The Effect of the Minimum Wage on Employment in Korea (최저임금이 고용에 미치는 영향)

  • We estimate the effect of an increase in the minimum wage on employment. In Korea, there is no exogenous variation in the minimum wage across regions or industries. One single minimum wage is applied to every worker in the whole country. In this paper, we exploit arguably exogenous variation in the proportion of workers affected by the minimum wage across worker groups defined by age, sex, education, tenure and establishment size. Using the data from the Survey on Labor Conditions by Type of Employment (SLCTE) from 2006 to 2014, we find that a 1% increase in the minimum wage decreases the full-time equivalent employment by about 0.14%. The effect is heterogeneous across workers; we find the effect is more adverse for female workers, low-educated, younger and older workers, workers with a shorter tenure, and workers in small- and medium-sized establishments.

  • This study directly analyzes the wage distributions rather than indirectly looking at a few of their moments. It also investigates wage distributions using various descriptive and semi-parametric methods. The wage distributions of Korean manufacturing industries can in general be represented by three distinct forms, underdeveloped, advanced and the medium of the two. The discrepancies in these distribution forms are explained by differences in the labor-type distributions and their weights in the composition of wage distribution forms, and further clarified through various descriptive statistics based on them. However, the descriptive statistical analysis has a limit in that it shows mixed outcomes of different categoric variables. Then, this problem is resolved by applying a semi-parametric estimation of hazard function and the marginal effect evaluations of variable changes on estimated distributions not on the function. As a result of this marginal analysis, the common features and differences of categoric variables and their intensities of effects on distributions are revealed.

The Gender Gap of Wages for Social Workers : An Analysis for Workers at Social Welfare Institutions in Daegu Metropolitan Area (사회복지종사자의 성별 임금격차와 그 요인 : 대구광역시 사회복지기관을 중심으로)

  • This study aims to investigate the wage gap between male and female workers at social welfare institutions and to determine its factors. For this purpose, a Blinder-Oaxaca decomposition and regression models are applied to analyze wage survey data. The results are as follows. Firstly, the gender wage gap of social workers is a bit smaller, compared to the average of wage earners. Secondly, about two-thirds of wage gap is due to differences in productivity(endowment) factors; the other part is due to discrimination. Thirdly, the most important cause of gender wage gap is career disruptions of female workers largely due to marriage and birth. Fourthly, other causes of gender wage gap include differences in education, in job grade, in employment status, and in the characteristics of institutions. Finally, among the discriminating factors worsening gender wage gap, a key factor is a gender discrimination in the compensation for age.

Job Mobility and Short-run Wage Changes (직장이동의 유형에 따른 단기임금변화)

  • We construct a unique panel data by using Korean Economically Active Population Survey (KEAPS) from 2003 to 2007 to estimate the returns to different types of job mobility among men. By adopting Mincer(1986)'s method, we estimate the wage change to job mobility after controlling the sample selection bias. There are four different types of job mobility that are concerned in the study: (1) voluntary job-to-job changes without experiencing unemployment, (2) voluntary job changes with experiencing unemployment, (3) involuntary job changes due to layoffs, and (4) involuntary job changes due to discharges. Our findings indicate that Korean men who changed jobs without experiencing unemployment realized wage gains of 7% while those who changed jobs through unemployment period lost 10% of their wages. Among those who changed jobs involuntarily and went through unemployment, the workers who discharged from the previous jobs realized substantially greater wage loss.

  • This paper estimates the effect of the minimum wage increment on employment and work-hour of new workers in Korea using the data from the Survey on Labor Conditions by Type of Employment (SLCTE) from 2008 to 2017. We construct worker groups by sex, age, and education to mitigate endogeneity problem in estimating the effect of minimum wage increment. The result shows that the minimum wage increment leads to decrease of new employment and increase of the ratio of new workers who work less than 15 hours per week. Especially, women, the elderly, the youth, and under high school education level group are sensitive to the minimum wage increment.

The Corrections of Errors in the Estimations on the Nonstandard Workers Scale by an Empirical Analysis of Bogus Self-employment in Korea (한국의 가짜 자영업 추정을 통해서 본 비정규 근로자 규모의 오류)

  • The aim of this study is to reveal errors in the estimations on the nonstandard workers scale which have resulted from little consideration for bogus self-employment. Bogus self-employment means disguised employment relationships that are considered to be self-employed workers even though they have inherent subordination. The methods of previous studies estimate that the bogus self-employed workers are excluded from estimations because they are not workers in principle. We analyze the scale of the bogus self-employments using the empirical data [the Korean Welfare Panel of 2008-2013(six wave panel)] to re-estimate the scale of non-standard workers. In 2013, the year of the last wave, the percentage of the bogus self-employment was high, the proportion of them is 28.5% among self-employment without owning a place of business. Our results expect the number of contract workers from re-analysis would be over 740 thousand when reflecting on the predictive value in the actual number of paid workers. In conclusion, it is necessary to apply reasonable methods of analysis concerning the scope and scale of the nonstandard workers for the sake of coping with measures against the problem of nonstandard workers. The aim of this study is to reveal the estimation error on nonstandard workers' scale which are resulted from having no consideration for bogus self-employment. Effects of the types of incentive system and individualism-collectivism on pay satisfaction (개인주의-집합주의 성향과 성과급 형태가 임금만족에 미치는 효과)

  • The purpose of this study was to examine the effect of individual tendency of individualismcollectivism and the type of incentive system on pay satisfaction. Data were collected from 243 workers employed in a variety of organizations and a hierarchical regression and MANOVA was conducted to test hypothesis. The results of regression indicated that the interaction between the type of incentive and tendency of collectivism has positive influence on pay satisfaction. In addition, the results of MANOVA indicated that the interaction between individual tendency of individualismcollectivism and the type of incentive system has significant effect on pay satisfaction Specifically, the tendency of individualism has positive influence on the pay satisfaction under the individual incentive condition. However, the tendency of collectivism has negative influence on the pay satisfaction partially under the individual incentive condition. In addition, the tendency of collectivism has positive influence on the pay satisfaction under the group incentive condition. These results suggest that careful consideration in the organization need to decide for the use of individual incentive system, when we regard the Korean culture as high tendency of collectivism. In other words, individual incentive system may could not provide pay satisfaction to the employees who have high level collectivism. However, to generalize these results, more studies were examined in the future.

Cyclicality of Inter-Industry Wage Gaps and Segmented Labor Market Hypotheses (산업간 임금격차의 경기변동상 변화 패턴과 분단노동시장 가설)

  • Analyses of the special data sets constructed from the National Longitudinal Survey of Youth and the Panel Study of Income Dynamics reveal that, compared with an annual wage measure, survey week wages are significantly counter-cyclically biased due to selecting workers with strong labor market attachment. We also find that survey week wages are more counter-cyclically biased in high-wage industries than in low-wage industries, that is, inter-industry gaps of survey week wages are counter-cyclically biased. Unlike existing longitudinal studies, the current study concludes that real wages are much more procyclical in high-wage industries than in low-wage industries, which is attributed to our adoption of annual wages that is less subject to the selectivity bias. Our finding is consistent with the empirical regularity that real wages are much more procyclical for men than for women, as men are overrepresented in industries with greater real wage procyclicalities. Overall, current results do not support the predictions of segmented labor market theories for the cyclicality of real wages.

통계적 관점에서의 직업의 특성 분석

  • 본 연구에서는 기존의 연구와는 다른 관점으로 경제학적 관점에서의 임금에 대한 연구가 아니고 통계학적인 관점에서의 임금에 의한 분류로서 직업군들 간에 작용하는 몇 가지의 변수를 이용하여 소득(실제 분석은 임금)과의 관련성을 살펴보고 직업군들을 그룹으로 분류하고자 한다. 연구 결과 KECO 직업분류의 중분류 상에서 통계적 관점으로 2차원 산점도에 의한 그룹화와 군집분석에 의한 군집화 결과 '관리직'은 다른 직업과 여러 가지 형태에서 다른 그룹으로 분류가 되며, 또한 '법률, 경찰, 소방, 교도 관련직'과 '금융, 보험 관련직' 그리고 '정보통신 관련직'이 다른 차원에서 하나의 그룹을 형성하고, '경비 및 청소 관련직'과 '농림,어업 관련직'도 하나의 그룹으로 형성되고 있다.

청년층 고학력자의 성별 노동시장 차별에 관한 실증연구

  • 본 논문은 한국고용정보원의 '대졸자 직업이동경로조사(2007)' 자료를 활용하여 청년 고학력자의 성별 노동시장 차별이 존재하는지를 확인하고자 하였다. 청년 고학력층은 경력단절, 육아와 가사부담에 따른 노동시장 차별을 비교적 덜 받을 것으로 예상된다는 점에서 이들 집단에서의 차별 존재는 최근 노동시장 문제를 파악하는 데 있어 매우 중요한 의미가 있다. 우리는 성별 노동시장 차별을 분석하기 위해서 차별에 관한 실증분석 방법으로 일반적으로 많이 사용되는 오하카 요인분해 모형을 활용하였다. 특히 고용차별을 확인하기 위해서 이항선택 모형에 적용한 요인분해 분석방법을 활용하였다. 전반적인 결론은 청년층 고학력자 여성들도 청년층 고학력자 남성에 비해 고용 및 임금차별을 경험한다는 것이다. 특히 본 연구에서는 성별 임금차별 뿐만 아니라 비정규고용 및 비공식고용과 같은 고용형태상의 차별도 확인할 수 있었다. 연령, 4년제졸 여부, 결혼여부가 성별 고용 및 임금격차를 초래하는 주요 요인으로 분석되었다.
