  • This paper examined the role of social workers in the redistribution policy process in Korea, based on the materials of case studies on the Korean redistribution policy. The findings and assertions in this paper are as follows: In the Korean redistribution policy process clients could not fully reflect their interests, because they were lack of the power resources such as money, knowledge, time, social status, etc. The process was initiated by the President and bureaucrats who were not oriented to social welfare. As a result, the redistribution policy in Korea has not been well-developed in terms not only of the policy for clients, but also of the policy for social integration. In the policy process, somebody is needed that issues the policy problem, watches the agenda setting process, the polcy making process and the implementation process in order to keep the interests of the have-nots. I assert that a social worker have taken these roles in the field of the redistribution policy process, because he/she is an expert equipped with professional knowledge and skills about social action.

  • In recent years, to overcome drawbacks related to the aplicati on of classical structural optimization algorithms, various drift design methods based on factores of member displacement participation factors have been developed to size members if they satisfy stiffness criteria. In particular, a resizing algorithm based on dynamic displacement participation factors from the response spectrum analysis has been applied in the drift design of steel structures subjec ted to seismic lateral forces. In this aproach, active members are selected for displacement control based on the displacement participation fa ve members may be taken out and added to the active members for the drift control. The resizing algorithm can be practically and effectively applied to drift design of high-rise buildings however, the inelastic behavior o f the resizing algorithm has not ben evaluated yet. To develop the resizing algorithm considering the performance of nonlinearity as well a s elastic stifness, the evaluation model of resizing algorithm s is developed and aplied to the examples of moment-resisting steel frame, which is one of the simplest structural systems. The inelastic behavior of moment-resisting steel frame designed by the resizing algorithm is also discussed.

  • This paper examines two different reunification regimes and investigates the decision making problems on tax and income transfers in a political economy model. The first reunification regime is the South-Driven regime under which the majority of South Korea choose the tax rate, the amount of transfers and the size of migration. The second is the North-Participation regime under which there is no limit on migration and the majority of Unified Korea choose the tax rate and the amount of transfers. In both regimes, Northern residents' migration decisions are endogenous and those who decide not to migrate to the Southern region have an alternative to declare fiscal independence of income redistribution taking place within the North independently. This paper shows that there is no income redistribution in a politico-economic equilibrium under the South-Driven regime. Given that, those remaining in the Northern region decide to declare fiscal independence. On the other hand, the North-Participation regime delivers an equilibrium supporting income redistribution and no fiscal independence.

  • Recently, the resizing algorithms based on the displacement participation factors have been developed for sizing members to satisfy stiffness criteria. It is proved that this resizing algorithms made for utilizing worker's stiffness design are practical and rational due to the simplicity and convenience of the method. The resizing algorithm can be practically and effectively applied to drift design of buildings. However, the researches on the change of inelastic behavior by the resizing algorithm has been insufficient. To identify the effect on the inelastic behavior of buildings by the resizing method, this study used the reinforced concrete shear wall-frame example. Through the application of the resizing method, the weights of shear wall in the lower class and the weights of columns and beams in the upper class increased respectively. And the initial stiffness of the building increased and the ductility of the buildings had similar with that of the initial structure.

  • Provisions for the redistribution of negative moments in KCI 2007 and ACI 318-08 use a method for continuous flexural members subjected to uniformly-distributed gravity load. Moment redistributions and plastic rotations in beams of reinforced concrete moment frames subjected to lateral load differ from those in continuous flexural members due to gravity load. In the present study, a quantitative relationship between the moment redistribution and plastic rotation is established for beams subjected to both lateral and gravity loads. Based on the relationship, a design method for the redistribution of negative moments is proposed based on a plastic rotation capacity. The percentage change in negative moments in the beam was defined as a function of the tensile strain of re-bars at the section of maximum negative moment, which is determined by a section analysis at an ultimate state using KCI 2007 and ACI 318-08. Span, reinforcement ratio, cracked section stiffness, and strain-hardening behavior substantially affected the moment redistribution. Design guidelines and examples for the redistribution of the factored negative moments determined by elastic theory for beams under lateral load are presented.

  • Our luck is brute if we cannot choose or control it and, thus, we are not responsible for it. Our luck is optional if we can choose or control it and, thus, we are responsible for it. Egalitarian justice at least demands brute luck be fully neutralized. If, however, brute luck is not fully neutralized and possibly accumulated, what will happen to the Gini coefficients as a measure of inequality due to brute luck? By simulating brute luck under various combinations of the rate of accumulation and the level of, what I call, leximin-redistribution, I obtain the Gini coefficients for the distribution of the accumulated and, then, redistributed brute luck. The level of the leximin-redistribution determines the negative or positive relation between the rate of accumulation and the Gini coefficient. The minimum leximin-redistribution level that generates the negative relation between the rate of accumulation and the Gini coefficient, depends on the characteristics of the starting-point distribution of brute luck. The sooner the leximin-redistribution is ushered in, the lower the minimum level becomes. The so-called 'Growth First Redistribution Later' policy may hurt victims of brute bad luck.

  • The stiffness design method is presented as a drift control model of steel structures and applied to design of space trusses subjected to stress and displacement constraints. The stiffness design method is developed by integrating the resizing techniques for an effective drift control algorithm with the strength design process according to the commonly used design specifications such as allowable stress design. In the resizing technique the amount of material to be modified depends on the member displacement participation factors and is determined by an optimization technique. Using the stiffness design method, a structural design model for steel structures is proposed and applied to two verifying examples. As demonstrated in the examples, the displacement of the structures can be effectively controlled without expensive computational cost.

  • This study simulates the effects of basic income on income redistribution in Korea, and compares the redistribution effects of basic income models with the effect of the current welfare system. Using the Korea Welfare Panel Study(2008), absolute/relative poverty rate, poverty gap ratio, gini coefficients are measured. As a result of simulation, the basic income models reduced poverty more effectively than the current system. And among the three basic income models, the basic income model combined with flat-rate tax reduced poverty more effectively. And the basic income model combined with progressive tax reduced inequality more effectively. The results of the study reported in this paper confirm the paradox of redistribution which suggest that the effect of universal welfare program on redistribution is the most noticeable.
