본 고에서는 국가 재난 상황 발생 시 신속한 대응을 위해 이동통신 기반의 국가 재난안전 통신망을 구축하기 위한 방안을 알아본다. 기존의 재난 통신망은 재난 발생 시 소방, 경찰, 군, 정부 등으로 각각 나뉘어 긴급 상황 발생시 정확한 대응이 어렵고 지휘계통의 혼선 발생으로 다양하고 긴박한 상황 대응에 어려움을 겪고 있다. 본 고에서는 재난 대응을 위한 지휘체계를 이동 통신 기반의 일원화된 국가재난안전통신망으로 구축함으로써 효율적인 대응 전략을 알아본다.

본고에서는 재난안전통신망 국내외 현황 및 문제점을 서술하고, 재난안전통신망의 37개 요구사항을 수용하면서 기술발전 추세에 부합하고, 다양한 멀티미디어 서비스 제공이 가능한 차세대 국가재난안전통신망의 기술방식인 PS-LTE 기술현황에 대해 설명하였다. 그리고 관련한 국제 표준활동 내용도 소개하였다.

현대사회에서 인터넷 그리고 스마트폰을 비롯한 각종 모바일기기는 이제 국민 모두가 사용하는 필수품이 되었다. 통신은 의사전달 수단과 단순한 소통의 개념을 넘어서 교통, 문화, 산업 그리고 소셜미디어의 활용 등을 통해서 국민 개개인의 주요한 생활 일부분이 되었다. 또한 정부는 디지털정부 구현을 위해 각종 민원서류 및 정부 업무를 통신망을 통한 원격 서비스로 수행가능할 수 있도록 운영계획을 발표하였다. 이러한 계획이 실현되고 현재 우리가 이용하고 있는 모든 유무선 통신서비스가 안정적으로 구현되기 위해서는 통신망의 안전성 확보가 가장 중요한 핵심적 요소이다. 따라서, 본 연구는 통신 분야 국가핵심기반 영역을 관리하는 주요통신사업자의 통신망과 서비스의 안전성 확보를 위해 기능연속성계획(COOP)수립 방향을 도출하고자 한다.

현재 국내에서는 세계 최초로 3GPP PS-LTE 규격을 준용한 전국 단위의 자가망 기반 재난안전통신망을 구축하기 위한 시범사업이 진행되고 있으며, 이러한 시범사업이 정해진 기간 내에, 주어진 기능을, 요구 성능 이상으로 구축하여 확산 및 완료사업에 이르기까지 성공적인 재난안전통신망이 구축될 수 있도록 예상되는 위기요인에 대하여 분석하고, 이를 해결하기 위한 방안에 대하여 논의한다.

재난발생 시 유관기관 간, 유관기관과 개인 간, 그리고 개인과 개인 간 재난대응에 필요한 정보를 적시에 주고 받는 것은 피해 규모를 줄이는데 결정적인 역할을 한다. 지금까지 재난상황에서 사용되었던 기존의 커뮤니케이션 수단은 TV, 라디오, 공공기관 통신망 등이었다. 그러나 TV나 라디오는 해당 기기가 주변에 없거나, 개인과 개인 간 정보 교환 시, 그리고 관련 통신망 자체가 무력화된 상태 등에서는 활용에 제한을 받게 된다. 또한 소방통신망 등 유관기관들이 사용하고 있는 통신망의 경우에도 재난의 종류에 따라 그 활용 폭이 달라질 수 있고 일반 대중에게 정보를 전파할 때는 사용할 수 없다는 단점도 존재한다. 이런 상황에서 최근에 급격히 발달하고 있는 모바일 네트워킹 기술은 재난대응 커뮤니케이션과 관련하여 새로운 돌파구를 제시하고 있다. 기존 커뮤니케이션 수단들과 달리 스마트폰 등의 모바일 기기들은 민(民)과 관(官)을 구분하지 않고 이미 거의 모든 개인이 소유하고 있는 상황이며, 이를 활용하여 항시 인터넷에 접속할 수 있는 환경이 구축된 상태다. 따라서 모바일 환경에 적합한 재난대응 커뮤니케이션과 관련한 연구동향을 정리하고 새로운 과제를 도출해 낼 필요가 있다. 본 논문에서는 크게 1) 모바일 네트워크 기반의 재난대응 어플리케이션 개발에 관한 연구와 2) 모바일 환경에서 소설 네트워킹 서비스를 활용한 재난대응 커뮤니케이션이라는 두 개의 주제를 중심으로 최근 연구동향과 향후 과제를 제시하고자 한다.

Korea's security response to application service app is still insufficient due to the initial opening of the public safety network. Therefore, preemptive security measures are essential. In this study, we proposed to establish a 'public safety network app security system' to prevent potential vulnerabilities to the app store that distributes app in public safety network and android operating system that operate app on dedicated terminal devices. In order for an application service app to be listed on the public safety network mobile app store, a dataset of malicious and normal app is first established to extract characteristics and select the most effective AI model to perform static and dynamic analysis. According to the analysis results, 'Safety App Certificate' is certified for non-malicious app to secure reliability for listed apps. Ultimately, it minimizes the security blind spots of public safety network app. In addition, the safety of the network can be secured by supporting public safety application service of certified apps.

행정자치부의 “국가재난관리 시스템 기획부”는 참여정부 임기 내 각종 재해, 재난에 따른 인명피해와 경제적 손실을 각각 60%, 30% 줄이는 것을 목표로 안전한 사회(secure society)구축, 사회연계성(network society)강화, 효율적인 사회(effective society) 환경구성 이라는 패러다임을 기조로 국가재난관리 종합대책안을 추진 중이다. 종합대책 추진안에는 첨단 정보기술(IT)이 각종 재해, 재난을 막는 핵심툴로 활용되는데 여기서는 국가재난관리 정보통신망(Secure Network)구축에 관한 기본개념을 살펴보고자 한다.

Korea has faced with the problem of the whole national disaster safety due to the Sewol-ho and it reminded people and government of the importance of national safety. It is needed to establish the national unified network especially focused on the disaster site and also improved in the fields of law, system and organization related to the management of disaster. To do this, PS-LTE technology must to be adopted to the network and 700MHz is the most efficient bandwidth for the network. At the same time, we have to improve the management system for the response of disaster including standard procedure and the platform of disaster response system. In order to establish realistic and efficient emergency communications network, it is effective to build own network and use leased networks together. And the cost is estimated about 5.2 trillion won.

In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.

April 2021, Disaster Safety Communication Network services have been launched, but security functions are weak at the beginning of the service. The current security method for Android-based APP is using Google Protect's technology to detect malware. Malware is difficult to detect directly because there are various types, so by applying malware detection technology that combines AI and Google Protect technology to Disaster Safety Communication Networks, research on how to implement 'AI-based Disaster Satety Communication Network Protect'.
