As demand for high speed Internet service has explosively increased in the United States for the past decade, the construction or upgrades of telecommunication infrastructure has also been rapidly followed. Though currently many people in urbanized areas can be provided advanced broadband services, there are still challengeable areas to be served, such as remote or low populated areas because those areas are potentially non-profitable to commercial broadband service providers. This paper addresses the spatial disparity or in a broader term, the 'digital divide' of the broadband access by the county level in the United States. We propose the quantified measure of the county level broadband accessibility for identifying such digital divide. The developed measure is a hybrid form of the classical gravity based potential model and network topological accessibility, encouraged from the lack of prior efforts eying to explicitly incorporate the understanding of the whole process of the Internet access. The computational tasks are performed in a GIS platform, which includes several programmed functions.

The Location Based Services comprised GIS and Telecommunication allow users to receive various services based on their geographic location. It is need to legislation to encourage the provision and use of location information by providing privacy protection to users. But the contents of the legislation proposed by Korean government have problems conflicted between protection of a person's location information and invigoration of location-based services. The purpose of this study is to search complementary measures for privacy protection of location information from a viewpoint of effective management strategy for geographic information.

The mobile and ubiquitous environment is experiencing a rapid development of information and communications technology as it provides an ever increasing flow of information. Particularly, GIS is now widely applied in daily life due to its high accuracy and functionality. GIS information is utilized through the tiling method, which divides and manages large-scale map information. The tiling method manages map information and additional information to allow overlay, so as to facilitate quick access to tiled data. Unlike past studies, this paper proposes a new architecture and algorithms for tile searching and indexing management to optimize map information and additional information for GIS mobile applications. Since this involves the processing of large-scale information and continuous information changes, information is clustered for rapid processing. In addition, data size is minimized to overcome the constrained performance associated with mobile devices. Our system has been implemented in actual services, leading to a twofold increase in performance in terms of processing speed and mobile bandwidth.

Web Map Service on mobile environment, provided with cost effective mobile GIS contents and user preferred POIs(Points of interests), is strongly required at this moment when mobile and portable Internet is rapidly spreaded on mobile user community as information technology and mobile HW are evolved in its speed, bandwidth and features. As the mobile and portable Internet becomes popular in mobile services, LBS(Location Based Service) is positioned on a mobile client as one of the best information infra services. Recently mobile GIS (Geographic Information System) comes in service to support LBS, but it is constrained and limited on its system configuration and its presentation methodology of a map, and also it depends on its run time environment. In this paper, we made an effort to design and implement a GIS computing platform with server based thin client for mobile WMS(Web Map Service). For its cost effective Platform which could be easily building up POIs and GIS contents, we're not using commercial GIS solution but NGII's (National Geographic Information Institute's) DXF numerical map, and representing the maps, GIS contents and POIs by SVG(Scalable Vector Graphics) recommended by OGC(OpenGis Consortium). We're also adapting de facto standard of XML web service technology such as WSDL, SOAP to provide real time mobile GIS service on PDA as well as mobile terminal by applying a GPS receiver for a user's location information on mobile environment.

국내외 인터넷 포탈을 중심으로 지도와 멀티카메라자료가 서비스되고 있다. 이러한 서비스는 GIS자료를 영상위에 표현하기에는 위치와 자세 정보가 부정확하다. 이에 GPS/INS를 이용하여 보다 정밀한 위치 자세 정보를 취득하고 이를 이용하여 GIS자료를 영상에 투영하였다. 이는 GIS자료의 활용도를 높이는 계기가 될 것이다.

Nowdays the need of modeling a real world using computers leads to increase the importance of GIS. Moreover, the wide spread of the Internet service has brought about Web GIS Development. Especially, the tuning of Web GIS system has a crucial role in improving the performance of high resolution image Web GIS system. Thus, this study provides a variety of ways to improve the performance of high resolution image Web GIS system. We have tuned IBM AIX operation system, Oracle, ArcSDE in the database level and Tomcat, ArcIMS in the application level. What is more, we propose ways of coding which can have a positive impact on performance. As a result, the proposed methods guarantee high resolution image Web GIS system to improve performance.

According to the development of Internet system recently, we focused in GIS data distribution and applications via internet rather than GIS data construction. Therefore in this paper, we present the necessity of security policy on GTS data. So we analyze the actual condition of GIS data through expert poll. We classify all of data used in GIS with the three security level : high level, middle level, low level. Finally we propose the proper security method on GIS data transfer and on GIS database access in accordance with progree of PKI project.

Recently in connection with the development of network technology, GIS researches shift their focuses to openGIS which enables to share heterogeneous geodata and geoprocessing resource under the environment of LAN and WAN. This study proposes an easy method to develope GUIs which enables openGIS in the intranet environment. In the developing stage of GUI, the most important thing is to develop effective windows programming technique and apply a internet linking technique to developed GUIs. This study shows an internet linking technique and a GUI developing method using OLE automation and ActiveX/COM standards. Using a case study of Taegu City Library, the study constructs a GIS database and develops its GUI which performs map overlaying, referencing attribute tables, drawing up of thematic map, buffer analysis, and statistical calculations. This study remains same further research areas of developing a new advanced technique for openGIS and its GUI using distributed object model of CORBA, Java language, and JDBC data accessing technique.

GIS를 이용한 공간정보의 교육은 이제 선택이 아니라 모든 산업분야에서 폭넓게 채택되고 있는 필수적인 분야이다. 그에 비해 GIS 콘텐츠는 GIS를 하나의 도구를 통해 공부하고자 하는 학생들에 있어 매우 생소한 분야이며, 그 정확한 의미와 학문의 범주를 파악하기가 어렵기 때문에 인터넷을 통해 공간 정보 콘텐츠를 쉽게 접근 하고자하는 의도에서 현재 사용하는 커리큐럼의 분석을 통해 GIS 콘텐츠 기반에서의 공간정보의 적용방안을 제시한 것이다. 그리고 참여자의 관심과 확인을 위해 제천지역의 GIS콘텐츠 사례를 추가적으로 보완하면 더욱 유익한 공간정보교육 사이트로 발전할 수 있을 것으로 기대된다.

초기 사업자들에 의해 일방적으로 정보가 제공되던 인터넷 GIS 사이트는 Web 2.0의 패러다임과 함께 사용자들에 의해서 정보가 생산되고, 평가되는 형태로 변화하였다. 기존의 일반적인 웹사이트의 평가모델과 GIS 사이트 평가 모델에 대해서 살펴보고, Web 2.0을 고려하여 보완된 GIS 2.0 사이트 평가모델의 기준점을 활용하여 유비쿼터스 사업 특성을 고려한 평가 모델을 제시하고자 한다.
