Comparative Analysis of Trade-Labor Linkage in FTAs of the US and EU (미국과 EU의 FTA에 나타난 무역-노동기준 연계에 관한 비교 분석)

  • This study reviews international discussions about the trade-labor linkage and examines the labor chapters of FTAs enforced by the US and the EU from a comparative perspective. Since early 1990s, starting from the NAFTA, the US has included forceable labor provisions in its FTAs and this trend continues to the TPP which was concluded in October 2015. On the other hand, the EU's labor provisions in its FTAs have been composed of promotional elements on labor rights based on cooperations and dialogues. These different features of labor provisions in the US and European FTAs are mainly due to the motives of the FTAs of the US and the EU respectively as well as their domestic situations with regards to domestic law and institutional set-ups. The coordination of labor provisions involves a long-term institutional as well as regulatory convergence which triggers not only economic but also social changes, compared to a relatively short-term effect of tariff elimination. For Korea which has been a FTA partner country both with the US and the EU, it is significant to keep the different characteristics in the labor provisions in mind, particularly in the process of its implementation. Concerning the implementation of Korea-US FTA, it might be problematic if Korean law and its regulatory practice on labor-management relations do not comply with that of the US. The Korea-EU FTA case can also have an indirect impact on Korea's labor laws since it stipulates in its provisions that both parties should have discussions not only within each government but also with the civil communities including NGOs. Thus, Korea should pay more attention to the true meaning in labor provisions of both FTAs in order to promote its firms to be equipped with the right labor-management system in their operations abroad.

  • In this study, I have analyzed domestic dental clinics which had introduced CRM for customer satisfaction management. The purpose of this study is to provide information for designing efficient CRM. I would suggest some strategies to carry out CRM as followed. First, promote long-term relationship with customers. Second, select a target patient group and classify customers. Third, set a systematic database up. Fourth, make various channels to communicate with customers. In addition, the following ways are essential to be successful in implementing CRM. First, strengthen the service provided at the Moment of Truth (MOT). Second, organize learning in hospital and all the staff should be customer-oriented. Third, perform systematic "internal marketing".

An Experience of a Country in Transition and the Change of North Korea : An Adaptation of the 'Myanmar Model' (체제변동국가의 경험과 북한의 변화: '미얀마 모델'의 적용 가능성)

  • The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

Subjectivity toward Death among HIV-Positive Men (HIV 감염인 남성의 죽음에 대한 주관성)

  • Purpose: This study was to identify the attitude of Korean HIV (Human Immunodeficiency Virus)-positive men toward death. Methods: A Q-methodology was performed with 20 HIV-positive male individuals. Participants were asked to select and answer questions among a set of 40 Q-statements using a 9-point scale. The collected data were analyzed using the PC QUANL program. Results: Participants' attitudes toward death were categorized into four types. Type I was characterized by respect for life, type II by reality orientation, type III by pain evasion and type IV religious beliefs. Conclusion: It is necessary to develop an assessment tool and an intervention program for HIV-positive individuals.

Increasing Employment Flexibility and Job Stabilization in Germany (독일의 고용유연성 확대와 고용안정)

  • It has been frequently asked the question not only by academicians but also by practitioners whether employment flexibility can be compatible with employment stability. This study tries to find the answer by investigating the German model of employment flexibility practices and job stability policies. The German model of employment flexibility is mainly based on working-time accounts and short-time work programs. It is found that social partnership and government support have played a crucial role to stabilize German labour market. Workers, employers, and government have harmoniously interplayed in order for overcoming the economic hardship. Adapting the German experience of overcoming economic turbulence by introducing employment flexibilization can help Korean firms. However, it is important to recognize that there are some differences in practices of labour relations, cultural and social background while applying the German practices.

  • The SSARR model adopting IS(integrated snowband) watershed model is applied to the Nakdong River basin for low flow analysis. The IS watershed model is added to new version of the SSARR which has functions of simulating evapotranspiration. infiltration and lower zone routing. It provides annual water budget information as an output file and can be operated by interactive mode. Sensitivity analysis for both cases of high and low flows was carried out, which becomes the knowledge base for model calibration. Model verification was performed using the relative errors of high flows and absolute errors of low flows at the control points. Monthly water budget analysis was done by IS watershed model. and it reveals that runoff coefficient is 52.6%

  • Computer technology has enhanced a new transaction between device or software not just between humans. It offers users agent-like functionality and becomes increasingly common. It's roles diverse from gathering informations to automated trading. However, the use of new technology challenges to traditional legal systems and makes issues in adjusting the legal systems. Contract with electronic agents makes some issues such as whether the contract is enforceable or what principle's responsibility about the operation of electronic agents is. This paper analysis these issues and provides some solutions. First of all, we should make a legal act or revise previous laws. It is better that new civil law establishes for electronic communications and approach the law of agency for attribution of the responsibility issue. Secondly, in practice, website such as shopping mall should provide the terms of conditions to bind a contract.

  • Learning user's preference is a key issue in intelligent system such as personalized service. The study on user preference model has adapted simple user preference model, which determines a set of preferred keywords or topic, and weights to each target. In this paper, we recommend multi-perspective user preference model that factors sentiment information in the model. Based on the topicality and sentimental information processed using natural language processing techniques, it learns a user's preference. To handle timc-variant nature of user preference, user preference is calculated by session, short-term and long term. User evaluation is used to validate the effect of user preference teaming and it shows 86.52%, 86.28%, 87.22% of accuracy for topic interest, keyword interest, and keyword favorableness.

  • This study observes the fact that there exist restrictions due to the election-law-based regulations on web campaigns in Korea although web campaigns are widely spreading around the globe, and aims to analyze this aspect from the political context. As a result of the research, first, this study found out that Article 93, Clause 1 of the makes it possible to do permanent web campaigns on the strength of the Constitutional Court's decision of limited unconstitutionality, whereas Article 59 and 254 of the same Law(Election Campaign Offence) differ from the above Article 93, Clause 1; thus, it is necessary to revise the relevant law. Second, as for the request for taking measures for the depletion of ISP, etc., it is necessary to reform the provisions of the and together. These provisions are excessive regulations of the on ISP, also having the possibility of dual punishment. Third, there is also the need to amend Clause 6 of Article 82 (Real Name Confirmation of the Message Board, and chat room of Internet Media) of the from a long term perspective. It is because this Clause also has much room for restrictions of the freedom of expression in the long term despite the Constitutional Court's decision of its constitutionality in July, 2015. Effect of School-based Sex Education: the Improvement of Sex related Knowledges and Attitudes of Rural High School Women Students (농촌 여자고등학생의 성교육 전과 후의 성관련 지식 및 태도의 변화)

  • This study was conducted to analyze the change of sex-related knowledges and attitudes of female students after sex education intervention at rural high school. After conducting a pre-survey on 119 subjects of 1st and 2nd grade female students in two rural high schools in November 1999, 150 minute-sex education was provided for the students by health professional from health center. Two follow-up survey were conducted in one month and six months later to evaluate the effect of sex education. The score of knowledge of AIDS was increased from 8.46 in pre-education to 11.90 in one month and 11.87 in six month later. The positive attitude toward the pre-marage sexual relationship was changed from 16.9% in pre-education to 14.4% in one month and 23.5% in six month later. The opinion for the heterosexual intercommunion during school age was not changed by sex education intervention and the subjects were pro for the making male friends during their school period. The subjects were more understood that AIDS patient should be treated humanly and they recognized that the mode of disease transmission and how to prevent the disease. To maintain the effect of sex education, the continuous and regular educational intervention and team approach from school and health professional should be necessary.
