Comparative Law Review and Human Dignity-Based Criminalization Analysis of Internet Gambling (인터넷 도박의 비교법적 고찰과 인간의 존엄성 원리에 근거한 범죄화 분석)

  • Internet gambling is to place, receive or otherwise knowingly transmit a bet or wager by any means which involves the use of the Internet. Internet gambling is a victimless crime wherein its characteristic feature is that the persons affected are those who take part in the act of their own free will and are responsible for the suffering which is self-inflicted. This article reviews the laws of Korea, United States and United Kingdom regarding internet gambling. Further, this article tries to perform criminalization analysis based upon the constitutional principle of "human dignity" in order to find out whether the alternative regulations rather than criminal law are better equipped to regulate internet gambling. Based upon the comparative law review and the criminal analysis, non-criminal regulation is recommended for internet gambling activities.

The effect of gambling accessibility and availability on gambling problems (도박의 접근성과 가용성이 도박문제에 미치는 영향)

  • This study investigates the effects of availability and accessibility on an individual's risk of developing a gambling problem. A total of 24 off-track betting facilities located in 12 districts of Seoul were examined in an effort to identify any association between their presence and citizens' gambling habits. Study participants included 1,490 online recruits residing in Seoul who participated in gambling activities in the 12 months prior to the study. To examine the differences in addiction rates and gambling frequency, a survey of demographics, gambling addictions, and gambling frequency divided the participants into two groups: those who resided in a district where off-track betting facilities were available, and those who resided elsewhere. Analysis results indicate that gambling frequency and addiction rates were significantly higher among participants residing in a district where off-track betting terminals are available. Additional analysis was performed with participants who mainly gambled on horse racing, with results similar to the previous analysis-significantly higher rates of gambling addiction and frequency were observed among participants residing in close proximity to off-track betting facilities.

College Students' Gambling Behavior: Mediating Effect of Self-Control and Multiple Group Analysis (대학생의 도박행동: 자기통제력의 매개효과 및 다집단 분석)

  • The purpose of this study was to construct and test a structural equation model for college student's gambling behavior. A structured questionnaire was completed by 246 college students to analyze the relationships between perspective factors(irrational gambling belief), psychological factors(depression, anxiety), social factors(parental monitoring, parental support, friend support), self-control and gambling behavior. The moderating effects of gender, friends and family's gambling behaviors were examined. The data were analyzed using SPSS 21,0 and AMOS 20.0 programs. Self-control and psychological factors directly affected the college student's gambling behavior, while perspective factors and social factors affected it indirectly. The model fit indices of the modified model were suitable for the recommended levels. The overall study findings suggest the need to develop a gambling prevention program for college students that reinforces self-control, parental monitoring and support, and friend support while reducing irrational gambling belief, depression, and anxiety. An approach that considers gender and a development of a group counseling program for family or friends are also required.

A Study on the Trends of Korean Juvenile Gambling (청소년 도박의 국내 연구동향 분석)

  • This paper analyzed the research trends of juvenile gambling, which is increasing due to recent changes in the internet environment. The number of domestic studies on juvenile gambling has increased, but there are few studies that analyzed both degrees and academic papers in a more comprehensive manner than addiction to the Internet, games, and drugs related to youth. The current state of juvenile gambling can lead to secondary crimes, such as illegal loans and thefts for gambling funds beyond the level of addiction, school violence and money extortion, which have been a major shock to Korean society. Therefore, it is urgent to prepare social measures because the age of adolescents who are exposed to gambling is becoming lower. Accordingly, this study analyzed 52 dissertations, 86 academic papers, and three other research reports published in Korea from 2003 to March 2020. As a result, quantitative research, research subjects, and research topics were concentrated, and there was a limit to generalization. In addition, these results will provide rich information to future studies by confirming the academic characteristics according to the times and interdisciplinary research trends that transcend individual science areas.

An Effective Method for Blocking Illegal Sports Gambling Ads on Social Media

  • In this paper, we propose an effective method to block illegal gambling advertisement on social media. With the increase of smartphone and internet usage, users can easily access various information while sharing information such as text and video with a large number of others. In addition, illegal sports gambling advertisements are also continue to be transmitted on SNS. To avoid most surveillance networks, users are easily exposed to illegal sports gambling advertisement images by including phrases in the images that indicate illegal sports gambling advertisements. In order to cope with these problems, we proposed a method to actively block illegal sports gambling advertisements in a way different from the conventional passive methods. In this paper, we select words frequently used for illegal sports gambling, classifies them into three groups according to their importance, calculate WF for each word using weighted formula by degree of relevance and frequency, and then sum the WF of the words in the image. Blocking, warning, and passing were determined by cv, the total of WF. Experimenting with the proposed method, 193 out of 200 experimental images were correctly judged with 96.5% accuracy, and even though 7 images were illegal sports gambling advertisements. Further research is needed to block 3.5% of illegal sports betting ads that cannot be blocked in the future.

  • 급속도로 확산되고 있는 컴퓨터와 인터넷은 우리의 생활판도를 엄청나게 바꾸어 놓고 있다. 국내 초고속 인터넷 가입자수는 현재 3백만명을 넘어서 내년에는 5~6백만명에 이를것으로 전망되고 있어 실제 사용자는 1천만명을 웃돌 것으로 보고있다. 이제 인터넷의 역할은 단순히 제품을 판매하는 공간에 그치지 않고 콘텐츠, 여행, 의료, 금융, 심지어 도박 등 거의 전 산업분야에 걸쳐 비즈니스 모델을 송두리째 바꾸어 놓는 단계에까지 와 있는 것이다.

  • 인터넷이 발전함에 따라 학교나 기업에서는 새로운 골치거리가 생겼다. 학교에서는 학생들이 포르노, 폭력 등 유해 사이트에 접속하고 기업에서는 근무시간에 오락, 도박 등 업무를 방해할 수 있는 사이트에 접속하는 것이다. 이런 접속은 학교나 회사에게 시간적, 정신적, 물질적으로 많은 손해를 가져다 준다. 그래서 이런 유해정보는 차단되어야 한다. 그러나 인터넷 유해정보를 차단한다는 것은 말처럼 쉬운 일이 아니다. 인터넷 차단 소프트웨어인 넷아르고스를 개발해 해외수출을 모색중인 플러스 기술을 찾아가 개발배경과 제품기능에 대해 들어봤다.

Development of an Intelligent Illegal Gambling Site Detection Model Based on Tag2Vec (Tag2vec 기반의 지능형 불법 도박 사이트 탐지 모형 개발)

  • Illegal gambling through online gambling sites has become a significant social problem. The development of Internet technology and the spread of smartphones have led to the proliferation of illegal gambling sites, so now illegal online gambling has become accessible to anyone. In order to mitigate its negative effect, the Korean government is trying to detect illegal gambling sites by using self-monitoring agents or reporting systems such as 'Nuricops.' However, it is difficult to detect all illegal sites due to limitations such as a lack of staffing. Accordingly, several scholars have proposed intelligent illegal gambling site detection techniques. Xu et al. (2019) found that fake or illegal websites generally have unique features in the HTML tag structure. It implies that the HTML tag structure can be important for detecting illegal sites. However, prior studies to improve the model's performance by utilizing the HTML tag structure in the illegal site detection model are rare. Against this background, our study aimed to improve the model's performance by utilizing the HTML tag structure and proposes Tag2Vec, a modified version of Doc2Vec, as a methodology to vectorize the HTML tag structure properly. To validate the proposed model, we perform the empirical analysis using a data set consisting of the list of harmful sites from 'The Cheat' and normal sites through Google search. As a result, it was confirmed that the Tag2Vec-based detection model proposed in this study showed better classification accuracy, recall, and F1_Score than the URL-based detection model-a comparative model. The proposed model of this study is expected to be effectively utilized to improve the health of our society through intelligent technology.

Analysis of trends in domestic research on addiction using text mining and CONCOR (텍스트마이닝과 CONCOR을 활용한 중독 관련 국내 연구 동향 분석)

  • This study analyzed 817 articles published in Korean professional journals over the past three years, from 2020 to 2022, using text mining techniques to identify trends in addiction research in Korea and explore development directions. The analysis results are as follows. First, as a result of the analysis of the top keywords, online addiction studies such as smartphones, games, Internet, gambling, and relationship addiction were prominent as the top keywords. Second, as a result of TF-IDF analysis, many addiction studies related to behavioral addiction such as smartphones, games, the Internet, and work addiction have been conducted over the past three years, and in particular, there are many studies on addiction problems such as smartphones, games, and the Internet that have not yet been clinically diagnosed as addiction problems. This is the same as the result of word frequency analysis, and it can be interpreted that recent studies have been remarkably conducted on more diverse addiction problems. Third, the 2-gram analysis shows that words that mainly correspond to behavioral addiction, such as smartphones, games, and the Internet, appear side by side with the keyword addiction, and among them, words paired with smartphones are mentioned a lot in research papers and are being studied. Fourth, as a result of the CONCOR analysis, there were five clusters: a study on universal addiction issues such as alcohol use disorders and the Internet, a study of recovery on drug and gambling addiction, a study on mobile devices and media addiction, a study on the latest trends related to behavioral addiction, and other addiction issues. Finally, based on the results of this study, a direction for future addiction-related research was suggested.
