중소.벤처기업의 신용대출 활성화 방안

  • 우리나라 금융시장에서는 부동산담보 위주의 대출관행이 지속되고 있다. 이러한 대출관행은 부동산 수요의 유발로 부동산 가격상승의 원인이 될 뿐만 아니라 금융기관이 담보 부족을 이유로 중소 벤처기업자금 지원에 소극적이거나 기피하는 등 신용경색의 요인으로도 작용할 수 있다. 아울러 담보 부동산가격이 하락할 경우 금융기관의 부실이 될 수 있다. 이러한 문제점을 해결하기 위하여 금융기관의 낙후된 여신심사 및 사후관리기법을 선진화하고 효율적인 대출제도를 도입함으로써 중소 벤처기업의 신용수준에 부합하는 신용대출을 활성화하여야 한다. 본 연구는 중소 벤처기업의 신용대출을 활성화할 수 있는 방안들을 살펴보았다. 먼저 1980년대의 미국 및 일본의 금융위기와 이의 대응방안을 비교함으로써 담보대출의 문제점 및 개선을 위한 시사점을 살펴보았다. 다음으로 관계중시대출(relationship lending)을 통한 신용대출 활성화를 지적하였는데 관계중시대출은 금융기관이 고객과 밀접한 관계를 장기간 유지함으로써 고객에 대한 정보를 축적하여 금융서비스를 제공한다. 관계중시대출의 중소 벤처기업대출에 대한 시사점은 은행과 차입 중소 벤처기업은 긴밀한 관계유지가 장기적으로 모두에게 도움을 주는 합리적인 신뢰관계를 구축하여 신용대출을 가능하게 한다. 마지막으로 중소 벤처기업 신용대출의 활성화방안을 금융당국, 금융기관 그리고 중소 벤처기업으로 나누어서 각각 제시하였다.

정책자금정보 - 2014년도 중소기업 정책자금 지원 안내

  • 중소기업청이 '2014년도 중소기업 정책자금 운용계획'을 발표했다. 올해 정책자금 예산규모는 3조 8200억 원으로, 지난해의 예산규모(3조 8500억 원) 대비 소폭 줄었다. 중소기업의 투자촉진을 위한 시설투자 자금인 신성장자금이 전년 대비 2000억 원 확대된 8350억 원이 배정됐다. 청년창업활성화를 위한 청년창업전용자금과 재기 중소기업인을 위한 재창업자금 규모도 각각 1500억 원, 500억 원으로 전년 대비 170억 원, 100억 원 늘었다. 일자리 창출기업에 대한 우대금리도 확대했다. 기존에는 지원업체 중 추가 고용 1인당 0.1%포인트씩 최대 1.0%포인트 금리를 인하했지만, 올해는 금리 인하 한도를 2.0%포인트까지 늘렸다. 10명 이상 고용을 창출한 기업은 개별기업 융자한도(45억원)에 예외를 적용해 70억 원까지 대출 가능하다. 창업촉진을 위해 창업자금 지원기업의 업력을 기존 5년에서 7년으로 확대하고, 청년전용 창업자금의 대출기간을 3년에서 5년으로 연장했다. 창업자금의 가산금리 조건부 연대보증 면제 대상 조건도 기존 기업평가등급 4등급 이상에서 5등급 이상으로 완화했다. 또한 중소기업 성장사다리 구축을 위해 기술 사업성 우수기업의 장기 시설투자지원 전용자금을 신설, 중소기업진흥공단의 기업평가 우수기업에게 만기 15년 이내의 장기대출을 지원한다. 글로벌 성장사다리 선정기업에 대해서는 수출금융지원자금 대출 한도를 기존 10억 원에서 30억 원까지 확대한다. 이밖에도 소상공인을 위한 소공인특화자금의 시설자금 대출기간을 5년에서 8년으로 연장하고, 유턴기업의 사업장 신 증설 등을 위한 융자금을 최대 70억원까지 지원한다. 중기청 소관 R&D사업 성공기업을 위한 전용자금을 500억원 규모로 운용해 R&D 기업의 성공률을 제고하기로 했다. 올해 정책자금 금리는 민간 금융권의 저금리 기조를 고려, 1분기 정책자금 기준금리를 전 분기(3.57%) 보다 낮은 3.29%로 운영하기로 했다. 또 중소기업인들이 정책자금 신청 등에 어려움이 있었다는 지적에 따라, 올해부터 매월 1일부터 20일까지 중진공 홈페이지(www.sbc.or.kr)를 통해 온라인으로 신청받기로 했다. 제3자의 도움 없이도 손쉽게 자금을 이용할 수 있도록 신청서류를 간소화하고, 중진공 각 지역본(지부)에 융자신청 도우미를 배치할 방침이다.

The Impacts of Student Loans on Early Labor Market Performance (학자금 대출 경험이 노동시장 초기행태에 미치는 영향)

  • This study examines the labor market performance of graduates who had student loans. Compared to earlier studies, we extended analyses to all jobs that were experienced for more than 18 months after graduation. First, we found that students who had student loans earned 2.81% less at their first job compared to their counterparts without student loans. Second, the wage gap decreased over time, a reduction of 0.66%p due to labor market turnovers. Third, when we compared cumulated labor income, however, the amount for borrowers were continuously higher. This is because the job searching period of a borrower was shorter, despite relatively lower wages at the first job, and borrowers also made more frequent job turnovers, accompanying relatively more wage increases. These results suggest that the negative effects of college loans on earnings, reported in previous studies, may have exaggerated the negative impact to some extent of having loans. However, when we look at the quality of jobs beyond simply wages, the proportion of borrowers working at large companies as regular workers was consistently low. Given that job conditions at the earlier stages of one's career may lead to gaps over time, our findings call for more systematic investigations into the effects that student loans have on long-term labor performance.

Circulation Trends of a Public Library during the Covid-19 Era: An Analysis of Circulation Statistics of A Public Library from 2019 to 2021 (코로나 시대의 공공도서관 대출 추이에 관한 연구 - A 공공도서관의 2019~2021 대출 통계 분석을 중심으로 -)

  • This study examines circulation status and trends of a public library during three year periods from January 2019 to December 2021. There was a statistically significant difference in the mean number of circulation between the pre-Covid-19 period and the Covid-19 period, and the Covid-19 period and the Covid-19 recovery period. However, no significant difference was found between the pre-Covid-19 period and the Covid-19 recovery period. Across three years, there was a significant difference in the distribution of circulation per month. Circulation distribution was also significantly different among different days of the week and different hours of the day. Monthly circulation distribution and hourly circulation distribution during the pre-Covid-19 period was similar to those of the Covid-19 recovery period, whereas those of the Covid-19 period differed from the pre-Covid-19 period and the Covid-19 recovery period. It is expected that the results of this study could contribute to the collection development, and the management and improvement of services of public libraries. It is also expected that the results of this study could contribute to the prediction of circulation patterns and information needs of public library users.

A Study on the relationship analysis between the K-REITs loaning rate and interest rate variables (K-REITs의 차입이자율과 금리 변수 간 관계 분석)

  • This study analyzed the long term relationship between the K-REITs' lending rate and interest rate variables based on ARDL (autoregressive distributed lag) and also examined the short term relationship based on the ARDL-ECM model. In the results of the empirical test, there is a co-integration relationship among the K-REITs' lending rate, 3 year government bond (rate), 3 year government bond (rate), corporation bond (rate) (AA-, 3year) and general fund loan rate. This means that the K-REITs' lending rate is related to the long term interest rate. The corporate general fund loan rate has a significant correlation with the K-REITs' lending rate in the long term relation and short term adjustment process. The establishment of a management plan by the REITs considering the trends in the corporate general fund loan rate in the decision making process for finance sector borrowings can be practically helpful for the K-REITs.

The Interaction between Bank Lending and Housing Prices in Korea (은행대출과 주택가격 간의 상호작용)

  • This paper empirically explores the pattern of causality between bank lending and housing prices in Korea over a period of the early 1990s to the end of 2000s by employing a long term cointegration and short-term time series regression analysis. Although the contemporaneous correlation between bank lending and housing prices is large, the analysis shows that the intense interaction between credit growth and bank lending to household arises from a growth in banking lending responding to an increase in housing prices. In addition, the regulatory change such as the introduction of financial constraints on bank loans such as LTV and DTI in the early and mid-2000s has played a significant role in stabilizing financial and real estate markets.

The Scale of Households in Negative Housing Equity and Policy Direction (하우스푸어 규모 추정 및 정책 방향에 대한 고찰)

  • After global financial crisis, the ratio of household debt to GDP was decreasing in other advanced countries such as the U.S., and the U.K. and so on. But, in Korea, household debt (of which residential mortgage loan account for a large part) ratio is still increasing. This paper focuses on the scale and characteristics of households in negative housing equity (those are called House-poors in Korea), and also the socio-economic backgrounds of the formation process. In financial perspective, the problem of negative housing equity depends on financial debt repayment capability. We used DSR (Debt Service Ratio) and LTA (Loan to Asset ratio) as financial indicators to evaluate the debt repayment capability. The critical value of DSR is assumed as 40%, and LTA 100%. The socio-economic backgrounds of the House-poors are as follows : increasing households debt dependency, over lending competition of financial institutions and unreasonable loan in household economy, instability of real estate market, week regulation on mortgage loan. Finally, this paper suggests some implications about the range and the target of public intervention.

An Empirical Study on the Determinants of Operating Performance of Academic Libraries in Seoul - Focused on Circulation Performance - (서울 소재 대학도서관 운영성과의 결정요인에 관한 실증연구 - 대출성과를 중심으로 -)

  • This research provides an empirical analysis of the academic libraries' operating performance in Seoul, Korea. This study aims to find the key variables and the impacts of each variables on the operating performance of the academic library to attain competitiveness and long-term conditions for enhancing customer satisfaction. Specifically, this research focuses on the library's circulation service performance. The author try to analyze the relationship between the characteristics of the library (space, number of employees, number of books, budget) and the circulation performance. Korea Libraries Association have published yearly-book on the Korean library's circumstances and statistics. Yearly-book contains the data about the spaces, number of books, number of workers, the library's budget scales and other unique elements. This study finds that the circulation performance of books is positively related with the size of physical space, number of books holdings, and budgets (hypothesis 1, 3 and 4 accepted). This study demonstrate that the characteristic elements of academic library can be influential factor of the library performance.

On Characteristics of the Growth of Regional Credit Unions in Korea (한국 지역신협의 성장의 특징)

  • It is unique from other financial institutions that credit unions in Korea have been developed as voluntary activity for enhancing the financial access of the poor in 1960s. However, currently some raise criticism that the cooperative identity as voluntary movement has been weaker. This paper endeavor to analyze the growth of credit unions during 2000s and explain what the implications of their growth are, using data from National Credit Union Federation of Korea. Our findings are as follows; firstly, the development of credit unions in 2000s are able to be regarded as a reflection of the rationale of advocate for quantitative growth. Secondly, the growth of credit unions are mostly dependant on non-taxable deposit, large loan, and collateralized loan which can lead to weaken the identity as voluntary cooperatives. Thirdly, the strategy of quantitative growth cannot be helpful for soundness of asset and profitability, eventually weakening their sustainability.
