Context-Aware is a one of the important researches in ubiquitous computing for providing optimal service to users by acquiring user's intentions and environmental information. Diverse researches are focused on the users and its environment facts for Context-Aware base and introduce a sensing based middleware which engages sever/sensor that operates identifier information to provide services. Context-Aware service which is limited by users and environment facts has the problem of overlapping sensing, unnecessary searching and anonymity of users. Also Server-Centric Context-Aware system requires very high cost to manage and operate the services. On this paper, We introduce Autogenous Context service model to simplify the Context-Aware process and design the middleware which performs decentralize management for Context-Aware information of user's portable devices to minimize problems which is occurred during the management and operation of existing Context-Aware system.

Context-Aware is the most important facts to reason a personalized and optimized service and to provide it to user. In the previous researches, user and surrounding environment were main facts of Context-Aware and middleware or center server has been proposed to support Context-Aware. In the daily space(for example, home, office, Car, etc), interactions between user and service can be a important facts of Context-Aware. In this paper, Context Autogenesis service model is introduced, simplified the Context-Aware process and designed the middleware which performs decentralize management for Context-Aware information of user's portable devices, so that problems occurred during the management and operation of existing Context-Aware system can be minimized and supporting user anonymity

Although industrial complexes have played as an engine of the Korean economy for the last 40 years, the majority of industrial complexes shows limitations to the continuous growth such as a lack of innovation capabilities and social capital, conceived as a key to transforming into clusters of innovation. To overcome those problems, the Korean government embarked on the cluster policy from the mid 2000's, focusing on promoting the endogenous development capabilities of individual industrial complexes. Drawing upon the in-depth case study of the Gumi IT cluster, one of the representative large-scale industrial complexes in Korea, the authors conclude that the cluster policy has contributed to making the Gumi IT cluster enhance the capabilities of endogenous development through the facilitation of self-organizing learning communities within the cluster.

This essay focused on mapping out the next archiving model during 15 years. This metaphorical 'JINGU PROJECT' is titled from Shinto relation in Japan rebuilding every 20 years. We need some kinds of self sustainable growth archiving model. It means that it's time to say about our archiving experiences in field for archiving technics and knowledges. We should know the fact that a few thousands archivists have been acting ih fields. Since 1999, we have tried to build up the best practices in public offices. So far, So good. However, we need another wing for better flying from now on. I believe in the power of silences in field because they will speak up their voices.

This paper seeks to find out possibility of introducing market order into Korean fisheries regulatory system. Hayek tells us that market order is equivalent to spontaneous order, while regulations are man-made order created based on incomplete knowledge. He also sees market competition as a discovery procedure of knowledge and information. From this perspective is discussed Korean fisheries regulatory reform-particularly issues of establishing property right on fishery resources. It appears that there is quite a large room for substituting market functions for the regulations regarding fishery resources management, even though fishery resources have a very nature of common pool. Advanced fisheries suggest that successful regulatory reform require a well-prepared strategic plan and check list. In addition, the government should be able to secure sufficient monitoring and surveillance power and to play an important role as a fair supervisor.

중소유통업에 종사하는 대부분의 사람들은 평생 생계수단으로 동네 상권에 자리잡고 그간 외부의 큰 영향 없이 자생적인 영업을 수행해 왔다. 그러나 삶의 질 향상 등에 따른 소비자 욕구의 다양화, 사업 환경의 변화는 유통시장에도 많은 변화를 가져오게 되었다. 대기업 자분의 대형할인 마트가 우후죽순처럼 생겨나면서 전통재래시장 및 골목슈퍼 등은 생존의 위기에 직면하게 되었다. 이에 정부에서는 전통시장 및 골목상권 살리기에 많은 정책지원을 하고 있으나, 최근 골목상권에 대기업의 SSM(직영점, 가맹점 형태)이 생기면서 대기업과 중소상인 간 갈등과 지역적 마찰이 지속되고 있다. 이에 본 연구에서는 SSM과 경쟁을 위한 영세중소유통업체의 취약 요인들의 분석을 시도하였다.

기업의 성장동력 전략으로 내부 개발역량에 의존하는 자생적/유기적(Organic Growth) 방식과 전략적 제휴나 인수/합병을 통해 외부 자원을 활용하는 비유기적 성장(Inorganic Growth) 방식을 나눌수 있다. 하지만 이러한 혁신전략 안에는 성공과 실패가 공존하고 있으며 특히 최근에는 조직내 혁신을 달성하기 위해 연구 및 개발, 상용화에 이르기까지 혁신 과정을 개방하여, 외부 자원을 적극활용함으로써 혁신의 비용을 줄이고 성공가능성을 높여 부가가치 창출을 극대화하는 혁신활동중 하나로 개방형혁신(Open innovation)을 많이 활용 하고 있다. 하지만 더 나아가 사업의 지속 가능한 성장을 위해서는 External Organic Innovation을 같이 활용하는 새로운 혁신전략 활동 전개가 필요하다. 그래서 본 연구에서는 이러한 혁신 전략들의 성공-실패 사례분석을 통해 4차 산업혁명시대에 맞는 혁신전략을 살펴보고자 한다.

과학기술의 사회적 역할과 책임 확대, 기술개발을 통한 실질적인 문제해결이 강조되면서 국가 사회적 문제해결과 국민생활 전반의 삶의 질 제고를 위한 R&D 정책과 관련 사업에 대한 투자가 확대되고 있다. 정부가 사회이슈 해결을 위한 과학기술의 정책적 지향을 명확히 하면서, 출연(연) 역시 기존의 경제성장 견인과 성장동력 창출 중심의 기능에서 사회문제의 선제적 해결과 공공성 확장을 위한 출연(연)의 역할 수행을 요구받고 있다. 출연(연)은 공적임무 기반을 확대함으로써 국민들의 삶의 질 제고에 실질적으로 기여하겠다는 실천방안을 제출하는 등 다양한 모색과 자생적 혁신을 꾀하고 있으나, 연구자 연구현장의 수용성 문제와 출연(연)이 갖는 여러 특성과 맞물려 기대에 부합하는 변화의 폭과 속도를 내지는 못하고 있다. 본 발표에서는 출연(연)의 R&D환경과 사회문제 해결형 연구사업 현황을 살펴보고, 사회문제 해결을 위한 ETRI의 추진내용과 연구자 기술공급 중심의 경향성을 보완하기 위한 노력들을 소개하였다. 또한 출연(연)의 특성을 기반으로 전략적 투자와 효율적 운영, 성과의 확산 측면에서 사회문제 해결형 R&D 활성화를 위한 시사점을 제시하고자 한다.

In the organizing principle of Hwaeomsa temple, we could see the procedure of absorption and combination on folk beliefs and Buddhism like other temples. One of Representative folk beliefs took in and combined in its temple is Sam-Sung-Gak, which is located at the same place with Won-Tong-Geon. And Myong-Bu-Geon is affected by the Ten-Kings belief of Taoism very deeply, is also very rare folk belief case grown naturally. The diversification of Buddhist sanctum' function is absorption and combination between proper belief for the Buddhist Goddess of Mercy and folk native beliefs.
