포장과법률 - 「기구 및 용기·포장의 기준 및 규격」 일부개정고시(안) ③

  • 식품의약품안전처는 지난 10월 14일 「기구 및 용기·포장의 기준 및 규격」을 일부 개정했다. 개정이유로는 기구 및 용기·포장의 원재료로 사용할 재생원료의 인정 절차 등이 마련될 예정임에 따라 인정을 신청하는 경우 제출하여야 하는 자료를 구체적으로 정하고, 환경부에서 「식품용기 사용 재생원료 기준」을 고시함에 따라 이에 맞추어 재생원료 기준을 개선하는 한편, 지속가능한 사회실현을 위한 산업현장의 요구를 반영하여 폴리부틸렌아디페이트테레프탈레이트(PBAT) 수지를 등재하고, 시험법에 대한 신뢰도 제고 등을 위하여 시험용액 등의 조제방법 및 분석기기의 측정조건을 개선하는 등 현행 기준 및 규격의 일부 미비점을 개선하기 위함이다.

  • 우리나라는 2012년부터 신재생에너지 공급의무화제도(Renewable Portfolio Standards, RPS)의 도입을 확정하였다(지식경제부 고시 제2010-244호). RPS 제도는 기존의 발전사업자에게 총 발전량 중 일정량 이상을 신재생에너지 전력으로 공급토록 의무화하는 제도이다. RPS의 도입을 통해 일차적으로 신재생에너지의 보급 확대를 도모할 수 있으며, 부차적으로 신재생에너지 공급확대의 비용의 소비자 귀착을 기대할 수 있다. 본 연구는 RPS 제도로 인한 신재생에너지 보급확대의 비용이 소비자에게 전가된다는 가정 하에, 조건부가치평가법(Contingent valuation)을 적용하여 신재생에너지 전력에 대한 지불의사액(Willingness to pay)을 분석하였다. 본 연구의 주된 목적은 신재생에너지 전력에 대한 지불의사액을 분석하는 데 있어 지역별로 어떠한 차이가 나타나는지 알아보는 데 있다. 이에, 서울, 울산, 강원도, 전라남도의 4개 지역을 설문대상 지역으로 선정하였다. 서울은 신재생에너지를 포함한 에너지 관련 시설에 대한 경험이 거의 없는 비교군에 해당하며, 강원도와 전라남도는 신재생에너지의 이용이 활발한 지역을 대표하는 대조군에 해당된다. 울산은 신재생에너지 이용이 활발하지는 않으나 굴지의 산업단지가 입지한 지역으로, 대형 에너지 관련 시설에 대해 특수한 선호를 보일 것이라 추측되어 대조군으로 선정하였다. 본 연구에서는 이 4개 지역의 주민들을 대상으로 조건부가치평가법을 적용한 설문조사를 시행하여 신재생에너지 전력에 대한 지불의사액을 도출한 후, 이를 비교 분석하였다. 본 연구결과를 통해 신재생에너지에 관련된 경험이 선호에 어떠한 영향을 미치는지 파악할 수 있으며, 도출된 신재생에너지 전력에 대한 지불의사액은 향후 RPS 정책 도입시 전기요금 산정 관련 논의의 참고자료로 활용될 수 있을 것으로 기대된다.

  • The structural analysis and water pressure test of regenerative liquid rocket thrust chamber cooling channel specimens are performed at room temperature. material properties of copper alloy are obtained by uniaxial tension test at room temperature and used of elastic-plastic structural analysis. The plate type of cooling channel specimen are manufactured and performed water pressure test in order to confirm the analysis results. The differences between results of elastic-plastic analysis and that of water pressure test of cooling channel specimen are small and find that manufacturing process affect the structural stability of cooling channel very much because cooling channel thickness is small

  • The structural analysis and water pressure tests are performed for liquid rocket thrust chamber regenerative cooling channel specimens at room temperature condition. Material properties of copper alloy to be used in the elastic-plastic structural analysis are obtained by uniaxial tension test at room temperature. The plate-type cooling channel specimens are manufactured and performed water pressure test to verify the analysis results. The results of elastic-plastic structural analysis and water pressure test show resonable agreements though with minor differences and it is revealed that structural stability of regenerative cooling channel is highly affected by the manufacturing tolerances due to very thin cross-sectional thickness of the cooling channel.

  • The desiccant rotor is the most essential component of desiccant cooling system, but its design relies on manufacturer's experience and principles are not yet clear in spite of a lot of theoretical/experimental work published. The mathematical modeling of desiccant rotor needs solution of coupled partial differential equations of heat and mass transfer. In this study, numerical program is developed and validated using a real desiccant rotor. The calculation results are in reasonable agreement with the experimental data and other available numerical results. Optimization of desiccant rotor on the condition of low regeneration temperature are investigated. The optimal rotor speed at which the process outlet humidity becomes minimized, shows same as that of the system optimization. Compared to high regeneration temperature, broad is the range of optimal speed of low regeneration temperature. Systematic analysis on the optimal area ratio of regeneration to dehumidification section has also been conducted.

  • The development of high-pressure sub-scale combustion chambers is described. A total of four high-pressure sub-scale combustion chambers having either a detachable structure of the mixing head and the chamber or a single welded regenerative cooling structure have been developed. The sub-scale combustion chambers have a chamber pressure of 70 bar and propellant mass flow rate of 5.1~9.1 kg/s. The propellant mass flow rate and the recess number of the injector were changed for the improvement of combustion performance and they were validated through hot firing tests. The design and manufacturing techniques of regenerative cooling channel and film cooling to be applied to the full-scale combustion chamber were adopted through the present development and verified.

The Influence of the Influential Factors on the Invigoration of the Traditional Market Places in Seoul through Urban Regeneration upon the Awareness on Invigoration: the Mediating Effect of Expectation (도시재생을 통한 서울지역 전통시장 활성화 영향 요인이 활성화 인식에 미치는 영향: 기대감의 매개효과)

  • In this study, an empirical analysis was performed with regards to traditional markets in Seoul, South Korea to find which physical maintenance elements, such as facility improvement for successful urban restoration, have greater effects on the expectation and activation awareness of successful urban restoration. This study targeted traditional markets located at the center of Seoul, which are visited by many domestic and international tourists as well as general consumers and are revitalizing the downtown area. A survey was conducted to collect a total of 515 completed questionnaires. Data analysis was performed using SPSS 23.0 and AMOS 22.0. The results of the analyses in this study indicate relevant urban invigoration factors (psychological, physical, diversity, functional, and stability factors), and it was observed that the expectation of urban regeneration was under the direct influence of the invigoration factors. Such a finding is meaningful in that it suggests a set of criteria to evaluate the concept of traditional markets in a comprehensive manner for successful urban regeneration while highlighting relevant invigoration factors for traditional marketplaces for the purpose of urban regeneration.

Reconstruction of Bone Defects Caused by Tumor Resection Using Recycled Autograft Augmented with VFG (재생 자가골과 생비골 이식술을 이용한 종양절제 후 골 결손의 재건)

  • Purpose: We evaluated the outcomes of surgical reconstructions using recycled autograft augmented with VFG for bone defects caused by tumor resections. Materials and Methods: Ten patients with a malignant or locally aggressive bone tumor who were managed with recycled autograft augmented with VFG and followed up minimum 1 year were evaluated for bone union, functional result and complications. The influence of various factors on bone union and functional outcomes were also analyzed. Results: Bone unions were obtained at 13 of 20 junctions. Average union time was 3.7 months at metaphyseal junctions and 8 months at diaphyseal junctions (P<0.05). At diaphyseal junctions, younger aged group and intramedullary location group showed earlier bone union (P<0.05). The mean functional score was 81%. There were 3 nonunions, 4 delayed unions and 2 recycled bone resorption combined with fractures. Conclusion: To obtain excellent results, proper microvascular technique, sufficient length of VFG bridging both junctions, stable internal fixation and protection of reconstructed bone until union are necessary.

  • 산업자원부에서는 국가에너지사업의 정책으로 지역 에너지사업 및 신 재생에너지 시범보급사업을 수행하고 있으며, 이에 따라 대규모 신재생에너지전원(태양광, 풍력, 열병합 등) 단지가 활발하게 조성되고 있는 상황이다. 그러나 신재생에너지전원의 설치자 측에서는 설비비용의 절감을 이유로 일반배전선로(고압 및 저압배전선로)에 직접적인 연계를 요구하고 있으나, 한전 측에서는 계통운용의 어려움으로 인하여 까다로운 계통연계지침(가이드라인)을 정하여, 한전 측과 전기사업자(전기공사업자 및 발전 사업업자)간의 이해가 상충되는 부분이 발생하고 있는 실정이다. 따라서 본 연구에서는 신재생에너지전원의 발전업자와 전기공사업자의 측면에서는 효율적인 공사 및 시공을 위하여, 배전계통 연계와 관련된 복잡한 기술적인 계통연계 지침을 일일이 해석하지 않더라도, 연계 적합여부를 손쉽고 자동적으로 판단해주는 평가시스템을 개발하였다.
