  • 잔류성유기오염물질(Persistent Organic Pollutants, 이하 POPs)은 환경에 노출되면 장기간 잔류하면서 인체 및 생태계에 악영향을 끼치며 또한 장거리 이동하는 특징으로 인하여 전지구적인 규제ㆍ관리의 필요성이 제기되고 있다. 이러한 필요에 부응하여 UNEP를 중심으로 국제적인 관리를 위한 논의가 이루어져 2001년 5월 스톡홀름협약(Stockholm convention for Persistent Organic Pollutants)이 당사국회의에서 채택되었고, 우리나라는 외교적 서명을 함으로써 협약가입의사를 분명히 하였다.   • Persistent Organic Pollutants (POPs) are chemical substances which persist in the environment, bioaccumulate through the food web, and pose a risk of causing adverse effects to human health and the environment. POPs are thermally stable, highly lipophilic and water-insoluble compounds which can induce various toxic influences including immunotoxicty, carcinogenicity adverse effects on reproduction, development and endocrine fuctions. Polybrominated diphenyl ethers or PBDEs, are organobromine compounds that are used as flame retardant. Because of their toxicity and persistence, the industrial production of some PBDEs is restricted under the Stockholm Convention, a treaty to control and phase out major POPs. In this study, PBDEs was measured in various site of Sihwa industrial complex to investigate concentration distribution of POPs. The levels of PBDEs in house dust samples were 0.722~44.024 ng/g-dry. In PBDEs congener, BDE-209 was relatively higher in the all sites. The concentration of BDE-209 measured over 80.0% of total PBDEs. In various site, high molecular PBDEs homologues are measured higher than low molecular.

  • 최근 국제적으로는 2005년 대기배출허용기준 강화와 총량규제 도입추진, 대기 배출부과금 제도의 강화 움직임, 대기환경규제지역의 규제지역 확대에 따른 굴뚝자동측정기 부착의무화, VOCs(휘발성유기화합물) 물질 배출원 관리가 강화되는등 환경적 이슈가 점점 높아지고 있는 추세이다. 또 외부적으로 기후변화협약에 따른 온실가스 규제와 스톡홀름협약에 따른 POPs물질(잔류성유기오염물질)규제가 예상되며 이에 따라 국내 환경부에서도 05년까지 오염물질 배출농도 강화와 POPs 물질 inventory 구축작업과 소각로 이외의 다이옥신 배출원에 대한 다이옥신규제 대상시설이 확대될 전망이다.   • 스톡홀름협약은 잔류성유기오염물질(POPs)의 위해로부터 국민의 건강과 환경을 보호하고자 동 물질의 저감 또는 근절을 목적으로 2004. 5. 17에 발효된 국제협약이다. 현재 150 여개국이 서명, 120개국이 비준하였으며 우리나라는 2001. 10. 4 서명하였다. 이 협약의 주요 의무사항은 의도적으로 생산되는 POPs 제품의 생산,사용 금지 또는 제한하고 비의도적으로 생산되는 POPs 배출저감 또는 근절(대상물질 : 다이옥신, 퓨란, HCB, PCBs)이다.

  • United Nations Environment Program adopted a global binding agreement to regulate the production and distribution for the persistent organic pollutants (POPs) in May 22, 2001. The agreement took its effectuation with the ratification of 59 countries from the approval of 151 countries in May 17, 2004. After the approval on the binding agreement in October 4, 2001, South Korea performed systematic investigation for the ready of ratification on the convention with country-specific exemption for some chemical substances. Case study with documentary examination and fact-finding survey found some potential problem for 5 chemical substances such as chlordane, dichloro diphenyl trichloroethane (DDT), hexachlorobenzenes (HCB), heptachlor, polychlorinated biphenyls (PCBs). However, subsequent investigation with more detailed degree showed the possibility for the ratification with no country-specific exemption.

  • This study was conducted to investigate residual organochlorine pesticides in green house soil and green perilla leaves. Extraction and clean-up method were developed using the modified QuEChERS method for residual organochlorine pesticides (ROCPs) in soil and green perilla leaves. Recovery and limit of quantitation (LOQ) of ROCPs in greenhouse soil and green perilla leaves were 76.3-113.4 and 79.4-107.3%, 0.03-0.24 and $0.33-0.50{\mu}g/kg$, respectively. Detected ROCPs in greenhouse soil were dieldrin and endosulfan sulfate, the residue were 1.6-9.2 and $22.0-87.8{\mu}g/kg$, respectively. But two pesticides in all green perilla leaf samples were not detected. These results showed that ROCPs residue in greenhouse soil was lower than the level of bioaccumulation occurring.

  • PCBs는 잔류성유기오염물질(POPs) 중 하나로 변압기 절연유 등에 주로 사용되어 왔으나 환경 및 인체유해성이 밝혀짐에 따라 생산 및 사용이 금지된 물질로써 국내에서는 절연유 중 PCBs 분석이 전력산업과 변압기 절연유의 재활용 및 처리 분야에서 매우 중요한 문제로 대두되고 있다. 그러나 현행 폐기물공정시험방법은 분석절차가 까다롭고 고가의 분석비용이 소모되며 고도로 훈련된 분석인력이 필요하다. 이에 본 연구에서는 보다 저렴한 비용으로 신속하게 PCB를 분석할 수 있는 간이 분석법을 개발하고자 하였다. 현행 폐기물공정시험방법에 대한 기술적 검토를 수행하여 복잡한 전처리 절차를 축소하고 번거로운 정성 및 정량작업을 간소화한 결과, 분석비용은 약 1/2, 분석시간은 약 1/3로 줄일 수 있었다. 본 연구에서 개발한 간이 분석법을 현행 공정시험법과 적절히 병행하여 사용 할 경우 폐 변압기의 신속한 분석이 가능하여 분석비용 절감에 따른 큰 경제적 효과가 있을 것으로 예상된다.

Calculation Method for the Concentration of Persistent Organic Pollutants (POPs) Collected by Passive Air Samplers (수동대기채취기를 이용한 잔류성유기오염물질의 농도산정)

  • Passive air samplers (PAS) have been developed since the early 2000s and widely used for the atmospheric monitoring of persistent organic pollutants (POPs). PAS are useful especially for the investigation of source-receptor relationship of POPs because they provide higher spatial resolution data. In Korea, however, only a few research groups have conducted POPs monitoring using PAS. One of the reasons for the limited application of PAS might be due to a complicated calculation method for air concentration. In this study, therefore, we introduced the principle of polyurethane foam (PUF)-PAS, which has been most widely used in the world, and provided an example of the calculation of air concentration of polycyclic aromatic hydrocarbons (PAHs). As all data tables and equations for this calculation were provided, this method can be used for the conversion of the amount of POPs (ng) in a PUF disk to air concentration ($ng/m^3$).

Characteristics of Contamination for Persistent Organic Pollutants in Soil by Land Use (토지 이용형태별 잔류성유기오염물질의 오염특성)

  • This study was performed to investigate levels of POPs in soil by land use and identify congener profiles of PCBs, PCDD/Fs in soil in Korea. Heptachlor, Aldrin, Endrin, Mirex, Toxaphene were not found in all areas. The concentrations of Diedrin, Chlordane, ${\Sigma}$DDT, HCB in soil samples were in ranged from N.D. to 12.08 ${\mu}g$/kg, from N.D. to 16.08 ${\mu}g$/kg, from N.D. to 38.19 ${\mu}g$/kg and from N.D. to 1.32 ${\mu}g$/kg. In case of PCBs, concentration were in ranged from N.D. to 172.12 ${\mu}g$/kg, and PCBs contaminated area was higher than other areas. The concentrations of PCDD/Fs were in ranged from 0 to 6.68 pg I-TEQ/g. In addition, the ${\Sigma}$PCDFs concentration in the industry area soil was higher than ${\Sigma}$PCDDs.
