Direction for Improving Management Model based on Carrying Capacity for Managing natural resources in ecotourism area : Focused on Getz, LAC, VIM and VERP (생태관광지역 자연자원 관리를 위한 수용력 기반 관리모델 개선방향 : Getz, LAC, VIM, VERP 관리모델을 중심으로)

  • The eco-tourism has caused a variety of problems between use and conservation. The situation requires introduction of scientific management techniques, such as controlling the number of visitors to the destination and identifying appropriate carrying capacity. Getz, LAC, VIM and VERP have been developed for this purpose and they are the management model based on carrying capacity that have been explored for introduction and application in Korea. However, it is necessary to modify and supplement the management model to suit the purpose of ecotourism characteristics and the status of ecotourism in Korea. Therefore, we identified the problems of the existing management model and presented three improvements. strengthen the interdependent linkages between carrying capacity and the management goals; improve the tourism opportunity distribution model; improve the phased management. It will help many ecotourism sites to effectively manage the impacts of visitors in Korea with a minimum amount of effort and costs.

  • 본 연구는 일본 하코네지구의 경관특성을 파악하고, 지역 내에 건축물이 건설될 경우 조망경관에 미치는 영향의 정도를 평가하는데 그 목적이 있다. 이를 위해, 경사와 토지이용상태를 조사하였으며 이를 GIS와 MESH 분석을 통하여 11개의 경관타입으로 구분하였다. 한편, 건축물이 경관에 미치는 여향의 정도는 Y=0.47X+32.652(Y는 자연성의 평가치, X는 시거리, $R^{2}$는 0.877)의 회귀식으로 나타낼 수 있으며, 조사지역에서 건축물의 신축이 지역경관에 미치는 영향의 정도를 예측하였다. 이러한 연구결과는 체계적인 경관관리를 위한 자료와 지표로 활용될 수 있을 것이다.

Institutionalization of the Value of Ecosystem services (생태계 서비스 가치의 제도화)

  • This study is going to contribute the activation of ecosystem services written in the 3rd National Basic Plan for Nature Conservation(2016~2025) in Korea. Meanwhile we considered the benefits that the nature has given to the humankind as free goods or services which we may consume traditionally without due payment therefore. But on account of the expansion of cities and expedition of development, as the carrying capacity of the nature has been breached, people have come to try to restore and enhance artificially such vulnerable capacity. It is necessary to compensate the opportunity cost which the land owners or occupiers have to pay for conservation and maintenance of natural capitals which yield the ecosystem services. Therefore the institutionalization of ecosystem services should be established that the consumers who enjoy such services should share the interest from enjoying services with the land owners or occupiers who produce the ecosystem services, under the legal system which will make it possible to connect the benefit sharing with the conservation of environment. However it is the first task that the present legal system could not realize the fair and equitable benefit sharing between the producers and consumers of ecosystem services. And the second task in such legal system is that the value of ecosystem services could not be fully considered in the process of development planning. According to the analysis of this study, the institutionalization of ecosystem services in the government side and the civilian side could be realized to somewhat extent, although not sufficient. Especially the transactions of ecosystem services through the private contract among stakeholder are possible in the course of development planning or without any relevancy to a development project. The final task in the institutionalization of ecosystem services is how to assess the ecosystem services and to value the economic benefits therefrom on the basis of what kinds of procedures relating to some development processes. To overcome such difficulties, it is necessary that the state, trend and change of ecosystem services confronting with a developing project should be assessed concretely at the threshold of development. It is possible to integrate the ecosystem services into the environmental impact assessment(IEA), not by way of the Act of IEA, but by way of the Decree thereof.

Complimentary Assessment for Conserving Vegetation on Protected Areas in South Korea (보호지역의 식물종 보전 상보성 평가)

  • The number of protected areas has been steadily increased in Korea to achieve Aichi Target 11, and there are studies on potential protected areas that required additional designation. However, there has been an insufficient assessment of the complementarity of protected areas to conserve biodiversity effectively. This study identified the potential habitat areas using the species distribution model for plant species from the 3rd National Ecosystem Survey and compared the plant species abundance in the existing protected area and the potential protected areas using the similarity indices, such as the Jaccard index, Sorenson index, and Bray-Curtis index. As a result, we found that the complementarity of the existing protected areas and most potential protected areas were low, leading to the preservation of similar plant species. Only the buffer zone for Korea National Arboretum had high complementarity and thus is important to conserve some species with the other protected areas. This study confirmed that it was necessary to select additional protected areas outside the existing or potential protected areas to protect plant species with a low inclusion ratio of potential habitats within the protected area. This study is significant because it identified the ecological representativeness of each protected area to examine if the individual protected area can conserve unique and various species and proposed a method of finding candidate areas for additional conservation spatially. The findings of this study can be a valuable reference for the qualitative improvement of protected areas through the complementarity assessments, including animals and the effectiveness assessment study of protected areas using the National Ecosystem Survey data in the future.

Status and plan of 'Operation rule improvement and ecological restoration plan of Nakdong estuary' ('낙동강하굿둑 운영개선 및 생태복원 방안 연구 용역' 추진현황 및 계획)

  • 낙동강 하굿둑(이하 하굿둑)은 1987년 부산 사하구와 강서구 사이에 건설되어 하류 지역의 바닷물 유입을 막아 부산, 울산, 경남 등에 안정적으로 생활·농업·공업 등의 분야에 용수를 공급하는 역할을 해왔다. 현재, 하굿둑의 수문은 낙동강 상류로부터 하류로 흘러내려오는 민물(담수)을 방류하기 위해서만 하굿둑 수문을 개방하고 있다. 하구는 하천의 담수와 바다의 염수가 서로 만나는 구역으로 바닷물과 염수의 밀도차에 의한 혼합으로 자연상태의 하구에서는 담수와 염수가 섞이는 기수역이 형성되며, 이러한 특성으로 하구 인근의 지역에서는 일반적인 하천 및 해양, 연안과는 분명히 구별되는 생태계가 조성된다. 하굿둑 건설이후 바닷물(해수)과 민물(담수)이 만나는 낙동강 어귀에 기수생태계가 사라지면서 바닷물이 유입될 수 있도록 하여 생태계를 복원해야 한다는 필요성이 제기되어 왔으며, 하굿둑이 지역에 기여해온 사실은 분명하나 하굿둑으로 인해 생태계 단절이 발생하고 기수생태계가 파괴되었기 때문에 이를 해결하기 위해서는 하굿둑을 개방하여 과거 기수생태계를 복원해야 한다는 목소리가 높아지고 있다. 이에 따라 정부에서는 하굿둑의 기수생태계 복원을 위해서 관계기관 합동으로 의사결정을 하고 효율적인 개방 방안을 모색하는 실무협의회를 구성하여 운영 중이고, 실무협의회 논의를 통해 5개 주요 관계기관(환경부, 국토부, 해양수산부, 부산광역시, K-water) 공동으로 "낙동강하굿둑 운영개선 및 생태복원 방안 연구용역"을 추진 중이다. 2018년 1단계 용역이 완료되었으며, 2019년부터 2단계 연구용역을 추진 중이고 하굿둑 개방의 수준별로 각종 영향을 검토한 후 대책을 마련하여 기수생태계 복원 방안을 수립하는데 그 목적이 있다. 2단계 연구용역에서는 과학적이고 합리적인 기수생태계 복원방안 마련을 위해서 실제로 해수를 유입시키는 3차례의 실증실험 및 수리모형실험 등을 추진한다. 기존 연구들에서도 수문개방에 따른 해수유입 영향에 대해 모델링을 통해서 분석했지만 이는 검증이 이루어지지 않은 결과로 이번 용역에서는 실제 해수를 유입시키고 염분의 침투 및 각종 수생태 영향을 모니터링 한 후 그 결과를 반영하여 모델링을 고도화하고 있다. 최종적으로 고도화된 모델링 결과를 기반으로 기수생태계 조성 방안별로 염분, 수질, 수생태, 침퇴적 등 각종 분야에 대한 정확한 영향을 분석하고 이에 대한 대책을 포함하여 최종적으로 바람직한 기수생태계 복원 방안을 제시할 계획이다. 기수생태계 복원 방안이 계획에만 그치지 않고 실행으로 연결시키기 위해서 필요성에 대한 이해를 바탕으로 공감대를 형성해 나아가고 있으며 지역주민, 전문가, 관계기관 등 민(民)·관(官)·학(學) 다양한 의견을 수렴하여 하구지역내 수량-수질-수생태를 종합적으로 고려하여 복원 방안을 마련 후 사회적인 합의를 추진하여 확정할 예정이며, 하구의 안정적인 관리를 위해 AI 등 4차 산업혁명기술을 적극 적용하는 스마트한 하구물관리(Smart Estuary Watershed Management)"를 활용한 "하구통합물관리" (Estuary Integrated Watershed Management) 등 과학적인 관리를 추진할 계획이다.

Influence of Users' Connectedness to Nature on Their Support for Ropeway Establishment in Mudeungsan Provincial Park (자연과의 유대가 휴양객의 케이블카 설치 지지도에 미치는 영향 - 무등산도립공원을 대상으로 -)

  • This study explored the relationship between connectedness to nature (CN) and belief on consequences (social, economic, and ecological) of establishing cable car and supportiveness to its establishment in a natural park. It also examined the relationship between socio-demographic and visiting characteristics and CN. Data were collected from 134 visitors in Mudeungsan Provincial Park (MPP) in September, 2010 through field questionnaire survey. CN was measured by using a connectedness to nature scale (CNS) revised from the Mayer and Frantz's (2004) original CNS. CN consisted of two factors: interdependence and independence. CN increased as respondents' age, education level, number of visits to MPP and number of visits to Jungbong area of MPP increase. Respondents with higher CN ratings showed stronger beliefs on negative consequences of the cable car establishment. CN, however, was not related with beliefs on positive consequences of establishing cable cars. Respondents with higher CN showed lower support about establishing cable cars.

Natural Environment Conservation Planning for Sustainable Development (지속가능한 자연환경보전계획 수립방향 연구)

  • Recently the ecosystem has been seriously damaged by reckless development. The Ministry of Environment is now shifting its policy from one of "end-of-pipe" management and being regulation-centered to one striving to be preparatory and self-regulating. The nature conservation plan has been focused on protecting only the wildlife, so a systematic conservation of the nationwide ecosystem is inherently limited. To go beyond this limit, the strengthening of the link between the natural environmental conservation plan and the land use development plan is necessary. This study first diagnosed the "AS-IS" status of the natural environment conservation planning process and then envisioned a "TO-BE" image of the organic link between that plan and the land/metropolitan development plan. In conclusion, it was determined that the system of planning should be reformed and the focus of the planning should be shifted from source oriented planning to spatial environment planning. A biotope map should be drawn during this process and the examination criteria, methodology, and drawing standards are needed. The central government and self-governing bodies should have reasonable roles and responsibilities, and cooperate for more efficient conservation planning.

A Study on the Distribution Characteristics of the Small Village Wetlands in Mountainous Rural Area - Case on Geumsan-gun, Chungnam - (산지 읍면지역 소규모 마을습지 분포 특성 연구 - 충남 금산군을 사례로 -)

  • This study was conducted to identify the distribution characteristics of small village wetlands in Geumsan County, an inland mountain zone, and comparing with Seocheon County, a coastal plain area with different ecological environment characteristics. Using Arc-GIS (v10.1) the village wetland code was extracted to derive the possible location of the village wetland, and the final distribution of the village was obtained by performing indoor judging work based on satellite images, aerial photographs, topographical maps, Korea Land Information System (KLIS), land use level, land cover degree (division), and land use status by local surveying and indoor analyzing. Although Geumsan County (576.66km2) is more than 60% larger than Seocheon County (358.04km2), 607 villages in Geumsan County and 570 villages in Seocheon County are capable of making similar levels of 106.5% of wetlands, but only a fraction of those in Seocheon County were found to be 67.6%. The density of the village wetlands was much lower than that of Seocheon County, a coastal plain area, because there were many mountainous areas in Geumsan County, and most of the wetlands temporarily created for water supply were removed during the analysis phase of the Jeongsa Image, so the actual wetlands of the village were judged to be only two-thirds different from those of Seocheon County.
