Survey and analysis of disaster safety awareness by gender (성별 차이에 따른 재난 안전 인식에 대한 조사 및 분석)

  • 전 세계적으로 대형 재난의 발생으로 인해 사회문화적 관습이나 신체조건 등의 차이로 남성보다 여성의 피해가 크다는 사실들이 다양한 사례와 연구를 통해 보고되었고, 개발도상국은 여성의 피해가 큰 반면에 선진국은 여성들의 재난 안전 및 교육 관리에 적극적인 참여를 통해 전반적인 대응 능력을 보일 수 있다는 연구들도 존재한다. 우리나라의 경우에도 빈번하게 자연 재난이 발생하고 있지만, 실제로 재난 안전 인식에 대한 성별 분석을 하기 위한 자료가 부족한 상황이다. 그러므로 본 연구에서는 이와 같은 문제점을 파악하기 위해 한국 국민 남녀 489명을 대상으로 재난위험인식에 대한 설문을 실시하고, 거주지 주변 발생 가능한 재난을 인지하고 있는지, 대피소의 위치를 인지하고 있는지, 안전 관리 교육 경험이 있는지 등의 문항으로 구성하여 실시하였다. 본 연구의 목적은 국민들의 재난 안전의 위험도에 대한 인식 수준이 어떠한지 분석하고, 영향 요인을 탐색 하는 데에 있다. 조사결과 안전취약계층은 스스로 대피 하는 데에 있어 큰 어려움이 있으며, 이중 여성은 남성에 비해 안전교육과 훈련의 접근성이 적음에 따라 위험도가 더 큰 것을 확인 할 수 있었다. 그럼에도 불구하고, 재난 및 안전관리 교육 및 훈련에 참여하고자 하는 의지는 남성과 여성의 차이가 없었다. 본 연구를 기반으로 재난 안전교육의 필요성을 가지고 재난 안전 시뮬레이션 프로그램이 구축되는 필요성이 있다고 사료되어지고, 미래에 자연재해 발생 시 문제점을 파악하고 인명 피해 감소가 될 전망으로 기대가 된다.

  • Disaster has a direct influence on the lives of the people, the body, and the property. For effective and rapid disaster responses, coordination process based on sharing and utilizing disaster information is the essential requirement Disaster and safety control agencies produce and manage heterogeneous information. They also develop and use word dictionaries individually. This is a major obstacle to retrieve and access disaster and safety information in terms of practitioners. To solve this problem, standardization of lexical resources related disaster and safety is essentially required. In this paper, we conducted current status analysis about lexical resources in disaster and safety domain. Consequently, we identified the characteristics according to lexical groups. And then we proposed the utilization plan of lexical resources for disaster and safety information management.

  • To effectively cope with new and different types of disasters, it is very important to communicate and update disaster information to the public quickly and efficiently. SNS enables rapid spread of information and continuous exposure. SNS enables two-way communication by directly communicating with users. SNS complements the shortcomings of mass media, and increases the effectiveness of disaster management work. This study analyzed user awareness and requirements to derive effective methods of SNS operation of disaster management institutions. For this purpose, a user survey was conducted to identify the types of information that are highly user-interested and to select information items suitable for SNS services. Through this, we suggest ways to improve the SNS disaster record information service of the disaster management institution.

  • In order to strengthen the disaster prevention phase and the management of social disasters, we will examine the plan of To-Be disaster management system interconnected by using intelligent information technologies such as IoT, Cloud, Big Data, Mobile and AI. The disaster management system can be upgraded by constructing an intelligent infrastructure based on Big Data analysis of the disaster signals before and after the disasters generated by private mobile and IoT. Big Data of disaster Signals can be customized to users in a timely manner through AI methodologies of supervised and unsupervised learning and reinforcement training. In the long term, it is expected that not only will the capacity of disaster response be improved, but the management ability centering on prevention will be enhanced as well.

  • Recently, the need for emergency medical facilities is increasing due to a large-scale disaster. The Ministry of the Interior and Safety has completed the development of Disaster Resource Sharing System (DRSS). In this system, only air tent and negative pressure tent, which are classified and managed as equipment are resources related to emergency medical facility at disaster site. However, the characteristics of resources for the facility such as the time of input, a period of stay, transportation, and installation methods were not reflected. So, The purpose of this study is to propose improvements of management of resources for emergency medical facility at disaster site, that classified to materials and equipment in DRSS. This study analyzed the state of resources for facilities and the attributes of resources based on literature and disaster medical consultation of mobile hospitals. The resources for emergency medical facility are required to be linked to medical support resources and reflected in the DRSS, since emergency medical facility resources at the disaster site should be managed through a combination of medical resources classified as equipment. And future research on installation of emergency medical facilities plan considering the cost of the disaster management resources should be carried out.

Classification of Disaster Safety Data Management System based on Daily Situation Report (일일상황보고를 중심으로 재난안전 데이터 관리 체계의 유형화)

  • This study investigated a total of 22 types (15 types of natural disasters and seven types of social disasters) of disaster and safety data based on the National Daily Situation Report, Disaster Yearbook and annual Disaster Annals issued by the Ministry of Public Administration and Security. Disaster safety data were collected from the daily situation report of MOIS (Ministry of the Interior and Safety). The number of total data cases were 1,760, of which 656 were natural disasters and 1,104 were social disasters. The disasters were then patternized according to their characteristics. The patterning was conducted to set up the disaster and safety data system designed to keep disaster situations under prompt and effective management. The study analyzed the data associated with the activities in the response and recovery stages according to the disaster type. Furthermore, based on the management activities performed with the flow of time following a disaster, this study classified and proposed disaster and safety data patterns to achieve effective disaster management work by analyzing the characteristics of a disaster and safety data and disaster and safety management procedures. Disasters of high similarity were classified by merging and deleting them. This was done to consider the scalability and mutual linkage so that it can be used in the establishment of national statistical data, such as the disaster annual report and disaster annuity.

  • Till now disaster management is limited to be performed usually by the government. However, government has its limits to carry out disaster management effectively. Thus, diverse organizations and groups such as related agencies, citizens, NGOs, companies, are required to be formed as a multi-organizational cooperation system that is governance of disaster management. This research deals with concepts of disaster management, governance. Therefore, this study presents that effective disaster management plans such as citizens' support and cooperation with related agencies, forming professionalism and active cooperation with disaster management between volunteering and volunteer fire department and well-organizing NGO network, by minutely understanding the concepts of disaster management, governance and others and also positively analyzing influence factors of efficiency of disaster management.

  • 본 연구에서는 국내에서 재난관리에 있어 지방정부와 민간과의 네트워크를 지역특성별로 구성하는 방안에 대해 제시하였다. 현재 우리들이 살고 있는 과학기술이 발달한 현대 산업사회를 '위험사회' 라는 개념으로 정의하기도 한다. 최근 재난의 유형이 다변화되고 피해규모가 증가됨에 따라 본래의 정부주도하의 재난대응보다는 협업과 협력을 통한 재난관리가 필요하다. 국외에는 이러한 재난대응을 위한 협력구축네트워크를 광역방재거점 등을 설치 운영함으로써 실질적이고 효율적인 협력을 구축하고 운영 중이다. 하지만, 국내에서는 협업 및 협력에 대한 매뉴얼 등을 통한 소프트적인 체계구축에 중점을 두고 대응을 하고 있다. 본 연구에서는 국외사례를 통해 실질적인 거점형태의 민관네트워크를 구축하고, 해당지역에 적합한 운영방안을 선택하는 데에 활용 할 수 있을 것이다.

  • According to the current basic law of disaster and safety management, Standard Incident Command System is limited to Emergency Rescue Function, and Incident Commanders are only Fire Fighting Agencies. The main purpose of this study is to provide some suggestions to improve general-purpose of Standard ICS for various incidents. Also, there are some suggestions for Emergency Operation Centers as a coordinator and supporter of mobilizing response resources in all large scale disaster.

  • 최근 사람 간 소통채널인 소셜미디어는 매스미디어 중심의 정보유통의 흐름을 바꿔놓으며 기업, 공공기관 등에서 가치를 찾는 핵심자원으로 관심을 받고 있다. 재난관리도 기존의 정부중심 대응에서 벗어나 소셜미디어, 즉 소셜 빅데이터를 활용한 국민 참여형 재난관리의 필요성이 대두되고 있다. 본 논문에서는 재난관리를 위해 실시간 소셜 빅데이터를 모니터링하는 시스템인 국립재난안전연구원의 소셜 빅보드(Social Big Board)를 소개하고, 이 시스템의 재난이슈 탐지의 정확성 향상을 위해 새롭게 개발된 재난유형별 관련도에 기반한 재난이슈 탐지기법을 설명하며 실험 및 평가결과를 제시하고자 한다.
