  • Japanese state has continuously tried to adapt itself to the social demands coming from rapidly greying population. Japanese government introduced the new social insurance system of elderly care, i.e. Long term Care Insurance with epoch-making changes in the Japanese welfare system. The most important aspects of the new system can be summarised as follows: 1) social insurance system of obligatory entry with paying premiums and co-payment 2) emphasis on the customer choice, competition, flexibility, free-market, relaxation of the regulation. This characteristics brought unexpected results of the emergence of ethnicity-centred contents of welfare services. As a selling point in freemarket and as a countermeasures against expected ethnic disadvantages, the Korean ethnic organisations brought the ethnic elements resulting in the diversified Japanese welfare services.

  • Korea's long-term care insurance for the elderly, which started in 2008, is a borrowed one from gaeho insurance, which started eight years earlier. Both countries have a policy of welfare equipment benefit systems to support the lives of the elderly who are intellectually and mentally weakened. In this study, we attempted to compare and examine the welfare equipment items in Korea with those in Japan and find out the characteristics of the items in Korea and Japan. In Korea, loitering-detection device, posture changing devices, and incontinence underwears were registered as welfare devices before Japan, and in Japan, automatic urine disposal systems, wheelchair electric assist device, position converters, and lifts for handicapped person were designated as welfare devices before Korea. In addition, the Japanese Ministry of Health, Labor and Welfare has announced the designation of the excretion prediction support device as a welfare device. If Korea and Japan cooperate to develop welfare equipment items together, it will be of great help in improving the quality of life of the elderly in both countries in a super-aged society.

  • Today, according to population decrease and aging of the old due to the decline of birthrate in our society in $21^{st}$ century, there is a stiff increase of the aged group. Complying with the request of epic needs, as there was a full scale amendment of law of the aged welfare in 1997, the centers appeared differently based on the regional dimension, the difference of the number of persons to be accommodated, and the social and economic characteristics. Coping with these problems occurring, along with the necessity of welfare facilities for the leisure of the aged, the government prepared and carried out a number of plans for the service of the aged and securing of facilities. This practice of the government, however, centered on the crease of service in quantity other than the quality, resulting in a situation of lacking the welfare facilities for the aged meeting the requirement of the aged in their aspect of consumer. On the contrary, building the welfare centers in Japan started in 1960 with a rapid increase of the number of centers in 1970s, and there were 2,214 welfare centers in operation in Japan in 1995, keeping a high level of service in quality and quantity. Thus, this study aims to present basic materials necessary for the criteria of space designing plans for the aged welfare centers in Korea through case analysis of the facility criterion, area constitution and space constitution by the floor that play an important role in regional welfare facilities for the aged in Japan.

  • The proportion of people aged 65 or older in the world's major advanced nations is increasing to a significant extent. Aging population causes various socioeconomic problems. One of the most important issues is the welfare of the elderly. Advanced foreign countries that have already experienced aging early are investing a lot of money or legal system to provide welfare services necessary for old age such as income security system for the elderly, health care service for the elderly, and long-term protection problems. The contents of the social welfare legislation including the welfare of the elderly are closely related to the society, politics, economy, and culture of each country. Both Korea and Japan are actively intervening in the social security of the nation based on the constitutional ideology. The elderly welfare Act is a time when more careful diagnosis is needed because it is in the process of establishing the basic direction based on human dignity and pursuing the most efficient way to achieve it in such an ideology and reality. Therefore, in this study, based on the Elderly Welfare Act of Japan, which is the selection country of aging, I would like to examine the implications for the Elderly Welfare Act in Korea.
