전 세계적으로 대형 재난의 발생으로 인해 사회문화적 관습이나 신체조건 등의 차이로 남성보다 여성의 피해가 크다는 사실들이 다양한 사례와 연구를 통해 보고되었고, 개발도상국은 여성의 피해가 큰 반면에 선진국은 여성들의 재난 안전 및 교육 관리에 적극적인 참여를 통해 전반적인 대응 능력을 보일 수 있다는 연구들도 존재한다. 우리나라의 경우에도 빈번하게 자연 재난이 발생하고 있지만, 실제로 재난 안전 인식에 대한 성별 분석을 하기 위한 자료가 부족한 상황이다. 그러므로 본 연구에서는 이와 같은 문제점을 파악하기 위해 한국 국민 남녀 489명을 대상으로 재난위험인식에 대한 설문을 실시하고, 거주지 주변 발생 가능한 재난을 인지하고 있는지, 대피소의 위치를 인지하고 있는지, 안전 관리 교육 경험이 있는지 등의 문항으로 구성하여 실시하였다. 본 연구의 목적은 국민들의 재난 안전의 위험도에 대한 인식 수준이 어떠한지 분석하고, 영향 요인을 탐색 하는 데에 있다. 조사결과 안전취약계층은 스스로 대피 하는 데에 있어 큰 어려움이 있으며, 이중 여성은 남성에 비해 안전교육과 훈련의 접근성이 적음에 따라 위험도가 더 큰 것을 확인 할 수 있었다. 그럼에도 불구하고, 재난 및 안전관리 교육 및 훈련에 참여하고자 하는 의지는 남성과 여성의 차이가 없었다. 본 연구를 기반으로 재난 안전교육의 필요성을 가지고 재난 안전 시뮬레이션 프로그램이 구축되는 필요성이 있다고 사료되어지고, 미래에 자연재해 발생 시 문제점을 파악하고 인명 피해 감소가 될 전망으로 기대가 된다.

In this paper, we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. By taking some essential points of advanced like systems, we construct our own system. Beside that it is proposed to solve problems and find improvement issues by comparing with advanced systems.

지난 2017년 1월 17일, 우리나라는 재난 및 안전관리기본법의 자연재난에 우주물체의 추락 충돌로 인한 재난을 포함시켰다. 이는 '14 진주운석 추락 등 잇따른 우주재난에 대한 국제적 관심고조 및 이에 대한 대비의 필요성 제기 등이 바탕이 된 것으로, 우주재난에 대한 국가적 관리의 필요성이 현안에 반영된 결과이다. 한편, 기존정책의 범위가 축소되거나 확장되는 등 변화가 발생할 때 해당 정책이 효과적으로 집행되기 위해서는 정책의 실질적 집행 효과를 경험하는 대상이 되는 정책적 고객이 정책의 변경내용을 인지하고 해당 정책에 대하여 공감하는 것이 중요하다. 우주재난의 경우 재난 및 안전관리기본법에 기존에 포함되어있던 기타 자연재난과 비교할 때, 그 위험도나 피해정도 등이 대중에게 어떠한 평가를 받고 있으며, 특히 기타 자연재난과 비교할 때 같은 맥락으로 이해되고 있는지를 파악하여 향후 세부 정책에 반영할 필요가 있을 것으로 판단된다. 이에 본 연구에서는 "우리나라 국민의 우주위험인식 수준과 국가 재난정책"의 후속연구로서 2016년 9월 발생한 경주지진 전 후 자연재난에 대한 국민의 인식에 변화가 있는지를 분석하여 이를 토대로 우주재난에 대한 국민의 인식을 설명하고 정책적 시사점을 제시하고자 한다.

인류의 역사는 재난과 함께한다. 특히 최근 10년간 전 세계적으로 발생한 다양한 자연적·사회적 재난은 그 정도와 속도가 점점 심해지고 빨라지고 있고, 이에 관한 구체적 대응 방안 마련이 필요하다. 최근 발생한 COVID-19 감염병 팬데믹을 겪으면서 우리는 메타재난에 대비하기 위한 새로운 인식이 요구되고 있다. 이러한 문제를 해결하기 위해서 국가적 차원에서 재해경감활동관리체계를 갖추고 이를 운용할 전문인력을 양성해야 한다. 이에, 본 연구에서는 메타재난시대 패러다임 전환을 위한 BCMS 분야와 재난관리학의 역할과 방향을 제시하고자 한다. 본 연구결과는 향후 재난안전 관련 분야의 기초자료로 활용되기를 기대한다.

This study conducted an empirical analysis based on the results of a survey conducted to determine the level of awareness of disaster safety management work of public officials working in disaster-related departments in 22 cities and counties in Jeollanam-do. Men were found to have more positive perceptions of individual competencies and organizational environments according to gender, and women were found to have more positive perceptions of disaster education than men. It was found that men and women had the same positive perception of departmental competency. Respondents to individual competency, organizational environment, departmental competency, and disaster education according to individual characteristic factors generally had positive perceptions.

본 연구에서는 건설현장 관계자들을 대상으로 위험인식이 작업환경과 안전문화에 미치는 영향관계를 확인하였다. 또한, 안전관리활동과 공사기간이 안전문화에 미치는 영향을 분석하였다. 주요 결과는 다음과 같다. 첫째, 위험인식은 작업환경에 영향을 미치는 것으로 나타났으며, 둘째, 작업환경은 안전문화에 영향을 미치지 않았다. 셋째, 안전관리 활동은 안전문화에 영향을 미치지 않았으며, 넷째, 공사기간은 안전문화에 영향을 미치는 것으로 분석되었다. 또한, 안전관리 활동과 위험인식 간의 상관관계는 r=.61로, 위험인식과 공사기간은 r=.71로 안전관리 활동과 공사기간의 상관관계는 r=.59로 관계의 강도를 확인하였다.

본 연구는 건설현장 관리자를 대상으로 중대재해처벌법 인식이 건설업체의 경영성과에 미치는 영향을 실증적으로 확인하는 것이다. 최근의 사회적 이슈가 되는 중대재해처벌법이 건설회사 이미지 실추, 경제적 손실 등의 간접적인 손실뿐만 아니라, 최고경영자에게 직접적인 영향을 미친다. 또한 건설업체에서 중대재해 발생시에는 중대재해처벌법에 의하여 최고경영자의 구속등으로 기업의 업무연속성에 영향을 미치는 사회재난이다. 건설현장을 운영하는 기업의 사업주에게 중대재해로부터 실질적인 대처방안이 필요하며, 대안으로 건설현장 관리자의 중대재해처벌법의 위험성에 대하여 인식을 강조하여, 건설현장에서의 관리자가 주체가 되어 중대재해를 예방하고, 기업의 연속성을 확보하는 것이 필요하다.

This study analyzed safety management system against disasters perceived by local residents of Chungcheongbuk-do and then examined the policy directions to be considered in order for local governments to improve the safety level of residents and build an effective safety management system against disasters. The findings were as follows. First, in their recognition of risks of safety against disasters, recognition on the possibility of the occurrence of natural disasters was higher than that of social disasters or safety accidents. Secondly, also in the aspect of the importance of category of safety management against disasters, they recognized that of natural disasters far higher than others. Third, they showed satisfaction higher than average with basic job performance of local governments related with safety management, whereas they showed relatively less satisfaction with the aspects of check and publicity of risk factors, and short-term restoration system out of phased job performance. Fourth, in the aspect of capability of local governments for safety management against disasters, they rated positively capability of the responsible departments and the professionality, whereas they relatively underestimated the scale or budget of safety-related organizations. Fifth, the policy directions to be taken for safety against disasters by local governments included strengthening of regular education like experience-based training, expansion of education among local residents, more support for relevant facilities and resources, activation of residents-participating campaigns, improvement of apparatus and personnel treatment related with firefighting and security, frequent patrol and oversight, more exercises against disasters. So, to strengthen safety management system against disasters in local governments and build a effective responding system may need to extend programs assisting vulnerable class to safety against disasters, build a community-friendly safety management system, extend the cooperation system by participation of residents, enhance collaboration and support system with safety-related bodies like police, firefighters.

본 연구는 건설현장 관리자를 대상으로 재난에서의 위험인식이 BCMS위험평가를 매개로 기업의 경영성과에 미치는 영향을 설문을 통하여 실증적으로 미치는 영향을 확인하는 것이다. 최근의 사회적 이슈가 되는 중대재해 처벌법이 건설현장에서 기업의 사업주에게 영향을 미치고 있으며, 또한 사업주에게 영향을 미치는 것은 기업연속성에 직접적인 인과관계를 형성함으로써 기업에 경영성과에 영향을 미친다. 건설현장을 운영하는 기업의 사업주에게 중대시민의 재해에 대하여 실질적인 대처방안이 필요하며, 대안으로 현재 행안부에서 적극추진중인 BCMS의 위험평가를 적극적으로 활용하여, 건설현장에서의 관리자가 주체가 되어 중대시민재해를 예방하고, 기업의 연속성을 확보하는 것이 필요하다.

This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.
