The problem when as international certification the CMAA which is only it secures a reliability certification which is a CCM and SAVE seeing in the certified which is a CVS, compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

최근 우리나라의 해양플랜트 산업 성장과 관련하여 이 같은 산업에 종사하는 필수 인력 가운데 각종 수중작업을 수행하는 고도의 기술을 가진 인적 자원의 확보가 필수적이다. 따라서 본 연구는 우리나라의 산업잠수 종사자 교육 및 훈련실태 그리고 자격요건 등을 조사하고, 선진국에서의 Offshore Diver 종사자를 위한 교육 및 훈련과정과 자격인증 제도 현황을 조사 비교하여 향후 우리나라의 Offshore Diver 인력양성 및 교육의 제반여건을 마련하는데 기초 자료를 제공하기 위한 목적으로 수행하였다.

선박교통관제사의 자격인증 교육은 IMO와 IALA에서 권고한 교육과정, 교육과목 및 교육기간 등을 표준으로 한다. 국제적 기준이 현재 교육과 차이가 있고, 대한민국 관제사들이 생각하는 교육의 중요성에도 차이가 있기 때문에 이에 본 연구에서는 선박교통관제사 자격인증 교육 현황을 분석하고, 이를 구체적인 교과목으로 나눈 다음 기존 직원들의 의견을 취합하여 AHP 분석을 통해 상대적 중요도를 평가해 보았다.

한국-칠레 FTA를 시작으로 우리나라는 지역 통합 움직임으로 수출시장 확보라는 정책 목표를 세우고 동시 다발적인 FTA 추진하고 있다. 본 연구에서는 현재 국내 및 선진국의 FTA위 현황을 국가 자격증을 중심으로 분석하여 국내 자격 검정방안이 나아가야할 방향과 과제에 대하여 논하고자 한다. 현재 APEC을 중심으로 자격 상호인증 협정에 대한 심도 있는 연구가 진행 중이다. 따라서 본 연구에서는 APEC 상호인증을 중심으로 FTA 환경 하에서 국내 자격에 대한 상호인증 방안을 위한 문제점을 제시하고자 한다.

비파괴검사 기술의 레벨 향상과 안정화를 통한 시간적 재현성이 있는 비파괴검사 결과의 확보를 위해서는 비파괴검사 기술자의 자격 인정 및 인증(nondestructive testing qualification and certification of personnel)제도의 확립이 매우 중요하다. 비파괴검사 결과에 대한 유효성은 비파괴검사을 실시하는 사람의 능력이나 비파괴검사에 대한 책임을 지고 있는 사람의 능력에 크게 의존한다. 1974년부터 원자력 선진국들이 중심이 되어 수행된 PISC 프로그램(program for inspection of steel components) 및 EPRI 등에서는 순회시험 (piping inspection round-robin: PIRR trial) 결과 기존 비파괴검사 방법은 모의 시험편에 있는 상당히 큰 결함도 탐지하지 못하거나 정확한 결함크기를 측정하는데 실패한 경우가 있으며, 검사자의 기량 또는 신체조건에 상당한 차이가 있는 것으로 나타났다[1]. 국제표준화기구(ISO)의 비파괴검사 기술자의 기량인정 및 인증에 대한 국제규격안 DIS(draft international standard) 9712에서는 비파괴검사를 기획 실시 감독 감시 평가를 하기 위한 적절한 이론적 및 실무적 지식을 필요로 하는 기술자의 능력을 평가하고, 문서화하는 방법을 제공하는 절차를 제시하고 있다. 국제표준화기구에 의한 비파괴검사 기술자의 기량인정 및 인증에 대한 국제통합을 추진하는 동기는 제 3자에 의한 체계적인 인증시스템을 가지고 있지 않은 나라와 새로운 NDT 방법에 대해서 인증제도를 적용할 때 세계적인 공통성을 갖도록 유도하기 위함이다. 현재, 우리나라 비파괴검사 기술자의 기술자격 인증제도는 국가기술자격법에 의거하여 한국산업인력공단에서 주관하여 기술사, 기사, 산업기사, 기능사로 구분하여 실시하고 있다. 국제표준화기구의 비파괴검사 기술자의 자격과 인증에 대한 국제 통합화(안)[2]이 거의 마무리 단계에 있고 일본을 비롯한 많은 나라가 국제규격을 기초로 한 새로운 인증제도를 발족시켜 거의 시행 단계에 있다. 반면 국내에서는 한국비파괴검사학회(KSNT)에서 비파괴검사 기술자의 자격인정 및 인증제도의 개선방향이 제시된 바 있고 [3], 표준화위원회에서 나름대로 준비를 하고 있으나 아직 구체적인 실천단계에와 있지 못하다. 본 고에서는 최근 대폭수정 보완된 ISO/DIS 9712 국제규격(안)을 회원들에게 소개하고, 우리나라의 향후 대응방안에 관한 회원 여러분의 의견 수렴에 도움을 주고자 ISO/DIS 9712(1997)를 번역하여 제공한다.

Several preceding studies have been conducted to integrate the education programs and qualification examination systems in higher education institutions, such as four-year engineering colleges and vocational universities. However, in practice, the implementation of such integration is a rare occurrence. The most ideal method of integrating education and qualifications can be seen as the unified operation of educational programs and qualification assessments. However, various elements required for accreditation of educational institutions and qualification systems must precede this. In this paper, we first compare and analyze the currently implemented competency-based qualification system and the Accreditation for engineering education evaluation operating as a quality management system for educational programs. Subsequently, through a case study of University K, which concurrently operates the Accreditation for engineering education and competency-based qualification systems, we examine the potential linkage between education and qualifications. After reviewing the case that education and qualifications can be linked, and reflecting the analysis results, if a program that has obtained the Accreditation for engineering education operates a curriculum that satisfies the criteria for Course-based Qualification System. We propose Accreditation-based Qualification System that can grant qualifications, students who have completed it will be provided.

전자상거래 보안은 전자상거래의 성공여부를 결정할 수 있는 신뢰성 확보를 위한 기반기술로서 인식되고 있다. 이러한 보안 서비스의 문제는 전자상거래 활성화의 가장 큰 요소 중의 하나로서 정보기술과 인터넷 기술의 발전과 함께 꾸준히 연구 및 보완되어야 할 중대한 이슈가 되었다. 특히 전자상거래의 급성장과 함께 보안사고가 잇따르고 있는 상황에서 이를 대처하기 위한 전문인력이 절대적으로 부족함에도 불구하고 이런 상황을 타개하기 위한 전문인력 양성제도나 기관은 극히 취약한 실정이다. 이와 같은 상황에서 보안 전문인력의 양성을 위한 자격인증 제도의 도입이 절실히 요구되고 있다. 따라서 본 연구는 전자상거래 보안 전문가를 양성하기 위한 연구로서 자격증 인증제도의 도입에 관하여 실무적으로 접근한다는 점에서 그 의의를 갖는다. 즉 본 연구는 전자상거래 보안전문가 자격제도의 도입, 관련 교육에 관한 이론적, 실무적 체계 마련 등 전자상거래 보안전문가 자격인증제도의 기반을 연구함으로써 국내 전자상거래 보안 수준을 향상시키고 나아가 전자상거래 발전에 기여하게 될 것이다.

The purpose of this study was to focus on the discussion on the introduction of the librarian qualification certification system, which is being discussed as a way to raise the qualification level of experts as a system for expert certification and to raise social awareness as experts. First, the introduction of the library and information science curriculum certification system was discussed. Second, the issues to be considered when introducing the certification system were discussed. In other words, we analyzed in depth what matters we should consider when discussing the certification system. Third, the components of domestic and overseas certification systems were investigated and analyzed, and measures applicable to the librarian qualification certification system were discussed. Fourth, it was proposed to introduce a certification system for the Department of Library and Information Science. Also, based on the results of the analysis, it was suggested what could be a problem when introducing the certification system to the Department of Library and Information Science in Korea and what contents should be reviewed. In this study, in order to propose the introduction of the librarian qualification certification system, the purpose of the librarian qualification certification system, the certification criteria, the certification institution, and the contrast between the university and the Department of Library and Information Science were also dealt with in detail.

디지털홈 서비스는 기존 PC에서 제공하던 서비스와 차별화된 서비스를 실용화 하지 못하고 있는 이유 중에 하나는 오프라인에서 제공하던 의료, 법률, 교육 등의 서비스를 가정에 맞게 직접 제공하고 있지 못하기 때문이다. 이를 위하여 본 논문에서는 온라인에서 의사, 변호사와 안전하게 거래할 수 있도록 국가자격 인증기반을 구축하고자 이에 필수적인 검증 가능한 온라인 자격증 발급을 위하여 기존 공인인증서에 자격필드를 추가하거나, 기존 공인인증서를 그대로 사용하거나, 별도의 자격인증서를 발급하는 등 세 가지 발급모델을 제시한다. 또한 이러한 세 가지 발급모델의 장단점을 비교 분석하여 향후 자격인증기반 구축할 때 선택할 수 있는 기준을 제시한다. 마지막으로 기 제시된 세 가지 발급 모델 중에 자격필드가 추가된 공인인증서를 이용하여 의료서비스(E-Health)를 받는 서비스 모델 시나리오를 제안하고자 한다.

Purpose: The survey was aimed to provide basic data to develop a certification system for hospice and palliative care professionals. Methods: National Cancer Center (NCC) and the Korean Society for Hospice & Palliative Care (KSHPC) conducted the survey for hospice and palliative care professionals who worked at 34 Palliative care units designated by the Ministry of Health, Welfare, and Family Affairs (MW) and the members of the KSHPC. The survey was conducted via e-mail from June 17 to 23, 2009. Total 220 professionals were surveyed. Results: Most of the hospice and palliative care professionals reported a great need for certification system: Physician, 90% (n=51) nurse, 84% (n=134) social worker, 89% (n=35). In regard with the requirement for the certification, a majority of physicians (46%) preferreddiploma course, while social workers (46%) preferred training course for medical social workers. Concerning the certification body, physician (45%) preferred the KSHPC and the MW almost equally, while nurses (50%) and social workers (60%) preferred the MW highly. As for the body to develop and accredit advance training course for each professionals, most of the physicians (51%) preferred the KSHPC, whereas nurses and social workers preferred collaboration of the MW (or NCC) with the professional society, such as the KSHPC (23%), the Korean Hospice & Palliative nurses association for nurses (21%), or the Korean association of (medical) social workers (37%). Lastly, all respondents preferred the course format of once a week, full day, and some field study at weekend. Conclusion: Korean hospice and palliative care professionals identified the great need for the certification system, therefore, the adequate system development must be followed to reflect their voice.
