In this paper, we investigated the current issues on the KPAS(Korean Public Alert Service) by News analysis. News articles, from May 15, 2005 to April 30, 2020, were collected with the key word of 'KPAS' through the News Big-Data System provided by the Korea Press Foundation. The results of the content analysis are as follows. First, the issues on alert presentation were categorized by alarm sound, message content, alert level, transmission frequency, delay, reception range, time of alert, and language. Issues on inability to receive KPAS messages were categorized into authority, mobile, sending standard, mobile communication infra, etc. For the last two to three years, news on the inability issues had decreased, while news on the presentation issues had increased. This tells us that the public demand for improvement in the KPAS lies in the presentation issues. The demand for societal resolutions to the presentation issues especially on message content, transmission frequency, and reception range has soared.
Current cellular systems rely on a CBS protocol for emergency alert broadcast services. However, the CBS protocol just specifies the delivery of a limited text message. Therefore, foreigners, who are unfamiliar with local characters, may have some difficulties in understanding the received CBS text message. The CBS protocol also reveals a distinct restriction in delivering abundant information because of a limited number of text characters. In order to overcome the weak points of the current CBS protocol, we propose a display method of image information and URL on the screens of mobile terminals for the received CBS text message in this paper. The presented approach effectively utilizes the message structure of CBS for 5G cellular systems.

In Korea, various information related to COVID-19 has been provided to the public through an EAM (Emergency Alert Message) service using CBS (Cell Broadcast Service) technology to respond to COVID-19. In particular, local governments have been actively using the EAM service as a major means of responding to COVID-19. However, since excessive use of EAM service has caused the inconvenience of the people rather than the positive effects, the authority to be able to send EAMs has be limited. In this paper, with the purpose of providing primary data for establishing a plan to properly operate EAMs, we compare and analyze the number of EAMs issued and the incidence rate of COVID-19 cases during the period from 2020 to the present. In addition, the monthly EAM usage and incidence rate of COVID-19 cases are compared in detail and correlation analysis is performed for local governments that have issued many EAMs. We expect that the analysis results of this paper will be used as primary data in establishing strategies for EAM service to counteract the prolonged COVID-19.

뉴스, 광고, 도서에 이르는 디지털 정보들은 멀티미디어 기술로 진화하고 있다. 하지만 재난 상황에서 신속히 전달되는 재난 경보는 아직까지 멀티미디어 기술이 거의 적용되지 않았다. 이미 사람의 대응 행동을 유발하는 재난상황에서 효과적인 경보를 위한 멀티미디어 기술의 선행 연구가 있다. 본 연구는 2016년 경주지진, 2017년 포항지진 상황을 유사하게 가정하여 모바일 재난경보에서 멀티미디어 기술을 접목하는 방안을 도출하였다. 제작된 시나리오는 적용 가능한 멀티미디어 기술 중에서 국내에도 필요한 기능을 중심으로 기술 구현 가능성을 고려하여 6가지 멀티미디어 기술을 적용하였다. 본 논문에 기술은 기존의 재난문자방송과 대비하여 도입이 필요한 6가지 멀티미디어 기술의 차별적 특징을 담고 있다.
This study investigates the number of news and correlated keywords concerning to Korean Wireless Emergency Alert(KWEA). The news was collected using BIGKinds, a news big data system provided by the Korea Press Foundation. When analyzing the annual published news articles, we investigated the frequency of the news grouped by disaster types, and the frequency of the news distinguishing between the earthquake and non-earthquake disasters, and finally the frequency of correlated keywords concerning to the disasters. We found that the KWEA news totaled 182 in 2016 due to the unprecedented powerful KyongJu earthquake, an increase of 20 times over the previous year. Ever since 2016, the news about the KWEA continued to hit high figures consistently. After the peak in KyongJu earthquake in 2016, the proportion of non-earthquakes had also increased in 2017 and 2018. Next, the keyword correlation analysis showed that the KWEA news gave major coverage to the following entities: The Ministry of the Interior and Safety which operates the KWEA, Korea Meteorological Administration, and the general public.
Currently, the domestic early warning system is issued differently for each disaster, and is operated independently by relevant organizations from central government to local governments. Representative domestic disaster warning systems include disaster broadcasting using CBS(Cell Broadcasting Service) and DMB(Digital Multimedia Broadcasting) Automatic Emergency Alert Service, DITS(Disaster Information Transform System) transmitted and displayed on TV screens, automatic response system, automated rainfall warning system, and disaster message board. However, due to the difference in the method of issuing each emergency alert at the site of an emergency disaster, the alerts are issued at different times for each media, and the delivered content is also not integrated. If these systems are integrated, it is expected that damage to people's property and lives will be minimized by sharing and integrated management of disaster information such as voice, video, and data to comprehensively judge and make decisions about disaster situations. Therefore, in this study, we present a plan for the integration of the disaster warning system along with the analysis of the operation status of the domestic early warning system.

This paper presents the design and implementation of a multi-mode mobile broadcasting Emergency Warning System (EWS) transmission and reception system which enables the propagation of disaster information using the encoding and transmission, reception and decoding methods specified in diverse mobile broadcasting standards. The implemented system supports global mobile broadcasting standards such as Terrestrial Digital Multimedia Broadcasting (T-DMB), Digital Video Broadcasting-Handheld (DVB-H), Integrated Services Digital Broadcasting-Terrestrial (ISDB-T), and the Digital Radio Mondiale (DRM) digital radio standard. The system consists of two key part: an encoding/transmission part and a reception/decoding part. The multi-mode mobile broadcasting EWS encoding and transmission system generates EWS data according to each broadcasting specification. The generated EWS data is then transmitted through a channel interface which meets the commercial broadcasting equipment specification. The receiver system receives and decodes the EWS data on a single hardware platform and can display the results on screen. Verification and conformity testing has been carried out on the implemented system by transmitting emergency data for each mode in real-time and displaying the received information in text on the receiver display.

In this paper, we conducted a study on ways to not only check disaster information on smart-phone in the event of a disaster, but also simultaneously check it on wearable devices using short-range wireless communication. Wearable devices commonly used include such devices as wireless earphones, smart bands and smart-watches. Among these devices are smart-watches that allow users to view disaster information in the event of a disaster. However, because current disaster message can only check on smart-phones, research was conducted on how to deliver disaster information received from smart-phones to smart-watches. If studies such as this paper continue, we will be able to recognize disasters more efficiently in the event of a disaster and to carry out preparations for them.
This paper presents the design of service model, transport channel, and service signaling for the Terrestrial DMB Automatic Emergency Alert Service (AEAS) Standard. The paper begins with the analysis of technical backgrounds related to the design topics. Next, the raper presents the design of service model for the AEAS. Since, unlike the regular T-DMB services, the AEAS is event-driven and common to all services, some problems have been identified to design a service model conforming to the T-DMB standard. So, the paper proposes a new concept, called the common service, and the AEAS is modeled using the common service. Next, in order to decide the transport channel for the alert information, the paper proposes to divide the alert information into the message which contains code/text-based essential information, and the supplemental multimedia information. Then, the paper tries to find the most efficient transport channels. Emergency Warning Service (EWS) which uses FIG 5/2 is selected for the delivery of the message. The paper proposes no constraints on delivery of supplemental information except that it shall use the MSC. Finally, it proposes the service signaling for the common service and transport channel. Due to the problems of conventional signaling using the MCI, it proposes a new signaling method. The paper will contribute as a guideline to the development for emergency alert service standards fur other broadcasting media.

Effective alerts will drastically mitigate the disaster impacts. One way to enhance the effectiveness is to prepare multiple alert distribution channels. In this paper, we propose a new emergency alert distribution system that will solve the weaknesses of the current distribution systems, such as Cell Broadcasting System and T-DMB Automatic Emergency Alert Service. The weaknesses are: the limitation of message length, small portions of terminals that can receive and display the alert signal, and one-way communication service. To solve these problems, we propose an emergency alert distribution system over the Internet with RSS (Rich Site Summary) format. The system also has the capability of adaptive alert filtering according to the receiver characteristics. We analyzed the characteristics of RSS as an alerting format, and draw functional requirements satisfying use case scenarios. We designed the system only with major requirements and verified it on our test bed. Sending richer message contents through various receiving terminals, the system will achieve more effective emergency alert service.
