The Local Drought Risk Assessment Framework Using Vulnerability and Hazard Index (가뭄 취약성 및 노출성 지표를 활용한 지역 가뭄 위험도 평가 방안)

  • 가뭄은 일반적으로 기상학적, 수문학적, 농업적 및 사회·경제적 가뭄으로 분류된다. 그 중 강수량 부족으로 인해 야기되는 기상학적 가뭄은 지역 사회에 직접적인 피해를 유발하는 도화선이 된다. 그러나 강우량 부족이 경제적, 사회적 피해로 전파되는 과정은 단순하지 않으며, 정량화가 어려운 실정이다. 가뭄 위험도는 수문기상학적 요인뿐만 아니라 자연재해에 대한 지역의 취약성의 맥락에서 파악되어야하므로, 가뭄 위험도 평가 방안은 위험도와 지역사회 사이의 관계를 규명하는 과정을 포함해야 한다. 이러한 문제를 해결하기 위해 가뭄 취약성(vulnerability)과 노출성(hazard)을 정량화하여 나타내는 지표를 적용한 가뭄 위험도 분석 방법이 주로 사용된다. 일반적으로 수용되는 취약성 개념은 개인 또는 그룹이 자연재해의 영향에 대처하고 이에 저항할 수 있는 능력을 의미하며, 노출성은 자연적 또는 인간이 유발할 수 있는 물리적 사건의 가능성을 나타낸다. 따라서 취약성은 지역의 문화적, 사회적 및 경제적 인자를 이용하여 정의된다. 반면 노출성은 주어진 시간 또는 영역 내에서의 특정 현상의 발생 확률에 따라 결정된다. 본 연구에서는 가뭄 취약성 지수 (Drought Vulnerability Index, DVI)와 가뭄 노출성 지수(Drought Hazard Index, DHI)를 이용하여 지역 가뭄 위험도를 평가하였다. 취약성 및 노출성 지수를 활용한 선행연구에서의 주요 쟁점은 연구자의 주관성을 배제하고 지역의 상황을 반영할 수 있도록 (1) 객관적이고 합리적인 변수의 선택과 (2) 각 인자들의 관계를 규정하는 가중치 정의 방법이다. 본 연구에서는 확률론적 접근방법을 적용한 위험도 평가 방안을 제시하고자 하였다. DVI를 산정 시 지역에서 지배적인 사회경제적 인자를 선택하기 위해 주성분분석(PCA) 기법을 활용하였으며, DHI는 이변량 가뭄 빈도 분석에 의해 산정된 특정 가뭄사상의 발생 확률로 정의되었다. 본 연구에서는 국내에서 가뭄 위험도가 가장 높은 것으로 평가되는 충청북도 및 충청남도를 대상지역으로 선정하고 지역 위험도를 평가하였다. 그 결과 가장 가뭄 위험도가 높은 지역은 충청북도에서는 청주시, 충청남도에서는 공주시로 분석되었다. 특히 청주시는 DVI가 매우 높지만 DHI는 상대적으로 작게 나타났으며, 반면 공주시는 DHI와 DVI가 지역 내에서 가장 높게 산정되었다.

  • 수도권에 용수를 공급하는 팔당유역은 경제, 사회, 환경적으로 매우 중요한 공공의 자산이며, 이러한 자산을 누리는 데에 이어 국민 모두가 공평한 혜택을 받을 필요가 있다. 수량과 수질의 만족도는 곧 지역민들의 복지이며, 복지는 삶의 질을 높여주는 것을 의미한다. 팔당유역에서는 인간의 개발행위로 인해 하천과 생태계의 지속적인 훼손과 방치가 발생하며, 팔당유역에 대한 수도권과 지역주민들의 사회적, 문화적 요구가 증가함에 따라 수자원의 안정적인 확보와 하천의 자연성 회복을 위해 유역 건전성 평가가 필요하다. 따라서 본 연구에서는 팔당유역 수량과 수질의 평가지표에 대한 과거 10년 동안의 기초자료를 수집하여 SPSS를 통해 통계분석을 실시하였다. 통계분석을 통해 도출된 결과를 이용해 가중치를 산정한 후 각 하천에 대한 유역 건전성 지수산정과 등급평가를 하여 표준유역 규모의 하천 변화 정도에 대한 상세평가를 통해 지역별 현황을 쉽게 파악할 수 있도록 하였다. 수량에 대한 기초자료는 TANK모형을 통해 자연유출량을 산정 후 관측유량과의 차이를 이용하여 산출하였으며, 수질에 대한 기초자료는 물환경정보시스템을 통해 수집하였다. 기초자료를 기반으로 왜곡된 자료의 정규성 확보 및 표준화를 수행하고, SPSS 프로그램을 이용하여 요인분석을 실시한 후 적합성 검토를 통해 최종지표를 산정하였다. 산정된 지표를 주성분 분석에 의한 가중치, 엔트로피에 의한 가중치를 산정하여 비교 후 최종 가중치를 선정하였다. 유역 건전성의 최종평가를 위해 가중치와 지표를 이용하여 지수산정 및 등급화를 실시하였다. 유역 건전성의 등급화를 통해 연도별 하천환경의 변화를 모니터링 함으로써 하천의 가치 보전과 개발에 따른 영향을 최소화할 수 있으며, 하천기본계획 수립 시 기초정보로 이용될 수 있을 것이다.

Experimental study on release of plastic particles from coastal sediments to fluid body (해안 유사에서 수체로의 플라스틱 입자 방출에 관한 실험적 연구)

  • In marine environments, plastics have become more abundant due to increasing plastic use. Especially, in coastal regions, particles may remain for a long time, and they interact with flows, wind, sand and human activities. This study aimed thus to observe how plastic debris interacts with and escape from sediments. A series of experiments were conducted in order to gain a better understanding of particle release from coastal sediments into water body. An oscillating water tunnel was built for the experiments, and used to generate oscillatory flows of relatively high Reynolds number and induce sediment transport. Spherical plastic particles of three different sizes was used in lieu of plastic debris in environments. It was observed that release of the particles was directly related to change of bedform, which is in turn determined by the flow condition. Also smaller particles tend to escape the sediment more readily. Critical values for dimensionless parameters are proposed.

Effects of Sensation Seeking Propensity on Social Support and Exercise Obsession in Sport Participants (생활체육 참여자의 감각추구성향이 사회적 지지와 운동 강박에 미치는 영향)

  • This study is to investigate the effects of sensation seeking propensity of sports participants on the social support and exercise obsession. In order to achieve the objective of this study was to collect data to target the 250 people who regularly participate in sport in Seoul. The data collected by utilizing SPSS WIN 18.0 and AMOS 18.0 statistical reliability and to perform confirmatory factor analysis, a multivariate analysis, correlation analysis, multiple regression analysis, the following results were obtained. As a result of the analysis, First, there were statistically significant differences among the variables according to demographic characteristics. Second, there was a statistically or negatively related relationship among the measured variables. Third, the sensory pursuit propensity had a statistically significant effect on social support and exercise obsession. Finally, social support had a statistically significant effect on exercise obsession.

  • Remarkable development of sand bars is an important characteristic of fluviatile landform of Korea. Their development owes, in one part, to the supply of abundant sandy materials to river valley floor, originated from the weathering of essentially granitic rocks, distributed almost all over the country. It owes, in other part, to river valley disposition presenting many angular sinuosity guided by fracture grid, impeding regular migration of sandy materials along valley floor. Besides, high amplitude of river discharge fluctuation of the country plays is proved to be favorable hydrological factor for the development of the sand bars. The sand bars play important roles in favor of river hydro-ecological environment. They mitigate the amplitude of discharge fluctuation regime. In flood spell, sand grains in the main channel migrate so as to broden wet section. At the spell of low water level, they newly accumulate as to impede rapid stream discharge. Especially high quantity of reserved water in porous space of sand bar is preciously available both for human livelihood and for ecological environment.

Developing the Nuclear Effective Safety Index (원자력 발전소 안전체감에 관한 연구: 안전체감지수 개발과 안전체감 수준)

  • The present research was conducted 1) to explore the factor structure of 'effective safety' and 2) to develop an index of effective safety. We recuited a total of 800 residents of the nuclear plant sites and 187 nuclear plant employers. Study 1 developed a scale of nuclear effective safety which consisted of four factors: Communication, Trust, Coping Ability of nuclear power plants, Emergency Coping Skills. We created the index of effective safety by converting the scale scores into a number 0 to 100. Overall, the index was very low 38..22, indicating that the residents of nuclear power plants sites were feeling very insecure about the safety of nuclear power plants. Moreover we found a consistent pattern of regional and sex difference. In Study 2, we asked the employees of nuclear power plants to answer the scale as if they were the residents, and we compared these numbers with the numbers the actual residents provided. We found that the level of safety that the employees expected the residents to experience was significantly higher than the level of safety the residents were actually experiencing. We discussed the pratical implications of the present findings.

Analysis of Industry-related Relationships between Disasters, Natural Factors, Social Factors, and Feng Shui Factors (재난발생과 자연적요인·사회적환경·풍수적요인간의 상관관계분석)

  • This study aims to investigate the correlation between the causes of natural disasters and feng shui factors targeting disaster management experts, feng shui experts, and the general public who are interested in feng shui. To this end, it is intended to reveal that the factors of the disaster at Mt. The purpose of this study is to analyze the impact of three factors on disasters: feng shui factors, natural factors, and social factors. To this end, a survey was conducted targeting feng shui experts, disaster management experts, master's and doctoral students in feng shui geography, residents of the Umyeonsan disaster area, and people interested in feng shui geography. 260 copies of the questionnaire were prepared and 248 copies were used for the final analysis. First, in order to analyze the impact of feng shui factors on awareness of disaster occurrence, after controlling for demographic variables, hierarchical multiple regression analysis was conducted to analyze the impact of feng shui factors on awareness of disaster occurrence. Second, as a result of analyzing the effect of natural factors on awareness of disaster occurrence, looking at each independent variable in the second-stage regression analysis. Third, as a result of analyzing the effect of social factors on awareness of disaster occurrence, looking at each independent variable in the second-stage regression analysis. Finally, as a result of the T-test and Anova analysis conducted for discriminant analysis, if the p-value was less than .005, the F value for each group was obtained as a result of the ANOVA analysis on the feng-shui factors

Correlation between CRM Competency and Safety Behavior According to Pilot Position (조종사 직급에 따른 CRM 역량과 안전행동의 상관관계)

  • Civil aircraft must have captain and first officer. In general, the captain fulfills his role and responsibility for preventing danger during aircraft operation, and the first officer is in charge of assisting the captain. Historicclay, as 70% to 80% of aircraft accidents have been caused by pilot human factors, crew resource management (CRM)has been introduced and operated worldwide. On the other hand, safety behavior is a human behavior to protect from danger using knowledge and skills, and the captain and the first officer who perform operations in the aircraft's cockpit are expected to have different levels of safety behavior according to differences in competence, responsibility, and experience. Preceding studies have shown that pilots' safety behavior is influenced by non-technical factors such as CRM Skills rather than technical ability, and this study was conducted to identify differences in CRM competencies between captain and first officer and to verify whether the differences are correlated with safety behavior.

A Study on the Relationship Between Apparent Auditory Room Size and Acoustic Preference (공간의 청각적 규모감과 음향적 선호도간의 관계)

  • Human tend to rely their information about the size of a space on vision. However, it might be a common experience to perceive a certain difference in spaces without any visual difference, in such spaces as rooms for music performance, multimedia environments with multiple sound sources, and car cabins, where auditory experiences have a certain importance. In the present work, apparent auditory room size was measured at different positions in a room through a series of listening experiments. Also, measurement of room acoustic parameters was carried out and their relationships with perceived auditory room size were analyzed. The results suggest that apparent auditory room sizes were largely dependent on musical clarity, distance between a source and a receiver, and sound pressure level at the listening position. Also, the results from acoustic preference test suggest that smaller apparent room sizes were preferred for listening to orchestral, cello and flute music. The relationship between apparent auditory room size and vocal music was found to be statistically insignificant.

International Legal Regulation for Environmental Contamination on Outer Space Activities (우주에서의 환경오염 방지를 위한 국제법적 규제)

  • The resources of outer space are for the common exploitation of mankind, and it is a common responsibility of mankind to protect the outer space environment. With the rapid development of space science and technology, and especially with the busy space activities of some major space powers, environmental contamination or space debris is steadily increasing in quantity and has brought grave potential threats and actual damage to the outer space environment and human activities in space. Especially We must mitigate and seek out a solution to remove space debris which poses a threat directly to man's exploitation and use of outer space activities in the Low Earth Orbit (LEO) and in the Geostationary Orbit (GEO), through international cooperation and agreement in the fields of space science, economics, politics and law, in order to safeguard the life and property of mankind and protect the earth's environment. While the issue of space debris has been the subject of scientific study and discussion for some time now, it has yet to be fully addressed within the context of an international legal framework. During the earlier stages of the space age, which began in the late 1950s, the focus of international lawmakers and diplomats was the establishment of basic rules which sought to define the legal nature of outer space and set out the parameters for space activities and the nature and scope of activities carried out in outer space were quite limited. Consequently, environmental issues and the risks that might arise from the generation of space debris did not receive priority attention within the context of the development international space law. In recent years, however, the world has seen dramatic advances in technology and increases in the type and number of space-related activities which are being carried out. In addition, the number of actors in this field has exploded from two highly developed States to a vast array of different States, intergovernmental and nongovernmental organizations, including private industry. Therefore, the number of artificial objects in the near-Earth space is continually increasing. As has been previously mentioned, COPUOS was the entity that created the existing five treaties, and five sets of legal Principles, which form the core of space law, and COPUOS is clearly the most appropriate entity to oversee the creation of this regulatory body for the outer space environmental problem. This idea has been proposed by various States and also at the ILA Conference in Buenos Aires. The ILA Conference in Buenos Aires produced an extensive proposal for such a regulatory regime, dealing with space debris issues in legal terms This article seeks to discuss the status of international law as it relates to outer space environmental problem and space debris and indicate a course of action which might be taken by the international community to develop a legal framework which can adequately cope with the complexity of issues that have recently been recognized. In Section Ⅱ,Ⅲ and IV of this article discuss the current status of international space law, and the extent to which some of the issues raised by earth and space environment are accounted for within the existing United Nations multilateral treaties. Section V and VI discuss the scope and nature of space debris issues as they emerged from the recent multi-year study carried out by the ILA, Scientific and Technical Subcommittee, Legal Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space ("COPUOS") as a prelude to the matters that will require the attention of international lawmakers in the future. Finally, analyzes the difficulties inherent in the future regulation and control of space debris and the activities to protect the earth's environment. and indicates a possible course of action which could well provide, at the least, a partial solution to this complex challenge.
