본 연구에서는 인간의 의사소통이 갖고 있는 복잡한 과정을 고려하여 재난 시 위험의 소통방식에서 나타나는 오류들을 분석하고, 안전문화를 정착시키기 위한 방법 중 가장 효과적인 방법의 하나로 "위험소통"을 그 대안으로 제시하고자 하였다. 또한 안전문화를 개인의 과제가 아닌 조직 내에서의 협동과제로 인식하고, 조직 내 소통을 통한 신뢰가 안전문화에 미치는 영향력에 집중하였다. 본 연구의 제안을 통해 위험소통에 대한 새로운 원칙들을 제시함으로써 조직 내 안전문화의 새로운 방향을 도모하고자 한다.

본 연구는 재난안전 분야에서 발생되는 정보갈등을 관리하기 위한 방안으로 재난갈등 정보 DB 구축을 제안하고자 한다. 이를 위해 국내 외 연구기관의 데이터베이스 구축 현황을 분석하여 갈등 DB연구의 새로운 접근방법을 고려한 데이터베이스 구축을 제안하였다. 최근 정보갈등 관리를 위해 정보손실 예방, 갈등양상의 세분화, 다양한 관점의 자료획득의 필요성이 강조되고 있는 추세임에 따라 재난안전 분야의 갈등특성을 고려하여 재난유형별로 재난관리과정에서 발생되는 갈등의 행위주체, 주체별 갈등관리의 문제점 및 해결전략에 대한 정보관리 및 DB 구축을 제안한다. 재난갈등 사례의 장기적 자료 축적을 통해 향후 재난관리 과정에서 재난유형별로 발생 가능한 갈등유형을 예측하고, 유형별 갈등관리 전략에 관한 정보 분석을 통해 갈등에 대처해나가는 것이 필요하다.

지난 30년간 한반도의 연평균 기온은 $1.2^{\circ}C$ 상승하여, 전세계 100년간 평균 기온 상승 $0.74^{\circ}C$에 비해 그 상승폭이 크게 증가하였다. IPCC 5차 평가보고서(2013년)의 RCP 시나리오에 따르면, 4차 평가보고서(2007년)의 SRES 시나리오에서 보다 우리나라의 기후변화 영향이 크게 증가될 것으로 예상하고 있으며, 2050년 연평균기온의 변화가 기존 $2.0^{\circ}C$에서 $3.2^{\circ}C$로, 강수량은 기존 11.5%에서 15.6%대로 증가할 것으로 전망하고 있다. 우리나라의 최근 10년간 발생한 자연재난을 살펴보면 호우, 태풍에 의한 피해가 가장 크게 나타났고, 대설, 강풍에 의한 피해가 뒤를 이었으며, 기후변화의 영향으로 재난 재해의 형태는 점차 대형화 다양화 되어가고 있다. 이러한 기후변화에 대비하여 효율적인 재난 대응 및 대책수립을 위해 재난 위험도 평가의 필요성이 증대되고 있으며 국내의 다양한 부처에서 연구를 수행하고 있다. 그러나 재난 위험도 평가체계 및 방법론이 각 연구별로 다원화되어 있고, 실무적용 또한 미흡한 실정이다. 따라서 본 연구에서는 UNISDR 등 국제기구에서 제시하는 위험도 평가방법론을 기반으로 우리나라에 적용 가능한 위험도 평가 방법론을 정립하고, 홍수, 태풍, 대설, 가뭄 등에 대한 재난 위험도 평가 기법을 개발하였다. 또한 실제 피해 통계와 평가 결과에 대한 비교 및 적정성 분석을 통해 우리나라 실정에 맞는 최적의 위험도 평가 체계 및 방법론을 구축하고자 하였다. 본 연구를 통해 위해성, 노출성, 취약성 및 저감능력 지표로 구성된 재난 위험도 평가 기법을 개발하였고, 재난 유형별 지역별 10단계, 5등급의 위험도 평가 결과를 도출하였다. 본 연구에서는 홍수, 태풍, 대설, 가뭄 등 6개 자연재난 유형에 대한 위험도 평가 지표를 개발하였으며, 향후, 국가 및 지역 재난안전관리계획에 자연재난 위험도 평가 결과 활용을 위해 후속 연구를 추진 중에 있다.

This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

Purpose: The objective of this research is to find manufacturing employment clusters of the disaster safety sector in South Korea. Method: The LISA(Local Indicator of Spatial Association) analysis method is applied to the employment data of 229 local governments categorized by the 2019 Korean Standard Industry Classification and Disaster Safety Industry Special Classification. The LISA method identifies the spatial dependency of employment and the spatial cluster of industries. Result: Three research findings are summarized. First, employment of the disaster safety industry in South Korea occupies about six percent of the total manufacturing industry. The annual proportion is in increasing trend. Second, the employment cluster of the disaster safety industry is located in the western side of the Seoul metropolitan region. Third, manufacturing businesses of industrial safety goods preventing industrial accidents are concentrated in regions of Busan, Ulsan, Changwon, Gyeongnam, and Gimhae, where heavy and chemical industries and industrial complexes are formed. Conclusion: Investment and promotion policies are suggested to the manufacturing employment clusters of the disaster safety industry for fostering these regions. Research results can be used to the better policies for industrial development and employment improvement of manufacturing clusters of the disaster safety industry in South Korea.

본 논문에서는 재난위기경보관리시스템 구축을 위해 행정안전부가 구축중인 재난안전데이터 공유 플랫폼의 데이터를 연동하기 위한 기반 및 기술을 제안한다. 국가 R&D로 수행중인 재난위기경보관리시스템은 위기경보 수준을 판단하기 위해 필요한 데이터를 수집, 위기경보 수준 자동분석, 위기경보 수준 판단 및 표출하는 기능을 구현하였다. 그러나 실제 운영하기 위해서는 국가재난정보관리시스템(NDMS)내에서 운영할 수 있도록 재난안전데이터 공유 플랫폼의 데이터 연동을 위한 방안에 대해 연구하였다.

현대사회에서 인터넷 그리고 스마트폰을 비롯한 각종 모바일기기는 이제 국민 모두가 사용하는 필수품이 되었다. 통신은 의사전달 수단과 단순한 소통의 개념을 넘어서 교통, 문화, 산업 그리고 소셜미디어의 활용 등을 통해서 국민 개개인의 주요한 생활 일부분이 되었다. 또한 정부는 디지털정부 구현을 위해 각종 민원서류 및 정부 업무를 통신망을 통한 원격 서비스로 수행가능할 수 있도록 운영계획을 발표하였다. 이러한 계획이 실현되고 현재 우리가 이용하고 있는 모든 유무선 통신서비스가 안정적으로 구현되기 위해서는 통신망의 안전성 확보가 가장 중요한 핵심적 요소이다. 따라서, 본 연구는 통신 분야 국가핵심기반 영역을 관리하는 주요통신사업자의 통신망과 서비스의 안전성 확보를 위해 기능연속성계획(COOP)수립 방향을 도출하고자 한다.

This study aims to suggest a classification system for integrated management and shared use of disaster and safety information, which is currently produced and managed separately in disaster-related organizations. The study conducted a survey with organizations in charge of disaster management to analyze existing disaster-related classification systems and developed the first draft of the classification system. Later, in-depth interviews were conducted with disaster experts and a review was made by library and information science professors for the final touch. As a facet classification system consisting of 7 facets, it will be effective in supporting disaster management tasks as well as representing the complex nature of disaster and safety information.

본 논문에서는 「재외국민보호를 위한 영사조력법」이 시행됨으로써 자국민의 안전 복지 증대를 뒷받침하기 위한 재외국민보호 전문인력 양성 필요성에 맞추어 재외국민보호 전문인력 양성 방안을 중점으로 연구하였다. 재외국민보호 전문인력은 먼저 재외국민보호 분야와 해외재난 분야에 관한 내용을 전문적으로 배워야 한다. 이러한 사항을 중점으로 한 전문인력의 운영 방안을 제시하였다.

국가핵심기반은 국가 운영을 위하여 사업의 중단 없이 연속적으로 운영될 필요가 있다. 본 연구에서는 에너지관련 기관을 대상으로 재해를 예방하기 위하여 위험작업의 위험도 평가와 위험수준에 맞는 적절한 관리순찰 강화방안을 중심으로 개발된 일일안전지수 제도를 소개하고 그 효과성에 대하여 검토하였다. 그 결과 일일안전지수는 중대재해를 효과적으로 감소시키는 것으로 분석되었다. 일일안전지수제도는 다른 국가핵심기반에서도 적합하게 응용 적용하여 재해를 예방할 수 있다.
