Design for Spatial Information for Effective Implementation of the Convention on the Rights of Persons with Disabilities (장애인권리협약의 효과적 이행을 위한 공간정보 구축방안 연구)

  • The Convention on the Rights of Persons with Disabilities is the international conventions to acknowledge that persons with disabilities have dignity as human being and to give us duty to make an effort for protection of persons with disabilities' rights. This study deducts several tasks in spatial information field to fulfill the Convention on the Rights of Persons with Disabilities effectively. First of all, For the deduction, this study starts by considering accessability, personal movement, freedom of expression and accessability to information. Second, this study defines persons with disabilities as the spatial information what ensure for prior considerations. Third, this study deducts some requirements on spatial information of persons with disabilities on the basis of the survey targeting persons with disabilities and the expert opinion, and suggests objectives, strategies, tasks, systems for effective implementation of the Convention on the Rights of Persons with Disabilities. Especially, this study sets up a goal on spatial information establishing strategy of persons with disabilities as 'Disadvantaged groups like persons with disabilities can obtain requirable information without distinction of person, thereby pursuing the convenience of life and improving the quality of life.

  • This study focused on the architectural, interior and management guidelines in rehabilitation center for visually impaired persons. For these purposes, we reviewed the movement behaviors and the characteristics of fire drill in rehabilitation center for visually impaired persons. The results are as follows. : First, the liner circulation paths and interior landmarks are recommended, and dwelling units and program rooms should be located in ground floor for barrier free evacuation. Second, It is important to establish continuous handrail, variations of paving patterns and materials, good color definition, tactile informations and directional sound. Third, it is necessary to serve more specified architectural, interior, and management guidelines according to impaired prototypes.

  • The indicators of an advanced society include the overall level of life quality and satisfaction among all the members. The overall life quality has close relationships with accessibility to urban space for the social weak. Access to facilities of interest and right of mobility in urban space are very important issues to the weak class in terms of transportation including the visually handicapped. In particular, great significance is endowed upon transfer facilities, which play mediating roles between facilities like passenger facilities, and the convenience facilities inside for the disabled, which are usually the only means for the disabled to access each facility. As they are provided to the visually handicapped as well, it's very important to analyze the concerned spatial distribution and offer the results. The previous studies on the subject, however, merely covered the perceptions of the users and the related statistical analysis. This study set out to analyze non-barrier space to promote the utilization of convenience facilities at passenger facilities by the visually handicapped and to secure their right of mobility by using a GIS for spatial analysis based on spatial data. The results show that it's urgent to supplement the existing space for the handicapped and that it's necessary to expand convenience facilities for the disabled such as paths with Braille points on them to promote their use of diverse convenience facilities inside.

  • 현재 잘 갖추어진 정보통신 인프라에서 이동통신사들이 제공하는 서비스들이 각기 다른 무선 마크업 언어를 사용하고 있어 하나의 컨텐츠를 제공하기 위해서는 각 이동통신사별로 별도의 추가 개발이 이루어져야 하는 등 서비스 발전에 장애 요인이 존재한다. 본 연구에서는 이러한 국내외 무선 인터넷의 현실을 고려하여 무선 인터넷 컨텐츠의 생산성 향상 또는 서비스의 질적 향상을 위하여 유무선 인터넷 컨텐츠들을 이동 단말기들에 적합하도록 변환 작성하여 전송해주는 프럭시(proxy)를 개발하였다. 본 연구의 특징은 metaXML로 정의된 중간 언어를 채택하여 서로 다른 마크업 언어로 작성된 컨텐츠들을 효과적으로 변환할 수 있다.

  • 환경공해, 약물 남용 등으로 인해 선천적으로 신체적 이상을 갖고 태어나는 어린이들이 늘고 있어, 어린이 건강, 더 나아가 국민 건강 향상에 악영향을 미치고 있다. 그러나 이 선천성 기형도 조기에 발견만하면 충분히 치료가 가능하다고 이동환 순천향의대 소아과교수는 지난 11월 11일 건강관리협회에서 있었던 건강관리 Work-shop을 통해 발표했다. 본문은 그의 발표문을 게재한 것이다.

The Role of Key Housing Accessibility in the Relationship Between Mobility Disability and Residential Satisfaction of Seniors - A Case Study of the United States - (주요 접근가능한 주택디자인이 노년층의 이동장애와 주거만족도의 관계에 미치는 영향 - 미국 사례 연구 -)

  • This study investigated whether housing accessibility plays a significant role in explaining the relation between mobility disability and residential satisfaction of seniors. Also, it identified people who are at greatest risk of mobility disability and living in homes without housing accessibility. We analyzed the 2011 American Housing Survey data with a sample of 20,089 households aged 55 and over living in single-family homes. Results show that although residential satisfaction decreased as mobility became more disabled, the key housing accessibility features were significant buffers against the negative impact of mobility disability on residential satisfaction. Seniors who were Black, low-income, housing-costs burden and renters in older housing in an urban area were more likely to have mobility limitations but fewer housing accessibility features. The moderating effect of housing accessibility on residential satisfaction was much greater for seniors with greater mobility disability. For vulnerable seniors living in an old single-family home, housing policymakers or local communities should consider home modification programs and services after evaluating housing accessibility.

  • The existing algorithms or programs of egress time estimations rule out the walking velocity of each single person. But this algorithm can not be applied to estimation of evacuation in a hospital, because most patients are handicapped or walking on various kinds of tools. This study measured the moving velocities of patients according to different types of physical handicap. Also evacuation drills in several hospitals were carried out to establish an algorithm for prediction of total egress time of wards. Besides these measurements awareness of staffs about safety was investigated with the questionnaire. The results of this study is divided into two serial papers.

제4차 교통약자 이동편의 증진계획에 따른 여객선 이동편의 개선 방안

  • 2006년부터 시행 중인 「교통약자의 이동편의 증진법(교통약자법)」 제6조에 따라 교통약자의 이동편의증진을 위한 5년 단위 국가계획인 제4차 교통약자 이동편의 증진계획(2022~2026)이 수립 중에 있다. 2021년에 조사된 여객선의 기준적합 설치현황을 보면, '19~'20년 기준 여객선의 기준적합 설치율이 34.9%로 타 교통수단에 비해서 매우 낮은 설치율을 보이고 있다. 해양수산부에서는 2000년부터 연안여객선의 교통약자 이동편의시설 설치를 통한 장애인 노약자 등 교통약자의 이동편의 증진을 위해, 연안여객선 교통약자 이동편의시설 설치 지원 사업을 진행 중에 있으나, 여객선의 구조적 특성으로 인한 이동편의 개선의 한계로 인해 획기적 개선은 이루어지지 않고 있다. 본 발표에서는 제4차 교통약자 이동편의 증진계획 수립을 위해 해양 교통수단의 특성, 이용 만족도 및 선박의 안전성 등을 고려한 여객선 교통약자 이동편의 증진 대책을 소개하고자 한다.

Investigation of a Left-Turn Phase Time Estimation Method for TRC Operation (실시간 신호시스템의 좌회전 신호시간 추정방법에 관한 연구 (검지기 장애발생시를 중심으로))

  • The current left-turn split model adopted in COSMOS has an inherent limitation when a loop detector in the left-turn lanes was disconnected for a period of time. In this instance, the current model always allocated minimum green time to the left-turn phase, thus optimal split and efficient signal operation for the intersection was not guaranteed. In this paper, four mathmatical models using detector information of the intersection and four empirical models using historical profiles were developed and investigated for different traffic conditions to improve the operational efficiency of the intersection. From the model evaluation test, the empirical model using a four-week historical profile produced the least error among the eight models investigated. NETSIM simulation test results also showed that the proposed model could give significantly reduced delay time as compared to the current model. From these results, the operational efficency of the signalized intersections under the real-time control can be greatly improved by using the model proposed in case of the left-turn detector failure.
