  • 최근 교통사고 화재 자살 감염병 등 4대 분야는 최근 3년간(2012~2014) 평균 사망자수(26,292명) 대비 '18년까지 4,201명(16%) 감축을 목표로 하고 있다. 행정안전부의 지역안전지수 공개에 따라 지자체별 안전사고 사망자수 감축을 목표로 다양한 정책이 추진 중이다. 안전한 도시구축을 위한 안전 인프라 사업을 지자체별로 도출하고 있으나, 효율적인 사업 콘텐츠 마련에 어려움을 겪고 있다. 본 연구로 사업추진의 성공모델(Best Practice)을 창출할 수 있도록 안전 인프라 사업 콘텐츠를 도출하였다. 안전도시 구축의 전국확산을 위한 지역별 안전관리 대상지를 선정하고 효율적인 국가 및 지자체 예산 마련의 기초자료로 활용이 가능하다.

  • As the modern society becoms industry acceleration and urbanization. Disaster is noticed that loss of life and a huge property loss. In sprit of continuous experience misfortune that reality have nonhigh national consciousness. But government is on the brink of various disaster. Various disaster are becoming larger and larger through industrialization and abnormal climate. The researchers of the study suggest as followers: the selection of a key risk factors throuh vulnerability analysis and risk assessment of disaster. As well suggest as policy direction throuh plan of personalized safety management.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

This research has been resulted the three lists, trend analysis and Vision of the Technology Research Development (R&D) of the Safety Technology Area in domestic and foreign, the Responding Technology Predict and the Extended Research Strategy of the Next Generation Safety Technology in the facility Disaster, long-mid Term Road-Map of the Safety Technology in the facility Disaster, finally the Action Issue's RFP of the Safety Technology in the facility Disaster.

A Study on Internalization of Safety Culture of IT Service Firm (IT서비스 기업의 안전문화 내재화에 관한 연구)

  • 본 연구에서는 IT서비스 기업이 급변하는 사어 혼경변화에 효과적으로 적용 가능한 BCMS 도입을 위하여 IT서비스 업무종사자를 대상으로 안전의식수준을 조사하여 분석하였다. 그 결과 근속연수가 짧고 상대적으로 젊은 직원들이 나이 많은 장기 근속자보다 안전에 대한 수요가 많았으며, 전산프로그램을 개발하는 프로그래머들보다 인사, 지원, 회계 등의 지원부서에서 근무하는 인원들의 안전의식이 높게 측정되었다. 또한 구성원들은 경영진의 안전에 대한 리더십과 안전의식은 높게 평가한 반면, 회사의 안전 정책 중 성과관리, 절차 준수에 대해서는 낮게 평가하여 개인적 수준의 안전의식보다 조직적 수준의 안전문화 개선이 시급하다는 결론을 도출하였다.

The Development of a Safety Environment Survey Framework Considering Regional Characteristics (지역 특성을 고려한 안전환경 조사 프레임워크 개발)

  • As safety Issue becomes one of the hot topics, practical researches and feasible policies are in needs not only for central government but also local officers. The previous studies focused on organizational or institutional approaches and on functional efficiencies, especially how to integrate disaster data at every stage of disaster from preparedness to recovery. Physical and social environments differ from among others, top-down disaster management plan cannot work, and therefore more practical statistics and survey is required to prepare the safety management plan for local government. We aim to suggest a safety environment survey framework and to apply it to two guns (Muan and Goheung). We considered main factors of the framework based on legal requirement for safety index and four stages of disaster progress. Two guns are located in remote area and have a population who are weak to disaster. Action items were drawn from the survey and analysis from the framework respectively. We expect this framework to be expanded to include more urbanized and complex areas.

Design of Real-time Disaster Safety management Solution in a Smart Environment (스마트 환경에서의 실시간 재난 안전 관리 솔루션 설계)

  • In recent years, increasing the variety of disasters and accidents that accompany large-scale damage. Disasters are accidents with uncertainty and have a direct impact on people's lives, safety and property protection. Therefore, it is necessary to establish and operate safety management systems such as prevention, response, and recovery for various disasters. Therefore, in this paper, a real-time disaster safety management solution in a smart environment was designed to systematically respond to disaster accidents. To this end, 1: 1 or 1: N situation propagation was performed to the situation room, related organizations, and experts through smart devices. Through this, the solution was configured to respond quickly and appropriately through multi-party information sharing and communication. In other words, we designed a solution that applied functions such as real-time and multi-party HD video transmission, mobile-type report management, voice / text situation propagation, location information sharing, recording and history management, and security.

  • Recently, Korea has enacted the Framework Act on Product Safety to allow comprehensive control of product safety accidents. This is a government policy aiming to ensure product safety and customer protection by strengthening the obligation of producers. However, the framework has not yet been completed in Korea. Therefore, this paper deals with improvement assignments and directions by comparing the frameworks of applied in Korea and Japan for ensuring such production safety.

Analysis of Coronavirus Response Policy Effiectiveness According to the Strigency Index (엄격성 지수 분석에 따른 감염병 대응 정책 효과성 분석)

  • 본 연구에서는 엄격성 지수(Strigency Index)분석에 따른 OECD 가입국들의 코로나19 대응 정책 엄격성의 효과성을 분석하였다. 코로나바이러스감염증-19(이하, 코로나19)발생 이후 전 세계 대다수 국가들은 점진적 일상회복 단계로 접어들어 'with corona' 시대로 가고 있다. 코로나19의 완전 방역을 이루며 이전과 같은 일상으로 돌아가고 있지만, 또다시 대규모 감염병이 발생할 수 있다는 가능성을 가지고 있다. 그리하여 본 연구에서는 옥스퍼드 코로나바이러스 정부대응추적 프로젝트(OxCGRT)에서 제시된 21개 지표 중 OurWorldinData서 엄격성 지수 분석에 활용되는 9개 지표를 분석하여 정책의 엄격성을 분석하여 추후 발생하는 대규모 감염병에 효과적으로 대응하기 위한 기초 자료가 되고자 한다. 엄격성 지수 분석 결과, 9개 지표 중 6개 지표에서 정책의 도입한 시점부터 확진자가 감소하는 추세를 보이는 유사한 변화를 찾을 수 있었다. 하지만, 엄격성 지수 분석을 통해 국가 대응의 적절성·효과성을 입증하기에는 판단 기준이 0~4점 사이의 임의의 기준으로 분류되고 있었으며, 변수설정 또한 제시되어 있지 않아 대응 정책의 엄격성을 평가하는 기준으로 활용하기에는 한계점이 있어 보인다. 본 연구에서 엄격성 지수 분석을 통한 감염병 대응 정책의 효과성을 찾고자 하였다. 지수와 확진자 추세 간 유사한 변화는 찾았지만, 엄격성 지수의 한계점이 존재하는 연구이다. 그러나 본 연구의 결과를 통해 추후 확진자 증감 대비 엄격성 지수 분석을 통한 상관관계 분석, 지표별 평균치와 확진자 추세 분석을 통한 공통적인 효과성 분석 등 다른 연구의 기초 자료가 될 수 있을 것이라 판단된다.

A Study on Standard Codes for the Management of Disaster Safety Education Contents and its Active Information Sharing (재난안전 교육컨텐츠 관리와 공유 활성화를 위한 표준코드 연구)

  • This study is to provide the implementation plan for standard code to efficiently manage curriculum information in disaster and safety education programs across domestic and foreign institutions, and to encourage active information sharing. Projects regarding disaster safety education have been progressed and developed since the opening of NDMI on March 2006. Efficient management and systematic operation for the existing disaster safety education contents are also required. It is essential for both domestic and foreign disaster management organizations to share and utilize their educational contents each other prior to the effect of the Framework Act on the Management of Disaster and Safety starting from February 7th, 2014. As disaster gets more complex and diverse in its types and sizes, the share of information on advanced disaster and safety education system between each countries is becoming more necessary than they ever did before. Therefore, the standard code of disaster safety education curriculum is resulted based on the flexibility that accommodates the change of education environment and extended applications in both domestic and foreign education institutions. The effective application of standard code will be a possible way to improve the disaster safety education system and help to set its correct definition.
