Effectiveness Analysis of NCAP(New Car Assessment Program) on Traffic Safety (자동차 안전도평가제도의 정량적 효과분석)

  • New Car Assessment Program(NCAP) provides consumers with vehicle safety information, primarily front and side crash rating results, and more recently rollover ratings, to aid consumers in their vehicle purchase decisions. NCAP is a system to improve driver and passenger safety by providing market incentives for vehicle manufacturers to voluntarily design their vehicles to better protect drivers and passengers in a crash and be less susceptible to rollover, rather than by regulatory directives. NCAP have been performed since 1999 in Korea by the government in order to reduce fatalities and injuries caused by traffic accidents. Although as the number of vehicles models increases, more vehicle models are required to be test and NCAP is evaluated as a valuable system for vehicle safety, the expansion of the system is slow. It looks like that the benefit of NCAP quantitatively was not verified. In this study, based on the idea that the benefit of the NCAP is defined as the decrease of traffic accident severity by improving vehicle safety, a methodology to analyze the effectiveness of NCAP quantitatively in terms of traffic safety was developed. According to the developed methodology, the reduced numbers of fatalities and injuries were 1.51 and 466 in 2005.

Development of Quantitative Methods for Evaluating Failure Safety of Level 3 Autonomous Vehicles (SAE Level 3 자율주행자동차의 고장 안전성 정량적 평가 방법 개발에 관한 연구)

  • Autonomous vehicles can be exposed to severe danger when failure occurs in any of its components. For this reason many countries are making efforts on the legislative issue how to objectively evaluate failure safety of an autonomous vehicle when such a vehicle is commercially available to a customer in the near future. In level-3 automation, a driver must take over the control of his vehicle when failure occurs, and the driver's controllability must be secured for escape from the imminent danger. In this paper, quantitative methods have been developed for evaluating failure safety of the level-3 autonomous vehicle, and they were validated by simulation. And also, we confirmed that the proposed evaluation method can quantitatively evaluate the failure safety.

  • As the development automated vehicles(AV) actively progresses around the world, the demand for a reasonable and systematic evaluation method for AVs is increasing. Research on scenarios, evaluation procedures, and methods for evaluating AVs conducted in simulations and proving ground(PG) is actively conducted internationally. In contrast, methods and procedures for evaluations on real roads are still in their infancy internationally. Therefore, it is necessary to conduct research on evaluating AVs on real roads in preparation for future use of AVs. This study aims to define the basic direction for evaluating the driving safety of AVs on real roads. To this end, the evaluation direction and process of AVs were presented on the real roads, and qualitative and quantitative evaluation indicators were selected to evaluate driving safety. A total of 38 items were selected based on the Road Traffic Act as qualitative evaluation items for evaluating the driving safety of AVs on real roads.

  • 안전운전 지원 시스템 개발을 위해서 고려되어야 할 요소는 차량정보, 운전자정보, 외부 환경정보가 있다. 기존의 안전운전 지원 시스템 개발은 주로 차량의 종방향 제어, 횡방향 제어, 조향각 제어 등 차량으로부터 직접 추출한 주행정보를 이용하여 운전자의 안전유무를 평가하였다. 그러나 최근의 조사결과에 따르면 교통사고의 90%이상이 운전자 실수에 의해서 발생한다는 것을 알 수 있다. 이와 관련하여 차량의 주행 정보뿐만 아니라 실제 운전자가 주행 중에 행하게 되는 행동정보기반의 안전운전지원시스템 개발이 활발히 연구되어 지고 있다. 본 논문에서는 운전자의 행동정보를 이용한 안전운전 평가시스템의 설계 개념과 안전운전 평가시스템의 핵심 요소인 표준모델 구축 방법에 대해서 논의하고자 한다.

  • As an alternative to solving safety, environments, and aging problems, ADS (Automated driving system) in the global automotive market is actively being developed as a new growth industry. In time for the appearance of ADS, relevant regulations and assessment programs must also be developed. For example, safety standards for the Level 3 automated driving system were promulgated in December 2019 by the Ministry of Land, Infrastructure and Transport of Korean government. However, assessment programs such as KNCAP for autonomous functions of ADS have not yet been introduced in Korea as well as globally. The autonomous driving functions of ADS at Level 3 or higher must be capable to recognize, judge and respond to objects and events in a wide variety of complex situations. In this paper, we examined and studied the complex situations, considerations and assessment items that ADS must respond to in the interest of safety for passengers, pedestrians and other road users. We hope this paper will be helpful to develop an execution program in the future.

  • 본 연구는 소방대원의 화재진압 업무를 인간공학적 평가도구(RULA, REBA)를 이용하여 분석하고 타업종(병원, 자동차업종)과의 비교를 수행하였다. 첫째, 소방대원들의 업무 중 화재진압 업무의 인간공학적 작업자세 분석 및 평가하여 극단적인 작업자세에 대해서 살펴보았다. 요구조자 1인 운반법은 RULA, REBA의 평가결과에서 모두 정밀조사가 필요하고 즉시 개선 조치가 요구되는 4단계로 평가되었다. 둘째, 화재진압 업무와 타업종과(병원, 자동차업종)의 분석 결과를 비교 분석을 실시하였다. RULA로 평가한 결과 3, 4단계가 차지하는 비율이 72%로 자동차 업종(74%)에서의 평가결과 보다 낮게 나타났지만 병원업종(37%)보다는 높게 나타났다. REBA로 평가한 결과 3, 4단계가 차지하는 비율이 36%로 병원(9%)과 자동차 업종(24%)에서의 평가결과보다 높게 평가된 것으로 나타났다.

  • 본 논문은 친환경자동차의 보급이 활성화됨에 따라 필수적으로 확보되어야할 전기안전성을 평가하기 위한 장비개발에 관한 것으로, 기존 장비의 문제점과 효율성을 개선하기 위하여 국제기준에 적합한 통합형 평가장비를 개발하였다. 본 연구를 통하여 개발된 제품을 공인 시험기관에서 성능을 검증하였으며, 검증결과 친환경자동차의 정격에 적합한 측정 장비의 사양을 갖는 것을 확인하였다.
