Literature Review on the relation between Animals Unusual Behavior and Premonitory Symptoms of an Earthquake (동물 이상행동과 지진전조 가설검증 연구동향 및 한계점)

  • The cases of animals unusual behavior have been reported occasionally before a major disaster occurs. Could animals unusual behavior associated with a major disaster occurrence, if so, could we foreknow a disaster occurrence? The purpose of study is to quest an answer through literature reviews on the relation between animals unusual behavior and premonitory symptoms of an earthquake. These empirical studies are classified three parts according as methodological framework; statistical analysis, experimental analysis, observation analysis. The results are simply divided as two, 'animals unusual behavior may be seen as a precursor of pre-disaster phenomena' and 'difficult to see.' A number of studies have been performed abroad, however there is no one in Korea. Most of the studies point out common limitations-difficult to verify the reliability of data, accidentally get and fewer samples of data, difficulty of ensuring appropriate data, etc. That is why more related research with animals unusual behavior and disaster occurrence is needed to validate cause-and-effect relation of animal unusual behavior and pre-disaster phenomena.

  • The number of large and complex buildings is growing and they are usually concentrated in metropolitan cities. There is a possibility in such buildings that a small accident can expand to a massive disaster since their scale and complexity. To deal with this issue, a research on gas sensors which can detect multiple gases and early-warning systems has been conducted. Proper criteria or standards are necessary for effective application and operation of such sensor-based disaster monitoring system. In this study, we have proposed the alarm criteria of concentration of hazardous gases for the detection and the alarm release. For each alarm level, systematic disaster response plans consist of responsive actions and information delivery have been prepared. These disaster monitoring criteria can help the detection of hazardous gas-related disaster in the early stage of accident and the provision of appropriate emergency responses.

  • 본 연구에서는 위성영상 상황판연계·표출시스템 적용을 위한 SNS 주민참여 콘텐츠를 개발하고, 재난대응 표준위기관리절차 기반의 주민참여정보 활용방안을 제시하고자 하였다. 재난상황관리에 있어 SNS의 활용을 통한 주민참여 확대적용 방안을 모색하고자 재난 대비·대응 관련 공공 및 정부부처에서 활용 중인 SNS 채널을 조사하였으며, 상황관리에 SNS를 적용한 선행사례를 분석하였다. 이를 기반으로 SNS를 적용한 예방안전 및 피해복원 확대 적용 방안을 제시하였으며, 신속한 위기대응을 위한 보조적인 의사결정 지원도구로서의 콘텐츠를 제안하였다. 먼저, 예방안전 및 피해복원 확대 적용을 위해 SNS에 주민들이 작성한 게시글을 웹 크롤링과 데이터 마이닝을 통해 분석하여 재난 상황인지와 상황판단 및 피해범위 추정에 활용하는 방안을 제시하였고, 이를 상황판연계·표출시스템에서 표출하기 위한 예시화면을 설계하였다. 또한, 연구 1차년에 수행했었던 위성영상을 활용한 재난상황대응 표준위기관리절차 중 위성영상정보에 주민참여정보를 연계·중첩하여 재난의 전조감지 단계부터 확산양상 및 피해범위를 확인하고, 재난기록을 분석하여 추후 발생된 재난에 선제적으로 대비할 수 있는 방안을 제시하였다. 그러나, 주민참여 기반 SNS 콘텐츠 적용을 위한 우선 해결사항으로는 재난상황판단 시, 정보의 정확성과 신뢰성 측면에서 의사결정을 위한 보조도구로서 활용을 할 것인지에 대한 중앙재난안전상황실과의 충분한 협의가 필요하며, 상황실에서 해당 콘텐츠를 활용하게 될 경우, SNS 정보의 행정망 방화벽 허용가능여부에 대한 추가 분석설계가 필요한 상황이다. 이를 위해 금년 연구수행에서 상황실 실무자 수요조사를 통해 SNS 정보 활용에 대한 반영여부를 결정할 예정이다.

Time-critical Disaster Response by Cooperating with International Charter (국제재난기구 협업을 통한 적시적 재난대응)

  • Recently, large-scale multi-hazards have been occurred in the various areas of the world. A variety of Earth observation sensors such as satellite EO, aerial and terrestrial LiDAR have been utilized for global natural disaster monitoring. Especially, commercial satellites which observe the Earth regularly and repeatedly, and acquire images with cm-level high spatial resolution enable its applications to extend in the fields of disaster management from advanced disaster monitoring to timely recovery. However, due to existing satellite operation systems with some limitations in almost real-time and wide regional disaster response, close international collaborations between satellite operating organizations like NASA, JAXA, KARI etc. have been required for collecting satellite images in time through a satellite platform with multi-sensors or satellite constellation. For responding domestic natural disaster such as heavy snowfall and extreme rainfall in 2011, this paper proposes a disaster management system for timely decision-making; rapid acquisition of satellite imagery, data processing, GIS analysis, and digital mapping through cooperation with NDMI in Korea and International Charter-Space and Major disasters.

  • Remote sensing which observes repeatedly the whole Earth and GIS-based decision-making technology have been utilized widely in disaster management such as early warning monitoring, damage investigation, emergent rescue and response, rapid recovery etc. In addition, various countermeasures of national level to collect timely satellite imagery in emergency have been considered through the operation of a satellite with onboard multiple sensors as well as the practical joint use of satellite imagery by collaboration with space agencies of the world. In order to respond heavy snowfall disaster occurred on the east coast of the Korean Peninsula in February 2011, snow-covered regions were analyzed and detected in this study through NDSI(Normalized Difference Snow Index) considering reflectance of wavelength for MODIS sensor and change detection algorithm using satellite imagery collected from International Charter. We present the application case of National Disaster Management Institute(NDMI) which supported timely decision-making through GIS spatial analysis with various spatial data and snow cover map.

National Disaster Scientific Investigation and Disaster Monitoring using Remote Sensing and Geo-information (원격탐사와 공간정보를 활용한 국가 재난원인 과학조사 및 재난 모니터링)

  • High-resolution satellites capable of observing the Earth periodically enhance applicability of remote sensing in the field of national disaster management from national disaster pre-monitoring to rapid recovery planning. The National Disaster Management Research Institute (NDMI) has been developed various satellite-based disaster management technologies and applied to disaster site operations related to typhoons and storms, droughts, heavy snowfall, ground displacement, heat wave, and heavy rainfall. Although the limitation of timely imaging of satellite is a challenging issue in emergent disaster situation, it can be solved through international cooperation to cope with global disasters led by domestic and international space development agencies and disaster organizations. This article of special issue deals with the scientific disaster management technologies using remote sensing and advanced equipments of NDMI in order to detect and monitor national disasters occurred by global abnormal climate change around the Korean Peninsula: satellite-based disaster monitoring technologies which can detect and monitor disaster in early stage and advanced investigation equipments which can collect high-quality geo-information data at disaster site.

Establishment of Complex Disaster Scenario on the Utility Tunnel Study for Digital Twin System Application (디지털트윈 시스템 적용을 위한 공동구 복합재난 시나리오 구축)

  • The purpose of this study was to establish a complex disaster scenario that can comprehensively consider various disaster situations that may occur in the utility tunnel. Method: In order to comprehensively consider the correlation between disasters, a composite disaster scenario was derived from a combination of damage factors, respectively. A risk assessment was performed in order to derive the priorities of the scenarios. And based on the results, the priorities of complex disaster scenarios were set. Result: Based on the disaster cases in the utility tunnel, a plan was prepared for complex disaster scenarios centered on damage. A complex disaster scenario was specified using a semi-quantitative evaluation method for single and multiple disaster factors such as fire, flooding, and earthquake. Conclusion: The composite disaster scenario derived from this study can be used for the prevention and preparation of damage when the precursor symptoms of a disaster are detected. In addition, the results of this study are expected to be used as basic data for preparing strategic plans and preparing complex disaster response technologies to induce rapid response and recovery in case of emergency disasters.

  • Ontake Volcano, Japan, began to erupt without any precursors on September 27, 2014, at 11:52 AM, and it caused many losses of life. Although Japan's preparation manual and prevention for volcanic eruptions and volcanic hazards has been well established, it could not prevent damage due to the sudden eruption of the volcano. Soon after the eruption, however, Japan Meteorological Agency (JMA) led many organizations and institutions, including JMA's Volcanic Eruption Prediction Liaison Council, Meteorological Research Institute (MRI) and National Agriculture and Food Research Organization and they understood the eruption situation quickly and shared the information based on their close cooperation and contact systems. Through these efforts, JMA published the unified result to the public, informing the public of the situation around the volcano and about the eruption and of how the residents and climbers around the volcano should react to the volcanic hazards caused by the eruption. The Korean Government can learn how to respond to a future eruption of a volcano, such as Mt. Baekdu which has the potential to erupt in the foreseeable future.

  • Purpose: The purpose of this paper is to present a service construction plan using multiple complex sensor information to detect abnormal situations in urban life safety that are difficult to identify on CCTV. Method: This study selected service scenarios based on actual testbed data and analyzed service importance for local government control center operators, which are main users. Result: Service scenarios were selected as detection of day and night dynamic object, Detection of sudden temperature changes, and Detection of time-series temperature changes. As a result of AHP analysis, walking and mobility collision risk situation services and fire foreshadowing detection services leading to immediate major disasters were highly evaluated. Conclusion: This study is significant in proposing a plan to build an anomaly detection service that can be used in local governments based on real data.   • 인류의 문명과 함께한 재난 중에서 가뭄은 역사를 거슬러 올라가면 국가의 존폐 위기를 가늠할 정도의 큰 재앙이었다. 우리나라의 가뭄상황을 파악하고 가뭄정보시스템을 구축하기 위해 국내 외의 가뭄관련 기관인 국토해양부, 기상청, 농림수산식품부, 환경부 뿐만아니라, 미국 네브라스카주 링컨대학교내에 설립되어 있는 국립가뭄경감센터(NDMC) 등에 대하여 살펴보았다. 본 연구에서는 우리나라 재난전담기관인 소방방재청에서 가뭄정보시스템을 구축함에 있어 실용적으로 유용한 시스템이 되기 위한 구축방안을 제시하고자 하였다. 국내의 물 관련 기관들이 구축해놓은 다양한 실시간 관측시스템을 연계 활용하기 위하여 가뭄관련 부처인 행정안전부, 국토해양부, 기상청, 농림수산식품부, 환경부 및 소방방재청 등에서 물 관련 현황을 파악하여 실시간 관측정보들을 파악하였다. 소방방재청에서는 국가가뭄정보시스템을 구축하기 위하여 2008년부터 연구를 시작하였으며, 우리나라 각 부처에서 구축한 가뭄관련 시스템들의 조사를 통해 생활 공업 농업용수 분야별로 시스템 구축을 위한 시사점들을 살펴보았다. 가뭄정보시스템의 구축방향 제시에 있어서는 동시접속으로 인한 인터넷 과부하를 예방하면서 실시간으로 수신되는 자료를 활용하여 좀 더 정확한 현황정보를 제공함으로써 시스템 활성화를 기하고자 하였다. 가뭄정보시스템을 구축함에 있어 내부 계산부문과 외부 표출부문으로 나누는 것이 합리적인 것으로 판단되었다. 내부 계산 부문에서는 여러 기관으로부터 수신되는 실시간 자료를 행정안전부 국립방재연구원 분석 평가 센터에서 관리하고 있는 서버에 집적하여 가뭄관련 정보를 수치적으로 계산하는 부문이다. 여기서는 강우자료를 토대로 하여 가뭄지수의 산정과 생활 공업 농업용수 분야별로 지역별 수요량과 공급량의 상태를 파악하여 실시간 가뭄지수(RDI)를 산정할 수 있도록 한다. 실시간 가뭄지수(RDI)는 지역 주민들이 가뭄으로 인한 용수량 현황을 알 수 있는 가뭄지수가 되도록 하고자 한다. 특히, 가뭄지수의 산정제시에 있어서는 가뭄지수에 따른 재해피해 상황을 제시하여 피해를 체감할 수 있도록 하며, 농어촌공사 관할 저수지의 실시간 저수율을 활용하여 공간적 분포를 고려하고 가뭄발생에 대한 간이상수도 및 마을상수도 등의 지역별 용수공급 가능성에 대한 전조정보를 파악하여 가뭄발생 이전에 사전 대응할 수 있도록 구축하고자 한다. 외부 표출 부문은 내부에서 계산된 결과 값을 인터넷의 부하를 줄이면서 자치단체 담당자들이 쉽고 빠르게 관할지역의 궁금한 정보를 파악할 수 있게 인터넷 홈페이지에 게시하여 가뭄정보를 공유하고자 한다.
