  • The organization for satellite operation team is mainly based on the number of satellites to be controlled, operator's workload of payload operation support and the degree of automation of the operation system. Although the structure and its functionality of satellite operation organization are a little different according to the complexity of the operation, most satellite control centers have adapted the similar architecture for single or multiple satellite support. KARI Satellite Operation Center(KSOC) has started its simple mission operations since the launch of KOMPSAT-1(21st Dec. 1999) and has been evolving into multiple mission operations for various satellites such as KOMPSAT-2, KOMPSAT-3, KOMPSAT-5 and COMS(Communication Ocean Meteorological Satellite). This paper presents the appropriate direction of future deployment for KSOC by comparing the current status with the recommendation of the advanced satellite operation organization and analyzing their experiences in order to propose the better solution for efficient and safe satellite operations.

  • 정지궤도 위성을 제외한 대부분의 저궤도 위성 및 심우주 관측용 위성은 임무를 수행하면서 하루동안에도 제한된 시간동안만 지상국과의 통신이 가능하다. 따라서 위성 운영에 고수준의 자율적 제어기능이 요구된다. OBCP(On-Board Control Procedures)는 별도로 개발된 언어로 작성한 작은 용량의 스크립트 프로그램을 통해 위성을 제어하는 기능을 제공한다. 이러한 방법을 통해 지상관제 시에 위성의 임무수행동안 수행되어야 하는 다양하고 복잡한 운영 시퀀스를 용이하게 준비하고 업로드할 수 있다. OBCP는 위성비행소프트웨어와는 분리된 별도의 서브시스템으로 수행되기 때문에 새로운 위성운영 프로시져의 생성을 위해 위성비행소프트웨어의 수정, 재검증, 코드업로드 등의 절차가 요구되지 않으며 지상에서 개발 및 검증시험을 완벽하게 수행할 수 있다. 본 논문에서는 기존의 저궤도 관측위성에서 사용되었던 위성의 자율적 제어 시퀀스 기능과 OBCP의 기능을 비교하여 설명하고, 실제 Herschel and Plank 위성에 활용된 예를 통해 OBCP의 개념 및 설계 방안에 대하여 소개한다.

  • 많은 비용을 투입하여 개발된 위성은 성공적인 발사를 통해 궤도 진입을 하며, 초기 운영을 통해 안정적인 운영이 가능하다. 발사 직전부터 위성의 최초 접속 시간 사이에 발사장 점검 팀과 위성 운영 팀 간의 업무 협조에 따라 초기 위성의 궤도 확인, 통신 링크 형성 및 상태 확인 등 정상적인 임무 수행 가능 여부의 성패가 결정된다고 해도 과언이 아니다. 이를 위해 참여한 각 팀 간의 유기적인 업무 협조 절차를 수립하고, 사전 예행 연습 (리허설)을 통한 세부 절차의 보완이 필수적이다. 본 논문은 위성의 발사 당일 작업을 위해 수립한 세부 절차를 중심으로, 사전 점검을 통한 보완을 위해 수립한 리허설 계획을 설명한 후 그 결과에 따라 확인된 개선 사항에 대해 기술한다. 특히 발사업체에서 제공하는 시설 및 시스템 점검 사항, 리허설 계획 수립 시 고려할 사항 및 리허설 수행 후 개선 사항들을 정리한다.

  • MCM-ERC32 는 우주 환경에서 동작하는 시스템에 사용할 목적으로 유럽에서 개발된 집약 프로세서 모듈이다. MCM (Multi Chip Module)은 크게 ERC32 single chip 과 VASI (Very Advanced Sparc Interface) 및 6MByte 의 SRAM, 32MByte 의 DRAM 으로 구성되어 있다. VASI 의 경우 각종 I/O 처리 및 timer 의 기능을 수행하며 특히 VASI RTC 의 경우 VASI cycle, slot 을 이용하여 다양한 형태의 timer 구현이 가능하다. Timer 의 경우 각종 태스크의 관리와 스케줄링에 사용되는 가장 기본적이며 매우 중요한 요소이다. 위성의 고유 시간 역시 timer 를 활용하여 설계하게 되는데 이 부분이 잘 구현 되어야 정확한 임무 수행 및 위성의 제어가 가능하다. 본 논문에서는 VASI RTC 의 구조와 기능에 대해 설명하고 이를 위성의 고유 시간 운영에 적용하는 방법에 대해 다루도록 하겠다.

Development of maintenance concept and procedures for KASS (KASS 유지보수 정의 및 절차 개발)

  • KASS (korea augmentation satellite system) is an SBAS (satellite based augmentation system) that must ensure the performance of aviation service in accordance with the International Civil Aviation Organization's SARPs (standards and recommended practices) Annex 10 - Aeronautical Telecommunications. In order to guarantee the target service performance, the operating system must be operated, maintained and managed stably, and a maintenance system must be established for this purpose. From the maintenance point of view, the KASS subsystems were developed to consist of replacement units, and the maintenance organization and procedures to manage those subsystems and units were defined. In addition, the maintenance task for each the replacement unit was developed to ensure the availability performance required for the successful KASS operation, and the developed tasks were verified to sufficiently cover the activities to maintain the previously defined replacement units. The maintenance tasks developed through this study will be continuously verified in the actual operation preparation process prior to the full-scale provision of aviation services in the end of 2023, and will be updated accordingly.

  • 천리안 위성은 우리나라 최초의 정지궤도 복합 지구관측 위성으로 기상관측, 해양관측과 통신서비스 임무를 수행하는 중대형위성으로 2011년 6월 27일에 성공적으로 발사되어 약 6개월간의 시험운영기간을 거쳐 현재는 실시간 서비스를 제공하고 있다. 천리안 위성은 한국항공우주연구원(KARI) 총괄 주관하에 2003년 9월 개발을 시작으로 프랑스의 EADS-Astrium과 공동 개발되었다. 천리안 위성은 이미 EADS-Astrium에 의해 통신 위성 본체 플랫폼으로 우주 인증된 Eurostar3000(이하 E3000) 플랫폼을 근간으로 제작되었다. 본 논문에서는 천리안 위성 플랫폼 탑재컴퓨터에 탑재되어 위성체 전반을 운영하는 비행소프트웨어의 구성 및 기능에 대해 기술한다. 또한 기존의 EADS-Astrium사의 E3000 비행소프트웨어 생산라인을 바탕으로 천리안 위성 비행소프트웨어를 개발하기 위한 개발 절차 형상을 소개한다. 본 논문에서 기술한 재생산을 위한 개발 절차에 대한 접근 방법은 위성 임베디드 소프트웨어 시스템과 같은 mission critical 시스템이면서 이미 검증된 소프트웨어를 재사용하고 사용자의 요구사항을 만족시키기 위해 일부 기능을 변경 및 추가 개발하여 통합된 소프트웨어를 생산해야하는 소프트웨어 개발체계의 실질적인 한 예를 보여주고 있다.

  • The Cube Satellite Contest has been held six times as of August 2023, and a total of 21 teams have been selected. Fifteen Cube Satellites selected in previous contests were successfully launched and entered into low-Earth orbit. The six Cube Satellites selected in the sixth contest in 2022 are currently undergoing detailed design, and are scheduled to be launched in 2025 using a Korean launch vehicle. In this study, we analyzed the initial operation reports submitted by the selected teams of the Cube Satellite Contest in 2012, 2013, 2015, 2017, and 2019 to assess mission performance and identify causes of mission failure. Based on the submitted reports, an improvement scheme to enhance mission success for future Cube Satellites is proposed.

Research on a Conceptual Model of Architecture Framework for Simulation based Acquisition (SBA를 위한 아키텍처 프레임워크 개념모델에 관한 연구)

  • Simulation-based acquisition(SBA) is a new acquisition paradigm to deliver combat systems cheaper, faster, and better. ROK MND adopts the vision of SBA and is pushing ahead with dramatic reform. However, ROK MND does not develop the SBA architecture framework which facilitates the reuse of tools and techniques and data software code and algorithms among participants of collaborative environments. In this paper, we propose a conceptual Model of architecture framework for SBA. To do so, we analyse acquisition process of MND and propose the to-be operational view that describes fundamental concept for how Government, Industry, and Academia can collaborate and share information more effectively throughout the acquisition process. Furthermore, we identify the tools and techniques that supports the operational nodes, and propose technical view and all view, too. technical view compose of set of standards that can ensure interoperability among tools, techniques and data, and all view provide an overarching description of the architecture.

The Effects of Managers on Organizational Performance in NBA and KBL Teams: The Moderating Role of Player Capabilities (프로스포츠 산업 조직 구성원의 역량에 따른 관리자의 역할: 미국프로농구(NBA)와 한국프로농구(KBL)의 감독과 선수단 전력 수준에 관한 실증연구 분석)

  • The role of venture CEO and their intrinsic capabilities on organizational performance can be determined by the level of resource synchronization initiated by the focal managers. Despite the important role of venture CEOs, a systematic lack of in-depth theoretical and empirical studies on ruminating the relationship between the effects of a CEO's capabilities and organizational performance depending on the level of resource synchronization exist for the rationale of investigation. To supplement the limitations of previous studies, this research empirically analyzes the role of managers specifically synchronizing organizational resources that affect organizational performance in the professional sports industry. Based on the entrepreneurship theory and resource-based view (RBV), this research conceptualizes the roles of venture CEO and basketball head coach in the professional sports industry as very similar in terms of organizational structure and performance mechanism embedding entrepreneurial characteristics necessary for managing organizational resources. In this research, we hypothesized (1) organizational resource synchronization will mediate the positive relationship between the ability of professional basketball head coach and organizational performance and (2) the indirect effect of the professional basketball head coach's capabilities on organizational performance mediated by resource synchronization will be moderated by the capabilities of players. To test these hypotheses, we utilized the PROCESS macro model 58 with the empirical data of 9 seasons (2013~2014-2021~2022) of 30 National Basketball Association (NBA) and 10 Korean Basketball League (KBL) teams. The statistical results showed that (1) resource synchronization mediates the positive relationship between professional basketball head coach capabilities and organizational performance and (2) the capabilities of players moderated the indirect effects of the abilities of head coaches on team performance via resource synchronization. This paper contributes to both academic and practical domains of entrepreneurship by empirically testing the research model through objective professional sports data.

  • As the terrorist act inflicted on the American Ambassador to Korea, Mark Lippert on March 5, 2015, the hunting rifle case in Sejong-si in which 3 persons were killed on February 25, and the hunting rifle murder case in Hwaseong-si Namyang-dong on February 27 occurred in succession, there is growing concern that our country is no long safe from firearm violence. Internationally, there is growing concern that our country is no longer safe from international terrorist organizations such as Islamic State (IS), the Sunni Muslims fundamentalists' Islamic militia group, which an 18-year old Korean boy Kim voluntarily joined in January 2015. The police crisis negotiation of our country was established and operated to prepare for the 1988 Olympic Games mainly for counter-terrorism purposes, and due to the characteristics of the prohibition of the use of guns, not a counter-terrorism incident has occurred, so the skepticism about its existence and the development directions are actively being discussed. Our country still prefers the traditional use of force such as SWAT team to resolve crisis case, such as such as murder, terrorism, robbery, and is reinforcing tactical capabilities. However, to perform the primary mission of the police to protect the people's lives and properties, it is necessary to establish the system in which crisis negotiations are possible in the initial stages no matter what incidents may occur by expanding the education for crisis negotiations techniques which are emphasized in the advanced countries such as the United States. In this research, the police department's internal education materials and media are analyzed so that the new police officers who work hardest on the forefront can carry out the roles as basic negotiators of crisis negotiations, and the measures for the development directions of the police crisis negotiations are presented.
