This study deals with the effective management system on the underground facilities by Geographic In-formation System (GIS). For this purpose,"Management System on the Water Supply Network by GIS in Kwangju" was analylized. Following results were obtained in this study. This system could be practically used for the inquiry of water supply and distribution pipes, check valves, pipe equipments and parcel identification numbers. Inquiry of addresses using the parcel identification numbers were effective for the database management system of the water supply facilities. The poits at issue for the performance of this study were the security and education of experts, the security of revenue source, the discord between GIS companies concerned. Establishments of GIS software technologies and database systems, and the settlement between GIS companies were required for the solution of these poits. Development of computer management systems on the water sup-ply network by GIS enabled the replacement of outworn pipes and the leakage inquiry techniques in pipes. in pipes.

The cadastral boundary points which cadastral surveyor presented on the ground by conducting cadastral surveying represents the limits of land ownership and give binding force and determination power. However the land disputes have increased these days mainly due to cadastral registration errors, surveying errors and land owners recognition error. In these cases, the cadastral survey interests try to find solution by either a administrative procedures by appealing civil complaint or border determination litigation through court. The neighboring residents and related organization have difficulties in resolving the civil complaints. In this study cadastral surveying and cadastral boundary determination process has been reviewed and the results of cadastral surveying screening by Central Cadastre Committee from 2016 to 2021 have been classified. The outcomes of this research will be used for cadastral surveying and contribute for reducing land disputes and improve reliablity of cadastral surveying.

기업내부의 최적화를 위하여 도입 된 ERP 는 급변하는 경영환경을 반영하여 전략적 수단으로 기능하는데 까지 발전하여 왔으며, 현재에는 다른 시스템이나 경영 도구들과의 연계성이 더욱 강조되고 있다. 특히 확장된 ERP 의한 영역인 SEM(Strategic Enterprise Management)은 각 기업들이 성과평가와 시나리오 경영 등 최신 경영도구들의 본격적인 도입으로 각광받고 있으며, 경영계획 및 시뮬레이션(BPS : Business Planning & simulation), 경영 통합 및 소싱(BCS : Business Consolidation & Sourcing), 기업실적 모니터(CPM : Corporate Performance Monitor), 이해당사자 관계관리(SRM : Stakeholder Relationship Management) 등의 세부 시스템으로 구성된다. 특히 경영계획 시스템은 개선된 경영계획 프로세스 모델과 시뮬레이션을 바탕으로 구현될 수 있으며, 본 논문에서는 경영계획 프로세스 모델을 바탕으로 이를 시스템화 하기 위한 경영계획 시뮬레이션 시스템 아키텍처와 User Interface를 제안하였다.

이 연구의 목적은 우리나라 해상교통 안전확보를 위하여 전국 주요 항만 해역에 대한 수로측량의 긴급성과 중요성의 기준을 객관적으로 마련해 보는 것이다. 즉 전국의 관할 항만 해역별로 중요성과 위험성, 다양한 이용 고객들 수요의 긴급성과 중요성 등을 고려하여, 수로측량 우선순위(survey priorities)를 설정하고 객관적이고 합리적인 모델을 만들어 보는 것이다. 이를 위해 항만해역 수로측량의 변천과 현황, 기존의 문제점을 살펴보고, 문헌연구와 해외의 해양선진국 수로측량 사례를 통하여 잠정기준을 도출하였다. 그리고 이를 전문가 설문조사 및 분석을 통해 우선순위를 도출하였다. 그 결과 우리나라 주요 항만해역의 수로측량 우선순위로는 해저지형 변화, 해상교통량, 기존 수로측량 실적, 이해당사자/이용자의 요구, 해양사고, 해양환경 및 생태자원 보존 등으로 나타났다. 결론적으로 본 연구는 우리나라에서 향후 수로측량을 보다 과학적이고 체계적인 방법으로 수행하기 위한 모델을 만들어보고, 여러 정책적 제안을 하였다.

전자정부사업은 본질적으로 이해당사자 사이의 갈등을 내포하고 있어 막대한 사회적 비용을 초래하기 때문에 이에 대한 적절한 조정과 협력이 중요하다. 정부통합전산센터는 정부부처별, 기관별로 구축 운영 중인 전산시설, 운영인력 등 정보자원을 통합하여 공동활용체계를 구축하는 대표적인 전자정부사업으로 현재 대전과 광주에 설치되어 있다. 2006년부터 단계별 통합을 추진하고 있는 정부통합전산센터에는 다양한 IT 거버넌스(IT Governance) 이슈가 잠재되어 있으며 이를 해결하기 위한 방안 마련이 시급하다. 본 연구에서는 IT 거버넌스 관련 문헌연구와 전문가 의견수렴을 통해 조직문화, 업무프로세스, 구성원역량, 커뮤니케이션 분야에서 IT 거버넌스 이슈들을 선정 후 정부부처, 정부통합전산센터 및 외주업체 관계자들을 대상으로 인터뷰와 설문조사를 통해 해결방안을 찾고자 하였다. 본 연구의 결과는 공공부문 IT 거버넌스에 대한 국제적인 성공모델 정립에 기여할 수 있을 것으로 사료된다.

This research aims at designing policy alternatives which would facilitate the supply of the national rental housing units, especially targeted for the low-income households who need special types of social support for their residences. In order to illuminate structural characteristics of the national rental housing policies, it heavily depends on collection of secondary survey data, in addition to existing documents. From the institutional dimension, it focuses on major issues related to the residential development, which is pivotal in supplying the required national rental housing units. Furthermore, applying causal loop diagramming techniques derived from the System Dynamics (SD), it tries to divulge dynamic relationships between key stakeholders including the government, developers and tenants. Finally, this research stresses the point that the government should fulfill its basic duty as a financial supporter and the developer should not procrastinate in providing diverse options, timely reflecting tenants' needs.

Construction contract have great possibility of dispute between contract parties because of long term performance of contract, various participation of the person concerned, effect according to external environment, etc. It is needed correct comprehension and construction management because good reason of claims depends upon contract document or clauses of the related laws and regulations in cases. The purpose of this study is to suggest desirable Interpretation principle for the harmonious management of the construction work in the cases or arbitration adjudication.

본 고에서는 연계구분, 전압변동, 고조파, 역률, 플리커, 주파수, 계통 동기 병입, 연계계통고장, 재폐로 협조, 재접속, 직류유입방지, 내 서지 등 신재생에너지 전원시스템의 계통연계를 위한 기술적 항목에 대한 기술 관련 내용을 정리하였다. 본 내용을 이행여부에 대한 강제성을 부과할 수 있는 규정 성격의 기술요건 안과 기술요건을 이행하기 위한 권고 및 해설 성격의 적용지침으로 구분하여 제시하였다. 기술요건은 각 국의 항목별 기술요건 사례를 충분히 비교 검토하여, 신재생에너지 관련 이해당사자들의 다양한 요구를 최대한 반영하면서, 유연성 있게 적용할 수 있도록 원칙 위주로 간단 명료하게 작성하였다. 본 고의 내용을 바탕으로 정부, 업체, 사용자, 시민단체 및 전력회사 간의 이해적 합의를 도출하고, 관련 전문가로 구성된 위원회의 기술적 검토를 거쳐 현재 운영중인 기준은 언제든지 주변 환경에 맞게 개정할 필요도 있다고 사료된다.

에너지 기술 R&D사업은 그 성과에도 불구하고 수요에 기반한 기획 측면이나 사업화에 있어 성과가 저조한 것으로 평가받아 왔으며, 특히 사업화 추진에 있어 시급한 과제로 '기술 수용성'(Acceptance) 향상이라는 지적이 제기되곤 하였다. 이에 산업통상자원부는 사용자가 R&D 기획, 개발, 검증 과정에 참여하여 사업의 이해도를 높이고 수용성을 제고하는 '에너지기술 수용성 제고 및 사업화 촉진사업'을 2016년부터 추진하고 있다. 그런데, 사회문제해결형 R&D라 부를 수 있는 본 사업은 산업통상자원부의 기존 에너지기술 R&D와는 성격이 다른 새로운 R&D의 모습을 갖는다고 할 수 있으며 그에 따라 그 시행과정에서 사용자, 이해당사자들이 참여하는 등 연구자들은 예전과는 다른 여러 가지 새로운 방법론의 수행을 요구 받고 있다. 본 연구에서는 해당 사업의 기획 및 실행에 참여한 경험을 토대로 성과멘토링, 성과공유 워크숍, 성과지표의 개발, 운영관리방안 등을 통해 '에너지기술 수용성 제고 및 사업화 촉진사업'의 특성 및 향후 개선방안을 논의하고 사회문제해결형 R&D사업에의 발전방안을 제안하고자 한다.

서비스 디자인 기법은 사용자에게 만족도 높은 서비스를 제공할 수 있는 객관적이고 효과적인 방법 중 하나로, 본 고에서는 사용자 경험을 바탕으로 고객 여정 맵(Customer Journey Map) 기법을 적용하여 스마트 ICT 올림픽 서비스 디자인 사례를 제시한다. 고객 여정 맵 기반의 서비스 디자인 절차는 이해당사자(선수단)를 대상으로 한 조사단계, 조사 결과 분석을 통한 서비스 전략 및 컨셉 도출단계, 서비스 기획을 통한 서비스 제안단계 및 서비스 실행단계로 구성된다. 본 고에서는 스마트 ICT 올림픽 서비스 디자인을 위해 선수단 전문가 그룹의 심층인터뷰를 통해 여정 별 사용자 욕구(Needs)를 분석하였고, ICT 기술 중심의 올림픽 서비스 목록을 대상으로 사용자 욕구를 매핑하였다. 분석 결과 선수단 전문가 그룹은 이동 편의성, 최신정보 및 운영센터와의 커뮤니케이션 그리고 선수단 커뮤니티 및 문화체험 정보 등 3개 부문에 대한 욕구가 컸으며, 이를 기반으로 스마트 ICT 올림픽 서비스 목록을 도출하였다.
