A Study on Collection Performance Evaluation of Public Libraries in Korea (우리나라 공공도서관의 장서성과평가에 관한 연구)

  • This study is a case study in which collection performance evaluation was attempted using key performance indicators presented by EBSM or collectionHQ, taking three public libraries located in Geumjeong-gu, Busan as examples. Focusing on the collection performance evaluation, which evaluates the performance of the collection, not only the evaluation of individual libraries, but also the differences in the evaluation results of libraries were reviewed. The key performance indicators used are grubby items, dead items, popular author provision, popular subject provision, overstocked subject areas and understocked subject areas. The main analysis results are as follows. First, in the evaluation of the grubby items, the ratio of grubby items out of all items in all three libraries was low. Second, in the case of all dead items, the ratio was high in all three libraries, It exceeded the base value suggested by collectionHQ. Third, the Top 10 popular authors were identified, and there were differences among libraries. Fourth, in the evaluation of provision of popular subject areas, all three libraries had almost no popular subject areas. Fifth, in the evaluation of overstocked subject areas, there was no overstock at Geumsaem Library, but many at Geumjeong Library and Seodong Library. Sixth, in the subject area evaluation of understocked inventory, only Geumsaem Library showed a lack of inventory.

  • This study strives to perform a pilot collection assessment study with the political science collection in a university library. Employing the basic list-checking analysis method, the study scrutinized the collection statistics and the circulation statistics, and check the current library holdings with a standard list which was composed of cited works extracted from course syllabi, theses, dissertations and faculty research papers. Although the study is a pilot case study that a particular model was applied to a collection in the field of political science, the result and procedures of the assessment will provide some implications regarding collection assessment in university libraries.

An Analysis of Alternative Materials Collection Evaluation Using a National Alternative Materials Union Catalog (국가대체자료종합목록을 이용한 시각장애인 대체자료 장서 평가 연구)

  • The purpose of this study is to diagnose the current status of alternative materials in Korea and to suggest directions and goals for the development of alternative materials. The comprehensive list of national alternative materials and the list of popular and new books were analyzed using the collection evaluation method. Results first the percentage of alternative material collections based on the popular book list for 10 years is 90.1%. The production rate of alternative materials is low in the subjects of 'Language', 'Art' and 'Technology and Science'. Most of the service formats were 'text only daisy'. Second, the CCHR(Common Collection Holding Ratio) and CUI(Collection Uniqueness index) of alternative materials were analyzed using the union catalog. Libraries with a large volume of books have a high proportion of CCHR and CUI. Topics with the highest CCHR are 'Literature' and 'Social Science'. The subjects with the highest collection uniqueness index are 'religion', 'art', and 'language'. Third, the replacement ratio of new books for 3 years is 5.09%. During the same period, the average book purchase rate of public libraries was 8.83%. The average book purchase rate in public libraries is 8.83%, and it is necessary to increase the collection rate of alternative materials based on this ratio.

Electronic Journal Collection Management Issues (전자잡지 관리에 관한 고찰)

  • Introduces and analyzes basic library collection management issues regarding electronic journals, including selection, budgeting, policy making, collection evaluation, and preservation/archiving. Argues that staffing and budgeting for electronic journals can be organized on subject-based or format-based approaches, or some combination of both. Electronic journals are selected through the same three-stage process used for print journals : identification, evaluation, and selection. Most of the traditional criteria for print journals are also applicable to electronic journals, but additional criteria are superimposed on them. The cancellation and weeding of electronic journals have not been addressed ;by ;the profession, but will assume more significance in the future. There is a need for new client-centered evaluation methodologies that focus on availability and accessibility rather than ownership.

  • 최근 10년간 기업은 ERP시스템을 적극적으로 도입하였다. 이에 대한 평가도 많았지만 구체적인 성과 창출에 대해서는 연구가 많지 않았다. 확산된 국내 ERP시스템 사용 기업을 대상으로 ERP시스템의 경영성과 창출시점이 언제 나타나는지를 연구함으로써 ERP도입 업체의 경영성과를 예측하고, 이를 통한 ERP 운영 방법론을 수정할 수 있는 기회를 부여하고자 한다.

A Study on Development of Performance Indicators for Korean Public Libraries (공공도서관의 성과지표 개발에 관한 연구)

  • Under rapidly changing circumstances, public libraries are required to evaluate the performance with an integrated point of view to cope with a variety of changes. In other words, it is necessary to develop integrated library performance appraisal indicators which are both quantitative and qualitative. Recently, ISO and IFLA attempt to adopt an integrated performance evaluation system based on the Balanced Scorecard(BSC). Therefore, this study defines four aspects of the library appraisal including input, process, output and outcome, and suggests a new library appraisal system and indicators of each appraisal aspect. In the concrete, appraisal aspects were derived from ISO appraisal system, and an appraisal system and indicators were presented based on the comparison and analysis of the ones respectively used inside and outside of Korea. Finally, this study proposes the method of suitability evaluation of those performance indicators by librarians and professors in Korea.

A Study on the Outcomes Measurement of a Public Library's Reading Program for Children Using the Evaluation Framework Based-on the Logic Model (로직모델 기반 평가 프레임워크를 이용한 공공도서관 어린이 독서 프로그램 성과 측정 연구)

  • The purpose of this study is to measure the outcomes of a program provided by a public library using the evaluation framework based on Logic Model. A reading program for children which was operated by a public library in Seoul was selected. The outcome evaluation was started with the analysis of the reading program process including planning, operation, and evaluation. Based on the analysis, a logic model framework for outcome evaluation was developed. For evaluation, user, bibliography, and circulation data were collected from the library KOLAS system. Additionally, the participant information were extracted from the final report drafted after the program. The research results show that the number of circulation of program participants was increased after the program. In addition, the range of reading topic was expanded. These findings indicate that the reading program is an effective program for promoting children's reading habit and that outcome evaluation might be a valid tool to measure the effectiveness of public library programs.

Study on Users' Perception of the Effectiveness of Theme Collections in Public Libraries (공공도서관 테마 컬렉션 효과에 대한 이용자 인식 연구)

  • The purpose of this study is to evaluate the effectiveness of the theme collection service in public library from the user's perspective. To this end, based on prior research, the effect elements of the theme collection were derived from the service use, librarian, and library level. A questionnaire survey was conducted on 294 users of A public library. The collection satisfaction of users who know the theme collection was higher than those who did not, and showed high recognition for the satisfaction with the use of new and unexpected books. In addition, it was found that the positive recognition tended to be high among users who have been using the library for a long time and frequently use the library service. Based on the users' perception and evaluation of the theme collection, the direction of development of the theme collection service was suggested in terms of collection development, collection use and information service, user-centered classification, and awareness improvement of libraries and librarians.

  • For the latest 10 years, many companies have introduced the ERP system competitively. There have been many evaluations of the system, but most of them have made general evaluation and few of them studied output creation. The output of the introduction of the ERP system cannot be uniform, and the stages of output creation also vary. Accordingly, the present study purposed to examine when the management output of the ERP system is created in Korean companies that adopted the ERP system in order to predict the management output of such companies and to provide opportunities to change ERP operation methodology. Balanced scorecard was used as an indicator to measure the outcome of ERP. In addition, we conducted correlation analysis for determining the correlation between ERP system activation factors and management output, and performed frequency analysis to examine the stages of management output creation according to the stage of ERP system.

A Study on the Improvement of Teacher Librarians' Evaluation Indicators in Korea (교원능력개발평가의 사서교사 평가지표 개선방향에 관한 연구)

  • With the introduction of new teacher evaluation system, teacher librarians' evaluation indicators and questions were presented for the first time. The purpose of this study is to review the validity of current indicators and questions and to develop new one, based on it. The result is as follows : Current indicators mainly focus on the management of school library facility and collection, not on teacher librarians' educational activities and have the low validity to evaluate the expertise of teacher librarians. As a result, this study will suggest new evaluation indicators and questions to evaluate their expertise appropriately.
