This study was conducted to suggest the ways of improving legislative information services in the National Assembly Library based on the information needs of the legislative support organization arising from the legislation process done by the National Assembly Members. For the purpose, 20 users of legislative support organizations were interviewed in depth. Based on the analysis of the results, the study suggested the improvement proposals in the areas of services and system. Service improvement reflected the information needs of overseas legislative cases, the need for supplementing policy information, and the areas that need to be promoted Second, in the area of system improvement, it was proposed to raise the service awareness of the legal information system centered on foreign legal information and to operate personalized service that can provide differentiated information services for each legislative support organization.

디지털 유산의 유형은 매우 다양하며 혼합성을 가진 정보의 특성상 민법의 상속 규정으로 해결될 수 없거나 기타 현행 개별법의 규정에서도 해결할 수 없는 경우도 있을 수 있다. 또한, 디지털 유산의 생성, 저장, 처리가 제3자인 정보통신서비스 제공자의 영역에서 이루어지며 현행 개인정보보호법제, 비밀준수관련법제 등 개별법상 정보통신서비스 제공자에 대한 법적 책임의 가능성이 있다는 점은 디지털 유산의 생산자(즉, 정보통신서비스 이용자)와 상속인에게 전통적인 상속법제를 적용하는데 실질적인 걸림돌로 작용하고 있다. 종래 국내에서 제안된 입법안들은 디지털 유산과 관련한 이러한 문제점을 인식하여 정보통신서비스 제공자에게 개별법상 책임의 가능성을 경감함으로써 디지털 유산의 법적 처리를 원활하게 하는 근거규정을 두고 있다. 그러나 디지털 유산의 범위, 디지털 유산 제공 대상자의 범위, 제공 대상자의 권한의 범위 등에 있어 많은 차이를 보였다. 이러한 점을 고려한다면 디지털 유산의 상속에 관한 타당하고 합리적인 해석론을 전제로 하되 추가적인 입법론적 논의가 필요하다. 입법론적 논의를 위해서는 디지털 유산에 대하여 실질적 지배영역을 가진 정보통신서비스 제공자에 대한 책임의 명확화와 더불어 디지털 유산을 둘러싼 관계인의 이해를 조화하는 방향성이 요구된다.

The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

The purpose of this study is to find a policy and to predict the needs of legislative information service of the 20th National Assembly. For this purpose, It is critical to understand the use behavior of legislative information service according to the attribute for the member of the 19th National Assembly. Thus, this study examined the results of reference service of National Assembly Library of Korea using the politics attribute and the relation attribute as independent variables for the member of the National Assembly in the First Half of the 19th National Assembly. Consequently, there were meaningful differences in the use of legislative information service between users by party affiliation, method of an election and introversion. Also, the increased demand of legislative information service was predicted in that the 20th National Assembly is the status of the opposition majority and the three major parties.

The study aims at providing alternative strategies for the National Assembly's archival information services. In this context, it conducts a literature review and discusses current status of the National Assembly's archival information services. Furthermore, this study draws six critical problems of the National Assembly's archival information services, ranging from a lack of comprehensive archival information services to a deficiency of value-added contents. As a case study, it reviews legislative archival institutions in the US and the UK, and classifies their legislative records management services into 3 different types, including retrieval assistant services, contents services, and extensive services. Base on the case study, as a result, it provides 5 strategies for the development of the National Assembly's archival information services.

This study analysed the user behaviors and satisfaction for the government information service of Nation Assembly Library of Korea, based on the questionnaires from users including the legislative employees and other library users. The results showed that legislative employees used the services more often and have more needs for the services than other users. Most legislative employees and other library users evaluated that the services should be improved and that it would be desirable to develop a portal system and services providing the integrated search and offering government information as one stop service.

Korea is among the ten countries with the largest R&D budget and the highest R&D investment-to-GDP ratio, yet the subject of security and protection of R&D results remains relatively unexplored in the country. Countries have implemented in their legal systems measures to properly protect cutting-edge industrial technologies that would adversely affect national security and economy if leaked to other countries. While Korea has a generally stable legal framework as provided in the Regulation on the National R&D Program Management (the "Regulation") and the Act on Industrial Technology Protection, many difficulties follow in practice when determining details on security management and obligations and setting standards in carrying out national R&D projects. This paper proposes to modify and improve security level classification standards in the Regulation. The Regulation provides a dual security level decision-making system for R&D projects: the security level can be determined either by researcher or by the central agency in charge of the project. Unification of such a dual system can avoid unnecessary confusions. To prevent a leakage, it is crucial that research projects be carried out in compliance with their assigned security levels and standards and results be effectively managed. The paper examines from a practitioner's perspective relevant legal provisions on leakage of confidential R&D projects, infringement, injunction, punishment, attempt and conspiracy, dual liability, duty of report to the National Intelligence Service (the "NIS") of security management process and other security issues arising from national R&D projects, and manual drafting in case of a breach. The paper recommends to train security and technological experts such as industrial security experts to properly amend laws on security level classification standards and relevant technological contents. A quarterly policy development committee must also be set up by the NIS in cooperation with relevant organizations. The committee shall provide a project management manual that provides step-by-step guidance for organizations that carry out national R&D projects as a preventive measure against possible leakage. In the short term, the NIS National Industrial Security Center's duties should be expanded to incorporate national R&D projects' security. In the long term, a security task force must be set up to protect, support and manage the projects whose responsibilities should include research, policy development, PR and training of security-related issues. Through these means, a social consensus must be reached on the need for protecting national R&D projects. The most efficient way to implement these measures is to facilitate security training programs and meetings that provide opportunities for communication among industrial security experts and researchers. Furthermore, the Regulation's security provisions must be examined and improved.

오늘날 의료는 정보통신 기술의 발달과 소비자의 건강에 대한 관심 고조 등을 동인으로 하여 기존의 환자가 치료 목적으로 병원을 찾아가던 환경에서 개인의 질병 예방과 건강 증진을 위해 언제 어디서나 의료서비스가 찾아가는 소위 u-Health 환경으로 패러다임이 전환되고 있다. 본 논문은 이러한 환경에 대처하는 보건의료 관련 법제에 대한 연구로 현행법률과 현재 계류 중인 법안을 고찰하여 가장 민감한 개인정보인 건강정보의 보호와 활용의 균형을 위한 입법 방향을 제시하였다.

NTT는 지난 96년 12월 우정성과 회사의 구조 개편 기본 원칙에 합의 하였음을 발표하였다. NTT가 100% 자본 참여를 하게 되는 순수지주회사로의 재편 계획은 우정성에 의하여 제의되었다. 합의 내용 중에는 NTT가 완전한 국제 사업자로서 탈바꿈하여 국제 서비스 사업 참여를 허용하도록 입법조치한다는 것이 포함되어 있다. 발표 이후, NTT는 그 계획과 맥락을 같이하는 조직 개편을 위한 경영관리에 심혈을 기울이고 있다.
