Many domestic and international countries recently apply the blockchain technology to its related application fields. Not the enterprise-centered economy, the concept of the sharing economy which is controlled by individuals has been expanded. However, the development of the necessary system to realize the sharing economy in the agricultural sector has still been insufficient. Because the agricultural machinery rental business in the recent agricultural policies is managed by the government and the local government keeps and provides limited quantities and resources, its operation system has several problems. In case of high-priced agricultural machines, the machines can not be supplied adequately at the right time due to the limited quantities during the busy farming season. This paper proposes the sharing system that individual owners rent their agricultural machinery to growers using the blockchain technology. Thus, the proposed system provides the distributed method to solve agricultural machines of a lack of resources and also gives the secure service to all the growers.

이동통신서비스의 증가와 관련 산업의 비약적인 발달은 필연적으로 그 매개체인 이동통신사업용주파수 수요의 폭발적인 증가를 가져왔는데 현재의 주파수배분표는 그 공급이 매우 제한적임을 보여주고 있다. 이러한 변화에 발맞추어 전파관리의 패러다임도 바뀔 수밖에 없는데 기존의 국가관리체제에는 변함이 없을 것이나 이미 할당받은 주파수이 이용을 활성화하기 위하여는 시장 기반의 거래로 그 관리철학이 바뀌어야 한다. 그 제도적 뒷받침을 위하여는 우선 주파수할당시의 용도와 기술기준을 주무부처가 일일이 지정해야 하는가에 대한 근본적인 검토가 필요하고 주파수 양도 임대시 정보통신부장관의 승인제도는 그 법문에 맞게 최소한의 것에 행사되어야 한다. 이는 배분된 주파수대역에서의 주파수이용기술의 발전을 민간레벨에서 촉진시킨다는 의미에서도 매우 중요한 것이다. 더불어 주파수 할당을 비롯하여 전파자원의 분배는 행정절차법이 정한 그 것에 따라야 하며, 나아가 일정한 전파자원의 분배는 관리주체인 정보통신부가 아닌 제3의 독립기관이나 국회의 소관사항으로 하는 것이 바람직하다.

인터넷망에서 IP전화의 요구가 강하게 대두되고 있는 시점에, 사용자들의 통화품질 욕구를 만족시키고, 서비스 제공업자들의 업무에 이용될 수 있는 QoS 측정방법이 꾸준히 연구되고 있다. 전통적인 회선교환 전화망에 적용되던 몇 가지 측정도구들 중에서 ITU-T G.107의 E-model은 요즈음의 VoIP망에서도 적용할 수 있다. VoIP의 통화 방법에는 기존 PSTN 전화와 인터넷 PC전화의 혼용이 가능한데, PC사용자들 간에도 전화 통화할 수 있도록 한다는 기조 하에 E-model의 적용성을 고찰해 본다. 기존 전화망에서 고려되던 여러 가지 파라미터 외에 인터넷 망에서 나타나는 지연변동, 패킷손실 등의 파라미터와 인터넷 전화 단말의 영향을 포함하여 E-model을 분석해 보고 문제점들을 고찰한다.

위성을 이용한 통신 및 방송은 양방향 서비스 시대를 맞이하고 있으며, 위성 인프라는 통신망 back-up 개념을 벗어나 이동 휴대 그리고 지상 인프라 구축 및 운영이 어려운 지역 및 시설을 중심으로 광역 통신 및 방송의 근간 망 구성으로 나아가고 있다. 또한, 위성 통신 및 방송은 재난 방재 및 긴급 복구, 산업 시설 감시 및 측정데이터 모니터링 등 지상 인프라와 상호 보완적인 2 중망 또는 기간 망으로 활용되고 있다. 한국수자원공사에도 수문관측망 및 감시제어를 포함한 원격 데이터 취득 및 정보제공 등 많은 부분에 위성통신망이 적용되고 있으며, 수문관측망에 사용중인 위성통신망의 주파수 임대기간과 위성통신장비의 내용년수 도래에 따른 시스템 개선 및 대체방안 모색이 필요한 실정으로이다. 또한 수위, 우량과 같은 기존의 저속 위성망에 비하여 기술발전 및 데이터의 다양화에 따른 화상, 동영상과 같은 멀티미디어 데이터 등 초고속, 광대역 위성통신망을 구축할 수 있는 방안에 대하여 살펴보고자 한다.

인터넷의 사용이 폭발적으로 증가함으로 인해 다양한 서비스들의 욕구가 있고 그 중에서도 VoIP가 대표적인 예이다. ITU-T의 Study Group12에서 QoS (Quality of Service)에 관한 연구를 진행하고 있다. 그 중에서도 품질평가 방법에서 전송계획을 위한 G,107의 E-model을 PSTN에서 IP네트워크로 적용하는 연구를 진행하고 있다. VoIP의 QoS문제점을 분석하고 E-model에서 개선되어야 할 파라미터들을 확인하고, 이를 위한 ITU-T의 개선동향을 살펴봄으로써 앞으로의 E-model이 나아가야 할 방향에 대해서 기술하였다.

This studying is on the degree of reuse that runs from Seoul Palace Y elderly welfare and general social demographic is to the welfare service factors of the path Restaurant (hygiene, workers, convenience, food, accessibility, environmental, and social relationships), and influence, the process of was to effect on determining on to the mediating effect on the satisfaction with the meals ages overrun 65 years using the path restaurant was applied to the final total of 310 valid samples were subjects. PPPs(Public Private Partnerships) in Korea was introduced in 1990s, which mainly used for providing transportation facilities such as railroad and high-way. Since 2005, a service delivery type PPPs, in other words BTL(Build Transfer Lease) has been implemented, which focused on social infra-structure including school, military housing, and sewage facilities. According to previous literature, efficient risk evaluation and management is the key factor for successful PPPs in the UK and Australia. However, Korea doesn't have proper risk evaluation system for PPP type project. In this paper, we explore and analyze risk evaluation system of PPPs in Korea and other countries. Also, we apply empirical methodology used in the UK to a BTL project and set up a new PSC(Public Sector Comparator) with risk evaluation.

There are lots of controversies over the introduction of MVNO(Mobile Virtual Network Operator) policy to Korean mobile telecommunications market. MVNO is a kind of service-based competition in mobile market. This paper attempts to analyze the ripple effect of MVNO regulation and also desirable ways of implementing the policy. Based on Laffont, Rey and Tirole(1998), Armstrong (1998) model, theoretical MVNO model is defined and derived implications of price, quantity in the market. According to the model, the fact that MNOs have one-way access profit leads the static efficiency by lowering its market price. In regarding the most desirable way to enhance social welfare is revealed as 'two MNOs conduct MVNO' other than 'One MNO does' or 'Structurally divided network'.
