  • It is natural that The government should be responsibility for the fulfillment of obligation to prevent a notional life, accurate rescue and first-aid from various calamities. Although, The government policy is established a foundation that is reventing a national life and a property from the calamity with deciding of the fire line, that is not satisfied with taking precautions against a calamity. In case of the calamity there is always pointed the confrontation procedures, especially, In case of crisis The government is lacking to come to an developed country on account of system of the emergency rescue and first-aid. The prevention and provision are the most important thing with reference to a confrontation of the calamity. But calamity is happened without warning, so We should establish line of prompt rescue and first-aid lately that is very important thing. The First, We should get the single line of the rescue and first-aid through a integration and elimination in terms of a law of the emergency rescue and first-aid, but also we strengthen a line of a scene confrontation ability and speciality. To raise awareness of improving a rescue and ability of first-aid, through reinforcing the human and material equipment of The 119 rescue party to charge of emergency rescue and first-aid in effect.

  • Recently, inflicted damage for people's life and property from occurred major disaster that landslide by localized downpour and hydrofluoric acid leak from the Gumi. However public needs about safe society is more increasing from disaster because response is unsatisfactory on that. The purpose of this paper is that establish the core foundation for the education contents system of disaster management through cultivating expert. Therefore first, designed the training of course and subject by demand forecast. Next, designed the training course focus on preparedness and response at on-scene.

  • 현재 재난정보전달시스템은 재난 유형별, 유관기관(중앙부처, 지자체) 별로 독립적으로 운영되고 있어, 해당 시스템 간 연계가 미흡하여 통합적인 재난정보 확보와 적절한 조기 대응이 어렵다. 이를 해결하기 위해 예·경보 플랫폼과 상황전파 플랫폼 간 연계할 수 있는 통합 재난안전정보체계 및 통합플랫폼 개발이 필요한 실정이다. 또한, 재난 대응을 위해 전달되는 정보의 형태 및 전달되는 매체는 제한적이므로, 신속 정확하고 다양한 재난 정보 전달을 위해서는 새로운 방송 및 통신기술을 활용하여 멀티미디어 기반 재난정보 전달을 위한 표준 제정 및 시스템 고도화가 요구된다. 본 논문에서는 차세대 ICT 기술과 멀티미디어를 지원하는 재난정보전달플랫폼에 대한 기술개발을 통해 기존 구축되어 있는 재난안전정보공유플랫폼 및 관련 재난안전정보시스템과 연계 가능하고 표준화된 다매체 기반의 멀티미디어 재난정보전달플랫폼을 개발함에 있어 차세대 통합 예·경보 플랫폼을 위한 통합관제시스템에 관한 연구를 진행한다. 이는, 대국민을 대상으로 신속하고 안정적인 재난정보 전달을 실현하고 대관(재난관리기관)에 대한 재난현장정보 수집의 어려움 해소 및 현장 중심의 양방향 의사전달을 증대하여 다양하고 정확한 멀티미디어 재난정보전달을 수행한다.

  • 최근 기후변화가 가속화되면서 집중호우가 급증하고 계획홍수량을 초과하는 홍수재해가 빈번하게 발생하고 있다. 이에 주요 선진국들은 홍수대응을 위한 새로운 패러다임을 도입하고 있다. 구조적 측면에서는 기존 제방 위주의 홍수방어에서 벗어나 유역에서 홍수 방어구획 설정, 대심도 터널 등 다원적 홍수방어체계로 전환하고 있다. 또한 ICT를 활용하여 다양한 수문정보를 실시간으로 관측하고 홍수상황을 신속하게 전파 대응할 수 있는 비구조적 대책도 적극적으로 개발하고 있다. 미국의 경우, 홍수량과 발생 확률을 예측한 정보를 시민들에게 조기에 제공함으로써 선제적으로 대응할 수 있도록 지원하고 있다. 그러나 우리나라의 홍수대응은 여전히 구조적 대책과 사후복구에 집중되어 있는 안타까운 상황이다. 세계 최고수준인 우리나라의 ICT 인프라를 이용하여 실시간 수문자료를 공유하고 이를 홍수대응에 활용하면 재난을 미연에 방지하는데 크게 기여할 수 있을 것으로 판단된다. 그러나 홍수관련 유관기관 자료를 연계한 실시간 수문상황 모니터링 시스템을 구축하는 것만으로는 지자체 홍수피해 저감에 한계가 있을 수 있다. 이를 보완하기 위해 수집된 실시간 수문정보를 활용한 홍수분석 및 하천수위별 대응기준 수립을 통한 예방적 재난대응 체계를 마련해야 한다. 이에 본 연구에서는 A지자체를 대상으로 홍수분석 모형을 구축하고, 구축된 모형의 계산결과를 활용하여 예상강우별 도달시간, 수위상승 등을 예측하고, 하천수위별 대응기준을 수립하는 연구를 진행하였다. 수위별 대응기준은 현장에서 계측되는 수위값을 기준으로 홍수예보기준, 하천기본계획의 제방고 및 주변 제약 사항을 고려하여 직접알람 기준으로 활용하였다. 또한 대상 수위국에 대하여는 2~3년간의 관측자료 확보 및 유량측정을 통해 대응기준의 보완을 진행할 예정이다. 재난관련 골든타임을 확보하고 홍수피해 최소화를 위한 홍수재해 통합관리 체계 구축은 이제 선택이 아닌 필수라 할 수 있다. 특히 본 연구로 산정된 홍수대응기준과 함께 물관리 유관기관의 실시간 수문자료 공유체계 구축, 홍수통제기관 또는 기술력을 보유한 재해대책 책임기관과의 유기적인 기술교류 등을 통해 지자체 홍수피해 저감을 위한 능동적인 홍수대응 체계 구축이 수행되어야 할 것이다.

  • 최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

A Study on National Response Strategies of Large-scale Marine Disaster (대규모 해양재난의 국가적 대응전략에 관한 연구)

  • The sinking of the M/V SEWOL in April 2014 was not a mere marine accident, but a marine catastrophe. This grim case developed into a social tragedy that impinged the national sentiment and communal integrity. It is imperative that thorough provisions and measures be outlined at the national level with regard to massive marine accidents, oil pollution, and natural disasters that might critically affect government affairs. Pivoting on "The Black Swan Theory," a concept of improperly rationalizing a national crisis based on uncertainties, this research assesses a variety of response strategies that minimize the national economic and social damage caused by a large-scale marine disaster. Along with the effort of minimizing any potential defects in each protective barrier, the "Black Swan Detection System of the Marine Disaster" needs to be incorporated to prevent cases wherein such defects lead to an actual crisis. Maritime safety must be systematically unified under a supervisory organization, and a structure for maritime crisis on-scene command and cooperation must likewise be established in order that every force on the scene of a marine disaster may act effectively and consistently under the direction of an on-scene commander.

  • To minimize the damage from disasters, various aspects of prevention, preparation, and response, etc. are being managed. Even though prevention and preparation are well conducted, irresistible calamities such as natural disasters may cause unexpected damage. Therefore, a system that can share the identical disaster information based on prompt disaster management and prediction must be developed and constructed for integrated disaster management. Especially, for a prompt disaster response, the same information needs to be shared between the related organization and the disaster prevention personnel such as on-site officials. Recent disaster management systems use high-capacity geographic information or other various factors for accurate disaster predictions. In case of using a recently constructed or researched 3D GIS, the system may not be used in some cases due to conflicts with hardware, etc. Thus, even though response information is secured using prediction simulation in advance, it is essentially difficult in some cases to share the common information when the system cannot be utilized or the extension of the corresponding data cannot be read. Therefore, this study aims to construct a system for dealing with disasters that shares the same prompt and accurate information in compliance with common data formats. The system is expected to reduce the existing disaster response time and minimize human and physical damage by assisting decision making through prompt responses.

  • Recently, various types of disasters have been occurring all over the world, and the importance of disaster management system to minimize damage caused by disasters is emerging. In Korea, we have made many policy improvements related to disaster safety, such as the establishment of the National Security Service and the announcement of the National Safety Management Plan and made a lot of effort to secure facilities such as disaster relief hospitals after the Mauna Ocean Resort Gymnasium Collapse and the Sewol-ho incident, However, compared to advanced countries such as the US, Europe, and Japan, there is a shortage of emergency medical center per population, and disaster management systems have not been implemented efficiently due to lack of coordination among various agencies. The purpose of this study is to propose the efficient construction and systematic management of emergency medical facilities required for disaster situations. For this purpose, it is necessary to identify the current status of domestic emergency medical facilities compared to developed countries.

  • The purpose of this study is to clarify the problems and causes of OSC system of the KCG. In the disaster of sea, the possibility that could expect a reasonable decision making is low. The study has carried out for the different point of view of the problems. The problems have been revealed through the theory and analysis of structural and non-structural aspects for the OSC system, such as inefficient organization system, failure of reasonable decision making, lack of communication with the field. The conclusions of the study have been proposed such as an advanced On-Scene Command system, efficient organization, the training of professional staff, the creating of open organizational culture.

  • Firefighters performing disaster response activities such as Fire Suppression Rescue First Aid in fire are being exposed in various adverse factors, heat, smoke, toxic gases, emotional stress, biological toxic factors and physical overload by unnatural ergonomic posture required for firefighters. But so far, there is the study for this problem only separately. There is no study about comprehesive analysis of exposed adverse factors in fire-related disaster response activities and countermeasures. The purpose of this study is to contiribute to solving the health problems and prevention of accidents of firefighters by extracting hazardous agents in disaster such as fire and by proposing countermeasures. After analyzing circumstances such as fire-suppression, rescue first aid and life-environment, exposure factors of fire are derived and exposure status is suggested according to physical chemical biological psychological aspects. The countermeasure against the noise of the physical exposure factors are proposed. The countermeasures such as protective equipment and clean room in chemical factors, infection prevention education, vaccination and periodic check system in biological factors, PTSD alleviation booth and mentoring in psychological factors are proposed.
