Union Effects on Nonunion Wages: A Regional Panel Data Analysis for Korea (노동조합이 비조합원 임금에 미치는 영향: 지역 수준 분석)

  • Using data sets from the Korean Labour and Income Panel Study (KLIPS) for the period 2003-2015, this study shows that wages of nonunion workers are positively related to the percentage of unionized workers in the same geographic region. A 10 percentage point increase in a region's union density is associated with a 4.9 percent increase in the region's average wage of nonunion workers. It is also shown that this positive spillover effect is observed for various subgroups of nonunion workers, including women, youth, low-educated workers, small firm employees, and those employed under nonstandard work arrangements. In contrast, the average wage of union workers is found to respond insignificantly to changes in a region's union density.

  • This paper aims to analyze the Award wage system in Australia for construction workers. Considering low wages and precarious employment situation of construction workers in general, it is of advantage especially for them in Australia. Furthermore, it seems to be instructive for Korean construction workers, who stand in more precarious and unstable situation and furthermore are lack of fair wage and social safety. After strong and longstanding labour struggle in the late 19th century in Australia, it has been established a tripartite institution called as 'tribunal' between trade unions, employers, and the government. Under the highly institutionalized form of industrial relations, it functions as an arbitration and conciliation system between labour and management. The Award wage system stands in the middle point. This Award wage system including various welfare provisions is settled by the tribunal, today renamed as Fair Work Commission. In this wage system should be defined level of minimum wages according to the various skill levels, which are in turn connected with compulsory superannuation and Medicare as well as vocational education and training. Furthermore, it provides especially for the construction workers, who suffer from job instability, so-called 'portable benefits', which relate to long service leave and redundancy pay. Considering general conditions of precarious construction workers in Korea, In that respect, the Australian Award wage system would be very instructive for our social wage and safety system for construction workers.

Determinants of Wage for Web-based Platform Workers: In perspective of evaluation by previous employers (웹 기반형(Web-based) 플랫폼 노동자의 임금 결정요인: 이전 고용주에 의한 평가의 관점에서)

  • The purpose of this study was to find the wage determinants of web-based platform workers. For this purpose, a total of 3,575 web-based platform workers' information from Freelancer.com, a global platform labor market, in September 2018 were used and whether or not newly available indicators such as evaluations by previous employers had a significant effect on the wage increase of platform workers using OLS and QR methods. As an OLS estimation results, the number of reviews, as well as education and experience, affects the wages of platform workers. However, as a result of the QR estimation, experience rather than education, recommendation rather than a review has a more significant effect on the wage of web-based platform workers as the wage level rises.

The Effect of Minimum Wage Adjustment on Working Hours and Labor Income of Workers (최저임금 조정이 노동자들의 노동시간과 노동소득에 미치는 영향)

  • In this paper, we investigated the impacts of minimum wage on the working hours and labor income of wage earners considering coverage of minimum wage. The results show that the increase in the proportion of workers influenced by the minimum wage in the industry has a negative effect on the average monthly working hours and the average monthly salary of workers affected by the minimum wage. This implies that firms try to offset the rise in labor costs caused by increase in the minimum wage by adjusting the working hours of the employees influenced by the minimum wage. Our finding suggests that the minimum wage policy would reduce the labor income of workers affected by the minimum wage.

  • 연구의 목적은 𐩒𐩒은행-N사의 SME 교육프로그램에 참여한 자영업자를 대상으로 자영업을 시작하게 된 동기와 경로를 규명해보는데 있다. 본 연구는 자영업자의 노동시장 및 노동경험 등에 따라 자영업 진입에 관한 연구를 수행하고자 심층 인터뷰 자료를 활용하였는데, 연구참여자의 선정에 있어 이론적 표본 추출방식을 사용하여 연구의 목적에 부합하는 대상자를 선발하여 분석하였다. 연구 결과는 다음과 같다. 첫째, 자영업자가 자영업에 진입하게 된 동기는 ① 전 직장의 근로조건 불만족과 본인 사업을 향한 꿈의 실현을 위해 자영업에 진입하였고 ② 취업에 대한 대안으로 자영업을 선택하였으며 ③ 가족과 지인의 창업에 대한 권유와 도움으로 자영업을 선택하게 되었다. 둘째, 자영업자가 진입하게 된 유형은 ① 임금노동자 경험 후 자영업자 창업 ② 임금노동자 경험 후 경력을 활용하여 유관분야 자영업 창업 ③ 임금노동자 퇴사 후 자영업 승계 ④ 본인의 자영업 창업 경험 이후 가업 승계 과정에서의 자영업으로 진입하는 것으로 분석되었다.

Industry-specific skills and Wage (산업특수적 숙련과 임금)

  • It is expected that labor mobility and inter-industry labor turnover would rise due to the rapid changes in the industrial structure and legal institutions of layoffs after the 1997 economic crisis in Korea. One aspect of economic costs of labor mobility is demise of accumulated skills of workers. Workers' skills could be decomposed into three parts, general skills, firm-specific skills, and industry-specific skills. Using data from the panal data of Korea Labor Institute(KLIPS), I show that the net return to seniority is markedly reduced once industry-experience are controlled for. The returns to industry-specific experience are relatively high. Particularly, the experience in one-digit industry is more important for the white-collar workers, while the experience in three-digit industry is also important for the blue-collar workers. Therefore, it seems that the economic cost of labor mobility would be diverse between the skills and between the working classes.

The Sources of Firm Size-Wage Premium (기업규모 간 임금격차 원인 분석)

  • This paper analyzes the effects of three factors on the firm-size wage premium which have not been considered in previous studies: the worker compositions within firms, the wage differentials between contractors and subcontractors, and the performance pay and rent-sharing behaviors of firms. The main results are as follows. First, even after controlling for the various worker characteristics, the differences in shares of highly educated workers, managers, and professionals between large and small firms make the size-wage premium larger. Secondly, wage differentials between contractors and subcontractors also affect the size-wage premium in the manufacturing sector. Thirdly, high performance pay and active rent-sharing behaviors of large manufacturing firms make the size-wage premium larger. These results imply that a positive matching effect among skilled workers, a structural problem between contractors and subcontractors, and differences in rent-sharing behaviors between large and small firms have affected the firm-size wage premium in the South Korean labor market.

Toward a Sociological Understanding of Koreans in Small Business in the United States (미국에서 한인 자영업에 관한 연구)

  • This study is an attempt to identify factors affecting korean immigrants concentration in small business enterprises in the middleman minority sector including the priphery and core sectors, with the private wage and self-employed worker examined in each sector, employing the 5 percent public use sample from the 1980 United States census. One out of five koreans aged 25∼64 years is engaged in self-employed small businesses, while the majority of koreans (4 out of 5) are in the private wage sector. In contrast to expectations, English language difficulties and inferior education are not the prime factors affecting self-employment small businesses. The korean self-employed small business owners both in the periphery sector and in the core sector showed the 'middle' strata of their position in the social structure in terms of their industry, occupation, earnings, etc.

Perceived Wage-Fairness of Migrant Workers in Korea (외국인 노동자의 임금에 대한 공정성인식)

  • This study examines degree of fairness migrant workers in Korea feel with their wages in comparison to those of their homeland and Korean workers who do the same job in Korea as theirs, and what factors affect the feelings. For the study, 742 migrant workers from China, Vietnam, Philippines, and Indonesia employed by manufacturing firms in Seoul and Gyenggi areas were surveyed. The results show that most migrant workers in Korea feel unfair about their wages, and the feeling of unfairness appears more strongly when comparing with the Korean workers than with their homeland workers. The effectiveness of variables affecting fairness also varies according to the object of comparison: in comparison to homeland workers, age, sex, monthly income before migration, money spent for employment, and satisfaction with working conditions are significant: in comparison to Korean workers, ethnicity, sex, legal status, satisfaction with working conditions are significant.

A study on the contributing factors of wage inequality in employment companies for persons with disabilities (장애인 고용기업체의 임금 격차 기여요인에 관한 연구)

  • The purpose of this study is to analyze the factors contributing to the wage inequality between employment of persons with disabilities. Among the raw data provided by the Korea Employment Development institute for persons with disabilities, 3,546 cases were studied, excluding cases in which major variables were missing, in the 『2018 survey on the employment status of the disabled in business』. Data analysis was conducted using SPSS 25 and STATA 14 to analyze wage inequality among employment companies for persons with disabilities. The study found that factors contributing to the wage inequality in employment companies for the disabled include 'minimum level of education'12.63%, 'asset level'6.37%, 'level of work required'4.87%, 'ratio of female employment'3.30%, 'sales profit'2.33%, 'education training for employees'1.19%, 'labor union membership rate'0.67%, 'work type'0.42%, 'average working hours'0.41%, 'recognition of work level of disabled people'0.34%, 'recognition that employment of disabled people is helpful to companies'0.23%, 'positive recognition of work cost of disabled people'0.17%. Based on these results, this study proposed access at the level of employment business for the disabled, social level, and worker level for the disabled.
