This paper proposes a scheme to collect video data of the vehicle black box in order to strengthen the public safety. The existing schemes, such as surveillance system with the fixed CCTV and car black box, have privacy issues, network traffic overhead and the storage space problems because all video data are sent to the central server. In this paper, the central server only collects the video data related to the accident or the criminal offense using the GPS information and time in order to investigation of the accident or the criminal offense. The proposed scheme addresses the privacy issues and reduces network traffic overhead and the storage space of the central server since the central server collects the video data only related to the accident and the criminal offense. The implementation and experiment shows that our service is feasible. The proposed service can be used as a component of remote surveillance system to prevent the criminal offense and to investigate the criminal offense.

Online game provides a kind of cyber money aden and game instruments, items in order to attract game users. Game users want stronger, better and higher-leveled items with competition. Demands and supplies on items are formed and the transactions are made. The problem is there happen frequently illegal behaviors in the process of transactions. Among these illegal behaviors, for using other's id and password without authorization and stealing items, rejecting to return assigned items, providing stolen item to other who knows the fact or destroying others' items, it is difficult to apply provisions on properties in the criminal code on them. Because the criminal code has a duty to prevent separation between substantial criminal behavior and regulations, it should reflect substantial cultures and values of the times. Therefore, property like items in cyber space can be considered as new property to need to be protect under the criminal code and it may be not an interpretation of expansion. The reason is it is practical and reasonable to judge whether propertiness can be established considering cyber space's unique characteristics. It is time to review propertiness of Article No. 346 according to the request of times of the digital age.

2023년 우리나라에 발생한 재난은 남부지방의 가뭄, 태풍 카눈에 의한 폭우, 7월~9월 폭염 등의 자연재난과 4월 5일 분당 정자교 붕괴, 4월 29일 검단신도시 붕괴사고, 7월 13일 대구 염색산업단지 황산 누출 등의 사회재난이 발생하였다. 이전 2022년에는 022년 10월 29일, 서울 이태원역 부근에 대규모 인파가 한번에 몰리며 압사사고가 발생하여 159명이 목숨을 잃고 196명의 부상자가 발생하였다. 이처럼 다양한 형태로 발생하는 재난에 대하여 우리나라는 「헌법」과 「재난 및 안전관리 기본법」에서 재난으로부터 국민의 생명·신체 및 재산과 국가의 피해를 줄이기 위해 노력하여야 한다고 명시하고 있다. 재난은 다양한 특성을 지니고 있으며, 학자들의 일반적 견해는 누적성, 불확실성, 복잡성, 인지성 등의 특성을 들고 있다(재난관리론, 2020). 특히, 사회재난은 발생위치, 시점, 피해, 규모를 예측하기가 상대적으로 매우 어렵기에(장대원 외, 2019) 불확실성의 특성을 강하게 보여주고 있다. 이러한 사회재난의 특성은 자연재난과 비교하여 사람들에게 물리적·심리적 영향을 크게 미칠 뿐만 아니라 단기간에 회복하기 어려운 특성을 지닌다(신재헌 외, 2020). 이에 대하여 많은 국민들은 심각한 사회재난이 발생할 때마다 정부차원의 적극적 재난관리 및 통제능력 향상을 요구하고 있으나, 사회재난 특성 상 특정 기관 중심으로 대응하기에는 많은 어려움이 있다(신재헌 외, 2020). 우리나라 경찰은 2021년 7월부터 자치경찰제도를 실시하며 국민의 생명·신체 및 재산의 보호, 범죄예방, 수사 및 질서유지업무 이외에 국민들의 봉사·서비스 행정 요구의 증대로 인한 적극적·능동적 경찰활동으로 변화하게 되었다(조호대, 2014). 이에 따라 경찰은 경찰의 재난관리체계를 확립하고, 경찰의 재난관리에 관한 사항을 규정함을 목적으로 2012년 「경찰 재난관리규칙」을 제정하였다. 이에 본 연구에서는 경찰의 재난 발생 시 역할이 무엇이며, 특히 사회재난 시 경찰의 적극적 대응 방안은 무엇인가에 대하여 살펴보고자 한다.

The preliminary investigative activities by the police officer play a critical role in identifying the cause of death in unnatural death investigations. The failure to secure the crime scene leads to the destruction of significant evidence, which results in the difficulty or impossibility to identify the cause of death. In order to prevent this jeopardizing crucial evidence, and to identify the level of preliminary investigation on the scene, this research is conducted and analyzed with questionnaires of 300 police first responders and 100 detectives. As a result, it was disclosed that there is a possibility for first responders to fail to ensure scene security, scene observation, and canvass interviews. Besides, when medical personnel have no choice but to contaminate the crime scene in order to save lives, it is necessary for them to take photos and to take proper actions before they enter the scene. The importance of scene-control education cannot be emphasized enough in order to prevent media from entering and destroying the evidence. Through research of actual conditions of unnatural death cases which occurred in Kyongbook Province for last five years, the statistics regarding a few different types of death were analyzed as follows. Evidence that homicide, suicide, accidental death, and disaster deaths have increased year by year. Therefore, it is deemed necessary for the government to take multilateral policies to reduce them, and for police to reinforce their investigative skills. Further, the insufficient number of autopsy facilities and forensic pathologists, only 13% of the deceased (1,237 cases) have had an autopsy conducted to identify the cause of death for last five years. The other, 87.3% (8,496 cases) of the deceased, were handled through simple postmortem examination. The significance of this percentage is that there is still the possibility not revealing the cause of unjust deaths. Therefore, it is necessary to furnish police agency with the reasonable amount of funding for autopsies and maintaining enough forensic pathologists.

Although management decisions centered on the board of directors and directors must be made in order to effectively promote ESG management, the company's management is not obligated to make decisions considering ESG factors. A Korean corporation(company) is an established organization for commercial or other profit, and the purpose of treating a legal organization as a corporation is to easily handle the legal relationship of a group (corporate's property) and individual property of a group member, but legal person such as rights to "harm public rights" or "defend fraud". Criminal liability for illegal acts of a corporation, but the liability of a corporation (natural person) for illegal acts of a corporation is recognized within a limited range, but the criminal liability of a corporation (natural person) is limited. As the social responsibility of a corporation is great, limiting the responsibility of a corporation-related person (natural person) to civil responsibility will halve its effectiveness if considering the impact on the corporation's national economy. Objective requirements such as the completeness of control, hybridization of property, infringement of creditors' rights, and small-capitalization, and the subjective intention of abusing the company system to avoid legal application to controlling shareholders should be denied. Despite the increasing influence on corporate society, such as large-scale projects and astronomical business profits, corporate officials (natural persons) are forced to be held liable for negligence and intentional liability within a limited range. In such cases, it is necessary to introduce criminal responsibility separately from civil responsibility to legal persons (natural persons) in consideration of the maturity of capitalism in Korean society and the economic status of the world. In Korea, the requirements for recognition of corporate denial are strict, but the United States says that it is sufficient to have control or fraud. Therefore, it is not about civil responsibility, but about criminal responsibility of a legal person (natural person), so if fraud is recognized, it can strengthen the corporate social responsibility.

Municipal & local police in this case be introduced across the board in the central and local governments is careful review of the various alternatives been prepared on analysis is crucial to reduce the trial and error by providing the best alternative. priority should be to figure out exactly what the reason to introduce a municipal police. in other words, the introduction of the municipal & local police in the central and local governments, state police and municipal & local police, the ruling party and the opposition, regional self-government initiative unseen conflict between organizations and local governments are not welcomed by local residence in local time truly 'safe' and will have to face that the 'improve quality of life'.

Private detectives and investigators offer many services, including executive, corporate, and celebrity protection; pre-employment verification; and individual background profiles. They also investigate computer crimes, personal injury cases, insurance claims and fraud, child custody and protection cases, missing persons cases, and premarital screening. This paper focuses on a private detective or investigator system in most developed U.S.A, but it is not easy to describe that system. Licensing requirements vary in U.S.A. Some States have few requirements, and many other States have stringent regulations. A growing number of States are enacting mandatory training programs for private detectives and investigators. Employment and need of private detectives and investigators is expected to grow faster than the average for all occupations. Thus, it is reasonable that korean government should permit private investigation service find the way to minimize the side effects of private investigation service instead of banning the service totally.

The fatigue of the Private Security Guard, such as the increase of demanded conditions, are increasing by the change of environment of inside and outside of the Society. Private Security Guard unable to solve the problem of fatigue created by their tasks has high possibility of jeopardizing their associated and citizens as well as themselves. Furthermore, fatigue can also have not good effects on Organization in various aspects. Accordingly, the problem of Private Security Guard's fatigue has significant meanings especially on effectiveness of the Organization. So this study is performed to provide implications for Private Security Guard's life quality grows by grasping not only influence that fatigue has on job attitudes, and whole relation among fatigue, Turnover Intention and Job Satisfaction that are consequences of fatigue. The private security companies of their Turnover Intention and job satisfaction from the job to the significant influence of, Dae-Jun Chungnam Province and the 215 Private Security Guards working in 20 companies. This following the summary of this study in the relation between perceptions on fatigues and Turnover Intention and Job Satisfaction, perceptions on fatigues influences on Turnover Intention.
