  • 2022년 7월 8일 일본 전 총리 아베는 나라현의 야마토사이다이지 역에서 야마가미 데스야의 사제총격에 심각한 총상을 입고 과다출혈로 사망하였다. 다중이용시설에서의 테러안전관리 미흡으로 인해 발생한 본 사건은 다중이용시설 테러안전관리의 중요성을 보여주는 대표적인 테러사례이다. 국내와 유사한 테러환경을 갖춘 인접국가 일본 발생한 테러사건이므로, 국내 다중이용시설 테러안전관리에 대한 경각심을 일깨워 주고 있다. 대한민국은 세계적으로 높은 인구밀도와 원스톱 서비스의 선호 욕구로 인해 대부분의 다중이용시설들은 운송·판매·문화 및 집회 등의 기능이 다양하게 복합된 시설로 발전해 가고 있어, 테러리스트의 테러대상 선정의 3가지 요건인 접근성(Easy-Access), 상징성(symbolism), 미디어 집중성(Media Attention)을 갖춘 매력적인 테러대상시설이 되어 가고 있다. 또한, 최근 국제테러 동향을 살펴보면, 국가중요시설, 군사시설과 같은 하드 타겟(Hard Target)보다 엔터테인먼트, 문화, 관람, 카지노, 시장, 플라자, 광장, 소매점, 대형마트 등의 판매·문화 및 집회시설인 소프트 타겟(Soft Target)에서 고 위험성의 테러가 높은 빈도로 발생하고 있는 추세로 다중이용시설은 테러안전관리가 절대적으로 필요해져 가고 있다. 이에 반해, 국내 다중이용시설 테러안전관리를 위한 지도·점검 및 시설 취약요인 사전제거 활동 등 대부분의 대테러 활동이 미흡한 실정이다. 국내에서 소프트 타겟은 『테러방지법 제25조 시행령』(테러대상시설 및 테러이용수단 안전 대책 수립)과 『테러대상시설 및 테러이용수단 시설의 안전대책에 관한 규정』에 따라 정부에서는 대테러 활동을 매년 상시적으로 하고 있지만, 아직까지 부족한 실정이다. 따라서 본 연구에서는 현 다중이용시설의 테러안전관리 문제점과 취약점을 살펴보고, 이에 대한 개선방안을 제시하고자 하였다.

Augmented Reality Technology Implementation Utilizing Web 3.0 Information Services in Disaster Response Situations (재난대응 상황에서 웹 3.0 정보서비스를 활용한 증강현실 기술 구현 방안)

  • In this paper, an implementation method of augmented reality (AR) technology using Web 3.0 information services in the field of disaster response is proposed. The structure and characteristics of semantic web-based Web 3.0 are realized and a AR based mobile visual search (MVS) applied in the disaster sites is described. Based on Web 3.0 and AR MVS, a semantic web ontology oriented configuration scheme for disaster-related information and the communication scheme of information provided by AR technology are proposed. For the purpose of providing disaster-related and customized information to the disaster response site quickly and accurately, a method of leveraging Web 3.0 information services in AR technology is presented.

  • In this study, the disaster management and disaster medical improvement was described in underground space(specifically underground shopping center) in case of fire disaster occurred. Firstly, statue and system was discussed concerning building law, safety, fire services, refuge. The underground in Seoul management is classified as to space and form and management agent is different according to the type form. Because the difficulty of emergency rescue arises due to individual management system unified system needs to be established and improvement of facility management agent is necessary. For the patient to be transfer on the ground, corporation between command head quarter and emergency rescue team are essential. And disaster information and emergency medical information are also need to be considered. Therefore, effective countermeasures for emergency saving is urgent considering distribution of medical institution and medical treatment.

  • The damage caused by natural and human disasters has been increasing year by year. While the damage from these disasters are unavoidable, reduction of damage level by proper establishment of control measures could be sufficiently achievable. Disaster prevention resources include resources introduced in the event of disaster, such as human, materials, equipments and facilities. Rapid yet proper inputs of these resources are the key factor to minimize any damages from the disaster. Currently, however, the standard and/or criteria for mobilization of the disaster prevention resources have not yet systematically established. Therefore, proper resource management as well as efficient resource input has not been in place. This research is an early stage construction of efficient mobilization resources, which had been irregularly loaded and applied before. Also this study has tried to provide a classification rule for efficient disaster prevention resource management and mobilization, and indeed, provide a foundation for efficient resource management system.

  • The more people and urban infrastructures are crowded in a society, the more possibilities of disasters are existed. Most of cities have a difficulty in coping with unpredictable disasters consisting of natural and human characteristics. As a proved before, theses disasters have serious effects on socio-economical, financial and physical damages, and human lives. Although we have prepared various types of disaster-protection programs, there are rooms to be desired in establishing advanced warning system towards safeguards of disasters. In this research, we propose semantic ideas of an advanced information system associated with automatic voicing mail linking to telephone. This conceptual model and its architecture is for not only predicting and analyzing disasters, but also recommending counter-measurements and solutions for risks and dangers in disastrous circumstances. However, there are little works with regard to definitions and conceptual models of automatic voicing mail system in the context of geographical information sciences. Therefore, this research focuses on scrutinizing the effect of possible natural vulnerability and human hazards in our present societies.

  • 지난해 여름철에는 기상관측 기록을 갱신하는 집중호우에 따른 산사태 많은 인명피해가 발생하고, 저지대 주택 및 도로가 침수되는 등 서민생활 불편이 가중되는 문제가 발생하였다. 따라서, 금년 여름철에는 예상치 못한 집중호우에도 적극 대처할 수 있도록 인명피해 위험지역 특별관리, 하천도로 교통통제 절차 개선, 24시간 상황관리 등 철저한 사전준비를 통해 한층 더 상향된 대응계획을 수립하였다. 여름철 자연재난 대책의 주요내용은 다음과 같다.

  • 최근 국내에서는 국소지역에서 단 시간 내 발생하는 돌발강우와 게릴라성 폭우와 같은 현상으로 붕괴위험지구 및 산사태 위험지역 등의 급경사지에서 재난 및 재해가 증가하는 있는 추세이다. 이와 같은 재난 및 재해의 증가는 우리나라의 지형 및 강우특성에 따라 지역적으로 다양한 양상으로 발생하고 있다. 급경사지의 지형 및 강우특성을 고려하고 재난 및 재해 발생을 최소화하기 위한 대책수립에 활용할 수 있는 데이터 유지 및 운영관리 방안이 필요한 실정이다. 본 연구에서는 급경사지 관련 공간 및 속성정보를 합리적이고 과학적으로 관리할 수 있는 방법을 도출하기 위하여 데이터 생애주기적인 관점에서의 데이터 수집, 입력, 갱신, 수정 등의 유지관리 개념을 도입하여 연구를 수행하였고 그 결과로 급경사지 관련 유관기관에서 생산하는 공간정보와 속성정보를 정기적으로 수집하고 수정·편집하여 변환 및 전송할 수 있는 급경사지 데이터 유지관리 프레임워크 정의 및 운영 방안을 도출 하였다.

  • The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.

  • Purpose : This study aims to suggest social support composed of organizational support and managerial support would be systematically managed to enhance Disaster Operations Management at Seoul Emergency Operations Center. Method : Emotional labor was used as an independent variable, and organizational commitment was used as a dependent variable to analyze the mediating effects of social support. Results : First, in the aspect of organizational support, the objective evaluation of disaster situation management, disaster situation management emotional labor reduction education and training program development, monitoring of disaster situation management, quality improvement and work imbalance mitigation of firefighters, and emergency coordination managers are needed for systematic work management for emotional labor settlement. Secondly, it is necessary to select competent firefighters in the level of managerial support, to prepare healing measures for structured phased emotional labor for firefighters, and to have counseling competency for managers for emotional labor firefighting officers. Conclusion : In order to improve disaster management ability, education and training programs should be developed to improve organizational commitment based on social support.

Application and Analysis of Remote Sensing Data for Disaster Management in Korea - Focused on Managing Drought of Reservoir Based on Remote Sensing - (국가 재난 관리를 위한 원격탐사 자료 분석 및 활용 - 원격탐사기반 저수지 가뭄 관리를 중심으로 -)

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.
