우리는 지방세납세자 기금의 공공 목적의 프로그램과 활기찬 민간 부문의 에너지 효율 서비스산업과의 관계가 중심이 되는 몇 가지의 보다 광범위한 공공 정책 과제에 대하여 이 프로젝트의 데이터가 어떤 통찰력을 제공할 수 있다는 것을 믿는다. 예를 들면, 역사적으로, 어느 정도까지 ESCO들이 지방세납세자 기금의 DSM의 인센티브에 의존했는지? 상관적인 조건에서 시간이 거듭할수록, 보다 많은 프로젝트들이 지방세납세자들로부터의 재정적 보조금 없이 개발될 수 있을지? ESCO들이 특수한 시장 부문에서 에너지공급자의 DSM으로부터의 재정적 인센티브나 공공 목적의 재정적 인센티브에 보다 더 의존하는 경향이 있는 것은 아닌지? 또는 그들의 이용이 에너지공급자에 의해서 제공되는 프로그램의 능력에 의해서 조건이 결정되는 것은 아닌지?

국내 저작권법은 2003년 개정을 통해 창작성이 없는 데이터베이스에 대해서도 별도의 제한적 보호체계를 제공함으로써 상당한 인 적·기술적·재정적 요소를 투입한 데이터베이스의 제작자에게 일정한 인센티브를 제공해 정보산업의 발전을 도모하고자 했다. 이 번 호에서는 저작권법에 규정돼 있는 데이터베이스의 보호내용을 구체적으로 살펴보고, 그 밖의 보호수단으로서 기술적 보호조치와 ‘온라인디지털콘텐츠산업발전법’상의 내용도 간단히 알아보고자 한다. 그리고 데이터베이스의 보호를 둘러싼 뜨거운 논쟁의 단초가 됐던 ProCD 판례 및 편집저작물을 인정한 국내사례를 소개하고자 한다.

This study suggested the necessity of efficient volunteer management plan and continuous volunteer expansion plan to enhance the continuity of volunteer activity by local government and induce more systematic and stable volunteer activity. As a prior concrete plans for volunteer expansion, this study suggested establishing the incentive for expanding continuous volunteers through coexisting and cooperation, enhancing the propulsion will and providing an institutional strategy of local and metropolitan government heads, improving volunteer's internal capability, and reinforcing administrative support and financial aid. Also this study emphasized the effectiveness of various volunteer-related matters such as daring support and investment to drastically expand continuous volunteers and their activities.

This study is focused on the effect of reformation of public transportation system on the efficiency of bus route system as a result of change of government subsidy scheme. Two types of government subsidy scheme has been considered and before and after analysis by Data Envelopment Analysis technique has been carried out for bus routes in Ulsan Metropolitan City. The analysis output has shown that there is no clear evidence to clarify the relationship between the change of government subsidy scheme and the efficiency of bus route system. There are two types of backgrounds may be suggested for this situation such as more longer period necessary to identify the policy effect and limitation to increase the number of passenger in a provincial city. Tobit regression analysis has also been conducted to discover the most effective variables for maximum efficiency and three variables including route length, frequency per vehicle per day, and headway are found to be influential. It is also seen that strategy to minimising input factors and service upgrade plan such as shortened route length and headway, increasing frequency per vehicle are necessary to develop the efficiency of bus routes operated in Ulsan city.

This study presents determinants of resettlement considering population, economy, residential environment, policy characteristic, proposes implications for increase of resettlement. The research method deducted determinants of resettlement by union groups using logistic regression, union members are divided to more 10 years group and under 10 years group focused on real estate ownership duration. The analysis results are summarized as follows. More 10 years group has higher age, neighborship, satisfaction about pre-sale price, inside region in redevelopment promotion project, satisfaction about increase of real estate price, the higher resettlement decision probability. Under 10 years group has higher satisfaction about increase of real estate price, satisfaction about pre-sale price, satisfaction about floor area ratio incentive, the higher resettlement decision probability. the political implications must be customized financial support considering economic situations and increase of asset value by real estate ownership duration.

The time-lag effect of the policy was analyzed focusing on the financial subsidies which are the incentive for attracting the foreign direct investment for the Korean industries from 2007 to 2012. The analysis results show that Korea's policy for attracting the foreign direct investment has the time leg of 2 or 3 years after the implementation of the policy. If the goal is to attract the foreign investment or introduce the advanced industrial technologies, the tax reduction system would be better. However, if the goal is to get the short term effects such as job creation or regional development, the direct subsidy or the financial support (financing) or the lexicographic characteristics of the policy for foreign investment would be more effective for attracting the foreign investment. Accordingly, the Korea's policy for attracting the foreign direct investment should be focused on the realistic policies such as direct subsidies or financial support (financing) rather than the tax reduction system.

생명공학은 기술의 특성상 보건 의료, 농업, 자원 환경, 에너지 등 광범위한 산업에 응용될 수 있는 고부가가치형, 두뇌기술집약형, 탈공해형, 자원 및 에너지절약형 기술이라는 특징을 지니고 있어 21세기 미래산업을 선도할 것으로 기대되고 있다. 본 연구의 목적은 생명공학기술이 1980년과 1990년 사이의 산업구조에 어떠한 변화를 초래하였는지를 알아보는 것이다. 생명공학의 산업경제적 파급효과를 분석해 보기 위해 한국은행에서 발행한 산업연관표를 이용하여 생명공학 관련산업의 지원에 따른 국내 제반산업의 생산변화율을 측정하였다. 정부의 지원이나 금리 및 세제의 혜택을 통해 생명공학 산업 관련 비용이 감소하게 되면 이에 따른 가격변화가 국내 산업발전과 고용의 증가를 갖는 것으로 믿어진다. 고정계수 아닌 변화계수를 특징으로 하는 본 모형의 접근방법은 생명공학에 대한 재정지원 및 세제 인센티브 등을 외생변수로 처리하여 산업구조 변화의 추이와 고용유발 등을 예측하였다. 본 논문의 가설은 생명공학의 영역이 점차 증대되어 나아가기 때문에 1980년의 제반산업의 영향은 1990년의 영향보다는 적어야 한다. 즉 생명공학 관련비용 하락이 전체산업에 미치는 1980년의 생산율 증가보다 1990년의 생산율 증가가 커야 할 것이다. 본 가설에 대한 검증의 과정에서 얻은 통계치를 통해 생명공학산업이 한국 산업 전체에 미치는 영향이 10년 동안에 그 차이가 거의 없어 미성숙 단계에 있다는 결론을 짓게 되었다. 따라서 생명공학 분야의 계속적인 발전을 위해서는 선진국 수준의 독자적 기술개발을 통한 국제 경쟁력을 강화해야 하는데 이를 위한 정부 및 민간기업 투자확대와 연구개발 지원체제의 확대가 요망되고 있다.

그 동안 지속적인 경제성장을 바탕으로 한국의 생명보험산업은 양적으로 성장하였다. 그러나 내면을 살펴보면 외형을 떠받칠 만큼 내실있게 성장했는지에 대해서는 많으 의구심을 갖게 한다. 현실적으로 경제성장을 바탕으로 한 외형성장은 한계를 맞을 수 밖에 없으며, 이제는 질적인 내실을 기하기 위해 그 동안 소홀히 했던 보함산업의 전반의 체질개선이 필요하다. IMF이후 경영이 부실한 보험사들이 퇴출되면서 전면적인 개편이 이루어졌고, 또한 보험사 내부에서도 전반적인 개혁의 필요성을 인식하여 여러 방면으로 방안을 구체화하고 있다. 본 논문은 이러한 상황하에서 생명보험산업의 기존 문제점 개선방안의 일환으로, 보험산업의 가장 핵심분야라 할 수 있는 언더라이팅 분야의 국내현황을 살펴보면서 보험선진국의 제도 및 운영현황과 비교 분석하여 부문별 문제점을 도출하고, 그에 따른 개선방안을 제안하게 되었으며, 본 논문에서 제시된 개선방안을 요약해 보면 다음과 같다. 첫째, 언더라이팅을 신속 정확하게 수행하고 도덕적 위험을 배제하기 위하여 개선된 정보교환시스템 제도를 구축해야 하며, 사정자료의 수집업무를 전문기관에게 아웃소싱함으로써 비용절감을 기하여야 한다. 이와 아울러 모집인의 전문성을 제고시켜 보험계약 청약서와 모집인 보고서가 정확하게 작성되도록 하고 언더라이팅 실적과 연계한 인센티브제도에 의하여 모집수당이 지급되도록 하여 언더라이팅이 효과적으로 수행되도록해야 할 것이다. 둘째, 언더라이팅기법의 선진화를 기함으로써 위험에 상응하는 보험료를 부가하여 위험에 노출되어 있는 가망고객의 보험가입율을 높이고, 보험사고 발생시 실질적인 보험혜택을 누리도록 하여야 한다. 이를 위한 실천방안으로 의적 직업적 재정적 언더라이팅 선진기법을 도입하여 각 부문의 역량을 강화해야 할 것이다. 특히 제도적으로 개인신용정보의 언더라이팅 활용이 제한되어 있는 현실에서 이를 법제도 내로 흡수하면서 개인의 사생활 유지라는 목적을 동시에 달성되도록 하는 재정적 언더라이팅 기법의 강화가 특히 중요하리라 생각된다. 아울러 언더라이팅 업무를 효과적 효율적 수행을 통해 일관성 있는 의사결정이 이루어질 수 있도록 지원하는 언더라이팅 시스템구축을 통해 정형화된 인수과정은 결정시스템화하고, 복잡한 위험의 경우 자문 시스템으로 운영하여 간단한 언더라이팅 업무는 구축된 시스템을 통해 즉각 해결함으로써 시간을 절약할 수 있고, 언더라이팅 인력은 보다 전문적인 부문에 집중하도록 해야 할 것이다. 마지막으로, 비표준위험시장의 활성화를 위해서는 현재의 제약조건인 생명보험 상품개발을 세트형에서 조립형으로 전환하고, 재보험으로 위험을 분산하여 비표준위험의 인수를 증대하여야 할 것이다. 이와 더불어 언더라이팅 과정에서 얻어진 피보험자의 사정자료를 활용하여 고객에게 필요한 의료정보 등을 제공함으로써, 피보험자와 유대관계를 돈독히 하여 기존계약이 계속 유지되도록 하며, 추가계약이 이루어지도록 해야 할 것이다. 이상과 같은 비표준위험의 언더라이팅 개선방안이 보다 효과적으로 수행되고 발전하기 위해서는 통계축적 및 관리, 전문 언더라이터 양성, 전산을 이용한 언더라이팅 확대 등이 이루어져야 하므로 향후 이에 대한 집중적인 연구가 있어야 할 것이다.

The purpose of this study is to a study on the development of the DMZ tourism merchandising which use storytelling. also this study is to develop DMZ tourism imagery using the storytelling structured the subject matters based on DMZ. storytelling tourism is the oldest and the best factor of tourism activity among induced factors in these days. As a life of human being is upgrading, the importance of DMZ storytelling tourism merchandising will be magnified. Even tourism commercialization is able to make an achievement as an economical effectiveness to a developing country. Data were collected from 205 members of leading tourism business and job performance in travel agency. data were statistically analyzed using SPSS 20.0. Findings from this study suggest that local government and DMZ tourist business operators consider the storytelling for vitalizing authenticity to improve tourists' satisfaction. also this study is about DMZ tourism commercialization to achieve various opinions of several scholars.

The Korean government issues the policy that regional government mat change the regional tax rates for economic growth. On the ground that change in regional tax rate incurs the disturbance in regional economy and entails tax competition, regional government does not accept the proposal. The CGE simulation result shows that tax competition reveals the trade-off relation between efficiency, balanced national development, and equity. Thereby, the stance of regional government can be justified by the results. Therefore central government has to grope for some reconcile means that efficiency and equity can be harmonized. The proposal can be justified by the analyses.
