Financial Analysis of Risk Reallocation in PPP Projects - Focusing on the Transactions between Private Investors in Korea - (국내 민간투자사업 리스크 재분담의 재무적 영향성 분석 - 민간투자자 간 지분거래 및 약정거래를 중심으로 -)

  • In recent times, private sector allocates the risk between private sector investors in terms of equity transaction and agreement transaction. The additional risk-allocation have made the cash flows of private sector investors fluctuated and some of the PPP projects delayed. Therefore, analyzing the impact of the risk reallocation between private sector investors on their cash flows is critical for encouraging the private sector participants. In this study, a model to evaluate the financial viability of PPP project is developed based on the discounted cash flow analysis. The model can analyze the variability by equity and agreement transaction by identifying key variables of equity transaction, influence factors of agreement transaction, and relationship between the transactions and investor's profitability. It is expected that the private sector can determine the investment decision for PPP projects when the risk reallocation is occurred.

Financial Feasibility Study by Considering Risk Factors for High-Rise Development Project (초고층 개발사업의 리스크 요인을 고려한 재무적 타당성 분석)

  • Forecasting cash flow is very important but is difficult and complicated to analysis in high-rise development projects. And An expected value which was forecasted on the early stage is likely to fluctuate due to uncertainties around such complicated huge project to consider the probable uncertainty. There are not objectified method which are able to cope with uncertainty of project, and feasibility study based on selected financial analysis does not include liquidity of cash flow. Through such a stochastic method, developer can cope with cash flow fluctuation and set up a financial plan. Also this study is meaningful for laying the foundation for high-rise development project and feasibility study as well as the suitability and accuracy of feasibility study. Analysis showed that NPV and IRR include residential apartments shows surplus revenue as return of apartments offset deficit of hotel and office. Factors influencing the project feasibility for high-rise development project are sales account of $1^{st}$ year and annual vacancy rate of office.

Risk Evaluation of the Project Finance for Overseas Independent Power Projects Using a Fuzzy Multi-Criteria Decision-Making Analysis (퍼지 다기준 의사결정분석을 통한 해외 독립발전사업 사업금융 리스크 분석)

  • The purpose of this paper is the provision of a decision-making tool for developers to identify the project risks for under-consideration overseas independent power projects (IPPs), and to analyze the priority and importance weights of the risks through the employment of a fuzzy multi-criteria decision-making (MCDM) approach. A fuzzy MCDM is the calculation method for which the imprecision of each respondent's unique opinion is considered. Through the extensive literature surveys that were conducted for this paper, eight major project finance (PF) risks have been derived credit risk, completion risk, market risk, fuel risk, operating risk, financial risk, environmental risk, and force majeure. The empirical results show that the market risk is the most important risk factor in terms of overseas IPPs, thereby confirming that the long-term power purchase agreement (PPA) guarantee of the host country is one of the most important corresponding factors for the PF.

An Exploratory Study on the Relationship with Previous Project Risk Evaluation and Project Performance (사전 프로젝트 리스크 평가와 프로젝트 성과와의 관계에 관한 탐색적 연구)

  • Project risk assessment is the most important activity performed at the beginning of a project because it can judge the performance of the project in advance. In this study, We were evaluated risk with traditional risk factors such as technology and schedule, etc, and Indirect risks factors such as financial, strategic, and special risks. and then, we analyzed what kind of relationship these risk evaluation factors have on business performance and customer satisfaction. As a result of the research, it was found that the risk evaluation items had a relationship with performance and customer satisfaction. However, It is possible that the performance may differ depending on how risks are managed after risk assessment. Therefore, follow-up studies should be conducted, including information on risk management practices. This study is meaningful that presenting practical risk evaluation items and at the same time identifying the relationship with performance. We plan to further the study in future studies including the evaluation of risk management process.

  • The government of South Korea has introduced various security measures in the supply chain, such as CSI (including a 24-hour rule) and AEO (Authorized Economic Operator), in compliance with global security trends and the war on terror. However, many participants in the import and export process are still unfamiliar with the purposes and functions of CSI, the 24-hour rule, and AEO. As such, considering these risks as obstacles or as factors that interfere with the import and export process, this study suggests proper management schemes, which can identify, measure and evaluate these risks.

  • Unlike in the past, the environment related to CSR activities of financial services companies changed, such as lower interest rates, easier access to knowledge and the environment for risk management of financial services companies changed, including global economic instability, increased regulations, and exposure of new technologies associated with operating methods. This study examined the effects of CSR activities and risk management on sustainability and mediating effects of corporate image among financial service companies. The result of the study are as follows. First, the CSR's legal responsibilities, management in disaster risk and strategic risks of financial service enterprise have positive effect on sustainability, however, the management of CSR's ethical responsibilities, discretionary responsibilities, operational and financial risks have shown to have negative effect Second, CSR's legal responsibilities, discretionary responsibilities and the management of disaster risks act as mediating role between corporate image and sustainability. As a result, when financial service enterprises concentrate on managing CSR's Legal responsibilities and disaster risks, it was found that the corporate image improves and enhancement of sustainability.

A Case Study of the Risk Identification in Construction Project (건설사업의 리스크 식별에 관한 사례연구)

  • In the construction industry, risk management has gained constant attention as the factor not only to evaluate global competitiveness of the country but also to secure competitiveness of public institutions and private companies. For effective construction risk management, the specific work process improvement that can be employed in the field in terms of risk management of the entire corporation such as financial, insurance and safety management is necessary. To manage construction risks, what is important is the step to identifying inherent risks in the construction project. The identification of risks will be followed by the step to seeking ways to establish and manage strategies responding to the risks. This study suggests ways and processes to make a checkslit to identify risks through case studies. To that end, the focus will be placed on working process improvement of risk identification among stages to manage construction risks such as risk identification and analyses, planning to respond to risks, risk monitoring and management. The case study checklists show that setting up the system to classify risks by stage is helpful to figure out causes of risks to reduce or eliminate risk factors. The checklist making process that considers features of the project is expected to contribute to successful completion of the project by enabling effective risk identification and systematic risk management.

  • Development work of apartment houses is a complex medium-and long-term project requiring grand resources and work force. Since in combination inner and outer project variables relate to project output, uncertainties caused by not only a given site condition but also politic, economy and social sectors are generated during the project. These risks influence output of the project as important factors, and ultimately as management variables in priority giving an effect on earnings and the financial structure of enterprises they should be manageable with the risk reduction plan. In this point of view, this study focused on development work of apartment houses among construction project. Risky factors were deduced, analyzed and evaluated based on Value Engineering from planning to designing to executing to maintaining. Eventually, this study showed the foundation guaranteeing competitive power of public and private construction sectors.

Corporate Financial Fraud and Countermeasures in the Internet Era (인터넷 시대 기업의 재무부정과 대책)

  • With the advent of the internet age and the outbreak of COVID-19, many companies have embraced online trade. However, due to the way the cyber economy works, the number of companies engaged in financial fraud by falsifying their transaction amounts and customer numbers has been gradually increasing. The purpose of this study is to analyze financial fraud of companies in the Internet era and to present solutions. Therefore, this study analyzed the financial fraud behavior of Luckin Coffee in China as an example and studied the causes and countermeasures of financial fraud. As a result, it was found that the cause of financial fraud lies in the opacity of cash flows from online transactions. The recommendations proposed by this study is to improve internal control systems in companies, develop risk management system, and establish comprehensive external supervision system

An Empirical Study on the Profit Margin Adequacy of Korean General Insurance (국내 일반보험 예정이익률 적정성에 관한 실증연구)

  • In Korea, the standard for calculating the profit of a general insurance, which constitutes the loading in the premium, is not specified, and most of the non-life insurance companies reflect 2~5% of the premium as profit margin. Although the transparency of pricing is required due to the nature of insurance products, there are insufficient standards and empirical studies on the determination of insurance price factors in the domestic insurance industry. In this study, we propose a method of calculating the expected profit margin of general insurance. A way for calculating the expected profit margin of the general insurance is to reflect the shareholder demand on the capital that the insurance company should secure against the risk of loss due to the profit/loss volatility, as a ratio to the insurance premium. Shareholders should be compensated for the risks associated with their insurance operations, and the opportunity cost of these shareholders is to be reflected in premiums. In this study, we calculate the amount of capital that the company should accumulate to prepare insurance risk for each product, and insurance risk is defined as the volatility of insurance operating profit/loss. And insurance risk is calculated using stochastic simulation based on Dynamic Financial Analysis (DFA) methodology. Finally, we calculate the expected profit margins for 25 products and analyzed the difference between those and the profit ratio of domestic general insurance.
