대학 현장실습 고도화를 위한 선순환 프로그램에 관한 연구

  • 현장실습은 이론 위주의 대학교육과 실무 역량을 중요시하는 산업체 수요를 매칭시켜 취업률을 제고할 수 있는 중요한 수단으로 최근 청년 일자리 창출 및 취업 역량 제고를 위해 현장실습이 중요하게 인식되면서, 정부의 현장실습 관련 재정지원 프로그램들이 다양하게 추진중이다. 하지만, 정부지원의 현장실습 사업들은 서로 다른 운영기준을 제시하여 참여학생 뿐만 아니라, 산업체와 대학에서도 혼란이 가중되고 있으며, 사업 추진 상의 각종 문제들이 발생하고 있다. 특히 이러한 다양한 프로그램이 유기적 연계가 미흡하여 그 고유의 목적을 달성하는 데에 어려움이 예상된다. 이에, 국내의 현장실습 프로그램을 조사하고 산업체, 대학, 학생의 애로사항 뿐만 아니라, 제도적 문제점을 파악한다. 또한 이러한 문제점을 분류하고 통합하여 개선해야 할 사항에 대해 문제제기를 통해 국내 현장실습 프로그램의 고도화를 위한 유기적인 선순환 프로그램 모형을 제시하고 이의 실현을 위한 산학관 주체의 정책 및 시사점을 제언한다.

A Study on Typology and Contents of Social Welfare Programs in Urban Regeneration Projects (도시재생사업에서의 사회복지사업 유형 및 내용 분석)

  • The purpose of this study is to understand the social welfare approach and to suggest implications for the establishment and expansion of social welfare techniques in recent urban regeneration to overcome the limitation of physical approach to urban regeneration. We used the method of the content analysis to extract social welfare programs in project plans of urban regeneration regions and vulnerable residence regions and then let them be categorized according to characteristic and form of their programs. As a result of the analysis, there are 4 welfare programs in urban regeneration regions; setting the economic fundament, improving the residential environment focusing on welfare, pursuing community integration and social service providing. And each type was classified into 12 subtypes. Based on the result of this study, some implications are suggested to operate social welfare techniques in a stable manner in urban regeneration projects; link of the suitable jobs for regional characteristics, the participation of local residents in the project process, empowerment for community integration and expanded provision of social services.

The Application of Case Management to the Self-support Program (자활사업에서의 사례관리 적용에 관한 탐색적 연구)

  • This article focuses on the use of case management in the Self-support program. Case management is a service modality which provides integrated services for people with multiple needs in the community. The goal to accomplish self-sufficiency of working participants in Self-Support Programs is positively affected by the efforts to reduce high social risks they are exposed. It is recommended that the agencies running Self-support programs apply case management to increase the quality of lives as well as the effectiveness of exiting statuses of conditional welfare recipients. Several service considerations of case management are recommended for the change in the structure and functioning of the Self-Support Program: Integrated view and contextualized thinking, empowerment-oriented approach, and a development of the community support system through networking. Types of case management and practice roles of the case manager applicable to the Self-Support Program are also recommended. Structural aspects of an organization, inter-organizational linkages and contextual factors need to be considered to improve problematic conditions that have not enough resources and appropriate authorities in providing case management functions.

우수저류시설 운영 개선방안 연구

  • 우수저류시설 사업은 일자리 창출을 위한 "녹색뉴딜사업" 추진방안 중 "대체수자원확보 및 친환경 중소댐 건설" 과제의 핵심사업으로 선정('09년)되어 추진하고 있는 사업으로 최근 기후변화에 의해 빈번하게 발생되는 국지성 집중호우에 의한 침수피해로부터 국민의 생명과 재산을 보호하고, 저류된 빗물을 대체 수자원으로 활용하기 위함이다. 그러나 국내의 우수저류시설 사업은 현재 시행 초기단계로서 제반 설계 및 유지관리 기술이 부족한 실정이며, 이로 인해 실제 운영시 많은 시행착오가 예상된다. 또한 전문가에 의한 시설 설치후 운영 등의 현황 분석 및 사업효과 분석이 거의 이루어지지 않고 있다. 따라서 기설치된 우수저류시설을 대상으로 현지조사 및 담당자 인터뷰를 통하여 시설 설치와 운영, 모니터링 등의 분야에 대한 현 실태 및 개선방안을 제시하고자 하였다. 시설 설치 분야의 경우 지역에 따라 스크린내 부유물 제거를 위한 제진기 설치, 원격조정시스템의 효율성 증진을 위한 CCTV 설치, 저류지 및 하류부 홍수위를 고려한 수문 및 여수로 운영계획 수립, 여수로 말단 하천 합류부에 유속감소시설 설치가 필요한 것으로 조사되었다. 시설 운영분야의 경우 지역에 따라 초기 강우가 저류조에 직접 유입되지 않도록 횡월류 위어 설치, 유량 및 수문관련 DB 출력 시스템 보완, 연속강우를 고려한 시나리오 작성, 저류시설의 운영 매뉴얼 수립이 필요한 것으로 판단된다. 계측시스템 분야의 경우 수위계, 유량계, 유속계 증설 또는 보완이 필요한 것으로 판단되며, 대부분의 지역이 시설 설치에 따른 피해 저감효과 분석에 필요한 DB가 충분히 확보되지 않은 것으로 조사되었다. 현 상태에서 저류시설 설치 전 후에 따른 침수피해 저감 영향에 대해 정성적 분석을 실시한 결과 ${\bigcirc}{\bigcirc}$지구의 경우 호우사상이 유사한 2007년 태풍 "나리"와 2011년 7월 집중호우시의 침수범위를 비교할 때 시설 설치에 따른 홍수 저감효과가 높은 것으로 조사되었다. 조사 결과, 저류시설에 의한 침수피해 저감 효과가 높다는 것을 고려할 때 지역 특성을 고려하여 우수저류시설 운영에 필요한 수리구조물 설치 운영, 계측시스템 설치 및 운영매뉴얼을 수립하는 것이 반드시 필요할 것으로 사료된다.

Problems and Improvements of Urban-to-rural Migration Policy in Gyeongbuk Province (경상북도 귀농·귀촌정책의 문제점과 개선방안)

  • This study explores the status, characteristics and problems of urban-to-rural migration policy in Gyeongbuk Province, and suggests some improvements based on this analysis. Gyeongbuk Province enacted local ordinances related to urban-to-rural migration for the first time in Korea, and has expanded the area of its own projects in addition to the central government's support projects. Consequently, the degree of satisfaction for the support projects in Gyeongbuk Province is higher than in other provinces. Problems of the support projects for urban-to-rural migration are the lack of role sharing between central and lower level local government, and the lack of connectivity among the relevant departments; the non-reflection of regional characteristics and attributes of urban-to-rural migrants (household); and the insufficient satisfaction of policy demands by non-agricultural urban-to-rural migrants. Improvements for these problems include establishing governance that involves urban-to-rural migrants in addition to the existing policy actors, and institutionalizing the project to properly embed this governance in the region. In addition to economic and physical support, diverse programs based on the adaptive cycle, 'non-agricultural rural jobs' for nonagricultural urban-to-rural migrants, and support programs for professional competency enhancement contributing to rural communities should be developed.

The Analysis and Preparation Guideline of Survey for Smart-City -Focused on the Case Study of Geumsan-gun- (스마트시티사업을 위한 설문결과 분석과 추진 방향 -도농복합도시 금산군의 사례-)

  • This study surveyed residents and public officials for the projects to make smart-city plans of Geumsan-gun. First, domestic and foreign cases related to smart city projects were reviewed. The local status of Geumsan-gun was investigated regarding various aspects of the natural, social, urban environment, and smart-city facilities. The survey results were as follows. Overall, more than half of the survey respondents said they were satisfied with their housing quality. Several problems in their areas, such as inefficient welfare system, shortage of parking space, and industrial infrastructure, were reported. On the other hand, tourism and leisure facilities, health care support systems, industries to boost the economy, and the job market were also important issues. The problem was that the regional problems mentioned above were not in line with their preferences for smart-city services. The implications of the survey results could be summed up as follows. The groupware surveys of Geumsan-gun should be used as survey tools, whereas IT survey tools (Google, Survey Monkey, etc.) should be used for locals. In particular, a survey targeting residents should ask plain and compact questions taking advantage of local gatherings. It is also important to have a pilot-survey with relevant public officials and select related projects and regional issues. The survey of local residents and public officials is a prerequisite for promoting smart city projects. The smart city project shall reflect the needs of residents while solving community problems by considering the survey results and local conditions.

대한민국 창업생태계 문제점 및 개선방안 연구: 창업가, 예비창업가, 학생을 중심으로 문제점 및 개선방안 연구

  • 2008년 글로벌 금융위기 이후 세계 주요 국가들은 이러한 상황의 생존전략으로 창업 및 기업가정신의 부활을 강조하고 있다. 우리나라도 경기침체 및 청년실업률 증가와 같은 장기불황을 극복하기 위해 '국민행복, 희망의 새 시대'라는 국정비전하에 '일자리 중심의 창조경제' 실현을 제1의 국정목표로 설정하였다. 2016년 4년차에 접어드는 창조경제는 수많은 예산과 인력을 투입하여 창업지원사업을 하고 있지만, 그 효과성에 대해서는 의문이 든다. 이에 본 연구는 실제 창업을 하거나 준비 중인 창업가, (예비)창업가, 학생을 중심으로 현 창업생태계의 문제점을 분석하였고, 이 분석결과를 토대로 정부, 지방자치단체 및 민간의 창업지원사업에 바람직한 지원방향을 제시하여 건강한 창업생태계 구축을 위한 방안을 제시하고자 한다. 분석결과, 정부의 창업지원 정책의 문제점은 보겨 주기식 창업지원사업 및 행사라고 응답한 비율이 41.5%로 가장 높은 응답률을 보였고, 국내 창업생태계 조성을 위해 제 역할을 충분히 하지 않은 당사자는 34.1%가 중앙정부, 28.3% 국내 대기업이라고 응답하였다. 창업경험 유무에 따른 창업과정의 애로사항은 자금조달이 46.1%로 가장 높았고, 창업 초기자금 조달방법은 응답자의 절반인 50.4%가 개인자금으로 창업 초기자금을 조달한다고 응답하였다. 창업이 주저되는 주요 이유로는 창업자금 마련 및 기회비용이 40.4%로 가장 높은 응답률을 보였고, 창업 시 가장 필요하고 중요하다고 생각되는 지원정책으로는 자금 및 투자 지원이 26.6%, 사무실공간지원 13.5%, 마케팅 및 판로 지원이 13.5%의 응답률을 보였다.

  • Firms should seek greater profits and corporate growth through new businesses. New businesses contribute realizing creative economy that creates good jobs, and expanding the company by securing new markets and creating new profits and growth. However, new business is risky management decision-making to have a high failure rate because it involves the adaptation of new business environment and the burden of new investments, including the uncertainty of success in business. Therefore, innovation strategies play important roles for the new business entry, using product innovation, process innovation, business model innovation, disruptive innovation, and strategic innovation, etc. and company will get huge economic results by pushing them into successful business. It is essential that innovation strategy and IT development strategy along with business strategy of a firm are linked, and their strategic alignment is considered to be a critical success factor for new business success. Hyundai Heavy Industries(HHI) pursued marine engine business for the development of precision machinery industry and shipbuilding industry of Korea, and the company recognized the importance of new business strategy, innovation strategy, and IT strategy inter-linked, and pushed strategic alignment boldly. As a result, HHI won the competition in European and Japanese engine manufacturers and climbed into the world's largest engine manufacturer. This study suggests investigating and analyzing a case that HHI succeeded in marine engine business expansion using strategic innovation strategy as a way of the introduction of CNC machine tools and the development of HEMAPT system.

A Study of the Experiences and Changes of the Self-Sufficient Centers that Converted the Centre Corporation into Social Cooperative (지역자활센터의 사회적협동조합 전환과정과 변화에 대한 연구)

  • The pilot project for type diversification of self-sufficient support center that convert the centre corporation into social cooperative was introduced in 2015. That aimed to increase the number of participants of self-sufficient programmes and to create more jobs for the working poor through expanding the center's autonomy of usage of budget and arrangement of self-sufficient programmes. This study analyzed the organization transmitting processes and changes of the centers took part in the pilot project, then aimed to suggest the improvement schemes to be helpful for reinforcing positive efforts and removing obstacles in the process converting. The results show that converting into social cooperative is a choice for the sustainability of the centers led by surroundings rather than self-initiated plan. There are some positive changes that are increasing the enterprising spirit and obligation of the center staff. Further more, the cooperation with other community organizations is enhanced based on achieving regional recognition, and support of local governments and the opportunity for new businesses are expanded. However, these are very limited in the regions where social economy is undeveloped. Eventually, we should seek the development schemes of the pilot project considering the reduction of the number of participants in self-sufficient programmes and decreasing of their ability to work, even if some positive aspects are revealed.

An Empirical Study on Factors Impacting Operational Performance of Technology Commercialization Support Programs (기술사업화 지원사업의 운영성과에 영향을 미치는 요인에 관한 실증연구)

  • This study examined the effectiveness of the 'Youth Technology Transfer Specialist Training Project' for students of natural sciences and engineering colleges implemented using a 2018 revised supplementary budget. The cause and effect research model composed of project satisfaction, results of employment, and start-up. Five factors were developed based on a literature review. A total of 2,363 questionnaires were collected through 66 Industrial-Academic Cooperation Groups participating in the Youth TLO (Technology Licensing Officer) program for an empirical test. SPSS 23.0 was used to analyze the obtained data empirically and verify the hypotheses. The result of the analysis showed that the following five independent factors were significant for the program satisfaction as well as the program satisfaction for the performance of employment and start-up: 1) project operation-related recruitment and selection, 2) training support, and 3) working conditions, 4) control of the project, and 5) activity support. This study verified the level of satisfaction with the program empirically using comprehensive data. In terms of practical implications, improvement of operational programs helps improve program satisfaction, and in turn, results in improvement of employment and start-up of youth to achieve the goals of government.
