The openness of the Web allows any user to access almost any type of information easily at any time and anywhere. However, with function of easy access for useful information, internet has dysfunctions of providing users with harmful contents indiscriminately. Some information, such as adult content, is not appropriate for all users, notably children. Additionally for adults, some contents included in abnormal porn sites can do ordinary people's mental health harm. In the meantime, since Internet is a worldwide open network it has a limit to regulate users providing harmful contents through each countrie's national laws or systems. Additionally it is not a desirable way of developing a certain system-specific classification technology for harmful contents, because internet users can contact with them in diverse way, for example, porn sites, harmful spams, or peer-to-peer networks, etc. Therefore, it is being emphasized to research and develop context-based core technologies for classifying harmful contents. In this paper, we propose an efficient text filter for blocking harmful texts of web documents using context-based technologies.

The circulation of unwholesome information such as obscene and violent information is gradually increasing based on the rapid expansion of information communications infrastructure. Those kinds of information are harmful to the adolescents and even cause social problems so that active countermeasure is requited. In order to cope with the spread of unwholesome information, appropriate regulating methods are absolutely in need by establishing or revising information communications-related laws. In this paper, we had analyzed domestic and foreign programs with existing harmful information blocking method, and then designed and implemented a selective blocking program based on Platform for Internet Contents Selection(PICS) by using selective blocking technology based on Internet contents rating system. We also proposed a compromised rating system blocking method that consists of selective filtering function by age and the popular blocking list. The proposed system has advantages in that there would be no increase in network load resulting from blocking list update and inquiry, it is possible to perform active selective filtering considering user's age, and it may introduce self-imposed rating.

As with the fast spread of internet uses in recent years, electronic commerce has evolved. The proliferation of electronic commerce has increased diverse forms of fraud cases since internet helps intended criminals remain anonymous. In absence of effective tools to warrant the reliability of parties offering products or services through electronic commerce, consumers have to absorb damages unfairly. Internet escrow service has been considered to be an option to establish reliability between buyers and sellers and to protect consumers from possible fraud cases. However, like other industries, fraudulent escrow services have appeared in internet. This study has been intended to analyze fraudulent internet escrow services and to propose an effective regulatory system of internet escrow services. To do that, this study benchmarked the regulation of the State of California, primarily focusing on the formation of escrow company, regulation of escrow business, and remedies for wrongdoing, so Korea can consider the adoption of similar systems.

방송통신융합의 핵심으로 자리잡은 IPTV는 통신서비스와 방송산업의 경계를 허무는 동시에 새로운 시장을 형성하고 있다. 세계최고의 초고속 인터넷 망을 보유하고 있는 우리나라는 방송통신 융합규제에 묶여 IPTV분야가 상당기간 답보상태에 있었다. 반면 해외시장은 2008년에 2,500만 가입자를 넘어설 정도로 커지고 있는데 국내 IPTV공급업자들의 해외시장 진출 전략에 대한 국내 연구가 부족한 것이 문제이다. 이에 본 연구에서는 국내의 IPTV시장 답보상태에서도 IPTV의 필수 구성요소인 셋톱박스, CA/DRM, 미들웨어, 네트워크장비, 요금청구 플랫폼 등을 개발한 국내 IPTV공급업체들이 성공적으로 해외에 진출하기 위한 전략을 세우고 최적의 비즈니스를 펼칠 수 있도록 하는 요인을 발굴하여 글로벌전략 모델을 제시하고자 한다.

기존 전력용 자동화시스템들은 중앙 집중적으로 관리되었기 때문에 공통된 표준 프로토콜을 정의하고 자동화시스템들이 이를 따르는 형태를 취함으로써 상호 정보교환이 가능하도록 하였다. 최근 전력산업의 규제 완화와 시장경제의 도입으로 인해 중앙 집중적 계통운영 방식은 미래에 대한 확장성 및 유연성이 부족하다는 한계에 직면해있다. 이 같은 문제점을 해결하기 위하여 본 논문에서는 최근 IT분야에서 활발히 연구되고 있는 웹 서비스 기술을 이용한다. 웹 서비스는 인터넷 상에서 XML표준을 기반으로 개발된 메시지와 HTTP를 이용함으로써 운영체제나 구현기술에 구애 받지 않고 다양한 클라이언트에게 어떤 기능을 제공하는 것이 가능하도록 한다. 본 논문에서 제안하는 웹 서비스 기반의 새로운 전력정보 통합구조는 다양한 자동화 시스템이 연계된 복잡한 전력계통을 느슨하게 연결함으로써 변화와 확장에 대해 민첩하고 유연하게 대처 할 수 있는 방법을 제시한다. 본 논문에서 제시하는 방법의 유용성을 검증하기 위하여 웹 서비스 기반 SCADA 데모시스템을 구축하여 시뮬레이션을 수행하였다.

사물 인터넷, 클라우드 컴퓨팅, 인공지능, 빅데이터 등 첨단 정보통신기술을 활용하여 모든 사물들의 지능화와 초연결을 지향하는 것을 나타내는 4차 산업혁명에 대한 관심은 나날이 증가하고 있다. 4차 산업혁명과 관련된 다양한 분야의 기술들 중에서 인공지능을 활용한 자율주행자동차 기술과 관련하여 논의를 진행하고자 한다. 여러 국가에서는 자율주행자동차 시장선점을 위해 관련 기술의 발달에 몰두하고 있다. 그러나 자율주행자동차의 상용화를 위해서는 기술의 발달뿐만 아니라 관련 법제도의 정비가 더욱 필수적인 요소라고 본다. 자율주행자동차가 안전성을 보장할 수 있도록 시험운행에 대한 규제를 완화시켜야 할 것이며, 향후 상용화가 될 경우 야기될 수 있는 민사적 손해배상문제와 형사책임의 문제, 과실책임의 문제, 사이버 보안문제 등을 대비할 수 있는 법제도 마련을 촉구하고자 한다. 타국가와의 자율주행자동차 법제도 비교분석을 통해 우리나라의 도로교통법과 기존 법 제정상태를 고려하여 법안 마련에 방향성을 설정하는 데에 목표를 두고 있다.

1990년대 중반 이후 인터넷을 중심으로 한 데이터통신의 급성장, 고객 통신욕구의 다양화, 규제완화 및 시장경쟁 심화 등으로 인해 통신사업자들은 경쟁대응의 전략으로, 그리고 벤더들은 새로운 시장 패러다임에서의 주도권 유지를 위해 차세대 네트워크에 관심을 가지게 되었다. 본 논문에서는 현재 통신시장에서 각 구성원들의 차세대 네트워크에 대한 준비를 시차를 두고 분석하여 시장상황과 결합하여 이를 평가하고 향후 전략적 고려사항을 제시하고 있다. 새로운 네트워크의 구축은 내부구조의 조정과 외부고객에 대한 대응의 차원에서 지속적으로, 그리고 보다 강력하게 전개될 것이며 다만 각 주체들의 시각과 전개방향은 상황에 대한 해석에 따라 달라질 것이다.

While making a vigorous discussion about self-regulation for exponential growth of harmful health information on the Internet, many countries lave made various efforts to select and circulate high quality health information on the Internet. The purpose of this study Is to review the serf-regulation methods of health information on the Internet and to suggest quality control methods of health information on the Internet suitable for Korea. Self-regulation methods of the health information on the Internet include ‘content rating system(or content selection system)’, ‘codes of conduct or guideline’, ‘internet hot-line’, ‘education for information providers and consumers’. Any self-regulation method should be used with other methods. We can regulate health information on the Internet effectively by using both self-regulation methods and compulsive methods such as law. Also information providers, information consumers, specialists, consumer representatives, scholars, governments officers should take part in doing these efforts and make concern.

핀테크는 금융과 기술을 결합한 용어로 글로벌 ICT 기업이 폭넓은 사용자 기반을 바탕으로 송금, 결제, 대출, 자산관리 등 각종 금융서비스를 결합하여 제공하는 새로운 유형의 금융서비스를 말한다. 핀테크의 등장은 스마트폰 이용의 보편화로 소비자의 소비행태가 모바일 중심으로 변화하고 있고, 빅데이터 분석 등으로 소비자에게 맞춤형 금융서비스가 가능해진 환경에 기인한다. 핀테크는 전자상거래와 금융서비스가 새롭게 만나면서 자연스럽게 나타나는 현상이다. 핀테크는 기술을 핵심 요소로 하는 금융서비스 혁신으로 파괴적 혁신이라는 특징을 지닌다. 본고에서는 서론에서 핀테크의 정의, 발전 배경을 살펴보고, 본론에서 시장동향과 주요 기업의 사례 분석과 핀테크에 의한 금융 혁신 및 금융회사의 대응 동향을 살펴보았으며, 나아가 핀테크 성공요인 및 주요국의 핀테크 정책을 살펴 보았다. 결론에서는 우리나라의 현황 분석 및 대응 방향을 제시하였다. 정부는 올해 들어 창조경제의 일환으로 '핀테크 육성'을 금융 개혁의 핵심이슈로 선정하고 개혁을 추진 중에 있다. 정부는 핀테크 창업을 통해서 청년문제 등 일자리 문제를 해소하고, 중위험/중금리 사업모델인 인터넷전문은행의 선정, 각종 규제의 개선 등으로 우리경제가 저성장의 늪에서 벗어나 재도약하는 디딤돌이 되길 기대하고 있다.

오늘날 멀티미디어 기술 발달과 더불어 멀티미디어의 활용 범위가 점차 넓어지고 있으며, 인터넷과 모바일 서비스를 이용하여 실시간으로 영상 및 정지영상을 재생할 수 있다. 그러나 이러한 멀티미디어 발달과 함께 유해정보 규제 방안이 사회적 문제로 대두되고 있다. 본 논문에서는 기존 방식과 다른 유해사이트 정보 수집의 한계성을 극복하는 방법으로 클라이언트에서 수집된 정보를 이용하여 유해 정보를 차단하는 알고리즘을 제안한다. 또한 MPEG-4 객체 기반을 이용한 방법으로써 영상을 객체 단위로 구분하고 부호화 정보를 이용하여 유해정보를 차단하는 알고리즘을 제안한다.
