The Value Chain of Cultural Industry in Gyeongbuk (경북 문화산업의 가치사슬 특성)

  • The value chain is analytically useful for the cultural industry that has the characteristics of both manufacture and service industry, as the focus of value chain analysis moves from manufacturing only to the other stages of activity involved in supplying goods and services to consumers. The aim of paper is to analyse the value chain of the cultural industry in Gyeongbuk, find out the strengths and weaknesses of it, and suggest the ways to enhance the innovation capabilities of cultural industry in Gyeongbuk. First, the firms in advertisement & marketing, and circulation & distribution have low percent in cultural industry and need the low level of human resource, but produce high value-added in value chain; so, we should facilitate the make-up of the firms in advertisement & marketing, and circulation & distribution. Second, we should strengthen inter-firm networks to facilitate the ex-change of the equipment, human resource, information and technology between them. Third, we should construct the system to development human resource with two levels and spread the open atmosphere of firms.

  • This research aims to analyze business strategies of professional sports marketing companies which have properties of sports organizations in Korea, with a view to investigating into the nature of the business of the agencies and the characteristics of business models and to considering what kinds of suggestions such characteristics have for the development of professional sports marketing agencies in Korea. Professional sports marketing agencies do not simply acquire their property rights or act as a proxy in getting the property rights but also multiply opportunities for their business while acting as a proxy and developing extension commodities so as to maximize their profit, which is a core capability of sport businesses. Sports marketing businesses in Korea are characterized by dual structure: advertisement companies specializing in BTL (Below The Line)-centered promotion business, and sports marketing agencies specializing in the business focused on sports contents. This structure serves as an obstruction for Korean sports marketing agencies to build up their capabilities to maximize opportunities and extension.

  • 본 연구는 종합병원에서 운영중인 병원정보시스템(Hospital Information System)을 기준으로 업무별 데이터 마트를 구성하여 종합병원 데이터 웨어하우스 시스템을 제안하는 연구이다. 본 연구에서 제안한 병원 데이터웨어하우스 모형은 충남대학교병원 데이터 웨어하우스 시스템 구축 보고서, Inmon의 데이터 웨어하우스 개발방법론에 기초를 두었다. 종합병원의 데이터하우스시스템을 제안하면 다음과 같다. 첫째, 원무 데이터마트, 병원의 원무팀에서 주로 사용하는 것으로써 수입에 관련된 정보, 진료인원에 관한 정보, 심사/청구/삭감에 관한 정보들로 구성되어 있다. 둘째, 약국 데이터마트, 처방전달 데이터 마트와 연결되어 외래/입원의 처방에 관한 정보, 약에 대한 효능과 성분에 대한 정보, 투약과 검사에 대한 정보들로 구성된다. 셋째, 의무기록 데이터마트, 의무기록팀에서 관리하는 퇴원 정보, 암환자에 대한 정보, 외래/입원 환자 통계에 대한 정보들로 이루어진다. 넷째, 처방전달 데이터마트, 주로 의사가 환자에게 행한 처치/처방/수술과 진료기록에 대한 정보들을 기준으로 환자진료나 임상연구에 필요한 정보를 제공한다. 다섯째, 병원 행정 데이터마트, 인사정보, 급여정보, 회계정보, 예산정보, 물류정보 등으로 구성되어 병원의 자원활용이나 행정에 대한 전반적인 정보를 제공한다. 여섯째, 경영지원 데이터마트, 병원경영에 필요한 수입정보, 원가분석 정보, 진료인원 정보들을 한 형태로 제공한다. 또한 의사결정 형태도 의료진 중심의 병원에서 환자중심의 병원으로 구조를 바꾸었고 투명한 정보공유와 기초 데이터들의 정제는 부가가치가 높은 정보로 가공할 수 있게 되었으며 각 전문 직종간의 단절된 정보 흐름을 유기적으로 교환할 수 있게 되어 지식의 교환을 촉진시켰다. 그리고 온라인거래처리시스템(OLTP)의 한계점인 하드웨어적인 문제와 성능 저하에 대한 문제를 해결하였고, OLTP시스템에서 분리되고 이원화된 코드체계와 데이터 형태의 이질화를 통일하는 방법으로 데이터웨어하우스 시스템을 제시하였다. 결국 병원에서 데이터웨어하우스 시스템의 구축은 임상, 연구, 교육의 유기적 순환관계를 정립하여 지식의 순환적 고리인 수집, 공유, 확산, 재창출을 지속적 유지할 수 있는 인프라를 구축해 준다. 반면 상이한 정보들간의 충돌과 이에 따른 해석의 오류로 잘못된 의사결정을 위한 정보를 제공할 수 있고 기초정보의 접근 및 추출의 유용성에 의해서 정보유출에 대한 문제가 한계점으로 나타났다.

  • The purpose of this study is to investigate what fields of library cooperation system should be resolved and to find out a resolution. A survey are used for research method. The contents of survey is about operating performance and main obstacles of cooperation among other libraries. The results show that most of respondents estimated need of cooperation among libraries and operating performance of cooperation was poor. The system needs to be changed. The problems are insufficiency of budget and personnel. two different types of operating body, insufficiency of standard and committee for cooperation system, delayed speed of integrated retrieval system, limitation of sharing of information about users, insufficiency of user's and librarian's recognition of cooperation system. This study proposes improving method through developed model on cooperation system.

  • The university must open the "School Development Plan and Specialization Plan" at the university allimi. The reason for this is the Special Act on the Disclosure of Information by Educational Institutions, enacted on May 25, 2007, and the Plan for Reform of University Reform announced by the Ministry of Education on Mar 28, 2014. Therefore, we examined the similarity and standardized model of the "School Development Plan and Specialization Plan" published by a total of 137 colleges. As a result of the study, only 17(12.4%) of the college produced information in two ways(school development and specialization), and the rest were not. The school development plan presented quantitative indicators such as world number one, The characterization plan presented qualitative indicators such as human. Based on this, standardized research procedures and conception are presented.

  • As the capitalist society was launched, false has been increasing day by day for the personal profit. Study after study since a long time ago has concluded that today's polygraph developed in order to determine these false. In Korea the polygraph has been used actively in current investigation agency, and passively in a private enterprise by a former polygraph examinant from the investigation agency. Each investigation agency is recruiting polygraph examinants through the strict qualifications, training education. Decisions of Supreme Court precedents about the polygraph test results are denying admissibility of evidence in reliability on the efficiency of a test equipment, way to ask, qualities of polygraph examinant, etc. The most fundamental cause of the issues mentioned in the precedents is that examinants of each investigation agency are being trained by dual education not centralized. Because of each investigation agency has its own training and polygraph examinant, each agency can occur variations every agency or every examinant, therefore ensuring the centralized educational system is needed. In this way, ensuring the centralized educational system will contribute to improve the reliability of polygraph test results and make a retrenchment in the educational budget in accordance with examinant training of each agency.

  • 우리나라 수자원이용량의 47%를 차지하고 있는 농업용수는 공사관리지역(64%)와 지자체관리 지역(36%)으로 이원화 되어 있고, 공사관리지역은 2000년 이전 103개 농지개량조합이 개별적으로 관리하다가, 2000년 이후 농업용수의 효율적 관리를 위하여 2000년에 3개기관(농지개량조합, 농지 개량조합연합회, 농어촌진흥공사)이 통합하여 현재 한국농어촌공사가 되었다. 2000년 이전 103개 조합에서 저수지, 양배수장 등 수리시설물과 용배수로 등 평야부 시설물에 대한 각종 정보가 통합적으로 관리가 되지 못하였고, 매년 발간되는 농업생산기반정비사업 통계연보를 통해서 체계적인 관리가 되어왔다. 2000년 이후 통합 공사가 출범하면서 전국단위의 종합적이고 체계적인 정보관리가 가능해졌으나, 농업용수 정보(자료)가 개별 조합별로 산재되어 있고 전산화 되어 있지 못하였으며, 시설물의 설치년도가 오래된 경우 자료자체가 존재하지 않은 경우가 많이 있고, 소규모 시설의 경우 정보(자료)관리의 필요성에 대한 효용성에 대한 인식이 낮으므로 하여 농업용수관리 정보화에 많은 어려움이 있었다. 또한 기초적인 정보(자료)관리 구축이 되지 못한 상황에서 개별 시설물 또는 수계별로 이 치수관리를 위한 의사결정 지원시스템 구축에도 많은 어려움이 발생하였다. 이는 공사 내부 뿐만 아니라 외부의 우려와 비판이기도 하였다. 이러한 어려운 여건에도 불구하고, 우선 지난 10년 동안 농업용수관리의 기초적인 정보(자료) 관리 구축을 실시하여 수원공과 평야부 시설에 대한 정보구축을 실시하였고, 각 사업별로 RIMS, RAWRIS, TIMS, 지하수넷, UIRRI, 4대강상황실 등의 정보화 시스템을 구축하였다. Post 4대강, 유역통합관리 등 수자원환경의 내외적인 여건변화에 맞춰, 2010년 부터 개별 시스템에 대한 통합 농업용수관리 정보시스템 구축을 위한 마스터플랜을 수립하고 있고, 금번 마스터 플랜수립결과를 바탕으로 실질적인 시스템 구축을 완료하게 되면 명실상부한 농업용수분야의 최상위 시스템으로 자리매김 될 것이다.

Analysis of Self-Regulations Relating to Delegation of Social Welfare Facilities to Private Sector by Local Governments: Focused on Seoul Autonomous Region (기초자치단체의 사회복지시설 민간위탁 자치법규 내용에 관한 분석 : 서울특별시 자치구를 중심으로)

  • In this study, as recently there is active discussion in academia and relevant industries relating to delegation of social welfare facilities to the private sector, self-regulations relating to such delegation by Seoul was analyzed for systematic supply of social welfare service and find ways to improve self-regulations that will be enacted or amended by local governments. The data was collected from self-regulations of Seoul based on the self-regulation information system as of May 1, 2015, and analyzed according to the steps of delegation to the private sector proposed by Hyangsun Choi, in terms of presence of clauses and contents. Based on the analysis, the study prosed: first, clarity in description of application criteria and relevant facilities and dual system of the delegation agencies; second, improvement in criteria for selecting the delegation agencies and the head of committee; third, clauses related to supervision of an administrative agency; fourth, overall improvement of clauses related to evaluation nd review of delegation and institutional arrangement for more transparent evaluation.

  • The ATVM(Automatic Ticket Vending Machine) of Seoul Metropolitan is a Kiosk which is called Ticket Vending and Reload Device at the subway station. It is implemented for integrating transportation card system which is separated from a paper subway ticket and replacing ticket selling employees. However, since the automatic ticket vending machine was accepted in 2009, there has been confusion of purchasing a ticket. Therefore, it requires improvement of usability. This study, conducts a literature search. Also, the interface of ATVM is analyzed. Finally user observation proceeded at Sinnonhyeon Station of Seoul Metro line 9. The results show that selecting a destination and section fares is confusing process for user. Based on this survey the improvements of UI are proposed to expect advanced directions of the ATVM.

  • This paper reviews the amend of the School Violence Act. The School Violence Act was introduced in 2004 and it has revised several times since then. However, the latest revision in 2019 was important and meaningful. The Act began to get a stance of educational approaches to school violences. It has more emphasized to deal with school violence in the perspective of educational approach. For example, the newly revised School Violence Act allows principles of schools to deal with school violence cases in a condition of minor violence cases when victim students and parents agree with. This is an impressive change. The School Violence Act is still on going change and it should be changed more educational perspectives to deal with school violences.
