This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

기존의 교욱과학기술부 연구관리전문기관인 한국과학재단, 한국학술진흥재단, 국제과학기술협력재단을 통합하여 한국연구재단이 새로이 출범하면서 기초연구사업이 개편되어 시행되고 있다. 올해 수립된 기초연구진흥 종합계획에 따르면 개인 기초연구비가 대폭 증대되면서 개인 기초연구비 수혜율이 2012년까지 60%로 확대할 계획이다. 정부의 기초연구진흥계획과 한국연구재단의 출범이 연구자에게 주는 의미를 설명하고 새로 개편된 기초연구사업의 내용과 변경된 관리 규정등에 대해서 소개하여서 연구자들의 기초연구사업에 대한 이해를 돕고자 한다.

The number of welfare foundation to which local governments have contributed is 20 as of December, 2013. As the role of local governments tends to be more stressed than that of central government to achieve the fulfillment of local residents' welfare, the establishment of welfare foundation by local governments is increasing. Considering that the establishment of welfare foundation will increase in future due to the reinforcement of local autonomy it is evident to study the means to operate welfare foundations transparently and effectively. In this situation there has been neither review on the problems in the operation of welfare foundations until now nor study suggesting its improvement direction or activation plan. Therefore, this study delves into the current status of nation-wide welfare foundations and several problems occurred in the implementation process, and it is aimed to achieve the original goal of welfare foundations and the activation of welfare foundations.

올 3월 일본 해양정책연구재단(Ocean Policy Research Foundation : OPRF)이 북극에 관한 추진 시책을 발표했다. 국제법, 안전보장, 과학조사, 조선, 해운, 기상관측 등 각 분야의 전문가들로 구성된 '일본 북극해 회의'가 지난 2년 동안의 연구를 통해 일본정부가 북극의 지속가능한 이용을 위해 추진해야 할 정책 방향을 제시한 것이다. 이번 보고서는 행정조직 선박 및 항로 지구환경 안전보장 자원개발 국제물류 국제협력 등 북극 전반을 다룬 일본의 종합적인 정책으로, 일본 해양정책연구재단은 이번 보고서에서 북극해를 전담할 전담조직 신설, 새로운 해상방위 대책 수립, 러시아와의 협력 강화 등 9가지 정책 방향을 제시했다.

Research acitivities of university scholars greatly contribute to the development of research literature in their own areas, thereby playing an essential role of accomplishing national values. In Korea, university researchers conduct studies focusing on basic and fundamental research with their great performance disseminated for industry competence of the country. In this study, we examine research fund and performance for drawing implications for future directions.

A beam is a major load-carrying member in many engineering structures. Beams with properly designed cross sections and stiffeners are required to enhance the structural properties. Such a design may cause various coupling behaviors, and therefore, an accurate analysis is essential for the proper design of beams. In this research, we manufactured box-beams with stiffeners, which mimic the out-of-plane composite bending-shear coupling behavior reported in literature. A modal test is carried out to obtain the dynamic characteristics, such as natural frequencies and mode shapes, of the box-beam. The obtained results are compared with those of 3D FEM, which confirm that the out-of-plane bending-shear coupling behavior reported in literature is possible. The coupling behavior can be controlled by the proper design of the stiffeners.

The composite stock cutting problem is to allocate rectangular and/or irregular patterns onto a large composite stock sheet of finite dimensions in such a way that the resulting scrap will be minimized. In this paper, the distributed simulated annealing with the new cost error tolerant spatial decomposition is applied to the composite stock cutting problem in MPI environments. The cost error tolerant scheme relaxes synchronization and chooses small perturbations on states asynchronously in a dynamically changed stream length to keep the convergence property of the sequential annealing. This paper proposes the efficient data structures for representation of patterns and their affinity relations and also shows how to determine move generations, annealing parameters, and a cost function. The spatial decomposition method is addressed in detail. This paper identifies that the final quality is not degraded with almost linear speedup. Composite stock shapes are not constrained to convex polygons or even regular shapes, but the rotations are only allowed to 2 or 4 due to its composite nature.

연일 치솟는 유가로 인한 여파가 심상치 않게 전개되고 있으며, 여기에 더해 지구 온난화와 날로 심각해지는 에너지 안보의 문제는 이미 우리 삶에 큰 도전과 변화를 가져다주고 있다. 이러한 때에 이른바 '에너지 빈국'인 대한민국의 에너지 정책은 더욱 신중한 고민과 미래를 내다보는 혜안을 필요로 할 것이다. 이에 한국원자력문화재단에서는 에너지 사정이 비슷한 한국과 프랑스의 에너지 전문가들의 대담을 마련하였다. 지난 7월 15일, 에너지경제연구원의 김진우 선임연구위원과 주한프랑스대사관의 장-이브 두아이앙 에너지 및 신기술 협력 담당관이 만나 두 나라의 에너지/원자력 현안과 앞으로의 정책방향에 대해 진지한 논의를 벌였다.
