A Study on Working Mothers' Demand for Child Care and Housekeeping Home Services (기혼 취업여성의 자녀돌봄 및 가사서비스 이용실태와 요구도)

  • The purpose of this study is to analyze working mothers' demand for child care and housekeeping home services, and to investigate the present supply condition of home services in Korea. Data collection was implemented to examine the service demand of working mothers(n=700) in four areas. The data were analyzed with SPSS. The results were as follows: 1) For home-based child-care dispatch services social enterprises are superior to other private service suppliers in terms of the treatment of service workers, wages, and quality control. As for child care service contents, the provision of meals, and casual safeguards were mostly expected. The most important qualification for care providers was found to be in faithfulness, and the certification related with child care was required. An affordable wage range was perceived as ₩3,000~5,000 per hour, and part time services. For the time range, services which commenced before 9 am and terminated after between 5~6 pm were preferred. 2) For housekeeping dispatch services, standard services, including basic cleaning, preparation of meals and side dishes, special cleaning, and washing, were in demand. The required qualifications of housekeeping service providers were similar to those of child care service providers. Possessing certification was not considered as an important quality; however, personality and career type were important factors. An acceptable wage range was ₩3,000~5,000 per hour and part-time services were preferred. In terms of the service time range, services which commenced between 8~9 am and terminated between 5~7 pm were preferred.

A study on the Balance between work and family according to the experience of child care support policy (돌봄노동의 사회적 지원 정책을 통해 본 일-가정 양립 실태에 대한 연구 : 학령전기 자녀를 둔 기혼취업여성의 경험을 중심으로)

  • Recently family policy and social policy have focused on the balance between the work and family of working parents. The purpose of this study is to analyze the status of the work-life balance of married working women. For this purpose the eight married working women who care for 1 or more pre-school child(ren) were interviewed. The questionnaire used was consisted of 4 themes : 1) child care, 2) working situation, 3) the work-life balance and 4) the need to improve related policies. Through the interviews and data analysis we found the following : 1) Accessibility to educarecenter was considered the most important factor for working moms when they choose an educarecenter. In order to improve accessibility of educarecenters we have to install more educarecenters with various level. 2) All respondents look maternity leave and they evaluated that other services were very weak in terms of quality, usefulness and accessibility. 3) Many childcare services aid in creating work and family balance, however they are not effective. Therefore future policies should focus on providing more options for working women for appropriate services according to childcare needs, working conditions and preferences.

Analysis of Care Types in Long-term Care Facilities from the View of Active Ageing (활동적 노화의 관점에서 본 장기요양시설의 돌봄 유형 분석)

  • The purpose of this research is to analyze care types in long-term care facilities with the view of Active Ageing by using Q-methodology. In-depth interviews were conducted to grasp various thoughts on care of long-term care facilities in three areas of WHO's active aging: health, safety, and participation. 35 people participated in the interview, including the elderly living in long-term care facilities, adult children of the elderly living in long-term care facilities, the elderly living in the community, service providers, and long-term care professionals. Of the 451 Q populations, 63 Q samples were extracted, and a total of 43 P samples were used for final data analysis. Data were analyzed using the QUANL program, and as a result, three factor structures (4 types) were found to be suitable and accounted for 30.15% of the total variance. Current care types in long-term care facilities were analysed into 4 types: protection-oriented care (type 1), participation-oriented care (type 2), medical-connected care (type 3), and human-centered care (type 4). Based on the results of this study, institutional and practical suggestions and implications were presented for the qualitative change of care in long-term care facilities.

The Psychosocial Well-Being of Grandparents Raising their Grandchildren: The Role of Resources, Type of Care and Perception of Caregiving (손자녀 돌봄과 조부모의 심리적 복지: 돌봄 상황, 양육지각, 자원의 상호관련성을 중심으로)

  • This study examined what factors were associated with psychological well-being of grandparents providing daily care to their grandchildren. More focus on the role of various mediators such as caregiving perception and resources were given to investigate the complicated relationships between providing care and psychological function. I used the nationally representative data from the '2008 Korean National Survey of Welfare Need in the Elderly'. Results showed that there were diverse circumstances of caregiving. Grandparents who cared their grandchildren on behalf of dual career parents emerged predominantly from them. Findings also suggested that type of caregiving was related to external factors. Grandparents shouldering greater responsibility for their grandchildren showed lower levels of resources such as financial conditions and social support, and more negative perception of caregiving, which in turn was associated with lower psychological well-being. Finally, more financial resource and neighborhood support directly influenced more positive perception of caregiving. To enhance resources and empower grandparents raising their grandchildren, community-based intervening mechanism incorporating various environments and effective services to meet the needs of grandparents should be discussed in future studies.

A Study on Life and Health Status of Welfare Recipients after COVID-19: Focus on Group Differences by Gender, Living with Children and Household Type (코로나19 이후 복지대상자의 생활 및 건강에 대한 연구: 성별, 자녀유무, 가구형태에 따른 집단 간 차이를 중심으로)

  • This study aimed to examine how COVID-19 affected life and health of welfare recipients by comparing groups associated with sex, living with children, and household type and suggest directions for welfare policy and services. Researchers collected a random sample of 500 recipients from 𐩒𐩒gu, Seoul who are registered in Haengbok E-eum, the social security information system and conducted a survey on overall life domains and physical and mental health. For data analysis, t-test, Anova and chi-square test were used. The results showed that factors of sex, living with children, and household type made significant differences in difficulties of employment status, child care, leisure and cultural activities and overall social activities. In terms of health status, mental health status and life satisfaction have been decreased after COVID-19. There were statistical differences in COVID blue and thinking about death among different groups. Based on these findings, this study suggested directions for welfare services for the future New Normal society.

  • The purpose of this study is to analyze the moderating effect of care service satisfaction, housework sharing, gender equality consciousness, and gender role attitude on the relationship between work family balance and the psychological well-being of working mothers. This study was conducted from March 20, 2013 to March 26, 2019, with a total of 163 questionnaires for working moms having elementary school children. The results demonstrating the positive effect of care service satisfaction provide policy implications for extending the care service system. Notably, it was confirmed that psychological well-being increased in cases of work-family conflict as housework sharing, egalitarian sex role attitude, and gender equality consciousness increased. Therefore, subsequent study will be necessary to discuss further about sharing the spouse 's housework and raising the gender equality consciousness.

Research on Development of a Customized Nursery School for Nurses (간호사를 위한 맞춤보육어린이집의 개발에 관한 연구)

  • This study is about a Customized Nursery School where working women can support work - life balance and a reduction in retirement or turnover. The research method is to identify the current status of Customized Nursery services and to recognize the recognition and need of the operation of Customized Nursery School. The importance of securing skilled nurses and preventing them from changing their jobs for the health and safety of people cannot be emphasized enough. A Customized Nursery School must be opened to reduce the retirement or change of jobs of working women nurses and to provide care for continuous work in three shifts from 365days to support the balance between the working mother and family. It is considered that nurses will put their children in relief when using retired nurses who have the ability to work 24hour rotation in a Customized Nursery School and when a Customized Nursery School be ran suited for the condition and demand of working women nurses, it is expected to reduce retirement and the change of jobs, also to give positive effect on marrige and family planning which would make improvement in low birthrate. To activate the Customized Nursery School, Creating a secure learning environment and qualification of educators great effort should be put. A program curriculum based on 'basic life and habits' should be the center of education. Continuous management and effort will need to be placed in continuous development of educators.

An Analysis of Factors Influencing the Dementia Patient Home Care Intention of Family Caregivers (치매가족의 치매대상자 재가돌봄의사에 대한 영향요인분석)

  • This study was conducted to find a practical implication regarding efficient and smooth service utilization including care burden reduction of family caregivers by empirically analyzing the factors influencing the dementia patient home care intention of family caregivers, based on Anderson's behavior model. For this study, the subjects and characteristics suitable for the study purpose were selected using the source data of "A Survey on the Dementia Recognition and Needs" targeting 26 cities and countries in Gyeonggi-do and then secondary analysis was conducted. This study targeted 539 dementia families, and based on Anderson's behavior model, variables related to predisposing factors, enabling factors and need factors were inserted, and hierarchical regression analysis was applied. The analysis result showed that at a significance level of 5%, the home care intention was high when family caregivers were not living in cities, they were spouses or children and their economic level was high as predisposing factors, and the dementia-related attitude was positive as a enabling factor, and the degree of dementia was mild and care burden was low as need factors. Moreover, need factors were relatively important variables among the three factors mentioned above. These findings demonstrate that for improving the home care intention, there is a need to construct a support strategy, which considers the degree of dementia and economic characteristics and develop diverse counseling and education programs for a positive attitude towards dementia and a differentiated strategy depending on regional and family characteristics.

The Study on Supporting Situation of the Community Child Care Service for the Work-Family Balance - Focused on Dual Income Families Living in Seoul and Gyeonggi Province (일-가정 균형을 위한 지역사회의 자녀 돌봄 지원 실태에 대한 연구 -서울, 경기지역 맞벌이 가정을 중심으로)

  • The purpose of this study is to research support systems of the community child care services for optimum work-family balance. For this purpose, the questionnaire to be completed combined four areas: the workplace, school, community and home. Then questions concerning demographic factors and community-related aspects were analysed for this article. After analyzing 197 questionnaires, supplementary questions were asked, by interview to 10 samples. Full-time working wives (eg. working from 9am to 6pm) who have 1 or more children under 10 years old, living in Seoul and Gyeonggi province were collected as samples. The results were as follows: First, child care from family and relatives, and community services was properly used during the week, but dual working parents took complete charge of child care on Saturdays. Second, emergency child care was usually provided by the family, while relatives and community child care services were used less. Third, parents spent 17% of their monthly income on total child care expenditure. Fourth, community child care services were not used often, but the level of satisfaction with them was very high. Finally, they used relatives' services for safety reasons and community services for location, and only based on informed decisions. Therefore, Saturday child care programmes need to be initiated to help physically and mentally tired parents, with more general provision of positive and diverse public support systems.

The Effects of Changes in Household Structure on Service Consumption in Korea (가구구조 변화가 서비스 수요에 미치는 효과 분석)

  • This paper investigates the effects of changes in household structure on service demand. The structure of households in Korea has been quickly changed due to low birth rate and population aging as well as increasing women's participation in the workforce. Their consumption patterns may have been altered by the structural changes. This paper focuses on the additional demand for market services replacing household activities such as household chores and care services. First, using a 3-sector time allocation model, we theoretically analyze the mechanism that marketization of household production can lead to the expansion of service industries. Next, in order to analyze the effects of changes in household structure on consumption demand, we estimate the Engel curves according to the QUAIDS model. For empirical work, the Survey of Household Finances was used. According to the results, structural changes in Korean households, such as an increase in single-person households, a decrease in families with a spouse or children under 6 years old, and an increase in dual-earner households, have caused an increase in medical expenses, education and training costs, and expenses for household services, which are typically substitutes for household production services.
