A Study on the Assessment of Location Environment of a Regional Central Library - The Case of Daegu Metropolitan City - (지역대표도서관 입지환경 평가에 관한 연구 - 대구광역시를 중심으로 -)

  • This study examines locational environment factors for the construction of a Daegu metropolitan main library. We presented 12 evaluation factors in 4 large categories(social, physical, economical, and business promotion condition) and evaluated 7 proposed sites for Daegu metropolitan central library based on expert group verification. To the end, the results of assessment between researchers and expert group were arranged to coincide with each other. So, we secured the objectivity and validity. The result of this study can be used for assessing the site environment for a metropolitan central library and other public libraries.

  • For increasing productivity of domestic IT industry, government and local agencies have some plans to establish industrial clusters to provide local firms with testbed, R&D center, and cooperative research project. The most difficult problem in this process is to decide the location of them by resonable methodology. In this paper, the subject is to find what the factors to be considered in locating facilities and industrial clusters invested by government are and how to decide efficiently. First, we look over some cases of other countries, and then find assessment items for locating. Finally we analyze these items and assessment model by the analytic Hierachy Process(AHP) and make conclusion, As a conclusion, we find the result that there are some differences between the object of govenmental policy and needs of industry. 'The base infrastructure for telecommunications environment' is more important to be considered by the firms than 'The local benefit of the public'

Optimal Location Modeling for Elementary Student's Care facility using Public Data (공공데이터를 활용한 초등학생 돌봄시설의 최적입지 선정)

  • The expansion of double-income households is increasing the social interest in child care. In particular, children's entrance into elementary school is considered to be the main cause of women's career break as well as childbirth. This study proposes an optimal location selection method for caring facilities for elementary school students. As a candidate for care facilities, we selected existing child care facilities. We proposed a dual structure evaluation method that considers locational characteristics as well as mathematical optimization when selecting the optimal location. The experiment was conducted in Songpa-gu, Seoul. A total of 36 optimal locations were selected from a total of 258 candidate facilities. First, the evaluation criteria were established using public data, and the primary candidate facilities were selected by ranking the location scores. At this time mesh resampling method was used to integrate various public data into one. Next, the final care facilities were selected using the p-median method. The results chosen are not only the optimal location considering total distance but also satisfy various location criteria considering the characteristics of the care facility. We expect that the proposed method will contribute to public data convergence or utilization and it will be helpful for policy decision when selecting the optimal location for public facilities.

  • Plant location selection is a decision which requires huge investment and entails a significant impact in a longer-term. The petrochemical industry, in particular, is so capital- and technology-intensive that the firms in the industry pursue enhancing competitiveness through collaboration and integration among entities in their supply chains. Even though the logistics factor such as logistics costs and connectivity have, as a result, gained its importance in plant location decision making, this has rarely studies in empirical studies. Therefore, this study aims to examine the relative importance of the logistics factor in plant location decision making in the petrochemical industry using the multi-criteria decision-making approach. In addition the three representative petrochemical industrial complexes are evaluated by the factors used in this study. This study is able to provide the useful implication in both practical and policy-making aspects. Firms are required to consider the logistics factors with priority compared to other factors in plant location decision making. In addition, when federal or local governments build industrial sites and attract the petrochemical firm, logistics infrastructure should also be considered to provide better transportation connectivity and lower logistics costs in turn.

  • 본 연구의 목적은 공공시설물이지만 기피시설물이기 때문에 상당한 갈등을 일으키고 있는 쓰레기 소각장 입지를 선정하는데 있어서 GIS를 기반으로 다기준평가기법을 활용하여 보다 객관적이고 과학적이면서도 유연적인 후보입지를 추출하려는 것이다. 본 연구에서는 다양한 입지요인들을 표준화한 후 각 요인들이 갖는 상대적 중요도를 반영하는 가중치를 산출하고 의사결정 규칙을 적용하여 적합도 수준에 따른 후보입자들을 추출하였다. 또한 민감도 분석을 통하여 각 평가기준들에 대해 상이한 가중치를 부여하고 의사결정 규칙방법을 달리 적용하였을 경우 후보입지들의 적합도 순위에 어떠한 영향을 미치는가를 파악하였다. 이러한 방법을 통해 분석된 결과는 의사결정자들이 입지를 결정하는데 필요한 정보를 활용될 수 있으며, 따라서 GIS를 기반으로 하는 다기준 평가기법은 공간적 의사결정 지원시스템으로서으 GIS기능을 증대시킨다고 볼 수 있다.

  • 본 논문에서는 서울시를 대상으로 2020년 기준 자치구별 공공체육시설의 개수를 분석하고, 도출된 서비스 지역 적정 개소 수를 기준으로 추가 설치가 필요한 자치구 내 입지를 예측하였다. 기존 공공 체육시설 수와 선행연구의 입지 지표를 활용해 회귀분석을 바탕으로 유의한 입지요인을 도출하고, 이를 변수로 한 k-means 군집화를 통해 자치구별 입지 후보군이 될만한 행정구역상 동을 구분하였다. 이후 선정된 행정구역 내 기준 인구 당 공공체육시설 비율이 같아지도록 공공체육시설 설치 개수를 결정한 다음 각 구역의 중심점으로부터 가까운 동 순으로 공공체육시설의 추가 설치가 필요한 동을 선정하였다.

The Systematization of Waste Landfill Site Selection Process utilizing GIS (GIS를 활용한 쓰레기 매립지 입지 선정과정의 체계화 연구)

  • Waste landfill site which is the facility usually rejected by communities is generally perceived as one of the serious social problems. It causes serious conflicts between interested parties from the beginning of the site selection process and produces various difficulties throughout the installation process. This study suggests the systematization and standardization of the landfill site selection process to reduce those problems and to objectify the process. The study process and results are as follows. First, the landfill site selection process was divided into 4 general phases rather than more specific fragmented phases and the requirements for each phase were suggested accordingly. This can make the process clearly organized and bring the standardization of the process by increasing the applicability of each phase for various situations. Second, the utilization of GIS(Geographic Information System) and PAPRIKA (Potentially All Pairwise RanKings of all possible Alternatives) among the various MCDA(Multi-Criteria Decision Analysis) methods was suggested as the objective and scientific method. Third, the hypothetical case study on the landfill site selection process of Cheongju city was conducted based on the information above and the results show the practicability and objectivity of the newly defined landfill site selection process in this study.

Analysis on location selection of the Memorial Park at Pangyo (판교 신도시내의 추모공원 입지선정 분석)

  • Building new town 'Pangyo', it is proposed to estalbish a memorial park. But memorial parks are considered as a 'disliked' facilities among people, so its location selection is very difficult to decide. In this study the location possibility is reviewed in two steps through interview with professionals. For selection a location, many components are also checked and evaluated such as natural conditions, technical points and social factors. This study can be helpful to study more location selection for other 'disliked' facilities.

Analyzing Site Characteristics and Suitability for Wind Farm Facilities in Forest Lands (산지 내 풍력발전단지 입지 특성 및 적합성 분석)

  • The purposes of this study are to provide a guideline for the suitability of wind farm facilities in forest lands and to suggest improvement plans of policies and systems to minimize the damage of forest lands. First, we implemented a literature review and field surveys to examine and select factors for the suitability of wind farm facilities in forest lands. Spatial database for selected location factors of wind farm facilities in forest lands was constructed to develop the suitability model for locating wind farm facilities focusing on Gangwon-do. Data used in this study include wind power resource, legal mountainous preserved area, forest roads, developed areas, forest class, and other spatial data. In order to find specific-sized potential areas for a certain number of wind farm turbines, we used block statistics and focal statistics methods. As a result, the areas for potential wind farm locations were 1,261ha from a block statistics method and 1,411ha from a focal statistics method. Based on the outputs of this research, it is required to make an urgent solution for the prevention of forest disaster and to prepare reduction measures for the destruction of ridge landscape.

A Study on the Application of Fuzzy membership function in GIS Spatial Analysis - In the case of Evaluation of Waste Landfill - (GIS 공간분석에 있어 Fuzzy 함수의 적용에 관한 연구 -쓰레기 매립장 적지분석을 중심으로-)

  • In this study, a GIS spatial analysis method adopted fuzzy concept was introduced and land suitability analysis of waste landfill were conducted through this method. Previous studies conducted site evaluation and land suitability analysis by appling spatial overlay of conventional GIS that based on the boolean logic of crisp set. However these method can not consider the uncertainty of spatial data and the incongruity of data classification criteria, because these method handle spatial data based on the boolean logic of crisp set. As not provided trustable analysis result, conventional GIS spatial overlay method lacks opportunity for expanding use in reality. This study selected waste landfill as facility for analysis and applied fuzzy spatial analysis method as an objective approach. In the concrete contents of study, a series process with regard to the definition procedure of membership function for continuous data and the fuzzy input value generation of spatial data for fuzzy analysis is established. As a result, in this study we proposed a method that derive parameters for deciding the membership function of spatial data by considering the criterion of data classification and factor selection for land suitability analysis of waste landfill.
