Analysis of Safety Management Operations of Fire Risk Factors in Small-Scale Construction Sites (소규모 건설현장 화재 위험요인 안전관리 운영실태 분석)

  • By analyzing the operation status of fire safety management of small construction site workers, deriving problems, and suggesting improvement measures, this study was conducted to present practical basic data for their efficient use in the future, and the following conclusions were drawn. First, it was analyzed that small construction site workers are elderly in the age group of construction workers, have short construction skills, most of the jobs are working in the construction industry, and the employment type is non-regular workers. Second, the fire safety management improvement plan of small construction site workers is systematized, fire safety manager is deployed to manage fire risk, fire escape routes and emergency warning facilities are provided to inform all workers at the construction site. In addition, measures to reduce industrial accidents are needed through realistic evacuation training, fire VR training, and interesting educational programs.

The Impact of Dual Labor Markets on Labor Productivity: Evidence from the OECD (노동시장 이중구조가 노동생산성에 미치는 영향: OECD 국가를 중심으로)

  • This paper examines the impact of a dual labor market structure on labor productivity using unbalanced panel data from 29 OECD member countries between 1990 and 2015. By applying a variety of regression models on the panel data (e.g., a pooled regression, a fixed effects model and a GMM), we explore how changes in worker-type composition among temporary, permanent and self-employed workers contribute to productivity growth. While it appears that our results differ slightly, depending on the econometric models, overall an increase in the share of permanent workers leads to a relatively higher increase in productivity growth. On the other hand, it is also seen that the effects of the share of temporary workers on labor productivity are considerably lower than that of permanent and self-employed workers. To sum it up, our findings indicate that an increase in temporary workers could have an adverse effect on labor productivity.

  • This study was conducted to investigate the effect of organizational support level on job satisfaction and stress for local female civil servants. In the reality that women's social life is subject to various restrictions, social support for women is insufficient. Organizational support can be said to be social support that can increase work efficiency and productivity for workers. The study of improving the social status of female workers by understanding the level of social support and enhancing their work ability and performance is considered to be meaningful. Therefore, in this study, the effect of women's organizational support in the workplace on job satisfaction and job stress is verified empirically, and it is intended to be used as basic data to maintain stable job activities of female workers in the future.

  • 본 연구에서는 직장인의 관계갈등이 직무몰입 미치는 영향에 대해 마음챙김의 조절효과가 유의한 것으로 이어지는지 서울·경기에 거주하고 있는 직장인을 대상으로 800부의 설문을 실시하여 분석에 사용하고자 한다. 현대사회 풍요로움의 시대이기도 하지만 시간적으로나 경제적으로 과도한 부담을 안고 살아가는 시대이기도 하다. 개인의 영역이 보호되기 위해 그 영역을 관리보호 해주는 조직체계가 생겨나고 유지 해주며 긴밀한 상호관계적 문명사회가 만드는 여러 스트레스가 발생 되고 있다. 불신감과 긴장상태는 정신적 에너지를 저하 시키고 심리적소진과 직무스트레스로 인한 직장 내 생활과 가정 생활영역에 모두 자리 잡게 되어가고 있으며, 관계적 팽창은 기업의 인적자원 활용에 부정적인 영향을 끼침과 동시에 근로자의 직장생활 몰입 동기부여를 떨어뜨려 장기적으로 업무능력과 기업의 경쟁력이 지속적으로 증가하고 있다. 본 연구에서는 일반 성인들이 살아가고 있는 직장에서 발생할 수 있는 문제와 직장인의 심리적 취약점으로 인한 심각한 문제들이 대두되고 있어 관계갈등과 조직몰입에 대한 마음챙김의 조절된 매개효과를 확인해보고자 한다 본 연구에서는 직장인의 관계갈등이 직무몰입에 미치는 영향에 관한 연구를 마음챙김의 조절된 매개효과를 진행하고자 한다. 따라서 본 연구는 직장 내 관계갈등의 문제를 효과적으로 예방교육 하는것과 마음챙김을 통한 조직몰입개선에 대한 효과와 방안 마련에 도움이 될 수 있을 것이며, 구체적 갈등 해결을 통한 기업 내 근무환경 개선과 근로자의 정서복지를 제공하는 정책과 연구와 관련된 구체적인 방안에 필요한 시사점을 도출하여 제시고자 한다.

A Definition of an Employee under the Trade Union Act in Japan (일본 노동조합법상의 근로자 개념 - 최고재판소 판례법리를 중심으로 -)

  • In this article, I intend to analyze the definition of an employee under the Trade Union Act in Japan. Recently, the Supreme Court of Japan held that not only opera singer but also customer engineer is an employee under the Act. Conclusions are as follows:First, it is noteworthy that the Supreme Court reaffirmed the principle of all circumstances established by CBC case. The case focused on deciding that who is an employee under the Act. Notwithstanding this holding of the Supreme Court, district courts and courts of appeals, in deciding this kind of question, have emphasized especially on the side of a legal right and obligation on a contract between an employer and a potential employee. Therefore an independent contractor has not been generally recognized as an employee under the Act. However, even though he or she was, as an independent contractor in name, offering its work to his or her putative employer, the Supreme Court applied the principle of all circumstances to both cases and held in favor on the workers on April, in 2011. Second, the Supreme Court failed to make a general legal principle for deciding that who is an employee under the Act. According to the above holdings of the Supreme Court, nobody can anticipate wether he or she is an employee or not in a concrete case. Finally, the Supreme Court did not also make its opinion clearly about the relations between an employee of the Section 3 of the Act and an employee whom an employer employs under the Section 7(2) of the Act. In conclusion, it can be said that the Supreme Court has narrowly and strictly interpreted an employee of the Section 3. That is to say, only where an employee is recognized as an employee of the Section 7(2), the employee will be also an employee of the Section 3. In Japan, however, the majority interprets that an employee by the Section 3 should be distinguished from the employee whom an employer employs by the Section 7(2). Consequently, according to the majority opinions, unemployed persons, students and citizens will be also included in the definition of an employee by the Section 3.

Skill-up experiences of ex-participants of the customized training program in Technical High Schools for Small and Medium Business during first 2 years in Company (산학연계(기업.공고) 맞춤형 인력양성 프로그램 수료근로자의 취업 후 초기 2년간 습숙경험)

  • The goal of this paper was to understand the skill-up experiences of ex-participants of the customized training program in Technical High Schools for Small and Medium Business during first 2 years in Company through qualitative interviews with 3 purposefully selected ex-participants. Their core skill-up experience in this period was assumed as the shift from' dependent worker' to 'independent worker' on the base of literature review. The results of this study were following : 1. The small and medium companies offered a few formal training for newcomers, production-site orientation through short job rotation, linking them with skilled workers and job manuals or job standards. 2. Authentic skill-up experiences were combined with a structured reprimand, peer learning, deep learning through reflection on one's own experiences. 3. There were a few handicap conditions that disturbed their skill-up activities: the skilled worker don't open their skill toward new corner; the ex-participants in company had no time to learn anything meaningful to up-grade their competency.

Musculoskeletal Disorder Symptoms and Related Factors among Male Workers in Small-scale Manufacturing Industries (소규모 제조업 남성 근로자의 근골격계질환 자각증상 및 관련요인)

  • This study was performed to determine the musculoskeletal symptoms and its association with sociodemographic and health related characteristics, job-related characteristics and occupational stress among manufacturing workers. The self-administered questionnaires were given to 856 male workers in randomly selected 62 work places with 50 or less employees in manufacturing industries during the period from October 1st, 2011 to November 30th, 2011. Complaint rates of work-related musculoskeletal symptoms was 82%. In logistic regression analysis, significant factors related with musculoskeletal symptoms were marital status, BMI, subjective health status, alcohol drinking, job position, job tenure, experience of sick absence and visiting out-patient department. In conclusion, the study results suggested that the complain rates of work-related musculoskeletal symptoms of workers in work places of manufacturing industries with 50 or less employees were higher than workers in a large enterprise or the small and medium enterprises and it was related with sociodemographic and health related characteristics, job-related characteristics and occupational stress.

The Effect Relationship among Safety Communication, Safety Silence Motives and Silence Behaviour for Workers in Natural Gas Workplace (도시가스 사업장 근로자에 대한 안전커뮤니케이션, 안전침묵 동기와 침묵행동 사이의 영향관계)

  • One of the key factors of a safe workplace is to communicate with the workers about safety. For this, natural gas workplace is developing and operating related programs or communication activities. But, if there are silence behavior of the workers on the safety issues in this process, no positive outcomes could be expected for the workplace. The purpose of this study is to examine how safety silence motives, silence behavior, and safety communication influence each other. A total of 233 questionnaires based on the workers of natural gas workplace (in Seoul and Gyeonggi) were analyzed. The confidence analysis is to check consistency of the questions, analysis of the correlations between factors, and regression analysis to verify the hypotheses. As a result, the safety silence motives affected safety communication more seriously than the silence behavior did. Safety communication influenced safety silence motives more significantly than the silence behavior. The safety silence motives can be one of the reasons for safety communication to fail, and it was confirmed that a good safety communication does not necessary mean that there is no safety silence motivation. Based on such results, it is expected that improving and developing the safety communication activities of the workplace, it would improve safety in workplace in general.

Study of Extended Application of Workers' Compensation for Artists: Focus on Workers in Broadcasting and Performing Art (문화 예술인 산재적용확대의 보완에 관한 연구 -방송과 공연예술스텝을 중심으로)

  • The purpose of this paper is to review the meaning of extended application of workers' compensation for artists. This study explains by giving specific two examples. The first case is about broadcasting extra who is permitted to receive compensation from Korea Workers' Compensation & Welfare Service without filing a suit. Whereas, The second case is about musical stage crew who is not permitted to obtain compensation for accident during work. The reason why he could not receive compensation is not because he is regarded as worker, but because he is regarded as individual businessman. Extended application of workers' compensation for artists could be a double-edged sword for workers through two cases. Firstly, Broadcasting extras could become much easier to receive workers' compensation according to precedent. Secondly, It is more difficult to get the workers' compensation by the reason of not applying for workers' compensation admission like the second case, even though the second case of forms of employment is similar to that of the first. In other words, New compensation development could generate another obstacles to enter compensation systems. Extended application of workers' compensation should be operated with covering artists' compensation case by case.

  • In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, the incidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that the difference between managers and workers are existing about safety awareness and knowledge. And, we confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor.
