This study analyzes the effect of institutionalization of Korean metropolitan councils on legislation productivity. Based on the theory of institutionalization of legislatures, three independent variables (stability, complexity and adaptability) were selected to measure the level of institutionalization of a metropolitan council and nine sub-analysis indicators. The main results of the analysis of the effect of the institutionalization of the metropolitan council on legislation productivity are as follows: First, the factors that determine the number of reported bills were the ratio of first-term lawmakers, average number of elected of the chairmen, number of special committees, number of legislative experts, actual age of metropolitan councils, and number of voters per lawmaker. Second, the factors that determine the rate of reported bills were the average number of elected of the chairmen, the number of special committees, the number of legislative experts, the actual age of metropolitan councils, and the number of voters per lawmaker. Third, the factors that determine the number of reported bills per lawmaker is the average number of elected of the chairmen, the actual age of metropolitan councils, and the number of voters per lawmaker. The above result points out that legislation productivity differences of past metropolitan councils can be understood as differences arising from legislative institutionalization levels and several policy considerations can be made to enhance legislation productivity of metropolitan councils.

최근에 이르러 농촌 인구의 도시유입으로 도시의 주거공간이 절대적으로 부족해지고 있으며, 이는 대도시의 아파트 가격 상승을 유발하는 등 부수적인 사회/경제적 문제를 일으키고 있다. 정부나 지방자치단체에서는 이러한 문제를 해결하기 위하여 대규모의 신도시 개발계획을 추진하고 있으며, 이러한 신도시 개발은 도시화로 인하여 환경적, 수문학적으로 영향을 미치는 것으로 조사되고 있으며 도시물순환계는 강우가 지표에 도달 한 후 바로 하천으로 유출되는 것과 침투하여 서서히 유출하는 자연경로 그리고 상수도 및 하수도를 통해 하천으로 배수되는 인공적 경로에 의해서 형성된다. 일반적으로 신도시 개발 전후의 수문순환을 평가하는 방법 중의 하나는 개발예정지에 대한 장단기의 수문 관측을 통하여 개발 전과 개발 후의 유출특성과 수질부하를 정량적으로 비교하는 것이다 (한국건설기술연구원, 2004). 따라서 본 연구에서는 행정중심 복합도시 물순환 해석을 하기 위해 대상유역을 100m 크기의 정방형 격자로 구분하고 기상조건, 지표면 조건, 하천, 토양, 지하 대수층, 농업용수 등의 광범위한 입력 자료를 구축한 후 이를 물리적인 기반의 공간분포모형인 WEP 모형에 적용하여 개발 전 홍수 및 유출특성을 규명하고자 한다. 이를 위해 대상지역에 대한 장기적인 수문모니터링 자료를 바탕으로 1996년에서 2007년 까지 모의 하여 실측자료가 있는 $2006{\sim}2007$년을 대상으로 비교한 결과 일부 갈수기 자료를 제외 하고, 전반적인 높은 상관성을 나타냈다. 하지만 일부 홍수위에서 금강으로 부터의 배수위 영향으로 인한 차이가 발생해 추가적인 검토가 필요하며, 본 연구에서 도출된 결과들은 향후 도시유역에서의 수자원 분배와 물자원 관리 등의 적응전략을 수립하는데 있어 본 연구가 도움이 될 것이라고 판단한다.

A new malting barley variety, 'Baegho', was developed from a cross between Azuma Golden and Nishinochikara in 1998. An elite line, YMB2139-2B-1-10-2, was selected in 2005 and designated as Milyang137. It showed good agronomic performance in the regional adaptation yield trials (RYT) from 2006 to 2008 and was released with the name of 'Baegho' having high yielding and BaYMV and powdery mildew resistance. The average heading and maturing dates of 'Baegho' were April 21 and May 28, which were 3 and 2 day later than those of Hopum, check variety, at the RYT, respectively. 'Baegho' has shoter culm length (78 cm), more spikes ($1,062per\;m^2$) and heavier 1,000 grain weight (40.7 g) than those of Hopum, respectively. 'Baegho' is resistant to domestic BaYMV strains I, III and IV and powdery mildew at Iksan. In growth habit, 'Baegho' is close to type (IV) that is distinguished from other Korean malting barley cultivars, which could tolerant to premature heading damage that is major concern for the practice of the malting barley cropping. The yield potential of 'Baegho' in the RYT was about 5.57 MT/ha, which is about 13% higher than those of Hopum. This variety has good malting quality in grain and malting analysis showed better 1,000 grain weight, husk rate, diastatic power than those of Hopum. 'Baegho' applied for protection of new varieties of plant in 2009.
Recent researches which purport to Integrate distributed information have been concentrated on developing efficient mediator systems that not only provide a high degree of autonomy for local users but also support the flexible integration of required functions for global users. However, there has been little attention on how to evaluate a global query in a mediator. A global query is transformed into a set of its sub-queries and each sub-query is the unit of evaluation in a remote server. Therefore, it is possible to speed up the execution of a global query if the previous results of frequently evaluated sub-queries are materialized in a mediator. Since the Integration schema of a mediator can be incrementally modified and the evaluation frequency of a global query can also be continuously varied, query usage should be carefully monitored to determine the optimized set of materialized sub-queries. Furthermore, as the number of sub-queries increases, the optimization process itself may take too long, so that the optimized set Identified by a long optimization process nay become obsolete due to the recent change of query usage. This paper proposes the adaptive selection of materialized sub-queries such that available storage in a mediator can be highly utilized at any time. In order to differentiate the recent usage of a query from the past, the accumulated usage frequency of a query decays as time goes by.
'Nampung', a new soybean cultivar for soy-paste, was developed from the cross between Suwon190 and 'Pokwangkong' by soybean breeding team at the National Institute of Crop Science (NICS) in 2007. A promising line, SS97215-S-S-20, was selected and designated as the name of Milyang162. It was prominent and had good result from regional adaptation yield trials(RYT) for three years from 2005 to 2007 and was released as the name of 'Nampung'. It has a determinate growth habit, white flower, brown pubescence, yellow seed coat, light brown hilum, medium spherical seed (19.9 grams per 100 seeds). 'Nampung' is resistant to soybean mosaic virus and bacterial pustule, the major soybean disease in Korea. It is possible to harvest of 'Nampung' using combine because of it's lodging tolerance, few branches, and high position of pod attachment. The average yield of 'Nampung' is 2.97 ton per hectare in the regional yield trials (RYT) carried out for three years from 2005 to 2007 which is 21 percent higher than the check variety, 'Taekwang'.

The soybean cultivar, 'Saegeum', has been developed for preparing soy-paste and tofu. The soybean cultivars 'Daepung' and 'SS98207-3SSD-168' were crossed in 2003 to obtain 'Saegeum'. Single seed descent method was used to advance the generation from F3 to F5, and the plant lines with promising traits were selected from F6 to F7 by pedigree method. The preliminary yield (PYT) and advanced yield trials (AYT) were conducted from 2009 to 2010, and the regional yield trial (RYT) was conducted in 12 regions between 2011 and 2013. The morphological characteristics of 'Saegeum' were as follows: determinate plant type, white flower, tawny pubescence color, and brown pod color. Flowering and maturity dates were August 2, XXXX and October 17, XXXX, respectively. Plant height, first pod height, number of nodes, number of branches, and number of pods were 79 cm, 18 cm, 16, 2.3, and 44, respectively. The seed characteristics of 'Saegeum' were as follows: yellow spherical shape, yellow hilum, and the 100-seed weight was 25.4 g. 'Saegeum' was resistant to bacterial pustule and SMV in the field test, and its lodging resistance was mildly strong, whereas its shattering resistance was excellent. The ability of this cultivar to be processed into tofu, soybean malt, and other fermented products was comparable with that of 'Daewonkong'. The yield of 'Saegeum' in the adaptable regions was 3.02 ton ha-1. Thus, 'Saegeum' is adaptable to mechanized harvesting because of its high first pod height, as well as lodging and shattering resistance. (Registration number: 5929)

'Aram' is a soybean cultivar developed for soy-sprout. It was developed from the crossing of 'Bosug' (Glycine max IT213209) and 'Camp' (G. max IT267356) cultivars in 2007. F1 plants and F2 population were developed in 2009 and 2010. A promising line was selected in the F5 generation in 2011 using the pedigree method and it was evaluated for agronomic traits, yield, and soy-sprouts characteristics in a preliminary yield trial (PYT) in 2012 and an advanced yield trial (AYT) in 2013. Agronomic traits and yield were stable between 2014 and 2016 in the regional yield trial (RYT) in four regions (Suwon, Naju, Dalseong, and Jeju). Morphological characteristics of 'Aram' are as follows: determinate plant type, purple flowers, grey pubescence, yellow pods, and small, yellow, and spherical seeds (9.9 g 100-seeds-1) with a light brown hilum. The flowering date was the 5th of August and the maturity date was the 15th of October. Plant height, first pod height, number of nods, number of branches, and number of pods were 65 cm, 13 cm, 16, 4.5, and 99, respectively. In the sprout test, germination rate and sprout characteristics of 'Aram' were comparable to that of the 'Pungsannamulkong' cultivar. The yield of 'Aram' was 3.59 ton ha-1 and it was 12% higher than that of 'Pungsannamulkong' in southern area of Korea. The yield of 'Aram' in the Jeju region, which is the main region for soybean sprout production, was 20% higher than that of 'Pungsannamulkong'. The height of the first pod and the tolerance to lodging and pod shattering, which are connected to the adaptation to mechanized harvesting, were higher in 'Aram' compared to those in 'Pungsannamulkong'. Therefore, the 'Aram' cultivar is expected to be broadly cultivated because of its higher soybean sprout quality, and seed yield and better adaptation to mechanized harvesting. A new black seed coat soybean cultivar, 'Daeheug', was developed at the National Institute of Crop Science (NICS) in 2007. The breeding goal for black seed coat soybean is to develop the cultivar with large seed size, high yield, lodging tolerance, and resistance to disease such as soybean mosaic virus (SMV), and bacterial pustule. 'Daeheug' was selected from the cross between 'Daehwang' which had yellow seed coat, large seed size, and late maturity, and 'Milyang 79' which was lodging tolerant, and SMV resistant with medium seed size, black seed coat, and yellow cotyledon. The preliminary, advanced and regional yield trials for evaluation and selection of this cultivar were carried out from 2003 to 2007. It has determinate growth habit, purple flower, brown pubescence, brown pod color, black seed coat, yellow cotyledon, spherical flattened seed shape, oval leaf shape and large seed size (34.3 g/100 seeds). In maturity, 'Daeheug' was 2 days later than the check cultivar 'Ilpumgeomjeongkong'. In the seed quality such as isoflavone contents ($635{\mu}g/g$), and anthocyanin contents ($11.2m{\ell}/g$ of seed coat), 'Daeheug' was better than the check cultivar. It has good adaptability for cooking with rice in ratio of water absorption and seed hardness. Specially, it has good processability for soybean tea with 2.13 absorbance at 530 nm, scavenge activity of DPPH radical was high, and contents of total phenolics was $1,263{\mu}g/m{\ell}$. The average yield of 'Daeheug' was 2.26 ton per hectare in the regional yield trials (RYT) carried out in six locations of Korea from 2005 to 2007.
'Sangwon', a new cultivar for vegetable soybean, was developed from the cross between 'Keunolkong' and 'Oshimamidori', and was released at the National Institute of Crop Science (NICS) in 2007. The goal to develop a vegetable soybean cultivar with green pod, early maturity, large seed size, high yield, lodging tolerance, and resistance to disease such as soybean mosaic virus (SMV). 'Sangwon' has light green pod, early maturity, large seed, short plant height, and lodging tolerance. 'Sangwon' has determinate growth habit, white flower, gray pubescence, and oval leaf shape. The matured seeds have a yellow seed coat with light brown hilum, and a yellow cotyledon. 'Sangwon' has 5.8 cm fresh pod length, 13.2mm fresh pod width, 69.5 g seed weight per 100 green seeds, 44.0% green seed protein content, and 14.8% green seed oil content. At the regional yield trials (RYT) for vegetable soybean from 2005 to 2007, 'Sangwon' shows strong resistance to soybean mosaic virus (SMV) and tolerance to lodging in fields. Fresh pods of 'Sangwon' were harvested at the beginning of August. In the same tests, fresh pod of 'Sangwon' (10.39ton/ha) yielded 5% higher than 'Hwaeomputkong' (9.90ton/ha).
