스크린리더는 그 특성상 모든 응용 프로그램을 지원해야 함에도, 타 응용 프로그램의 빈번한 업그레이드 와 스크린리더 개발 인력 부족 등의 이유로 시각장애인들이 자주 쓰는 소수의 응용 프로그램만을 지원하는 것이 현실이다. 본 논문에서는 스크린리더의 개발 생산성을 높일 수 있는 방안으로 개방형 API 를 제안한다. 스크린리더에 개방형 API 를 채택하고 이를 공개함으로써 스크린리더 개발 업체는 주엔진 모듈의 성능 향상에 모든 인력을 투입하여 성능 좋은 스크린리더을 개발할 수 있을 것이며, 프로그램 개발이 가능한 사용자나 자원봉사자들이 개방형 API 에 맞도록 응용 프로그램 지원 모듈을 플러그인 형태로 개발할 수 있을 것이다. 이를 통해 국내에서도 다양한 응용 프로그램을 지원하는 우수한 스크린리더를 개발할 수 있을 것이다.

Understanding of the length of time required to realize the return on the investment of informatization is important for policy makers and decision makers of information system adoption. Previous researchers, however, assessed this issue with the performance measurement approach that was primarily based on static point of view. However, the static analysis on the outcome of the informatization investment is limited in measuring the priori and ex ante effects of the informatization implementation on temporal basis. This study present a methodology to capture the outcome of the informatization investment on dynamic basis. This assessment was performed based on an e-government project in Korea, called "Industry Human Resource Project." Particularly, the study addressed how long it takes to obtain the benefit of WorkNet System, which was part of this Korean e-government project. We proposed various approaches to illustrate the importance and temporal effect of the WorkNet System by analyzing DB data, time reduction of WorkNet business processes and return of investment of IT.

This study analyzed the Entrepreneurial Competencies of Science and Technology Personnel from the point of view of the industry's demanders. It is necessary to change institutional and policy support from quantitative support to improvement of qualitative level. Specifically, this study used the Borich's Needs Assessment Model to determine what capabilities are currently lacking and which should be supplemented. As a result of analysis, it showed that the current level was lower than expected level. Especially, expectation level was high in order of team working, problem solving ability, communication, abstract thinking, job knowledge, Autonomy, leadership, risk-taking, and commercialization are all lower than the overall average. In the analysis of educational need, the most important factor of entrepreneurial competence appeared in order of problem solving ability, teamworking, job related knowledge, abstract thinking, and communication. This means that it is necessary to logically solve the problems that are encountered in various situations in the organization by using cooperation between the teams and their own job knowledge. In addition, education should be conducted to effectively communicate the results to others.

미국에서도 인쇄산업의 성장은 정체돼 있다. 아니 인쇄물량의 지속적인 감소를 경험하는 가운데 성공적인 사업을 운영하기 위한 다양한 방법이 모색되고 있다. 사업의 성공에는 많은 조건이 있지만 이익을 늘리고 생산성을 높일 수 있는 기업 시스템과 인력의 재배치가 가장 중요한 이슈라는 것에는 의심의 여지가 없다. 또한 현재 인쇄산업이 처한 현실에서는 인쇄작업단가와 경상이익률이 점차 감소하며, 기업의 자본도 잠식되는 게 사실이다. 이를 타개하기 위한 방법으로 보다 효율적인 수익성 제고가 요구된다. 미국의 인쇄산업에서 좋은 인재를 채용하고 수익성을 제고하는 것에 대한 관심이 커가는 이유다.

As a countermeasure to the increasing workforce diversity worldwide, this study addresses the need for an ICT (information communication technology) based diversity management function and identifies the role of e-HRM (electronic-human resource management), which enables this function. ICT has essential for the survival and growth of a company. And it is strategically crucial to recruit and manage a workforce efficiently that comprises individuals not only with diverse demographic backgrounds in terms of gender, race, and age, but also with diverse personal history in terms of educational background, functional background, and the number of years working at a previous job, because these are directly related to organizational performance. Based on the fact that only the organizations that utilize ICT adequately in managing diversity can gain a competitive advantage, this paper discusses the implications of ICT-based diversity management for organizations and managers.

Audit system of local self-government has a problem in many sectors, for the development of local autonomy, improvement of these issues is essential. The purpose of this study was to improve the present problems by looking at the problems of local governments audit system. The problem with local governments audit system are as follows. First, the non-efficiency and redundancy of internal and external audit exist. Second, in terms of audit organization and mechanism of local government, independence is deficient. Third, the expertise is lacking in terms of audit personnel. Fourth, it is insufficient effectiveness ensure regarding the processing of the Audit Office at the time and results. Improvement plan of the problems of local governments audit system are as follows. First, the unification of the country and local governments of the audit and there is a need to establish a legal system on the local audit. Second, the establishment of independent internal audit mechanism for ensuring the independence of the internal audit mechanism. Third, introducing a variety of personnel system related to the human resources of audit personnel and there is a need and strengthening of education and training to the audit personnel. Fourth, the public of the audit, community participation, and etc results in the effectiveness and democratic ensuring of audit.

The development of unmanned AI continues, and the development of AI unmanned is aimed at more efficiently, accurately, and speedily the work that has been resolved by manpower such as industry, welfare, and manpower. AI unmanned technology is evolving in various places, and it is time to switch to unmanned systems from many industries and factories. We take this into consideration, and use the Deep Learning technology, which is one of the core technologies of artificial intelligence (AI), not the manpower but the fruits that pour the rails at once in a large orchard. We want to study the unmanned fruit sorting machine that can be operated under manager's supervision without dividing the fruit by type and grade and dividing by country of origin and grade. On the 855 pure Korean commercial fictional movies, excluding diversity films, released in Korea from 2004 to August 2017, I conducted deciles distribution analysis of box office performance of those movies and average box office performance of directors, producers and lead actors who involved in making them. Deciles distribution analysis of average box office performance might be helpful to predict their next box office performance of newly produced Korean movies and to evaluate their contribution to box office performance. In baseball, the various index such as winning rate, on-base percentage, slugging percentage, stolen base percentage, battling average, earned run average is used for predicting and reviewing of professional players. In this study, I evaluate the script's narrative quality by the indirect method of insight and judgment of creative manpower involved in making the movies. For the more productive prediction, direct statistical analysis method on the narrative of the script needs to develop. Time series analysis is required to evaluate the rise and fall of creative manpower and network analysis is also necessary to see the interaction among creative people.

과학기술계 정부출연연구기관(이하 출연(연))은 과학기술의 연구개발을 통해 국가 및 산업계 발전에 기여하기 위해 정부가 설립하고 운영을 재정적으로 지원하는 기관으로 1966년 한국과학기술연구원 설립 이후 2017년 현재까지 50년에 걸쳐 총 25개의 기관이 설립되어 운영 중에 있다. 설립 목적에서도 확인할 수 있듯이 출연(연)은 연구개발 성과를 활용하여 기술이전 지원을 통한 기업체 경영 성과 달성, 전문 연구 인력 배출, 정부 정책 수립 및 지원을 통한 산업 경쟁력 강화 등의 다양한 경제적 파급효과를 창출해왔다.. 그러나 출연(연) 연구개발 성과의 경제적 파급효과를 종합적이고 체계적으로 파악하기 위한 논의는 비교적 미흡한 실정이다. 이에 따라 본고에서는 기계분야 K연구원의 사례를 중심으로 출연(연) 연구개발 성과의 경제적 파급효과 산출을 위한 분석 틀을 제시하였다. 경제적 파급효과 분석의 틀은 크게 출연(연)의 연구개발성과가 이전 확산되는 산업의 경제적 성장에 대한 기관의 기여도를 산출하는 '하향식 접근'과 기술이전 지원, 전문 연구 인력 배출 등 기관의 연구개발 활동의 경제적 파급효과를 개별적으로 산출하여 더하는 '상향식 접근 방법'을 제시하였다. 이러한 '하향식 접근'과 '상향식 접근'의 활용은 두 방식을 통해 산출한 경제적 파급효과를 상호 비교함으로써 출연(연) 연구개발성과의 경제적 파급효과를 종합적이고 체계적으로 분석할 수 있는 기반을 마련하는데 그 의의가 있다. 향후 본 연구결과가 다양한 출연(연) 연구개발 성과의 경제적 파급효과를 산출하는데 활용되기를 기대한다.

In the media convergence era, contents industry is raising core area in the government level. This study explores directions of development policy of national contents industry. So this study performs depth interview with 10 experts and investigates delphi research with 30 experts who are specialists in digital convergence area. Following the depth interview, there are three categories in the convergence contents - technical area, human resource area, and political area. The result shows that there is discordance between importance and present status each area. This finding suggests that there is political delay in the convergence media industry. In conclusion, it is necessary to look over the current limits and inspect defects. This study implicates further directions of national contents industry.
