for the past 10 years. This study is significant in that it analyzed the net effect of financial support programs for disaster reduction in the small business site.

1999년은 1998년부터 시작된 도서관계의 각종 위기상황이 계속되었다. 그러나 때로 위기상황이 또 다른 기회를 가져오기도 하였으며, 국가 경제가 급속하게 회복되면서 제반 상황이 새로운 국면으로 전환되기도 하였다. 우리 협회는 1999년 한 해 동안 일반사업 뿐 아니라 각종 프로젝트, 해외 도서관계와의 협력강화 등 폭넓은 활동을 비교적 활발하게 수행하였다. 1999년도에 수행한 우리 협회 사업 가운데서 외부의 재정지원을 유치하여 수행한 사업들만을 요약 정리하면 다음과 같다.

The Government provides a financial assistance to stimulate firm R&D and innovation activities. Previous papers on the impact of public subsidies on firm R&D investments mainly had a focus on an individual policy tool regardless of potential impacts of other policy instruments. This study addresses this gap by examining the effects of policy mix regarding a subsidy and a tax credit. The empirical analyses from fixed effect model using Survey on Technology of SMEs 2015-2017 revealed valuable points. First, policy mix induces more R&D investment of SMEs, which in turn, shows a complementary relationship between two instruments. Second, even if impact of tax credit controlled, subsidy is positively associated with SMEs R&D investment. These findings justify policy mix interventions to promote SME R&D activity. Moreover, grants can be applied as a more useful policy tool for SMEs that are constrained by resources and capabilities.

In order to assure universal information access right, the present regional gap of public library infrastructure needs to be examined in Korea. The purpose of this study is to propose an effective government financial support policy to local government to bridge the regional gaps among 16 Korean wide autonomous communities. For that purpose, this study analyzed some of the per library and per capita measures, surface areas, number of librarians, number of books, total budgets and budgets for materials, etc, available in the National Library Statistics System. Then, this study reviewed changes and problems in new government financial support systems which started from 2010. Based on the results, a reformation plan of the current government financial system to national subsidy program was proposed.
