  • We should consider climatic factors influencing construction works in order to estimate construction time correctly. This study is to analyze climate elements affecting construction duration and to calculate non-working days far Inchoen territorial region. Through surveying literatures and examining several existing criteria we suggest a Proper criteria for each climate elements which would be used for estimating non-working days. The criteria is made on the raw climate data of Meteorological Administration during the last 30 years(1974-2003) far Incheon region. In case of rainfall, it is estimated as non-working days when daily precipitation is expected more than 10mm, its number of days for Incheon is 29 days. In case of low temperature, the number of non-working days for the concrete works(its criteria be below $4^{\circ}C$ average) and the finishing works(below $0^{\circ}C$ average) is 97 days, 52 days, respectively. In case of high temperature, it is three days when daily highest temperature is expected going over $32^{\circ}C$

  • Calculating non-working days is very important element for the accurate estimation of construction time. And non-working days are largely affected by weather factors such as rainfall, wind velocity, snowfall and temperature. In the case of concrete works, there are lots of referable information for the calculation of non-working days due to the weather factors. However, for the structural steel works, there are very limited information only. Through literature survey and interviews with a few engineers, this paper established the weather factors that affect steel structural works and the impact of those factors. Based on the factors and the expected impact of the factors together with the weather data during the last 15 years in Seoul region gathered from Korea Meteorological Administration, this paper suggests the monthly non-working day of structural steel work due to weather factors. This information can be used for the early estimation of construction time.

  • Schedule management in construction work is an important step for determining the construction period. On the other hand, there is a difference between the planned schedule and execution schedule because the estimation and calculation of Non-Working days, in which possible at the design stage is not performed properly. This paper proposes a method for estimating the working days by analyzing characteristics of the major work type and estimating the Non-Working days reflecting the Chuseok and New Year Holidays, which is the closest method to the actual work in the schedule planning. By applying the correction factor of the existing method and the improved method for the same construction in the same site, improved method was reduced by 22 days (9.1%) based on the actual working days. The importance of schedule management was confirmed as an example by comparing the data before and after the application of the standard (plan). These results show that the schedule delays, which are caused by the inconsistency between actual working days calculation that had been practiced conventionally and the working days on the schedule table, can be prevented. In addition, it will help to establish a schedule plan that is closer to reality.

  • The duration of construction in the construction works contains non-working days as well as working days. The duration is so relevant to climate that it should be calculated after fully considered about the regional climate in which construction processes. In most construction fields, however, there has been a frequent adjustment of duration because the field supervisor's experiences have decided non-working days indiscriminately without any accurate information about weather. Not only has that done great economic damages, but also caused many problems in interests among construction subject. So, in this study, we will analyse the elements of climate which has influences on the duration and implement the hypothetical weather simulation. By connecting the results of simulation with the duration of construction, we will propose the decision-making support model for the efficient calculation of duration when the field supervisor makes the projects schedule.

  • As use of construction equipment has been increasing continuingly, the proportion of equipment expense to the total construction cost has become higher. However, there is a difference between the equipment expenses section in 'Poom-Sam' and practical data, because 'Poom-sam' does not consider non-working days due to weather conditions, legal holidays and management conditions. Therefore, 'Poom-Sam' does not present a reasonable standard for estimating construction equipment expenses. In this study, to estimate realistic construction equipment operating hours, firstly, construction equipment was classified according to work, and weather conditions, in which each work could not be executed, were established. Then, weather data on Seoul and Busan(2004${\sim}$2006) and legal holidays were analyzed to suggest annual standard operating hours. The annual standard operating hours of earthmoving & excavating, compaction, and drilling equipment was estimated to be 1,430 hours, and lifting equipment, concrete paving equipment, asphalt paving equipment, concrete equipment, and crushing & conveying equipment were estimated to be 2,124 hours, l,156hours, 1,188hours, 1,688hours, and 2,152hours respectively.

  • Many domestic construction companies are continuously trying to utilize weather information for construction management. The effect of the weather is greatly reflected in the construction industry because there are many outdoor work. Therefore, weather information is clearly needed to predict the exact construction period. And the calculation of the number of non-working days considering the weather information is very important. However, many construction companies have difficulty calculating the exact construction period because it is difficult to predict the exact long-term weather. In this study, it is analyzed the past long-term weather information. Then the weather information by region and season is applied to the construction management system. Finally, it is confirmed the workable date, the field information and the weather information.
