  • 데이터 품질의 패러다임 변화에 따라 기업에서는 효과적인 의사결정지원을 위한 정보서비스의 품질 관리가 중요하다. 본 연구에서는 설문조사를 통해 데이터 거버넌스 관점에서 행정기관 간 정보연계를 통해 민본 녹색 행정을 위한 '행정정보공동이용시스템'의 데이터 품질관련 현황을 분석하였다. 이와 관련하여 향후 정확하고 안전한 행정정보의 공동이용을 위한 정보서비스 품질관리체계 구축을 위한 대안으로서 데이터 거버넌스 관점의 행정정보 공유 데이터 품질관리체계 구축을 제시하는 바이다.

  • World Wide Views on Climate and Energy held on 6 June 2015 was a structured citizens' deliberative consultation forum involving 10,000 citizens in 77 countries, and South Korea was one of the participating countries. Citizen participants, selected to reflect the demographic diversity in their countries or regions, were given information beforehand and deliberated for a full day with other citizens and voted on an identical set of questions, designed to reflect policy controversies at the UN COP negotiations to be held in Paris on December 2015. This study, firstly, analyzes the backgrounds and purposes of World Wide Views on Climate and Energy and reports the WWViews event held in Seoul, Korea before examining the theoretical implication of it. And then, this study discusses about the features and opportunities of World Wide Views on Climate and Energy as a way of forming a global deliberative governance by focusing on deliberative democracy, citizen participatory governance, and global citizenship.

  • To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.

  • This study seeks to improve the problems of analytical rigor and practical utility found in the concept of human security by examining ways to create a global governance system for the effective achievement of United Nations Millennium Development Goals(UN MDGs). This study regards poverty as the most fundamental threat to human security in order to achieve the analytical rigor of human security concept. At the same time, it also examines how to creating a global governance for achieving UN MDGs to improve practical utility of human security concept. The global governance system of MDGs should acquire global political representativeness, efficacy of policymaking process, and democracy within it. For these purposes, the creation of a "Global Summit for Development," the establishment of a more equal partnership between the states, international organizations, and NGOs, and institutionalization of operational and strategic cooperation among development institutions are proposed.

A Consensus-Building Support System for Water Environment Governance Based on Multi-Criteria Decision Making (물환경 거버넌스를 위한 다기준의사결정 기반 합의형성 지원시스템)

  • In this study, we propose a consensus-building support system to engage various stakeholders, transparently disseminate information, ensure objective decision-making, and reflect the view of each stakeholder as a methodology or tool for resolving conflicts that may arise in the process of implementing water environment policies and plans. The system suggests ways to resolve issues by engaging all interested actors and not just a few influential groups of stakeholders imposing their solutions upon local users. The system provides an environment where stakeholders can find solutions to conflicts through their own efforts, mediating competing interests through the interactions such as negotiations and conciliation to reach a consensus. To verify the applicability of the proposed consensus-building support system, simulated role-playing albeit restricted was conducted on the case of the Hantangang Dam construction. The simulation validated that open discussions and negotiations with the local community or NGO by the government increased the efficacy of negotiations.

  • 조직에서 IT에 투자함으로써 납득할만한 가치를 얻고 있는가에 대한 물음에 많은 경영진과 의사결정권자들은 확신을 하지 못하고 있는 상황이다. 또한 조직의 IT 역량이 조직의 경쟁력 향상에 기여하고 있는가에 대한 부분도 크게 다르지 않다. IT프로젝트는 의뢰 IT부서가 담당하고 있으며, IT 투자 또한 전사 차원의 전략인 관점보다는 전술적 수준의 이니셔티브로 인해 적지 않은 자원을 낭비하고 있는 실정이다. 이러한 상황에서 IT 거버넌스에 대한 필요성과 개념에 대한 올바른 인식이 필요하게 되었으며, 그 접근 방법으로써 ITA를 비롯하여 많은 방법론들이 대두되고 있는 상황이다. 이에 우리는 정부부처 및 공공기관을 대상으로 ITA를 기반으로 정보자원을 관리하고 있는 조직들을 대상으로 IT 부분에 있어 어떠한 의사결정 형태를 갖고 있는지 연구하였으며, 본 연구에 관한 자세한 내용은 다음과 같이 논의 하였다.

  • The regional environmental conflicts of 'Mungjangdae Hot Spring Development Project' have still now continued from 1985. As a case study, the limitation of environmental litigation and the feasibility of EIA as Alternative Dispute Resolutions (ADR) for solving the conflict of 'Mungjangdae Hot Spring Development Project' was analysed. In order to mitigate environmental and social conflicts, the scope and time of public participation in EIA process which is democratic procedure based on scientific prediction of environmental impact need to be diversified to the extent 'Aarhus Convention', and the burden of environmental litigation need to be alleviated by the 'EIA consultation' from environmental authorities. In decision-making process related with large scale development plan and project which have enormous impact, the effectiveness of the EIA as ADR can be enhanced by applying citizen involvement in environmental governance and the various aspects of sustainability. The effective utilization of EIA public participation such as public hearing to pursue social equity can be a ESSD scheme for the implementation of SDG at regional dimension in Korea.

  • 18년 물관리일원화 이후 인프라와 사람 중심으로부터 자연과 인간의 조화를 위한 환경·생태계의 자연성 회복으로의 물관리 패러다임 전환이 빠르게 이루어지고 있으며, 대규모 국책사업이후의 하천 관리에 있어서도 기존의 이수, 치수, 환경이라는 단순한 기능적 구분을 벗어나 보다 근본적이고 장기적인 대국민 서비스로의 전환을 도모하고 있다. 또한, ICBAM 등으로 정의되는 4차산업혁명 기반 기술의 접목이 거의 대부분의 분야에서 이루어지고 있는 것을 실질적으로 체감하는 시기가 도래하였다. 그러나, 하천 및 수자원 관리분야에서의 기술은 근대 엔지니어링의 기초가 되는 수로 건설 등으로부터 시발되어 사실상 가장 앞선 과학적 진보의 토대를 갖추었으나 최근의 기술적 트렌드를 잘 추종하지 못하는 것처럼 비추어 지는 것이 사실이다. 주된 이유로서 기후변화라는 광범위하고 장기적인 입력요소를 가진 하천관리 시스템의 특성상 불확실성의 추정 및 즉각적인 응답이 어려운 부분이 분명히 존재하지만, 실질적으로 여전히 해소되지 않는 부분은 하천의 기초자료 수집에 대한 효율성과 신뢰도가 낮은 것이라고 하겠다. 또한, 유역으로부터 댐-다기능보-하천으로 이어지는 의사결정을 위한 다양한 형태의 자료로부터 적절한 정보를 수집하는 체계(거버넌스의 문제이자 기술적/재정적 한계)가 확립되지 않은 점도 고려해야 할 것이다. 본 연구에서는 인공지능을 활용한 하천의 유량 예측 등을 위해 필요한 수자원 기초데이터의 근원적인 수집 및 관리상의 문제점에 대해서 검토하고자 하였으며, ARIMA, Kalman Filtering, MA 및 복합기법을 통한 자료처리 기법을 적용하여 상황에 맞게 오차 및 불확실성의 저감을 위한 방안을 찾고자 하였다. 또한, 이용자 중심의 하천 관리에 근접한다고 볼 수 있는 스마트워터시티 개념에서의 바람직한 하천관리 기법에 대해서 논의하고, 관련하여 근자에 개발한 하천의 물리적 해석 도구들에 대해서 적용 사례를 검토한다. 마지막으로, 지식기반의 하천관리 의사결정 플랫폼 개발을 위해서 기존의 기계학습을 통한 자동화된 의사결정에 부가하여 전문가와 시스템이 상호작용을 통해서 AI를 학습시켜 결정한 사항을 전문가의 의사결정에 참고하는 MCRDR기법의 적용의 적용 가능성과 도입 방향에 대해서 논의하였다.

A Study on the Effects of Social Capital on Collaborative governance (사회적자본이 협력적거버넌스에 미치는 영향에 관한 연구)

  • In this research, we conducted an empirical study on the influence of social capital on cooperative governance for the Gwangju city social economy. The results of the study are as follows. First, the social capital factor commonly affecting cooperative governance is trust. Secondly, we were able to learn that there was a difference in the results of the hierarchical regression analysis to grasp the magnitude of the relative influence of detailed elements of social capital by cooperative governance factors in order. Network(4.843) exerted the most influence in Common Decision-making, followed by Trust(3.855). Trust(3.130) exerted the most influence on Management of Governance, followed by Network(2.936). Network(2.647) exerted the most influence on Cowork System, followed by Trust(2.244). Finally, Network(4.153) exerted the most influence on Partnership Building, followed by Trust(2.244). In particular, 'Participation' was an important factor in 'Co-work System'.

Instrumental Perspectives in Discourse and Practice of Public Engaged ST Governance: Case Study on UK Public Deliberations (시민참여형 과학기술 거버넌스의 논의와 실험에 내재된 도구적 관점: 영국 공론화 사례 중심)

  • Various concepts and practices of public deliberation have been exercised over the last three decades in western countries for science and technology (ST) governance. There has been a general social consensus for the need of such new governance notwithstanding, ends and means to achieve it varied. Among various rationales, while normative and substantive perspectives are explicitly claimed in public as reasons for public engagement in ST policy making, instrumental perspectives tend to be implicitly arranged by interested parties and still affecting policy significantly. This paper therefore, examines the implications of such instrumental perspectives in public engaged ST governance. To do so, this paper analyses the discourses and practices of public deliberation for ST governance in the UK from the late 1990's until the mid 2000's. It examines the proposals made by various policy institutions and two real public deliberations- the GM Dialogue for commercialization of genetically modified crops and the Committee on Radioactive Waste Management(CoRWM)'s programme. This study finds that policy institutions tried to employ public deliberation as strategic instrument for their policy interest, which contrasted with their outwardly claimed rationales of democratic policy making and better quality in decision for ST governance.
