우리나라 항공기 산업은 아직도 발전의 초기단계로 크게 심한 해외의존성으로 인해 항공기산업 내부에서 공급되는 주요정밀 부품은 주로 외국으로부터 도입하는 등 여전히 취약한 산업구조를 지니고 있기 때문에 생산유발효과나 부가가치유발효과 등 산업연관효과를 크게 나타나고 있지 않다. 이러한 낮은 연관효과로 인해 부가가치율의 크기는 크지 않지만, 영업잉여는 높은 불균형적 부가가치구조를 지니고 있다. 또한 항공기산업의 육성 및 발전을 도모할 수 있는 인력과 시설투자가 여전히 미약한 수준이어서 기술적, 산업적 측면에서 취약성을 노출시키고 있다. 따라서 안정적 생산물량의 확보, 기술자립도의 증가, 지속적인 인력 및 투자수준의 제고 등을 위한 효율적이고 장기적인 발전전략수립이 절실히 요구된다고 볼 수 있다. 따라서 우리나라 항공기산업의 발전의 추진방향은 기술자립도의 제고를 통한 대외의존성의 약화, 고부가가치화, 수요창출을 기반으로 하는 생산계획 수립, 제도완화 및 부서의 통합기능을 강조하는 정부개입 등의 방법에서 모색되어야 할 것이다.

정부는 이미 차세대 성장동력 10대 과제로 디지털콘텐츠 산업을 선정, 2007년까지 세계 5대 디지털콘텐츠 강국으로 부강하겠다는 야심찬 포부를 밝혔다. 2003년 627억달러의 세계시장 규모에서 2007년 1,267억달러, 2012년 2,563억달러로 급증할 것으로 예상되면서 정부는 디지털콘텐츠 관련 분야를 집중 육성하겠다고 선언한 바 있다. 디지털콘텐츠 강국이 되기 위해서는‘사람이 경쟁력’이라는 것에 누구나 동의하고 있다. 디지털 지식경제사회가 진전할수록 뛰어난 한 사람이 평범한 1만명을 먹여 살리는 구조가 정착되고 있다. 이에 본지는‘사람’의 중요성을 일깨우고자 대학 ·기업 ·연구소 등 각계각층의 인력현황과 구조적 문제점, 그리고 나아갈 방향 등을 제시하는‘사람이 경쟁력이다’라는 주제로 지난 1월호부터 기획 연재를 진행하고 있다. 이번 호에는 국내 디지털콘텐츠 관련 대학의 전반적인 현황 및 각 지역에서 디지털콘텐츠 관련 전문 인력을 배출하고 있는 우수대학을 소개한다.

해양구조물에서 헬리콥터는 주로 인력을 수송하지만 비상상황 발생 시 탈출수단 또는 수색 구조수단으로 이용되고 있으며, 자원을 찾아 깊고 먼 바다로 이동하는 해양구조물의 인력을 수송하기에 헬리콥터는 가장 빠르고 안전한 수단이지만 해상으로 추락과 같은 사고는 발생할 수 있다. 헬리콥터의 수중 추락 시 생존율을 높이기 위하여 헬리콥터 자체의 안전설비와 운용방식을 발전시키고 탑승자들에게 사전 브리핑을 실시하고 수중탈출 훈련을 실시하였다. 본 논문에서는 헬리콥터의 해상 추락 사고를 분석하고 탑승자의 생존율을 높이기 위한 헬리콥터의 안전설비 및 운용방식과 수중 추락 시 탑승자의 탈출요령에 대한 훈련에 대하여 소개한다.

Global expansion of regulation for carbon emission has brought new industrial regulations and trade barriers while the global economy is promoting economic stimulus through a variety of green investments such as renewable energy development, energy efficiency increase, and environmental improvement simultaneously. Korean government is trying to seek a new opportunity to grow through green investment in this change of business environment and businesses are facing the transition to low-carbon and eco-friendly structure for their survival. It is promoting not only industry structure changes and conversion but also demanding changes of workforce composition and requirement skills. In response to convergence of green economy, manpower development for future skills needs is provided the main impetus for response as well as promotion green growth. This study will analyze human resource development plan due to future skills needs emphasizing on automative industry. Also the study will be researched on the problems of present curriculum of undergraduate and look for improvements tasks. Upon the result, promotion plans for human resource development in other sectors of green car in response to future skills needs in green growth can be found.

Daejeon metropolitan city is rich with opportunity factors for the growth of the design industry in the 4th Industrial Revolution and aims at completing the '4th Industrial Revolution Special City'. As design is located at the center of convergence and the concept of design is closely related to the industrial structure, its importance is being emphasized in the 4th Industrial Revolution. Meanwhile, there was a limit to the development of the design industry in Daejeon metropolitan city due to the absence of the Regional Design Center(RDC), but Daejeon started constructing the Daejeon design center in June 2018 and aims to complete the construction by the end of 2019. This study analyzed and compared the 2018 Design Specialists Reeducation of KIDP and each RDC with the present conditions of industrial structure, design industry and reeducation of Daejeon to derive and suggest the plan of reeducation by the establishment of Daejeon Regional Design Center(RDC).

In the media convergence era, contents industry is raising core area in the government level. This study explores directions of development policy of national contents industry. So this study performs depth interview with 10 experts and investigates delphi research with 30 experts who are specialists in digital convergence area. Following the depth interview, there are three categories in the convergence contents - technical area, human resource area, and political area. The result shows that there is discordance between importance and present status each area. This finding suggests that there is political delay in the convergence media industry. In conclusion, it is necessary to look over the current limits and inspect defects. This study implicates further directions of national contents industry.

Nowadays, the vessel size is tending to be bigger and bigger, so port facilities are following this trend, which has been shown inthe competition of Hub-Port among the main ports such as Port of Busan and Port of Shanghai. But there are limited numbers of large container vessels and $70\%$ of the call ships at Busan port are middle and small sized ships which are less than 20,000ton. So we need to consider the handling facilities for these sized ships, but it has disregarded. In this paper, we estimate the optimum level of crane and labor according to vessel's size by container handling cost value reflecting size of vessel; size and number of crane and labor structure.

To plan a software project, the manager (1)make a work breakdown structure (WBS), (2) estimate efforts for each task, (3) assign employee to each task, and (4) estimate overall schedule. When software project becomes complicated, the possible combination of WBS, effort, and employee assignments dramatically becomes larger. Software planning tool can help software project managers to deal with this complexity. In this research, we discuss with a group of experts who work in software industry, to elicit practical requirements that should be considered in the software planning technique. Considering these requirements, we develop a software project planning tool APP (Automatic Project Planner) which provide effort estimation based on historical knowledge data and automatic human resource allocation. Our technique can be the basis of reasonable and practical software project planing.
