전화망을 기반으로 한 우리나라의 공중 통신망이 인터넷 서비스가 도입되면서 이용자가 사용하는 단말장치도 다양한 형태로 발전하고 있다. 전기통신을 효율적으로 관리하기 위하여 정부가 시행하고 있는 단말장치에 대한 기술적 규제인 기술기준도, 통상의 아날로그 전화회선용 장치를 비롯하여 디지털 전송장치, 케이블모뎀, 이더넷인터페이스장치 ADSL모뎀 및 VDSL모뎀까지 새로운 단말장치의 등장에 보조를 맞추어 개정되어 오고 있다. 본 논문에서는 단말장치에 관한 기술기준의 필요성, 법적 위치, 대상 장치의 변천 기술적 조건의 설정 개념 등을 파악하고, 규제 설정의 핵심인 기준 내용분석 등을 통하여 현행의 제도를 이해함과 더불어 앞으로의 기술적 조건에 대한 연구 방향을 모색한다.

광고는 제조, 유통, 서비스 등의 산업에서 공급하는 재화 등에 대한 정보를 확산시키고 소비자가 이의 재화에 대한 거래를 성립시키기 위한 수단이며 광고주가 미디어 기업 등에게 지불하는 광고비는 미디어 기업에서 양질의 콘텐츠를 제작 유통 할 수 있는 주요한 재원이다. 즉, 미디어는 광고주와 수용자가 공존하는 대표적인 양면시장이며 여기서 광고는 해당 시장을 유지하게 하는 중요한 수단이다. 이처럼 미디어 환경과 광고산업은 밀접한 관계를 가지고 있으며 이는 미디어 환경 및 광고 관련 규제에 국내 광고시장이 의존하고 있다는 것을 보여준다. 이에 본고에서는 최근 논의되고 있는 중간광고, 간접광고, 종합편성 채널 PP도입, 인터넷광고 시장현황 및 전망 등에 대하여 고찰하였다. 중간광고 등의 규제 완화는 국내 광고 시장에 직접적으로 성장 가능성에 영향을 주고 있으나 이는 미디어 이용자의 이용행태를 고려하여야 할 것이다. 또한 종합편성 채널 PP도입은 해당 사업자가 제작비에 투자하는 정도에 따라 시청률에 영향을 주며 이의 효과로서 광고비가 증가된다는 결론이 도출되었다. 다만 지상파, 유료방송 고려시 순증효과와 대체효과가 공존하며 이의 결과 전반적으로 광고시장의 성장이 전망되었다.

선거운동에 있어서 자유와 공정은 선거과정의 민주적 품질을 가늠하는 핵심적 가치이다. 선거과정에서 자유와 공정이 충분히 보장될 때, 유권자와 후보자 간의 역동적이며 설득적인 커뮤니케이션이 가능하다. 이 점에서 한국 선거운동의 민주적 품질은 아직 낮은 상태에 머무르고 있다. 한국의 선거법은 대단히 규제 중심적이며, 이는 과거 부정선거 및 타락선거의 경험에서 비롯된다. 하지만 선거환경은 빠르게 변화하여 왔다. 유권자의 선거문화 및 의식수준이 크게 개선되었으며, 인터넷의 확산은 더욱 능동적이고 참여적인 유권자를 탄생시키고 있다. 선거환경의 변화는 규제 중심적 선거규칙의 변경을 요구하고 있다. 하지만 선거운동의 민주적 품질은 법제도적 개선만으로 향상되는 것은 아니다. 선거경쟁의 장에서 공명정대한 관리자로서 선관위의 위상정립과 더불어, 유권자들의 건전한 선거문화의 형성을 위한 끊임없는 노력이 함께 병행될 때 비로소 선거운동을 둘러싼 민주적 품질의 실질적 향상이 성취될 수 있을 것이다.

디지털 환경이 진화함에 따라 가짜뉴스가 늘어나고 있다. 이를 판별하기 위해 법적 규제에 대한 논의가 있으나, 가짜뉴스에 대한 범위와 정의가 명확하지 않아 규제가 쉽지 않다. 본 논문에서는 이에 대한 대안으로 TF-IDF 기법과 KoBERT 모델을 이용한 키워드 추출 및 문장 유사도 분석을 통해 YouTube 플랫폼을 대상으로 한 가짜뉴스 판별을 위한 모델을 제안한다.

Korea is ahead of the launch of internet banking professional following to America, Europe and Japan. Internet banking is a professional non-store bank to conduct business such as deposits and loans on the internet and call centers. It is operating in a low-cost structure and minimizes the loans and deposits, various fees than traditional banks and obtains a profit. In order to be successful internet banking professional to develop a differentiated work with the existing banks should be competitive. In this paper, we explore and analyze the cases of Japan and the United States to present the future direction of domestic Internet banking professional future. Also it is expected to enable faster and more convenient one-stop financial services. Internet specialized bank is expected to continue to develop further by the inevitable competition with conventional banks as developing differentiated financial services. Deregulation of banks and industries and participation of various companies of security, insurance, telecommunications, and retail are expected to lead to the convergence among industries and development of new financial services.

The purpose of this study was to investigate the relationship between Internet addiction and oral health behavior among university students. The results, internet addiction was found in gender and smoking, oral health behaviors were classified according grade and smoking, differences in internet addiction were found in gender and smoking, there were statistically significant differences. And in common, high was first grades, non-health related major, smokers and drinkers, male students living at home. Oral health behaviors were found to be "lying on one side when sleeping" the highest, indicating that frequent use of the Internet occurred before sleep and thus negative oral health behaviors. In addition, there was a statistically significant correlation between college students 'oral health behavior and Internet addiction. Also, university students' internet addiction was found to be an oral health behavior. As a result of the above research, it is necessary to educate and guide appropriate internet use considering the influence on university students academic performance, and to develop oral health education program to recognize the problem of internet use regulation and the oral health behavior of university students themselves.

Ein Schlagwort "die Vierte Industrielle Revolution" ist mehrdeutig und sehr unterschiedlich verstanden. Die Fragestellung, was die wesentlichen und allgemein anerkannten Elemente der "vierten industriellen Revolution", bezieht sich bisher auf neue Technologie oder Produkten wie $K{\ddot{u}}nstliche$ Intelligenz(K.I), autonomes Fahren, Internet der Dinge(IdD), 3D-Drucker usw. Unter einem historischen Gesichtspunkt bzw. der Geschichte der Industiriellen Revolution gibt es jedoch eine $Parallelit{\ddot{a}}t$ der rechtlichen Fragen, bsw. die Gefahrenabwehr, technische Kodifikation, Selbstregulierung, Internationalisierung des Technikrechts. Der Versuch, die Vierte Industrielle Revolution nur mit den neuen Technologie oder Produkten zu verstehen, kann nicht die Differenzierung zwischen jeden Stufen der industriellen Revolution konsequent $erkl{\ddot{a}}ren$. Dass die rechtliche Fragen der Vierten Industriellen Revolution angemessen behandelt, verlangt $zun{\ddot{a}}chst$ einen $Schl{\ddot{u}}sselbegriff$. Die vorliegende Arbeit setzt Digitalisierung als $Schl{\ddot{u}}sselbegriff$ voraus. Mit diesem $Schl{\ddot{u}}sselbegriff$ beleuchtet hier die Herausforderung des Verwaltungsrechts in der Zeitwende, wie die $Anpassungsf{\ddot{a}}higkeit$ und $Steuerungsf{\ddot{a}}higkeit$ des Rechts.

This study observes the fact that there exist restrictions due to the election-law-based regulations on web campaigns in Korea although web campaigns are widely spreading around the globe, and aims to analyze this aspect from the political context. As a result of the research, first, this study found out that Article 93, Clause 1 of the makes it possible to do permanent web campaigns on the strength of the Constitutional Court's decision of limited unconstitutionality, whereas Article 59 and 254 of the same Law(Election Campaign Offence) differ from the above Article 93, Clause 1; thus, it is necessary to revise the relevant law. Second, as for the request for taking measures for the depletion of ISP, etc., it is necessary to reform the provisions of the and together. These provisions are excessive regulations of the on ISP, also having the possibility of dual punishment. Third, there is also the need to amend Clause 6 of Article 82 (Real Name Confirmation of the Message Board, and chat room of Internet Media) of the from a long term perspective. IT 혁명으로 전자적인 활동이 전 사회의 중심 축으로 이루어지고, 또한 컴퓨터를 이용한 정보처리와 통신기술의의 눈부신 발달에 힘입어 기업의 Business에 커다란 변화를 초래하게 되었다. 특히, 인터넷이라는 환경하에서 전자상거래는 급속하게 성장하고 있으며, 기업은 전자상거래 모델을 앞다투어 개발하면서 새로운 E-Business 환경을 수용하고 있다. 또한 기업은 무역업무에 이러한 전자상거래를 도입하면서 국제간 거래의 활성화를 위해 노력하고 있지만, 국채간 사이버 무역이 안고 있는 여러 가지 애로점을 가지고 있다. 그 중에서 국제간 전자결제에 과한 문제이다. 인터넷을 이용한 무역업무를 실행시키고, 활성화하기 위한 하나의 결제방안을 제시해 보면 제3자에 의한 결제 시스템으로서 인터넷 서비스 제공업자, S/W 개발업체, 은행과 신용카드회사를 비롯한 금융기관 등은 결제시스템을 구축하는 방안이 강구될 수 있다. 또한 이 시스템에서는 다양한 판매자의 제품을 소개하고 일정 시간간격 또는 특정 구매자의 총누적 거래대금이 일정수준에 이를 때에 결제함으로써 신용카드를 지불수단으로 사용하는 경우에도 소액거래를 지원할 수 있다. 또한 전자결제제도가 성립되기 위해서는 전자자금거래의 규제를 위한 법 제도적인 측면의 정비가 시급하다. 따라서 각종 거래의 결제에 관한 법적관계는 물론 금융관련 법률을 기본으로 하여 새로운 접근방안을 마련해야 할 것이다. 이와 같은 사항들을 고려함으로써 사이버 환경의 활성화를 도모할 수 있다.
