In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named "Gyeongbuk Knowledge and Cultural Heritage."

The integration, openness, participation, and technology are essential elements of digital information resources in order to establish an unified and cooperative network of various digital knowledge-information abroad. This study analyzes policies, technologies and administrative aspects of international cooperative networks such as WDL, IPL, TEL. Based on the analysis, a number of collection standards for international cooperation are drawn. Analyzed standards are divided into four different aspects and applied to produce detailed appraisal standards for digital knowledge-information. In conclusion, in order to map out strategies and policies for developing an international cooperative network, the study proposes a number of principles and models for making an appraisal of collections.

This study is to analyze factors affecting collection size by the type of materials of university libraries in Korea. In this research the current situations of libraries of 119 rural elementary schools are examined. These schools are the applicants for the 'Campaign for Libraries for Rural Schools' sponsored by Chosun Ilbo in 2009. Through the content analysis of their applications, the factors of facilities, collection, and environment are described. One the surface, most of these applicants look fine with the current size of collection and annual additions. They, however, commonly document the extremely poor conditions of facilities, unbalanced and low quality of books, lack of financial support, and cultural isolation. Even though they are not the typical rural school libraries, it seems urgent to improve their inferior conditions that any library statistics never shows in numbers. In this research, it is considered significant to make local governments and offices of education change their attitude toward rural school libraries and increase their financial support to them. The suggestions are as follows: First, let them know that school library policies concern the voters in communities; Second, use the visibility of various authoritative library assessments and awards; Third, strengthen the qualitative aspect of library evaluations.

The purpose of this study is to verify the gain and loss of cataloging outsourcing in Korea public libraries. To this end, the following specific research questions are investigated: (1) How much has cataloging outsourcing enhanced the efficiency of cataloging operations? (2) What is an influence of cataloging outsourcing on the quality of catalogs? and finally, (3) Is there any evidence to strengthen core library service by outsourcing cataloging? The data needed for this study were collected from a survey with 3 public libraries which have experienced outsourcing. To make a comparative study, a survey with 3 public libraries against outsourcing are also included.

As a private school and a library in the Enlightenment Period of Korea, Woo-Hyun Seoru(友弦書樓) was established between 1904 - March 1905 by Lee, Dong Jin who had a will and provided a economic support for it and his son Lee, Il Woo had founded and operated it and it seemed to be closed in 1911. By this time, Woo-Hyun Seoru has been underestimated or ignored in the history of libraries in Korea. This study tried to investigate 8 aspects of Woo-Hyun Seoru as a modern library including the subject and purpose of establishment, the date of establishment, the location and buildings, the collection development and the acquisition methods, the user group and the important users, the library activities, the process of closure, and the moving path of the collections after the closure of Woo-Hyun Seoru. To do this, the articles of newspaper, periodicals, and academic journals, the relating documents and Sung Nam Se Go(城南世稿) written by Dong Jin Lee, Il Woo Lee and their descendants and colleagues were analyzed.

This study analyzes changes in the efficiency of the Department of Early Childhood Education in Korea to examine the effectiveness of the National Evaluation for Teacher Education Institution. We provide policy implications from exploring factors influencing efficiency and comparing characteristics of efficient and inefficient departments. With 149 Department of Early Childhood Education in Korea, DEA was conducted to estimate the relative efficiency, and the Tobit model was applied to explore factors affecting efficiency. The results confirm that the Department of Early Childhood in Korea is run efficiently, though there was no change in scale efficiency and relative efficiency after the two phases of the National Evaluation for Teacher Education Institution. The results show the number of books per student was significantly lower despite a significantly higher employment rate. Efficiency of college departments, department greater than 60 (per cohort), and department in metropolitan city (except Seoul area) is confirmed greater. These results provide policy implications on developing evaluation measure and processes to improve education quality and efficiency.

현재 우리나라는 1997년 7월부터 KOSHA18001 인증제도를 운영하여 사업장의 안전보건경영시스템 구축을 지원하고 있다. 그러나 사업장 규모에 따라 그 수준이 현저하게 차이가 있을 뿐만 아니라 안전보건경영시스템의 평가기준이 복잡하고, 어렵기 때문에 담당자들이 시스템 인식에 어려움을 겪고 있다. 특히, 중소규모 사업장은 한정된 자원과 인력으로 자율안전보건경영체제를 구축하기에는 더욱 어려움이 크다. 따라서 본 연구에서는 국내 중소규모 사업장의 자율안전보건경영체제 구축을 지원하기 위해 선진국의 안전보건경영 관련 사례와 국내 사업장의 의견을 바탕으로, 중소규모 사업장용 안전보건경영시스템 인증기준(안)을 개발하였다.

Since the recent financial crisis in universities has caused the decrease of academic library budget, the resource sharing has been considered by utilizing inter-library loan (ILL) data for solving the financial deficit. This study aims to identify the collection profiles of western monographs' ILL data among 4-year academic libraries. In order to achieve the purpose of this study, this study analyzes ILL data from 2011 to 2017 using the bibliographic data and ILL transactions of the KERIS union catalog. The findings of the study show that the western monographs was significantly provided by large-scale academic libraries in 2011, however, the extent of major regions expanded, and the number of influential institutions rose in 2016. Second, in 2012, the influence in the ILL network increased in the quantity of western monographs holdings and the proportion of common collections. On the other hand, in 2016, it was also shown that the influence in terms of provision in the ILL network increased in the proportion of unique collections. Lastly, the ILL participating academic libraries were classified into six clusters by a hierarchical clustering analysis of holdings and ILL indexes.

전자책은 장서 및 예산 규모면에서 이미 공공도서관의 중요한 서비스 영역으로 자리잡았으나 도입 방식 및 서비스 측면에서 아직 개선이 필요한 많은 과제들을 안고 있다. 본 연구에서는 도서관에서 전자책이 차지하는 규모를 살펴보고 국내외 전자책 구입 방식을 파악하여 향후 개선 방안을 모색해 보고자 하였다. 연구 결과 국외 도서관의 경우 상용전자책 구입시 도서관에서 전자책을 직접 보유하지 않는 ASP 임대 방식을 채택하는 사례가 높고, 도서관의 사명을 견지하며 다양한 방법들을 통해 개선점을 찾아나가고 있는 것을 알 수 있었다. 국내 도서관의 경우 전자책을 영구적으로 소유하는 방식을 따르고 있고, 카피수, 무상 유지보수 기간 등 기본적인 조건들이 기준이나 체계없이 독립적으로 적용되고 있어 개선이 요구된다고 할 수 있다.
