A Comparative Study on the Poverty Trend and Driving Factors in Welfare States (복지국가의 빈곤 추세와 변화요인에 관한 비교연구)

  • Since the 1980s, the western welfare states have experienced a wide spectrum of socio-economic changes; changes in population composition, the economic globalization, the post-industrialization, an increasing flexibility in the labor market. etc. This study examines the trend of poverty in welfare states, and analyzes how those socio-economic changes are related to it. For these purposes, this study first calculates the poverty indices for several years in 10 welfare states using the Luxembourg Income Study database, and then decomposes the index by subpopulation and income sources. Major findings of this study can be summarized as follows. First of all, the welfare state in general has experienced an increasing trend in the degree of poverty since the 1980s. In particular, poverty has greatly intensified in the United Kingdom and the Netherlands. Many other welfare states including Canada, Germany, Sweden, and Norway have also experienced substantial increases in poverty. The increasing trend of poverty is not wholly due to changes in population composition such as increases in the aging population and one-parent(mother) families. Contrary to the traditional belief, these population groups are not as much poor as the working-age population. In particular, the degree of poverty in the elderly is less severe than in the working-age group. Furthermore, since the 1980s the market income poverty in the aging population has shown a decreasing trend in many welfare states. The degree and trend of poverty in one-parent families vary greatly across countries, owing to the labor market and income transfer policies. The most important reason for the increasing poverty trend in the welfare state is that the degree of poverty has been deepening in the working-age population. Especially, the market income poverty of the working-age population has considerably increased in every country except the Netherlands. Structural changes in the economy and the labor market may drive the increasing trend of poverty. Further studies and deliberate anti-poverty policies are needed to tackle the factors relating to the increase in the market income poverty.

Analysis the Multicultural Society Impact on the Local Community (다문화사회가 지역공동체에 미친 영향분석)

  • In this study, the fact that the influx of multi-cultural society impact on local communities are examined to analysis the negative impact and positive impact with four types of political (government), economic, social and cultural saw classified. Although some have a negative evaluation, most of the respondents said the influx of multi-cultural society had a positive impact on South Korea's development and believes a positive impact in the future. In the results of the analysis, areas where multicultural society gives the most positive impact of local communities in political (administrative), economic, social, of the four segments of culture has been rated as the field of culture, on the other hand, areas that have the most negative impact has been evaluated as social sector. Though we live in nationalism culture for a long time and heterogeneous foreign residents has so rapidly increased that conflicts due to collision of values of differences and culture of each other have occurred, foreign residents are generally, have a positive impact on our society. Substantially marriage immigrants who successfully solve the rural bachelor of marriage problem are willing to prevent population decline phenomenon and reduce the crime rate in the society, of course. In addition, foreign workers who employed at low wages in the 3D industry which is avoided by the South Korean people have contributed to our country's economic development.

A Study of Career-interrupted Women's Vocational Training and Career Management System for NCS Diffusion (NCS 확산을 위한 경력단절여성 직업교육과 커리어관리 시스템에 관한 연구)

  • The career management concept is changing rapidly in the career management field in recent years. It becomes very difficult to have a lifetime employment within the same firm. As there is career interruption that is pervasive phenomenon in the women's career management area, many academics and practitioners have been interested in it. The purpose of this study was to examine the influence of women's career-interruptions as the effective career strategy on career development actors and career success. To test the effects of the proactive career management of career-interrupted women, data were divided into two groups including proactive career management group and general career management group based on whether career-interruptions are voluntary or not. The results showed that the proactive development actors was significantly different depending on women's proactive career management and general career management group. First, proactive-career women were more self-directed to learn and have a significant impact on developing skills through training. Second, the career successes were not significantly different depending on and general career management group.

Antimicrobial Activity of a Gelidium corneum - Gelatin Blend Film Containing Fermented Pollen Extract and Its Application in the Packaging of Pork Loins (화분발효물을 함유한 Gelidium corneum - 젤라틴 혼합필름의 항균활성과 돈육의 포장재 적용)

  • Gelidium corneum - gelatin (GCG) blend films containing fermented pollen extract (FPE) were prepared and used as a packaging material of pork loins. Water vapor permeability (WVP) of the film containing FPE was better than the control film, and the film's antimicrobial activity against Escherichia coli O157:H7 and Listeria monocytogenes increased with increasing FPE concentration. Addition of 0.15% FPE decreased the populations of Escherichia coli O157:H7 and Listeria monocytogenes by 2.98 and 3.68 Log CFU/g, respectively, compared to the control. Pork loin samples were inoculated with E. coli O157:H7 and L. monocytogenes and packed with the film. The samples packed with the GCG film containing 0.15% FPE had a decrease in the populations of E. coli O157:H7 and L. monocytogenes by 1.49 and 1.01 Log CFU/g after 4 d of storage, respectively, compared to the control. The results suggested that shelf life of the pork loins could be extended by packaging with the GCG film containing 0.15% FPE.

Youth Poverty and Employment (청년 빈곤 및 고용실태 분석)

  • Using the Korean Survey of Household Finances and Living Conditions panel data from 2012~2016, this study analyzed youth (19~34 years) poverty and employment and examined the factors that affect employment status. The analysis revealed an increase in the proportion of young people who are students or jobless; the economic conditions of the young people varied by factors such as marital status, education, job status, and loans; and the government public transfer policy had little impact on reducing the relative poverty rate of the youth. We also examined the factors affecting the youth's employment status and the risk of being employed in low-paid jobs, using multi-logit and logit regression model respectively. Considering employment status, the older and more educated the youth were, the less frequently they were employed in temporary or daily jobs instead of regular ones, but there was no difference between genders in terms of having temporary or daily jobs. A logit analysis on the determinants of low-paid jobs demonstrated that women, the less educated, spouses or children of the household, and temporary or daily workers have a greater probability of working at low-paid jobs. As women became older, their risk of having low-paid jobs increased, which demonstrated the phenomenon of "lock-in" at low-paid jobs. Temporary or daily workers of all age groups faced a higher risk of lowpaid employment, which stood out for the youth. Based on these results, we suggest that government employment and welfare policies should consider individual characteristics of the youth and their life cycle, along with efforts to supply decent jobs, continuously and stably.

The Development and Reformation of China Mothernity Insurance - Related to the Family Plannings - (중국생육보험의 발달과 개혁 - 계획생육과 관련하여 -)

  • Being the most populated country in the world, China's one-child policy is its basic national policy. This basic national policy is implemented together with the Maternity Insurance, which is one of the five main social insurances in the Chinese society. The Maternity Insurance is society's way of recognizing women's contribution towards child- bearing and is of utmost important significance. However, with regard to women who are not living within the city or are not working, not only are they not the target for one-child policy, they are also unable to receive the social benefit from the Maternity Insurance. Among the conditions for payment of the Maternity Insurance is the adherence to the one-child policy. Ultimately, working women living in towns and cities adhering to the one-child policy will have a positive influence on the Maternity Insurance. However this places a restriction on reducing the discrepancies to benefit from the Maternity Insurance. On the contrary, women from the villages and those moving between towns and cities are those who really need the Maternity Insurance and yet are unable to benefit from it. While we improve on the Maternity Insurance to include this group of women, we have to at the same time consider the effect it has on the one-child policy. The reformation of the Maternity Insurance has to embody the principle of a harmonious society. It has to have a certain order in the country's national policies, so as to be included in the economic policies of towns and villages.

An Investigation on the Future Recognition of Career Counselors and their Future Competency and Future Adaptability change by using the Future Workshop (미래워크숍을 활용한 진로직업상담가의 미래인식과 미래역량 및 미래적응력 변화 탐색)

  • This investigation was conducted to derive future recognition and future competency of career counselors using future workshops and to verify the effectiveness of improving future adaptability. For this purpose, the future workshop was conducted for 25 career counselors and the data written and the discussion contents of the future workshop were analyzed. For analysis, word frequency analysis and corresponding sample T-verification were conducted, and the main words were derived through consensus. The results, First, the keywords of future recognition showed high frequency of robot, artificial intelligence, leisure, education, convenience, and the disabled. Second, the future labor sites projected the most changes due to high technology. Third, at the career counseling site, professional career counselors and robot counselors related to the fourth industrial revolution are expected to appear. Fourth, future competencies of career counselors were derived from information processing ability, professional counseling ability, communication ability, and ethical consciousness. Finally, it was confirmed that the future adaptability of career counselors increases after participating in future workshops, and the future competencies derived from this study are expected to be used for job training of career counselors.

Institutional Dynamics of In-Work Poverty Determination: Distributive Process of Labor Markets, Households, and the Welfare State Using Korean Welfare Panel Study, 2008-15 (근로빈곤 결정의 제도 동학: 노동시장과 가구, 복지국가 분배 과정 분석)

  • This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.

A Study on the Relationship of the Deregulation to Non-standard Workers and the Job Satisfaction in Japan (일본의 비정규직에 대한 규제완화와 직업생활 만족도에 관한 연구)

  • The deregulation on non-standard workers is inclined to make companies increase the employment of the non-standard workers because of cost-saving effect. As non-standard work rises, so involuntary choice of it does. This trend has resulted in the decline of the non-standard workers' job satisfaction. The internalization of firm-specific skills is strong in Japanese companies. Therefore, even though cost-saving effect is high, the companies cannot assign all the jobs to non-standard workers. Hence, the companies are likely to divide the jobs into standard worker's and non-standard workers' ones. The standard workers' jobs, which focus on high firm-specific skills, has reduced, while the non-standard workers' jobs, which can be outsourced from outside the companies, has increased. As a result, the productivity of standard workers has improved, and their wage levels have increased. Since the deregulation on non-standard workers, their job satisfaction has deteriorated. On the contrary, the job satisfaction of standard workers has increased.

Study on Establishment of Deoksugung Palace, Tourist Information Services using Augmented Reality(AR) Technology (증강현실(AR) 기술을 이용한 덕수궁 관광안내서비스 구축방안 연구)

  • Sudden increase exceeding 30million in the number of smart phone users, and rising interest in the technology of augmented reality, is now trying to combine it with AR technology in other areas very much. The field of cultural heritage, which has been constructed by the Internet and 3D technology, is not unusual and this field is now rapidly changing thanks to the AR technology which can make users experience cultural heritage with high reality. The Palaces in Seoul, however, use fragmentary tools of information - lack of heritage commentators, leaflet, etc, even though the number of visitors is gradually increasing. Therefore, three-dimensional and comprehensive cultural heritage information service is needed with the guidance in the mobile era. This study utilizes the AR technology for building the Deoksugung Tourist Information Service Application(App.) applying the markerless-based recognition technology which is a more advanced tool than the location-based AR technology. This new AR technology can switch perceived real images such as the tablet of the King in the Palace of in the real world, patterns and pedestals into virtual world, which can reproduce the damaged cultural assets as 3D. This also composes photos of the past with the current buildings, which can increase people's interest and absorption of the contents, and helps them understand and be aware of Korean traditional culture and cultural heritage effectively. In addition, convergence between IT new technology, Augmented Reality(AR) and humanities through storytelling based implementation of cultural heritage in smart phone is attempted to demonstrate that there is strength in which augmented reality technique exerts infinite creativity based on actual reality world.
