A Study to Improve the Statistical Indicators of Small Libraries (작은도서관 통계지표 개선에 관한 연구)

  • As small libraries are now considered as public libraries, it is time to discuss a policy decision for institutional complement, supporting policy frame, and activating management of small libraries. There is a need to improve statistical indicators of small libraries, as an effort to improve library statistics as a whole. Small libraries in National Library Statistics have been using an altered version of 2008 library statistiscal frame, which was solely designed for public libraries. However, due to the inadequacy of indicators, results show 91.3% of missing values and high rates of errors in collected data. This research select the key statistical indicators for small libraries by analyzing 4 researches of present states and 7 researches of measuring indicators. The research, therefore, proposed an improved version of statistical indicators, by advising of the professional groups in the small library statistics and estimation and investigating of 108 small libraries in GyeongGi-Do Area. There are 7 categories and 37 items in the proposed statistics.

  • This study covers the basic information of the small libraries nationwide, holding materials, facilities/equipment, human resources, budget, usage/users, and service etc. The survey is divided into 4 steps to produce accurate statistical data and analyze it. As a result, total 3,349 small libraries meet the criteria of the Library Act in 2010. Their holding materials, facilities/equipment, human resources, budget, usage, service program are lack of providing the knowledge information and reading culture service, which is defined in the Library Act. In particular, the majority of small libraries(80%) are in poor condition to operate library facilities/equipment, budget, and their operation. This study proposes some suggestions to overcome the poor condition and to make small libraries prosperous in the near future.

An Experimental Study on Small Library Collection Evaluation Utilizing Circulation Statistics and Interlibrary Loan Data (대출 및 상호대차 통계를 활용한 작은도서관 장서 평가에 대한 실험적 연구)

  • Small libraries, with their insufficient quantities of materials and lack of diversity within the collection compared to larger general public libraries, may need to be assessed and develop collections based on empirical analysis. This study suggests a method for collection evaluation with other cases analyzing ILL (interlibrary loan) data, which is especially heavy in Small libraries in addition to the holdings and circulation data that are traditionally used in collection development. Collecting and analyzing materials proceeded from 14 Small libraries which operate ILL in a city and tried to figure out features of each library comparing collection statistics with usage statistics including circulation and interlibrary loans. It also identified subject areas heavily used in a Small library, based on the analysis of collection and usage statistics, for the purpose of formulating future policy.

A Study on Promotion of Small Libraries through an Analysis on the Current Situation of their Operation (작은도서관 운영실태 분석을 통한 활성화 방안에 관한 연구)

  • This study attempts to diagnose the trend of operation of small libraries and suggest direction for promoting them through a fact-finding survey on small libraries. According to the study results, it was important to make efforts for improvement such as reflecting the trend of increasing number of small public libraries and apartment libraries of small private libraries, enhancing substantiality of small libraries, human resource allocation for enhancing professionalism of running libraries, introducing activation measures that can consider the current operation situation of public and private libraries, establishing cooperative system between public and small libraries and enhancing accuracy of statistics data. As for the ways of promoting small libraries, change of direction toward qualitative operation support rather than quantitative increase, attempts to stabilizing operation of public small libraries, enhancement of specialty of private small libraries and establishment of cooperative system, strengthening of legal standard for small library and induction of corporate participation through campaigns were suggested.

  • "도서관법" 제2조에서는 "공공도서관이라 함은 공중의 정보이용 문화활동 독서활동 및 평생교육을 위하여 국가 또는 지방자치단체가 설립 운영하는 도서관 또는 법인, 단체 및 개인이 설립 운영하는 도서관을 말한다."라고 정의하고 있다. 서울특별시 공공도서관에 몸담아 온 지 30여년이 가까워 오는 사서로서 도서관 경영, 시스템, 이용자서비스, 프로그램 등의 영역에서 많은 변화를 경험하였고, 앞으로 더욱 빠른 변화가 예상되기에 현 시점에서 서울특별시 공공도서관의 변천을 돌아보는 것도 의미 있는 일이라 생각한다. 2010년 국가도서관통계를 기준으로 서울에는 총 666개의 공공도서관(작은도서관 등 포함)이 있고, 그중 서울특별시교육청 소속 공공도서관(평생학습관 포함)은 총 22개가 있다. 여기에서는 서울특별시교육청 소속 공공도서관 및 평생학습관의 변천에 대해서 개략적으로 살펴보되 도서관 설립과 통계 부문을 다루고자 한다.

A Study on the Improvement of Small Library Evaluation System and Indicators (작은도서관 평가체계 및 지표 개선방안 연구)

  • This study proposed the improvement in the evaluation systems and indicators of small libraries, by analyzing the evaluation indicators of the current small libraries, domestic and foreign ones and domestic other institutions, and gathering opinions from managers of them and experts belonging to related groups, in order to enhance the management quality of small libraries and strengthen the independence of them, based on the evaluation on the activation and substantiality of them. The evaluation systems proposed by this study is divided into Track 1 evaluating small libraries and Track 2 evaluating local governments. The evaluation indicators of small libraries was simplified by eliminating the indicators found from the statistics of Track 1 (small libraries). Track 1 consists of three evaluation areas in regard to the management of small libraries, such as library management, infrastructures and services, 8 evaluation items, 10 evaluation indicators, quantitative (a total of 100 points) and qualitative (a total of 120 points) evaluation. Track 2 consists of 2 evaluation areas in regard to the establishment and enforcement of small library policies and the support for small libraries, such as library management and infrastructures, 4 evaluation items, 5 evaluation indicators and quantitative evaluation (a total of 100 points).

A Study on User-oriented Evaluation of Book Collections under a Regional Library System (지역단위 도서관 시스템에서의 이용중심적 장서평가 연구)

  • Currently, collections with public libraries are evaluated only on the basis of simple data, such as the use volume of collections with individual libraries, and interlibrary lending (ILL) results. To promote the ILL of regional libraries and raise the use of collections, however, the evaluation of collections should be expanded from individual libraries to regional libraries. This study aims to propose user-oriented methods for evaluating the library collections within a regional library system by using four kinds of data: collection, acquisition, circulation, and ILL application data. The results of this study show that the proposed method can reveal the positions of each library within a regional library system, and also the characteristics of a library's collections and users' needs more precisely.

A Study on the Educational Gap between Regions according to the Manpower Allocation under the 「School Library Promotion Act」 (「학교도서관진흥법」 규정 인력 배치에 따른 지역 간 교육격차에 관한 연구)

  • The purpose of this study is to trigger a discussion on the educational gap between regions in school library resources. To this end, differences and correlations between other resources invested in the school library and output results were analyzed according to manpower allocation. There was a positive correlation between the number of books, the budget, the number of seats, the number of borrowed materials, and the number of students. It was analyzed that manpower allocation had a negative correlation with the number of subjects in which the ratio of students, the lowest grade in the achievement evaluation, was more than 1/2. As a result of examining the staffing according to the 「School Library Promotion Act」 by regional characteristics, it was found that the allocation rate was statistically significantly higher in the order of metropolitan area, and provincial unit. Depending on the regional characteristics, there were differences in net asset per household as well as differences in school library manpower assignment rates. In contrast, the large cities with relatively affluent school library manpower assignment rates were found to be higher. Therefore, based on the survey contents of this study, it was emphasized that the manpower stipulated in the 「School Library Promotion Act」 should be deployed as soon as possible even in relatively poor areas to bridge the educational gap between regions.
